EXECUTIVE SUMMARY

Mountain View Environmental Services (MVES) has prepared this groundwater

monitoring report, summarizing the November 2014 sampling event at Georgia Market on

Ethan Allen Highway in Georgia, Vermont (the Site), on behalf of WoodnLadder Realty,

LLC. Groundwater monitor wells were previously installed to monitor the contamination,

which appears to be from the previous underground storage tank (UST) system.

Groundwater contamination continues to exceed Vermont State standards in a single

monitor well and monitoring has been ongoing since 2005.

A groundwater sample was collected from the remaining on-Site groundwater

monitor well (MW-4) for laboratory analysis. Additionally, the road-box and asphalt

surrounding MW-4 were repaired directly after the sampling event.

Based on the previous monitoring events, groundwater flow direction has been

interpreted to be northeasterly. The results of the November 2014 sampling event show

groundwater contamination in well MW-4 continues to exceed the Vermont Groundwater

Enforcement Standards (VGES). The volatile organic compound (VOC) concentration in

MW-4 has decreased compared to the July 2012 results, but remains consistent with

concentrations reported in prior sampling events.

It does not appear that there is impact to any other receptors based on the available

data, which indicates contamination is limited to the vicinity of MW-4.

MVES recommends continuing groundwater monitoring of the on-Site well for

VOCs on biennial basis as previously suggested by the Vermont Site Management Section

(SMS). The next round of sampling of the remaining Site wells would then be scheduled

for July 2016.

1.0 INTRODUCTION & BACKGROUND

MVES has prepared this groundwater monitoring report, summarizing the

November 2014 sampling event at Georgia Market, the Site, on behalf of WoodnLadder

Realty, LLC. The location of the Site is depicted on Figure 1, Site Location Map and

details of the Site are shown on Figure 2, the Site Plan.

The Site is occupied by Georgia Market, which includes a grocery store and deli

with retail petroleum (gasoline, diesel and kerosene) sales. Also on-Site are the Georgia

Post Office, a carwash, and game processing facility. The main building (grocery store) is

newly constructed in 2011, replacing the previous building built in 1971. The Site is

located in a mixed commercial/agricultural/residential area of Georgia, Vermont. Adjacent

properties include a campground, a farm, a kitchen shop and bicycle shop.

As recommended in a Phase I Environmental Site Assessment in 2005, subsurface

investigations were conducted, which led to the discovery of petroleum impacted soil and

groundwater. Groundwater monitor wells were installed to monitor the contamination,

which appears to be from the previous UST system. Groundwater contamination continues

to exceed VGES in a single monitor well and monitoring has been ongoing since 2005.

The State of Vermont Sites Management Section (SMS) presently requires

continued monitoring of the Site groundwater. Monitoring of the indoor air space of the

previous Post Office location had been discontinued.

2.0 SCOPE OF WORK

A groundwater sample was collected from the remaining on-Site groundwater

monitor well (MW-4) for laboratory analysis. Additionally, the road-box and asphalt

surrounding MW-4 were repaired directly after the sampling event.

The groundwater sample was submitted to AMRO Laboratories of Merrimack,

New Hampshire for laboratory analysis by US EPA Method 8260 for VOCs.

Following the completion of the above mentioned field work and upon receipt of

the analytical data, MVES prepared this summary report, including tabulated summaries of

data; figures depicting groundwater flow direction and contaminant distribution; and

comparisons of historical data to the current data.

3.0 GROUNDWATER SAMPLING 3.1 Groundwater Elevation and Flow Direction

The groundwater elevation measured during the November 2014 event was 93.04

feet, referencing a temporary bench mark (elevation set at 100 feet). Based on the previous

data collected, the groundwater flow direction is interpreted to be northeasterly. Figure 2

shows assumed groundwater flow direction based on earlier work by others.

The following table, Table 1, depicts measurements collected in the field on

3.2 Groundwater Sample Collection

Following depth to water measurement and prior to sample collection, well purging

was conducted using low stress purge methods. A YSI® Model 556 multi parameter meter

and Hach® turbidity meter were used to monitor water quality parameters during the purge

cycle. Following stable readings and the withdrawal of 3 gallons of purge water a

representative sample was collected from monitor well MW-4. Purge water was discharged

to the ground surface.

Sample glassware included 40 milliliter glass vials preserved with hydrochloric

acid. A duplicate (DUP) sample was collected for Quality Assurance/Quality Control

(QA/QC) purposes. The samples were stored on ice and relinquished to AMRO

Laboratories under chain-of-custody, for analysis of VOCs.

The laboratory data received from AMRO Laboratories indicates petroleum

contamination exceeding the VGES in MW-4. The November 2014 results are

The complete laboratory report is provided as Attachment 1.

4.2 Quality Assurance / Quality Control

All laboratory data has been validated for the following parameters prior to

acceptance:

• Correct sample identification;

• Correct reporting limits;

• Analysis within the method specified

holding time;

• Acceptable detection limit

multipliers; and,

• Acceptable surrogate recoveries.

The Relative Percent Difference (RPD) for total VOCs detected in MW-4 and its

duplicate (labeled DUP) was calculated at 5%, which is within the acceptable limits (0-

20%). The laboratory report shows surrogate recoveries within acceptance limits for all

samples. Based on the QA/QC evaluation, the data is acceptable.

5.0 FINDINGS & CONCLUSIONS

MVES draws the following findings from the data collected during the November

2014 monitoring event as well as from historical data.

Groundwater flow direction has been interpreted to be northeasterly.

Groundwater contamination exceeding the VGES for benzene, 1,2,4 and 1,3,5-

trimethylbenzene and naphthalene was detected in MW-4, which is located at the

former gasoline UST location and southeast of the current tank pad and pump

island.

Based on the November 2014 monitoring event, groundwater contamination

beneath the Site exceeds the VGES. The VOC concentrations in MW-4 have shown a

declining trend when compared to the 2012 sampling event. It does not appear that there is

impact to any other receptors based on the available data, which indicates contamination is

limited to the vicinity of MW-4 and the location of the former gasoline USTs.

6.0 RECOMMENDATIONS

MVES recommends continuing groundwater monitoring of the on-Site well, MW-

4, for VOCs on biennial basis as suggested by the VT SMS. The next round of sampling

of the remaining Site well would then be scheduled for July 2016.
