My task over the past 35 years has been to provide information that will motivate you to fully function as a public servant; to innovate; and to ‘create and adapt’ to change.

is based upon sound facts and/or research.

Sparrow’s concept of serendipitous ideas for change ‘bubbling up’ from the ranks; and that we would be better served to require innovations constructed carefully around strategic goals.”
