    1. Introduction1.1 Document structure

    This document presents the outcomes of liaison and coordination between GHD, Sydney Water and Endeavour Energy with respect to provision of services to the proposed Development. The Development comprises land within the Lowes Creek and Maryland Precinct which is subject to a Voluntary Planning Agreement progressed under the Precinct Acceleration Protocol.

    The following sections of this document address:

    1. Development overview, structure plan, staging and timing

    2. Existing services in the vicinity of the Development

    1.2 Development overview

    In September 2014, an application was made by Macarthur Developments to the NSW Government seeking the acceleration of re-zoning for the development of land within the Lowes Creek and Maryland Precinct (the Development) within the South West Growth Area. This request was approved on 9 October 2015 and the land has now been released for rezoning.

    Precinct Planning has commenced. A Preliminary Draft Indicative Layout Plan (ILP) has been prepared and is currently in the process of being agreed with stakeholders. The ILP is being used to inform the investigations.

    The Development (shown as “Precinct Area” in Figure 1) is located on the Northern Road, approximately 9 kilometres north-west of the Narellan Town Centre and 7 kilometres west of the Leppington Railway Station and town centre. The land enjoys a frontage of approximately 2.8km to the Northern Road. Lowes Creek dissects the site in a west-east direction.

    The Development comprises a total area of 517 hectares and is estimated to deliver an anticipated yield in the order of 7,000 dwellings.

    2. Existing services2.1 Sewerage

    There is no reticulated wastewater infrastructure of sufficient size and capacity in the immediate vicinity of the Development.

    The nearest wastewater assets are:

    SPS 1170 3 km South

    SPS 1169 4.2 km South

    SPS 1161 5.7 km South

    SPS 1156 5.7 km South

    Sydney Water’s “South West Growth Centre Plan” (2007), revised in the “South West Growth Centre Servicing Strategy Review for Turner Road and Oran Park” (2012) and the “SWPGA Wastewater Management Strategy” (2016), indicate ultimate servicing of the Development from a potential future treatment plant situated at the confluence of Lowes Creek and South Creek. The strategy is currently under review by Sydney Water.

    In the interim, a pumping station is proposed to service the broader area at the same site and convey effluent back to West Camden Water Recycling Plant (West Camden WRP) through the existing network and new rising mains.

    Included in the existing network in Oran Park is pumping station SP1170. SP1170 is the nearest trunk asset to the Development.

    West Camden WRP is forecast to reach capacity in approximately 2022. The forecast date capacity is reached depends on the pace of residential development in its contributing catchment.

    Sydney Water is currently planning for augmentations to West Camden WRP and identifying potential need for transfer pumping stations and/or additional treatment facilities.

    2.2 Water

    There is no reticulated water infrastructure of sufficient size and capacity in the immediate vicinity of the Development.

    Existing reticulated assets existing in the form of small scale supplies suitable for the current rural use of the within and surrounding the Development. The nearest water supply assets are:

    1.5 km east to an existing 100 mm supply main within the Leppington supply zone

    2.3 km north to an existing 250 mm supply main within the Cecil Park reservoir zone

    3 km south to an existing 750 mm supply main within the Narellan reservoir zone

    The existing Sydney Water servicing strategy (currently awaiting approval by Sydney Water) is to supply the Development (and the wider South West Growth Area) from the Macarthur Delivery System with extended main from the Narellan South Reservoir Zone and a new reservoir to be situated at Oran Park. The preferred servicing option is in two stages:

    Stage 1: The trunk main will provide bulk drinking water to developments to the east andwest of The Northern Road.

    – No developments will be directly connected to the trunk mains in The Northern Road. Stage 2: Reservoirs and water pumping stations

    2.3 Recycled water

    There is no existing recycled water infrastructure in the vicinity of the Development. Sydney Water is currently considering whether Recycled Water will be adopted as part of future planning for the SWGA.

    2.4 Electricity

    An existing 132 kV transmission line follows The Northern Road past the Development. This existing service connects the existing zone substations (ZS) north of the Development on Greendale Road (Bringelly ZS) and south of the Development at Oran Park (Oran Park ZS).

    GHD have reviewed Endeavour Energy’s strategic plans and understand that a “Lowes Creek ZS” has been identified to service anticipated demand from the surrounding likely development areas.

    3. Consultation with Agencies3.1 Sydney Water

    GHD has participated in a range of workshops, meetings and technical discussions with Sydney Water regarding the servicing of the Development and considering context of wider servicing arrangements for the South West Growth Area.

    April 2016 Revised option identification workshop including discussion of models updated by Sydney Water. Updated models included revised growth and which formed the basis of Sydney Water’s planning process and internal draft of revised long term servicing strategy for SWGA.

    May 2016 Water modelling review meeting to discuss and agree outcomes comparing models developed concurrently. In this meeting an approaching time constraint was identified for coordination with RMS to construct water main(s) along The Northern Road.

    3.2 Endeavour Energy

    GHD has submitted a request for Technical Enquiry to Endeavour Energy outlining the site, its likely development yield and requesting its response to servicing requirements.

    4. Draft strategyThe following outlines the broad servicing strategies from Sydney Water and Endeavour Energy relevant to the South West Growth Area. The Servicing Strategy for the Development fits within the wider area plans. Figure 2 and Figure 3 provide overview of the wider servicing strategies currently in preparation by Sydney Water.

    4.1 Sewerage

    GHD confirms the servicing of wastewater agreed with Sydney Water during meeting of July 2016 as follows:

    Servicing the Development aligns with the emerging servicing strategy for the SWGA being developed by Sydney Water including the Package 1B strategy.

    The Development will be drained by gravity to a proposed pumping station. The proposed pumping station is in the general location of and replaces the potential STP indicated within the SWPGA Wastewater Management Strategy (2016). The proposed pumping station is located generally at the confluence of South Creek and Lowes Creek approximately 1.5 km the development site boundary.

    Wastewater drainage infrastructure internal to the development site area will be supplied by the developer in accordance with Sydney Water required standards including Sydney Water’s edition of the WSAA code.

    The new proposed pumping station will convey the effluent back to West Camden for the next 10 years.

    Infrastructure to convey this effluent to West Camden is largely in place but requires an additional wastewater carrier (gravity main) to the new proposed pumping station, a new pumping station and rising main to convey effluent to either SPS 1198 or SPS 1170.

    Subject to the emerging SWGA wastewater strategy the proposed pumping station will be utilised within a new facility to be located at the same site.

    The above is supported by Sydney Water’s endorsement of this Strategy.

    4.2 Potable Water Systems

    GHD confirms the servicing of potable water as follows:

    Servicing the Development aligns with the existing servicing strategy for the South West Growth Area (formerly known as the South West Growth Centre).

    The Development will be supplied from the Narellan South reservoir using assets required for the ongoing services to the South West Growth Area.

    Potable water infrastructure internal to the development site area will be supplied by the developer in accordance with Sydney Water required standards including Sydney Water’s edition of the WSAA code.

    Existing assets have capacity to service the site in the short term (next 5 years) with minor extensions north of Peter Brock Drive to the Lowes Creek Site.

    Additional assets within the Narellan System (A reservoir and Pumping Station) will be required for ongoing servicing to the South West Growth area within this period.

    The above is supported by Sydney Water’s endorsement of this Strategy

    4.3 Recycled Water Systems

    Recycled water is being considered by Sydney Water with regards to the emerging South West Growth Centre servicing strategy. Sydney Water has confirmed that there is no obligation by the Developer to provide recycled water as part of the development.

    4.4 Electricity

    Further to Section 3.2, Figure 4 provides extract from Endeavour Energy’s “Growth Servicing Strategy – 2015”. The figure below indicates Endeavour Energy has considered future demands associated with growth in the broader area surrounding the Development. In response to the forecast demand associated with growth, Endeavour Energy has nominated a requirement for a future zone substation.

    GHD has submitted an application to Endeavour Energy for formal advice regarding servicing of the Development. A Technical response was received on 10 August 2016.

    Endeavour Energy has confirmed that for ultimate servicing, the likely strategy is to request the Developer to nominate a site for a new Zone Substation. Given the Developer has already nominated a site, this option is being pursued as the preferred arrangement.

    Endeavour Energy has nominated and interim capacity for 1,300 lots from the existing 11 kV feeders located in close proximity to the development.

    GHD notes that Endeavour Energy has already adopted a strategy for supply to and servicing of the Development.
