1. Introduction
According to the vision of Chief Minister Punjab, Government Departments
need Capacity Building by engaging various Consulting Firms/Companies in
emerging areas to achieve development targets in an efficient and effective
manner at a faster pace. Necessary amendments have been made in Punjab
PPRA rules 2014 which enable Planning and Development Department
(P&DD) to short-list/pre-qualify Consulting Firms/Companies on yearly
basis. In accordance to the instant amendments in PPRA rules, 2014, all
departments of Government Punjab may issue Request for Proposal (RFP)
directly (without advertisement) to the Consulting Firms/Companies
shortlisted by P&D Department to hire services under certain terms and
conditions mentioned in Sub-rules 6-10 of Rule No. 16 of PPRA 2014.

2. Objective
To support the health sector projects especially hospitals through providing
services of planning hospital waste management plan, assessment of medical
waste , design of hospital waste management plan and adopting of technology
in accordance with the context of developing country, laying down
specifications, installation of equipment used in hospital waste management
and developing IT based environment to monitor the segregation, storage
and transportation of hospital waste, feasibility studies, third party analysis,
appraisal and vetting of project concept /third party validation and gap
analysis in their operation/execution especially operation of hospital waste
management.
3. Scope of Work
Quantitative assessment of medical waste in hospitals /health facility.
Conduct survey to collect site information for use in the feasibility studies of medical waste.
Assessment of current practices of segregation, storage and transportation of hospital waste and identification of gaps for improvement.
Preparation of detailed feasibility studies/reports.
Incorporation of information technology in planning stage to get optimum results during segregation, storage and transportation of medical waste.

To develop engineering design including all process, mechanical, electrical and control engineering aspects and to prepare design specifications and functional requirements of hospital waste management.
Assessment of current knowledge assessment and practices regarding segregation of medical waste and infection control in hospitals/health facility.
To conduct economic analysis of hospital waste management plan (predicted benefit to cost ratio)
Performance & Impact Evaluation of adopted hospital waste management system.
Assessment of risks and impact on health related with hospital waste.
To identify the gaps/shortfalls during the operation of the waste management plan and recommend the solutions of the shortcomings.
To identify the resistances/hurdles during the whole period of execution of the project. Social / socio-economic issues with respect to project implementation of health sector project;
Provide technical support to install, start-up, testing, commissioning, and operations of plants/equipment.
Any other tasks assigned by the client / executing agency or department.
4. Eligibility Criteria
Following are the details on the basis of which Firm will be shortlisted:
i. Pre-Requisite
a. Registration with the professional bodies (PEC, PMDC, PNC etc.)
b. Registration with SECP, Registrar of Firms, etc.
c. National Tax Registration Number (NTN)
d. Minimum Rs.100 million and 10.0 million USD annual turnover for National and International Firms / Companies respectively
e. Undertaking by the firm on a legal format, that it has not been blacklisted by any Government Agency/Authority nor is under any litigation.

ii. Firm Experience
Firms should provide information regarding;
a. General experience by providing the list of total number of projects/assignments performed so far as per Annex - A
b. Relevant experience in the subject field by submitting the detail of (5 Nos.) most relevant projects undertaken in the past (10 years) as per Annex - B.
c. Detailed description of the Firm Profile by providing its organizational structure, list of permanent staff, quality management system and list of testing equipment/machinery.
iii. Human Resource Capacity
a. List of key personnel proposed having expertise in Hospital Waste Management System is as per Annex - C.
b. CVs of key personnel proposed as per Annex - D.

2. Objective
To support the Agriculture related projects through providing services of
sustainable use of agriculture product, feasibility studies of agriculture
Management Strategy, land investigation and Provide restore depleted,
threatened, and endangered species in Agriculture. Third party analysis,
appraisal and vetting of project concept.
3. Scope of Work
Conduct survey to collect site information for use in the feasibility
studies and design of Controlled shed or commercial crop / projects.
Preparation of detailed feasibility reports.
Prepare designs, standards and specifications for civil works for
improvement of water courses, installation of HEIS, laser land
leveling system, solar system and tunnel etc.
To develop and prepare the project documents related to land and
water resources development, soil and water conservation and farm
mechanization intervention.
Technically local productivity/production increased due to improved
varieties of seeds and inputs.
Performance & Impact Evaluation of the Agriculture crop / exotic
breeding.

Provide technical support for implementation of development
projects.
To investigate the environmental / social / socio-economic issues with
respect to project implementation of agriculture project;
Local productivity increased due to better access to irrigation, seed
and post-harvest storage and market inputs.
Communities and district level governments recognize the strategies
for the food security at various levels
Preparation of production plan and crop wise pocket area
identification.
Consultancy/Supervision of project at execution stage and after
completion of project.
Provide resident supervision on precast concrete parabolic segments
(PCPS) yards for water course improvement activities.

1. Introduction
According to the vision of Chief Minister Punjab, Government Departments
need Capacity Building by engaging various Consulting Firms/Companies in
emerging areas to achieve development targets in an efficient and effective
manner at a faster pace. Necessary amendments have been made in Punjab
PPRA rules 2014 which enable Planning and Development Department
(P&DD) to short-list/pre-qualify Consulting Firms/Companies on yearly
basis. In accordance to the instant amendments in PPRA rules, 2014, all
departments of Government of Punjab may issue Request for Proposal (RFP)
directly (without advertisement) to the Consulting Firms/Companies
shortlisted by P&D Department to hire services under certain terms and
conditions mentioned in Sub-rules 6-10 of Rule No. 16 of PPRA 2014.

2. Objective
To support the bio mass projects through providing services of design,
feasibility studies, surveys, geotechnical and land investigations, third party
analysis, appraisal and vetting of project concept /third party validation.
3. Scope of Work
Conduct survey to collect site information for use in the feasibility studies and design of residential or commercial bio mass plants / projects.
Preparation of detailed feasibility reports.
To develop engineering design including all process, mechanical, electrical and control engineering aspects and to prepare design specifications and functional requirements for residential, commercial, or industrial bio mass project or components.
Performance & Impact Evaluation of the biofuel / biogas plant projects
To investigate the environmental / social / socio-economic issues with respect to project implementation of bio mass project;
Provide technical support to install, start-up, testing, commissioning, and operations of bio mass plants or projects.
Resident supervision and construction supervision at execution stage and after the completion of the project;
Having expertise in supply chain of bio mass projects.
Any other tasks assigned by the client / executing agency or department.

4. Eligibility Criteria
Following are the details on the basis of which Firm will be shortlisted:
i. Pre-Requisite
a. Registration with the professional body (PEC, PCATP etc.)
b. Registration with SECP, Registrar of Firms, etc.
c. National Tax Registration Number (NTN)
d. Minimum Rs.50 million and 5.0 million USD annual turnover for National and International Firms / Companies respectively
e. Undertaking by the firm on a legal format, that it has not been blacklisted by any Government Agency/Authority nor is under any litigation.
ii. Firm Experience
Firms should provide information regarding;
a. General experience by providing the list of total number of projects/assignments performed so far as per Annex - A
b. Relevant experience in the subject field by submitting the detail of (5 Nos.) most relevant projects undertaken in the past (10 years) as per Annex - B.
c. Detailed description of the Firm Profile by providing its organizational structure, list of permanent staff, quality management system and list of testing equipment/machinery.
iii. Human Resource Capacity
a. List of key personnel proposed having expertise in Bio Mass Projects as per Annex - C.
b. CVs of key personnel proposed as per Annex - D.

Identify project site specific forest problems and challenges and
prepare action plan for identified problems and challenges.
Prepare plans for Forest inventory and participation of local
communities in collaboration with regional bureaus and the national
REDD+(Reducing emissions from deforestation and forest
degradation)
Preparation of detailed feasibility reports to sustainable uses of Forest
resources.
Develop decision-making tools to assist in assessment and
management of aquaculture operations.
Develop aquaculture technologies and methods to transfer to local
Communities.

1. Introduction
According to the vision of Chief Minister Punjab, Government Departments
need Capacity Building by engaging various Consulting Firms/Companies in
emerging areas to achieve development targets in an efficient and effective
manner at a faster pace. Necessary amendments have been made in Punjab
PPRA rules 2014 which enable Planning and Development Department
(P&DD) to short-list/pre-qualify Consulting Firms/Companies on yearly
basis. In accordance to the instant amendments in PPRA rules, 2014, all
departments of Government Punjab may issue Request for Proposal (RFP)
directly (without advertisement) to the Consulting Firms/Companies
shortlisted by P&D Department to hire services under certain terms and
conditions mentioned in Sub-rules 6-10 of Rule No. 16 of PPRA 2014.

2. Objective
To support the development of IT related projects through providing services
of design, development, quality assurance and testing for the planning and
execution of small and large scale IT projects, supervision, appraisal,
examination, vetting of project concept /third party validation.
3. Scope of Work
The scope of work entails the following tasks:
Production of master plans to identify economical and sustainable IT
projects ;
To conduct the quality assurance and efficiency study and survey for
proposed IT projects;
Testing of IT projects using latest software tools;
Conducting feasibility studies by taking into consideration, surveys,
and system investigations;
Design of IT projects;
Studies and review of alternatives for projects;
Socio economic analysis;
Review, validate and recommend the design already prepared by the
departments/consultants and recommending modifications where
necessary;
Supervising and monitoring of IT projects;

Third Party Validation of the Small and large IT projects completed by
the relevant departments/executing agencies;
Contract management;
Preparing of draft and final reports describing research results, including illustrations, appendices and other attachments;
Evaluate the performance of supervisory staff and project development supervision team at execution stage and after the completion of the project;
Any other related task assigned by the client departments.
4. Eligibility Criteria
Following are the details on the basis of which Firm will be shortlisted:
i. Pre-Requisite
a. Registration with the professional body (PEC, etc.)
b. Registration with SECP, Registrar of Firms, etc.
c. National Tax Registration Number (NTN)
d. Minimum Rs.100 million and 10.0 million USD annual turnover for National and International Firms / Companies respectively
e. Undertaking by the firm on a legal format, that it has not been blacklisted by any Government Agency/Authority nor is under any litigation.
ii. Firm Experience
Firms should provide information regarding;
a. General experience by providing the list of total number of projects/assignments performed so far as per Annex - A
b. Relevant experience in the subject field by submitting the detail of (5 Nos.) most relevant projects undertaken in the past (10 years) as per Annex - B.
c. Detailed description of the Firm Profile by providing its organizational structure, list of permanent staff, quality management system and list of testing equipment/machinery.

a. List of key personnel proposed having expertise in IT as per Annex - C.

2. Objective
Drafting new laws / act, framing rules and regulations, preparation/ drafting
and signing of contracts for different projects, expert legal opinion on various
technical matters, contract, agreements and disputes. Assisting Government
of Punjab for enactment of and act / law which may relate to any sector falling
under the jurisdiction of any Government department.
3. Scope of Work
Preparation / review / vetting of contract agreements / concession agreements and other legal documents required by different line departments, agencies, authorities, foundation and companies of Government of Punjab;
Drafting and vetting of the laws and framing subsequent rules/ regulation in the periphery of approved laws for different provincial government department and agencies;
Legal opinion on the proposed legislation by Government of Punjab;
Providing legal opinion / services on the contract agreements, concession agreements, draft laws & rules / regulation etc.
Providing legal advisory services to different departments of Government of Punjab in case of disputes with different stakeholders including contractors, consultants and implementing partners.

1. Introduction
According to the vision of Chief Minister Punjab, Government Departments
need Capacity Building by engaging various Consulting Firms/Companies in
emerging areas to achieve development targets in an efficient and effective
manner at a faster pace. Necessary amendments have been made in Punjab
PPRA rules 2014 which enable Planning and Development Department
(P&DD) to short-list/pre-qualify Consulting Firms/Companies on yearly
basis. In accordance to the instant amendments in PPRA rules, 2014, all
departments of Government of Punjab may issue Request for Proposal (RFP)
directly (without advertisement) to the Consulting Firms/Companies
shortlisted by P&D Department to hire services under certain terms and
conditions mentioned in Sub-rules 6-10 of Rule No. 16 of PPRA 2014.

2. Objective
To provide the technically support of goats , cow, buffalo and sheep rearing
center to manage the livestock in terms of sun shad construction, weather
protection, feed management, breeding, primary health-care, timely and
regular vaccination, preparation of dairy products, sun shad sanitation and
hygiene practices, beneficiary, third party analysis, appraisal and vetting of
project concept /third party validation.
3. Scope of Work
Conduct survey to collect site information for use in the feasibility studies and design of Controlled shed or commercial exotic semen / projects.
Preparation of detailed feasibility reports.
Technically support to livestock department and beneficiaries in procurement of goats and sheep and be responsible for selecting the appropriate breeds that survive in the project area in terms of weather, locally available fodder, quality of drinking water, local livestock management practices, locally acceptable breed, seasonal diseases etc.
Performance & Impact Evaluation of the livestock breeding local / exotic breeding.
To investigate the environmental / social / socio-economic issues with respect to project implementation of livestock project;

Vaccinate all the procured goats and sheep before handing over to the beneficiaries (there may be need for disease screening that will be discussed and the incumbent will facilitate the screening process).
Support the beneficiaries for cycle of vaccination.
Facilitate the beneficiaries for preparation of nutritious feed.
4. Eligibility Criteria
Following are the details on the basis of which Firm will be shortlisted:
i. Pre-Requisite
a. Registration with the professional body (PEC, PCATP etc.)
b. Registration with SECP, Registrar of Firms, etc.
c. National Tax Registration Number (NTN)
d. Minimum Rs.100 million and 10.0 million USD annual turnover for National and International Firms / Companies respectively
e. Undertaking by the firm on a legal format, that it has not been blacklisted by any Government Agency/Authority nor is under any litigation.
ii. Firm Experience
Firms should provide information regarding;
a. General experience by providing the list of total number of projects/assignments performed so far as per Annex - A
b. Relevant experience in the subject field by submitting the detail of (5 Nos.) most relevant projects undertaken in the past (10 years) as per Annex - B.
c. Detailed description of the Firm Profile by providing its organizational structure, list of permanent staff, quality management system and list of testing equipment/machinery.
iii. Human Resource Capacity
a. List of key personnel proposed having expertise in Livestock Projects as per Annex - C.
b. CVs of key personnel proposed as per Annex - D.

2. Objective
To provide a support in selecting candidates against the vacant posts being
available with the line Departments of Punjab Government. This will not only
support in providing a robust mechanism, but will also contribute towards
the filtering of the best possible individuals across the board ultimately giving
support to the fair, transparent and efficient delivery of services.
3. Scope of Work
In collaboration with the line Departments of Punjab Government,
preparation of an efficient testing material to be executed from time to time
for selection of the most capable candidate(s) to be inducted by different
departments by taking following points into consideration:
Preparation of advertisement for the vacant post.
Preparation of sound Eligibility Criteria (EC).
Receipt of applications on behalf of the Department.
Arrangements to be made with the Bank(s) for the receipt of testing fees.
Shortlisting of eligible candidates to be called for screening test.
Preparation of Question Papers (QPs).
Issuance of Roll Number Slips (RNSs) to the eligible candidates.

Arrangements to be made for the smooth conducting of screening test on the testing date (computer based/ written).
Evaluation of candidates by checking their Answer Sheets.
Preparing of merit on behalf of the already established rules by the Punjab Government.

Setting up of a Grievance Cell to handle/ dispose-off complaints of the candidates (if any).

2. Objective
To support the health sector projects through providing services of planning
design, feasibility studies, surveys, third party analysis, appraisal and vetting
of project concept /third party validation and gap analysis in their
operation/execution .
3. Scope of Work
Planning/ formulation of PC-I of Health Sector projects/hospitals.
Conduct survey to collect site information for use in the feasibility studies/need assessment and design of hospitals or other health facility.
Preparation of detailed feasibility studies/reports.
To develop engineering design including all process, mechanical, electrical and control engineering aspects and to prepare design specifications and functional requirements for hospital or health facility.
Performance & Impact Evaluation of the health sector projects
To identify the gaps/shortfalls during the operation of the project /hospital and recommend the solutions of the shortcomings.
To identify the resistances/hurdles during the whole period of execution of the project. Social / socio-economic issues with respect to project implementation of health sector project;
Provide technical support to install, start-up, testing, commissioning, and operations of plants/equipment pertaining to civil work.

Need assessment of medicines for hospitals/health facilities and making medicine procurement plan.
Resident supervision at execution stage and O&M of the project;

4. Eligibility Criteria
Following are the details on the basis of which Firm will be shortlisted:
i. Pre-Requisite
a. Registration with the professional body (PEC, PMDC, PNC etc.)
b. Registration with SECP, Registrar of Firms, etc.
c. National Tax Registration Number (NTN)
d. Minimum Rs.100 million and 10.0 million USD annual turnover for National and International Firms / Companies respectively
e. Undertaking by the firm on a legal format, that it has not been blacklisted by any Government Agency/Authority nor is under any litigation.
ii. Firm Experience
Firms should provide information regarding;
a. General experience by providing the list of total number of projects/assignments performed so far as per Annex - A
b. Relevant experience in the subject field by submitting the detail of (5 Nos.) most relevant projects undertaken in the past (10 years) as per Annex - B.

1. Introduction
According to the vision of Chief Minister Punjab, Government Departments
need Capacity Building by engaging various Consulting Firms/Companies in
emerging areas to achieve development targets in an efficient and effective
manner at a faster pace. Necessary amendments have been made in Punjab
PPRA rules 2014 which enable Planning and Development Department
(P&DD) to short-list/pre-qualify Consulting Firms/Companies on yearly
basis. In accordance to the instant amendments in PPRA rules, 2014, all
departments of Government Punjab may issue Request for Proposal (RFP)
directly (without advertisement) to the Consulting Firms/Companies
shortlisted by P&D Department to hire services under certain terms and

2. Objective
To support the health sector projects especially hospitals through providing

ward/department of hospital, laying down specifications, installation of
equipment and making IT based environment to stop pilferage of
kits/consumables of equipment, feasibility studies, third party analysis,
appraisal and vetting of project concept /third party validation and gap
analysis in their operation/execution especially operation of medical
equipment.
3. Scope of Work
Planning/ formulation of PC-I of Health Sector projects/hospitals.
Conduct survey to collect site information for use in the feasibility studies/need assessment of medical equipment in accordance to the design of the hospital or other health facility.
Preparation of detailed feasibility reports.
During planning, maximum incorporation of information technology in all departments of hospitals where sophisticated medical equipment installed to ensure transparency of usage of kits /consumables.
To develop engineering design including all process, mechanical, electrical and control engineering aspects and to prepare design specifications and functional requirements of all departments for medical equipment to be installed in the hospital or health facility.

To evaluate the medical equipment in term of their sensitivity & specificity.
To conduct economic analysis of medical equipment( predicted benefit to cost ratio)
Performance & Impact Evaluation of the health sector projects pertaining to certain relevant equipment.

2. Objective
To support the Thermal Power projects through providing services of design,
feasibility studies, surveys, geotechnical, geological and land investigations,
third party analysis, appraisal and vetting of project concept /third party
validation.
3. Scope of Work
The scope of work entails the following tasks that may be assigned for
Thermal Power based projects:
To review the topographical geophysical and geological survey maps and update the same if required;
Feasibility of potential coal resources and capability to execute relevant work is taken into account;
Evaluate current mine support methods and practices (as part of extended Marketing team), and possible mine support technologies;
To ensure all safety regulations, such as the Mine Health and Safety Act and SMS HSE Policy, adhered to at all times;
Meet all legal and regulatory requirements and protect the health and safety of persons in the course of complex engineering activities;
Design of storage system for fuel;
Mine visits and tests for design requirements;

Designing of thermal power plants and preparation of construction drawings and resident supervision of thermal power projects and plants;
Having expertise in supply chain of thermal power projects.
Technical coal development teams, including conducting preliminary surveys and studies of coal mines to assess the feasibility of potentially new products;
Develop the standard quality assurance procedures to be observed and followed to conduct different tests, during construction and on the completed works of the schemes following the international standards practices;
The presentation as, as and when required during the whole period of assignments by the consultants on multimedia to the satisfaction of the client;
To ensure the environmental issues with respect to project implementation are properly addressed and proper mitigation are being taken;
Able to draft final reports describing research results, including illustrations, appendices, maps, and other attachments;
Evaluate the performance of supervisory staff and project construction supervision team at execution stage and after the completion of the project;
Any other related task assigned by the procuring/executing agency.
4. Eligibility Criteria

1. Introduction
According to the vision of Chief Minister Punjab, Government Departments
need Capacity Building by engaging various Consulting Firms/Companies in
emerging areas to achieve development targets in an efficient and effective
manner at a faster pace. Necessary amendments have been made in Punjab
PPRA rules 2014 which enable Planning and Development Department
(P&DD) to short-list/pre-qualify Consulting Firms/Companies on yearly
basis. In accordance to the instant amendments in PPRA rules, 2014, all
departments of Government Punjab may issue Request for Proposal (RFP)
directly (without advertisement) to the Consulting Firms/Companies
shortlisted by P&D Department to hire services under certain terms and
conditions mentioned in Sub-rules 6-10 of Rule No. 16 of PPRA 2014.

party analysis, appraisal and vetting of project concept/third party validation
and gap analysis in their operation/execution.
3. Scope of Work
To conduct third party validation of medical equipment in terms of their sensitivity & specificity.
To conduct TPV of engineering design including all process, mechanical, electrical and control engineering aspects.
To impart third party validation of design specifications and functional requirements of all departments for medical equipment to be installed in the hospital or health facility.
Third party validation of performance & impact evaluation of the health sector projects pertaining to certain relevant equipment.
Third party validation of detailed feasibility studies/reports.
To conduct TPV for need assessment of medicines for hospitals/health facilities and medicine making procurement plan.
