Preparation of process of the 18th

World Festival of Youth and Students, Ecuador 2013

For the preparatory process for the 18th

World Festival of Youth and Students, the efforts will concentrate on three

levels, the International, Regional and National level, with the International level giving the general directions for the

successful preparation and mobilization for the 18th

WFYS.

A. International Preparatory Process:1. 1st International Preparatory Meeting.

B. Regional Preparatory ProcessDuring the first IPM it is suggested to all Regions to decide combining some activities of promotion of the Festival. To

avoid overloading the Preparatory program and the activities of the preparation, it is suggested to combine the

Regional promotional activities with other activities known to attract youth and student organizations in each

Region.

C. National Preparatory ProcessThe NPCs are responsible for all the aspects concerning the promotion of the WFYS in their countries, following the

political and other guidelines established in the International Preparatory Meetings. They should be constituted by

youth organizations of their country and are responsible for all the delegates of their country.

In accordance with the WFDY action plan, NPCs should organize youth weeks with an emphasis on young workers

and the occasion to promote the 18th

WFYS.

The constitution of NPCs must be finalized by the 2nd

IPM.

They should keep a regular communication with WFDY and, after the 3rd

IPM, with the IOC, namely with the

members of the IOC that are from its region.
