1. EXECUTIVE SUMMARY

M/s. Jyoti Resins & Adhesives Ltd. is located at S. No. 873, Opp. Anand Health Care,

Ranchhodpura Road, Village: Santej, Taluka: Kalol, District: Gandhinagar, Gujarat, India. M/s.

Jyoti Resins & Adhesives Ltd. is proposed by Mr. Jagdish Patel (CEO & Managing Director) and

Mr. Utkarsh Patel (Executive Director) and planning to expand the manufacturing capacity of

synthetic resin adhesive (PVAA) from 600 MT/M to 1500 MT/M. The existing production capacity

of Adhesive SH is 150 MT/M. Hence, Total production after expansion will be 1650 MT/M.

As per the EIA Notification, 2006 & subsequent amendments, the proposed expansion project

comes under category ‘A’ listed at item 5(f). The project is located outside the notified industrial

area. Hence, the category of the proposed project will come under category ‘A’.

The site is well connected with road and railway, nearest city is Ahmedabad (6 Km, SE).

Sabarmati River is passing through ESE direction at a distance of 14 Km. There is no reserved

forest, national park in surrounding 10 km radius. The Thol bird Sanctuary is 5.55 Km away from

project site. The project doesn’t fall under CRZ boundaries.

The detail related to the proposed project is discussed in the upcoming section.

2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

2.1 Identification of project and project proponent 2.1.1 Identification of project M/s. Jyoti Resins & Adhesives Ltd. is located at S. No. 873, Opp. Anand Health Care,

Ranchhodpura Road, Village: Santej, Taluka: Kalol, District: Gandhinagar, Gujarat, India. The unit

has proposed to expand the manufacturing capacity of synthetic resin adhesives (PVAA) from 600

MT/M to 1500 MT/M. The total land area of the plot is 7016 sq. m.

2.1.2 Project Proponent M/s. Jyoti Resins & Adhesives Ltd. is promoted by Mr. Jagdish Patel, CEO & Managing Director of

the company, has wide experience of 22 years in chemical industries and Mr. Utkarsh Patel,

Executive Director of the company, and has experience of 10+ years in the chemical industries.

Jyoti Resins & Adhesives Ltd. was incorporated in 1993 to manufacture Adhesive, Soya

Rosinated 50%, Unsaturated Polyster Resin, Enamel, Primer, Pigment paste. But later it was

decided to discontinue the products except Synthetic Resin & adhesives. The main product is

famous for brand name “EURO 7000”. Recently the market demand of the product “EURO 7000”

has grown exponentially. Jyoti Resins & Adhesives Ltd. has become the leading manufacturer of

high grade synthetic resin adhesives. It has entered in the National market and today

manufacturing site has grown to Global Standards. Over the years company has built an excellent

reputation in the domestic market and is very well known for its deliveries, services and quality

products.

2.2 Brief description of nature of project As per the EIA Notification, 2006 & subsequent amendments, the proposed expansion project

comes under category ‘A’ listed at item 5(f). The project is located outside the notified industrial

area. Therefore, the category of the proposed project will come under category ‘A’. Unit is having

valid EC (Vide No. SEIAA/GUJ/EC/5(f)/417/2016 dated 28th June, 2016) and CC&A (Vide No.

PC/GPCB/ID-16463/CCA-GNR-151(2)/41790 dated 18th July, 2017 & Valid up to 2nd April, 2019)

for manufacturing 600 MT/M of synthetic resin adhesives (PVAA) & 150 MT/M of Adhesive SH.

The unit has proposed for expansion of manufacturing capacity of synthetic resin adhesives

(PVAA) from 600 MT/M to 1500 MT/M.

2.3 Need of project and its importance to the country and/or region Synthetic resin adhesive (Polyvinyl acetate) is now used for various applications such as Book

binding, Paper bag, furniture, Milk Can, Drinking straws, Envelopes, Gummed Tapes, and Foils

etc. Synthetic adhesives produced in India are mostly based on Vinyl Acetate Monomers (V.A.M).

This product is also used in making of furniture to join wood to wood, wood to laminates, and

supplying domestic & industrial market all over India. This product is also used in handicraft

industry.

2.4 Demand Supply gap The gap between demand and availability of synthetic resins adhesives is likely to increase over

the years. The growing demand and supply gap would require increasing emphasis to be given to

the exploration and production sector. This calls for such projects which can help in bridging the

gap.

2.5 Imports v/s indigenous production Raw materials will be purchased from indigenous production. This helps in the economic

development of the country to a great level. Thus, to decrease the dependency on imports, the

project can work in a positive manner.

2.6 Export Possibility There is no proposal to export the adhesive products.

2.7 Domestic/ export markets Our products have good demand in national markets. We shall sell the products in local market.

2.8 Employment Generation (Direct and Indirect) due to project M/s. Jyoti Resins & Adhesives Ltd. will give direct employment to local people based on

qualification and requirement. In addition to direct employment, indirect employment shall

generate ancillary business to some extent for the local population. In operation phase, the

proposed expansion project would require significant workforce of non-technical and technical

persons.

3. PROJECT DESCRIPTION

3.1 Type of Project including interlinked and interdependent projects, if any. The project is neither an interlinked project nor an interdependent project. It is the proposed for

expansion of manufacturing of synthetic resin adhesives within existing premises. The project falls

under category ‘A’, section 5(f) of EIA notification, 2006 and amendment thereof.

3.3 Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. At present the units produces 600 MT/M of Synthetic Resin Adhesive (PVAA) & 150 MT/M of

Adhesive SH. However, Unit has adequate Land to expand the Production Capacity up to 1500

MT/Month. The site is well connected by metallic roads and close to Sardar Patel ring Road (3

Km), Kalupur Railway Station (Ahmedabad) (17 km) and Airport (15 km). The raw material

required for this plant is easily available from and within local markets of Gujarat. Manpower

required is easily available and which in turn will generate employment. Moreover this will result in

revenue generation and socio-economic upliftment through CSR activities. Hence the project

justifies the location site and its need.

3.4 Size or Magnitude of Operation The details of products with capacity and mode of transport of products are given in below table:

3.5 Project Description with process details (a schematic diagram/flow chart showing the project layout, components of the project, etc. should be given)

Manufacturing Process of Synthetic Resin Adhesive or Poly Vinyl acetate Adhesive

A polymer is a macromolecule composed of repeating structural units connected by covalent

bonds. White glue or polyvinyl acetate is a polymer composed of the repeating vinyl acetate

structural unit. To produce the polymer (polyvinyl acetate) on aqueous conditions is necessary the

reflux of vinyl acetate, potassium persulfate and a surfactant (soap) at 80 ºC for 40 minutes. The

water reacts along with the vinyl acetate in order to produce the polyvinyl acetate chain. The

potassium persulfate is a catalyst which helps accelerate the reaction without itself being

consumed. Finally, the surfactant is used in order to bring the immiscible water and vinyl acetate

together in order to react successfully. Potassium persulfate it is used as initiator for the

polymerization producing radicals, molecules highly reactive.

• Formaldehyde (Preservative)

• Octanol

• DBP (Di butyl Phthalate) (Plasticizer)

Stage 1:

Water is charged in vessel (closed vessel with condenser) and heat is given from the boiler by

setting the boiler temp around 100oC. When the temp of vessel is come to 60oC the PVA is added

to water, then stirring is started to make PVA solution. At 70oC – 72oC the vinyl acetate

monomer is added slowly with presence of catalyst PPS and SBC. This process will take

around 5 – 6 hrs for adding the monomer. Boiler heating is required only for two hours.

In above process the reflux of monomer is recovered 100% in to the vessel because of reflux

overhead vapour condenser and the closed vessel. So, the whole monomer and water is used as

solvent and become the part of mixture. No effluent is generated. There will be no liquid or solid

waste from the process. After complete addition mixture is stirred in vessel at least for 1 hour to

ensure remaining monomer will react completely. Thus PVA Emulsion is ready.

Stage 2:

Poly vinyl alcohol solution in water, the plasticizer (DBP), octanol and preservative

(Formaldehyde) is added to mixture. The finished good is PVA adhesive or synthetic resin

adhesive. This is a homopolymer reaction. The Finished good is packed in. Vessel is washed by

water and this water is reused in next batch. So, there will no waste water generation till finished

product produced. It’s a zero liquid waste process.

3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. There is no any wastewater or solid waste will be generated.

3.8 Availability of water its source, energy/power requirement and source

3.8.1 Water Source

The source of water is tanker water supply. Total water requirement after the proposed expansion

will be 38.225 KLD, Out of which 3.05 KLD will be used for domestic use, 6.00 KLD for gardening

& 29.175 KLD for industrial purposes. About 2.44 KLD of sewage will be generated, which will be

disposed through septic tank & soak pit. There will not be any industrial wastewater generation.

3.9 Quantity of wastes to be generated (liquid and solid) and scheme for their management/Disposal 3.9.1 Waste Water generation & Management plan There is no waste water generation from Industrial activity. Wastewater generated from washing

will be reused in the process. Waste water generation from domestic activity is disposed-off by

soak pit via septic tank.

3.9.2 Solid & Hazardous waste generation & Management plan Discarded drums/Containers & used oil are the hazardous waste generated from plant. Empty

drums and bags is being handover to authorized vendors for further recycle purpose, while used

oil is being sold to authorized re-processors. The details of Hazardous & Non-hazardous wastes

are shown in below table:

International Finance Tech City (GIFT); which are backbone and peacock feathers which keep

pulses of economic heart of the district for persistent economic growth and in improving the living

standard in the district.

4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from HFL of the river), CRZ. In case of the notified industrial area, a copy of the Gazette notification should be given.

Project site is located at Non-agricultural land. Thol bird sanctuary is located at 5.55 Km away from the project site. CRZ is not applicable to the project.

4.5 Existing Infrastructure

Existing industry as per the Environmental Clearance and CC&A.

4.6 Soil Classification The soils in the district are generally sandy loam type with grey to brown colour. Detailed soil

testing of the industrial premises as well as 10 Km area surrounding the project site would be

done in order to assess the existing soil quality. The results of same will be incorporated in final

EIA report.

4.7 Climatic data from secondary sources The climate of the region is classified as tropical dry climate as per Koppel Climate classification,

with following four main seasons:

Winter season : December to February

Summer / Pre-monsoon season : March to May

Monsoon season : June to September

Post monsoon season : October to November

4.8 Social infrastructure available

This project site is outside the notified industrial area. The Site is 6 km from Ahmedabad city and 16 km from Ahmedabad railway Station. The raw materials are easily available in local market and easy transport via road connectivity. The site is well connected by the National Highway-8C.

5.4 Assessment of Infrastructure Demand (Physical & Social)

On the basis of the preliminary site visit, the infrastructure demand in the villages was assessed on the basis of need and priority. Employment would be as per prevailing norms of state government for skilled and unskilled people for the proposed expansion project.

5.5 Amenities/Facilities

Proper site services such as First Aid, Drinking Water, Maintenance Workshop, etc. will be provided to the workers.

6. PROPOSED INFRASTRUCTURE 6.1 Industrial Area (Processing Area)

Processing Area (Plant facilities, R&D and Utility Services) Developed Area: 1690.04 Sq.m.

6.2 Residential Area (Non Processing Area)

Non Processing Area (Green belt, Raw material storage area, Admin and open area). Area: 5325.96 Sq.m.

6.3 Green Belt

Unit has already developed greenbelt area in 2519 m2 within plant premises. There are shrubs and trees developed in the greenbelt area. 33 % of the total plot area is earmarked for green

cover / lawn development in the existing facility. Suitable plant species of local varieties are planted with adequate spacing and density for their fast growth and survival.

6.4 Social Infrastructure

Depending on the growth of the company the required social infrastructure will be provided.

6.5 Connectivity (Traffic and Transportation Road/ Rail/Metro/ Water ways etc)

Road and railways are very close to the working site. There is no proposal to make any new kind of connectivity.

6.6 Drinking water Management (Source & Supply of water)

Water for drinking will be sourced from tanker water supply.

6.7 Sewerage System

Domestic waste water will be treated into septic tank followed by soak pit.

6.8 Industrial Waste Management

Please refer section 3.9.2.

6.9 Solid Waste Management

It is proposed that the total wastes will be used for levelling of the worked out area.

6.10 Power Requirement & Supply/Source

Electricity shall be obtained from UGVCL. The total power requirement after the proposed expansion project will be 180 KVA.
