Section 3 (f) of the Petroleum Commission

Act, 2011, mandates the Commission to promote local content and local

participation in petroleum activities as prescribed by law to strengthen national

development.

Pursuant to this provision, the Petroleum (Local Content and Local

Participation) Regulations, 2013 was passed in

November, 2013 to among other responsibilities,

increase the capability and international

competitiveness of domestic businesses.

The Business Advisory & Enterprise Development

(BA&ED) Department was created to ensure that

the objectives of Regulation 1 (a), (b), (c),

(d) and (e) of L.I. 2204 are realised.

Objectives

• The growth of IGCs should be proportional to the growth of industry;

• IGCs adopt appropriate systems or international best practices that will make them competitive in their operations;

• IGCs become as competitive as their Foreign/JV counterparts in the execution of contracts;

• IGCs employ and train Ghanaians to sustain their businesses;

• IGCs become the engine or key contributor to the growth of the economy

Strategy

• Provide appropriate capacity development for indigenous Ghanaian SMEs to meet international requirements in the upstream industry;

• Support Vendor/ Supplier development programme;

• Create the appropriate platforms for indigenous Ghanaian companies to form strategic alliances or partnerships leading to their capacity development;

• Communicate available procurement opportunities and their requirements to indigenous Ghanaian SMEs –ePortal System

• Address vendor payment & invoice challenges facing local companies;

• Address credit constraints and high cost of capital facing local companies;

• Support local companies to acquire the requisite technical certification;

• Implement a Common Qualification System

• Knowledge:• Workshops (18 Workshops)

• Supplier Development (Tullow, Halliburton, Aker, Subsea7, ExxonMobil)

• Networking Sessions (Enterprise Singapore, SDI, others)

• International Exposure through Trade Missions (Aberdeen, Houston, Calgary)

• Contracts to the tune of $420M approved. $77M representing 18.3% went to IGCs

• 82% of the 771 registered companies are indigenous

• Common Qualification System scope developed

Way Forward

• Focus on building local capacity to increase value addition

• Expand the focus of capacity development to include Technical / Direct Services

• Follow up to assess the impact of capacity building workshops and business advisory services

• Work with the financial institutions to address access & cost of capital

• Deepen the roles of IGC’s in Joint Ventures (JV’s)

• Develop backward and forward linkages

• Engage facilitators from IOCs for some workshops

• Implement a Common Qualification System to verify capacities and capabilities of IGCs
