1 Introduction IBI Group was retained to prepare a Preliminary Functional Grading, Servicing and Stormwater Management design report for the proposed re-development at 635 Erb Street West and 12 Westhill Drive in the City of Waterloo, Ontario. The purpose of this functional design report is to support a Zoning By-law Amendment application to permit the redevelopment of the noted lands with residential apartment buildings.

The total development area is approximately 1.8 ha and is located on the south side of Erb Street, bordered by Westhill Drive to the west and Westhaven Street to the east (refer to Photo 1 for an aerial photo of the site, and Photos 2 and 3 for pictures of the existing street frontages).

The existing properties are undeveloped and vacant of any buildings and/or structures. Two thirteen-storey apartment buildings and three stacked townhouse blocks are proposed for the subject site.

Access to the development will consist of two vehicular driveways: one from Westhill Drive and the other from Westhaven Street. Both entrances will lead to a central parking areas which will be located underground and on the surface.

Refer to Appendix A for Site plans and building elevation drawings.

This report will describe the proposed functional grading, servicing and stormwater management controls for the site in order to demonstrate the feasibility of the proposed redevelopment from a site civil engineering perspective.

2 Existing Municipal Servicing 2.1 Sanitary There is an existing 200mm diameter sanitary sewer on Westcroft Drive that extends to Westhaven Street. A second sanitary sewer is located on Westhill Drive which flows west toward Ira Needles Boulevard. Refer to Appendix A.

2.2 Water Supply and Fire Flow The existing property currently has a 200mm diameter watermain stub from Westhaven Street that connects to the existing 300mm diameter main line on Westhaven Street. There is an existing 400mm diameter watermain located on Westhill Drive that connects to the watermain on the north side of Erb Street.

On review of the site environs, three fire hydrants were located as follows:

An existing fire hydrant is located at the corner of Erbsville Court and Erb Street.

An existing fire hydrant is located on Westhaven Street approximately 40m from the centre of Erb Street and is connected to a 300mm diameter municipal watermain on Westhaven Street. Test results indicate an extrapolated fire flow of 399.0 lps is available.

An existing hydrant is located on Westhill Drive approximately 7m north of the proposed property on the east side of the street and is connected to a 400mm diameter municipal watermain on Westhill Drive. Test results indicate an extrapolated fire flow of 413.0 lps is available.

2.3 Storm Sewer There are no existing storm sewers present on site.

The closest existing storm manhole to the site is located on Westhaven Street and is approximately 2.5m deep. The storm sewer is 525mm in diameter and flows south towards the street dead end into a temporary 525mm diameter storm sewer.

3 Proposed Site Conditions The subject development is proposed for one 12-storey apartment building, one 13-storey apartment building, and six (6) stacked townhouse buildings. One subsurface parking level and one surface level parking lot are proposed. The site will have large areas of landscape and amenity space (30% of the site) including rooftop amenity areas on both apartment buildings. Refer to Appendix A for Site plans and elevation drawings.

3.1 Proposed Site Access The proposed site will consist of two entrances: one from Westhill Drive on the west side of the site, and the second from Westhaven Street on the east side of the site. Both entrances will lead to the centre of the property where surface and underground parking will be accessible. A maximum 10% slope to the driveway ramps has been maintained for the accesses.

Access to each apartment building will be accessible internally from the underground parking lot in addition to the entrances on the ground surface.

Pedestrian access will be provided via sidewalk to proposed Building ‘A’ from Erb Street, Westhill Drive, and the parking lot. Pedestrian access will be provided via sidewalk to proposed Building ‘B’ from Erb Street and the parking lot. Pedestrian access to the townhouses will be provided via sidewalk from the parking lot on the north side of Buildings ‘C’, ‘D’, ‘E’, ‘and ‘F’, and on the west side of Buildings ‘H’ and ‘G’. A maximum sidewalk slope of 5% will be used.

3.2 Proposed Site Grading The proposed site will consist of approximately 30% landscaped areas and amenity spaces, the remaining area will consist of the proposed buildings and parking. The building’s drainage will be contained and discharged via storm sewers. Overland flow routes will be designed to convey large storm events or in emergencies should catchbasins become blocked.

Grading of the site and building access will ensure barrier free walkways to main entrance doors utilizing minimum slopes of 0.5% and maximum of 5%. Vehicular access routes will have a minimum slope of 0.5% and an ideal maximum of 5%, with an absolute maximum on ramps of 10%. Landscape areas will have minimum slopes of 2% and maximum of 33% (3:1).

3.3 Proposed Servicing

3.3.1 Sanitary Servicing Based on estimated sanitary loads for the proposed building, the proposed developments anticipated maximum drainage rate and MOE standards, the peak flow rates are:

Building ‘A’: 0.877 lps; Building ‘B’: 1.241 lps; Townhouses: 0.336 lps.

Building ‘A’ will be serviced from Westhill Drive via a 200mm sanitary sewer (min slope = 0.5%), while Building ‘B’ and the townhouses will be serviced from Westhaven Street via a 200mm sanitary sewer (min slope = 0.5%), and 100mm diameter laterals (min slope = 2.0%).

Sewage on Westhaven Street flows eastward from the subject site towards Westcroft Drive in a 200mm diameter sewer. Sewage on Westhill Drive flows westward from the subject site towards Ira Needles Boulevard in a 200mm diameter sewer. Given the sites’ relatively low peak flow compared to the municipal sewer capacity, we anticipate that capacity will not be an issue, however, the City will need to confirm this assumption as they are familiar with their sanitary collection system.

3.3.2 Water Supply and Fire Flow The proposed site will be serviced via the municipal water supply system on both Westhaven Street and Westhill Drive as follows:

Building ‘A’: A 150mm diameter service pipe that connects to the existing 400mm diameter municipal watermain on Westhill Drive will be provided.

Building ‘B’: A 150mm diameter service pipe will be provided. This pipe will connect to the existing 200mm diameter stub off Westhaven Street.

Townhouses: The existing 200mm diameter stub off Westhaven Street will be extended into the private road fronting the townhouse buildings. Individual 100mm service pipe will be provided to each townhouse building from this new watermain.

Based on the results of the hydrant flow testing conducted on existing municipal hydrants surrounding the development site, we believe the existing municipal water system has adequate capacity to provide the domestic and fire protection requirements for the proposed development.

3.3.3 Stormwater Management The stormwater management criterion for this development is based on the requirements of the City of Waterloo and Region of Waterloo. The requirements include stormwater quantity control, stormwater quality control, and infiltration to ground.

On-site runoff will be conveyed via surface grading and swales, and collected in catchbasins located throughout the site. These catchbasins will be connected to storm sewers which will be routed to the existing sewer on Westhaven Street via a 525mm diameter storm sewer. The Westhaven Street storm sewer then routes runoff to an existing stormwater management pond to the southeast of the property. This existing SWM pond is part of the Gies-Westale Subdivision and was sized to receive flows from 1.26 ha of the proposed development, based on a runoff coefficient C of 0.70.

On-site infiltration of rooftop runoff will be explored at the detailed design stage and if site soils and groundwater conditions permit, infiltration will be incorporated into the design. No existing external areas drain onto the site. Refer to Site Grading and Servicing Plan in Appendix A.

Refer to the Preliminary Stormwater Management Design Brief revised October 17, 2018 for further details on stormwater management and control.

4 Erosion & Sediment Control During construction, erosion and sediment control measures will be required. Details of this control will be provided in detail during the detailed engineering design, and will include (as a minimum) the following:

Silt fence erected around site perimeter before any work begins on the site to protect adjacent areas from migration of sediment in overland flow.

A “mud mat” installed at the construction entrance(s) to the site to minimize the amount of sediment transported off site via construction vehicles;

All disturbed areas should be stabilized as quickly as possible to minimize the opportunity for erosion.

5 Utilities The various utilities (i.e., Hydro, Gas, and Communications) all have existing facilities on the surrounding municipal streets. Servicing of the development by the various utilities will be provided by the extension of these facilities. It is anticipated that each of these utilities will, as required, identify their specific requirements through the standard application circulation, review and design process.

6 Summary This Report demonstrates that the proposed development at 635 Erb Street West and 12 Westhill Drive in the City of Waterloo, Ontario can be designed and constructed from a grading and municipal servicing perspective in accordance with typical municipal standards.
