Joseph A. Warino, PE - Project Manager PRIME AE Group, Inc. (PRIME)

Mr. Warino (Joe) has over 16 years of experience as a Professional Engineer who has worked for the Ohio Department of Transportation (ODOT) District 6 and the City of Columbus. During that tenure, he has administered a variety of major highway construction projects in Ohio both for the Department of Transportation and the City of Columbus.

While at PRIME, Joe has been the Project Manager for several complex major highway construction projects. Joe has also worked to train the in-house inspection staff on ODOT documentation and inspection procedures. He has also worked to get the staff ODOT prequalified as preferred by the Department. Joe has also made several new hires to supplement the PRIME staff all of which have ODOT project inspection experience.

At ODOT District 6, Joe was the project engineer for several major highway construction projects ranging from the Polaris Gemini Interchange project, to the Major reconstruction of SR-315 in front of the OSU campus to the US-42 Bypass Project. All of these projects were completed on time, under budget, and without any major contractual claims. Joe also was an instructor for the ODOT HT Academy traveling to various districts instructing ODOT Highway Technicians on a multitude of construction and inspection activities.

Experience

While at the City of Columbus, Joe was involved with the rewrite of the 2012 COC Construction and Material Specification. He also was the Area engineer over a variety of projects including several LPA and 3P projects. Some of these projects were the Lane Ave/SR-315 Ramps, Columbus Traffic Signal System Phases A and B, The Rickenbacker Parkway, Phase 2B Project, and the Front Street Bridge Project over the CSXT RR.

PRIME AE Group – Director of Construction where Joe served as the Project manager for several construction projects. These projects include, the WAR 71-2.54 project- where he oversaw the Demolition and reconstruction of the Socialville Foster structure over I-71 in Mason, Ohio, FRA 270 21.67 project- SR-315 and I-270 interchange reconstruction project on the north side of Columbus, PIC-22-6.58-LPA project which included the construction of a new structure and the realignment or county Rd 22 in Pickaway County, FRA-Whitehall Signal Project-ODOT Project within the City of Whitehall for the construction improvements to 23 traffic signals on Broad St, Hamilton Rd, and Main St in Whitehall, Ohio.

Joe also served as the Project Manager for the Walnut and Hempstead Recreational path project for the City of Westerville where he administrated the contract for a $1.4-million-dollar recreational path through the heart of Westerville, Oh.

City of Columbus – Columbus, Ohio. Area Engineer in Construction Inspection whose responsibilities included managing team of engineers and supervisors in construction contract administration, perform on-site engineering and provide technical assistance to project personnel on construction projects, manage project inspection budget, staffing, and overall construction cost on an average of 25 projects annually. Joe also worked on revision of the 2012 City of Columbus Construction Material Specifications, developed and instructed annual Documentation training refresher for project inspection staff, and he developed and implemented various policies and procedures in the Construction Inspection Division. Brent Robbins, PE – Construction Project Engineer PRIME AE Group, Inc. (PRIME)

General Qualifications Mr. Robbins is a Professional Engineer with more than 8 years of experience working in both the private and public sectors. Starting his career as a Project Manager for Thomas Marker Construction, he then moved on to the Ohio Department of Transportation, District 6. While at District 6, Mr. Robbins was the Project Engineer for the Rich Street/Scioto Mile project in downtown Columbus, Ohio. He then went on to take a position with the City of Columbus where he served again as a Project Engineer for several 3P and ODOT LPA projects. Experience ODOT District 6, PIC 22-6.58 LPA (Pickaway County Scioto Darby Rd. Bridge Replacement), Orient, OH – Project Engineer This project was a $4.3 million LPA project which consisted of the improvement of 0.54 miles of CR22 (Scioto Darby Road) by replacing the existing two span Pratt through truss, over Big Darby Creek, including reconstruction of the approach roadway, grading and drainage. City of Columbus DPS, Columbus, OH - Project Engineer/ Construction Manager (NON-PRIME position) As a Project Engineer, Mr. Robbins managed several complex major highway construction projects for the City. He was also the lead CPM schedule reviewer and utilized both the Primavera P6, Primavera P3 and Microsoft Project Software. He used Primavera P6 and P3 scheduling software in analyzing and reviewing project CPM schedules sent by contractors, and creating and updating schedules for design and CM/CI groups. Mr. Robbins’ projects included:

• Hard Road Phase A (ODOT LPA) Reconstruction of 1.12 miles of existing Hard Road from two lane roadway to five lanes. These improvements include turn lanes, new pavement, curb, sidewalk, street lighting, storm sewer, traffic signals, signs, and pavement markings. Concurrently administered Sawmill Road/Hard Road Intersection Improvements consisting of the widening and resurfacing of 0.34 miles of Sawmill Road and 0.17 miles of Hard Road. The project included the addition of curb and gutter, sidewalk, and shared use path.

• Emerald Parkway Tuttle to Rings Road (Joint Venture between the City of Columbus and City of Dublin) Reconstruction of 0.54 miles of existing Emerald Parkway from Tuttle Crossing Boulevard to Rings Road from two lanes to five lanes with construction of roundabouts at intersections of Lakehurst Court.

and Glendon Court. The project included storm sewers, water line, curb, sidewalk, shared use path, and landscaping improvements.

• Worthington Road Connector Project (Administered for the City ofWesterville) New construction of 5,300 +/- linear feet of roadway from CountyLine Road West to Polaris Parkway. Project included storm sewers, water lines,electric/communication duct banks, lighting, traffic signals, sidewalks, bikepaths, retaining walls, and driveways.

Ohio Department of Transportation, District 6, Delaware, OH - Project Engineer. Mr. Robbins’ duties included managing complex construction projects for the State of Ohio, schedule review, and performing on-site engineering and providing technical assistance to project inspectors on construction projects. His most notable project at ODOT D6 is the Rich Street Scioto Mile Project which constructed a 568 foot precast, post-tensioned, concrete rib arch, on reinforced drilled shaft piers and H-pile abutments right in the center of the City of Columbus. Mr. Lawall brings over 40 years of experience as a Construction Inspector / Administrator to NEAS,

Inc. He has been responsible for all aspects of construction management / inspection / administration for

various highway and bridge projects in the States of Ohio and Kentucky. Prior to NEAS, Inc., Mr. Lawall

served the Ohio Department of Transportation’s District 8 for thirty years. During his tenure with ODOT

he served on the District 8 Constructability Team, responsible for checking all plans produced for contract

sale. The checking included all phases of the plans, checking for errors, checking for adherence to the

design guidelines, checking plan layout, completeness, etc. He also served as Project Engineer in the

Project Experience

MOT-75-12.20, ODOT D-7, Construction Inspection, Task Order, Montgomery County, Ohio

Mr. Lawall represented ODOT District 7, by providing Project Inspection, including concrete

inspection of the structural development. Structural/Bridge Inspection duties included all aspects

such as pile driving, rebar, deck pours, and parapet for the completion of this project. Mr. Lawall

provided Roadway Inspection and his duties included, reinforcing steel, drainage, rigid pavement,

and MSE wall. Mr. Lawall ensured the use of the proper ODOT Specifications, as well as interpreted

and analyzed blueprints in order to confirm a structure’s completeness as well as its conformity to

the design before allowing continuation of the project. Mr. Lawall used proper forms to effectively

document project activities with daily reports and payment quantities as construction on the

project progressed.

Wooster Pike Corridor Revitalization Phase 1 & 2, Fairfax, Ohio

Senior Surveyor and Construction Manager / Lead Inspector for the construction of this streetscape

project in Fairfax, Ohio. This project includes many traffic calming features on Wooster Pike

including a ‘Road Diet’, where the four 10’ lanes will be converted to 3-12’ lanes. Raised medians

with landscaping will be constructed between the outside two lanes on Wooster Pike. His services

included preparation of the construction bid package, and survey construction layout. During

construction of this OPWC and CMAQ funded project, he has been responsible for completing daily

progress reports and attending daily progress meetings to confirm that the main project timeline

goals are being met. He verified pay items and produced reports documenting the pay request for

Ted Reisman – Senior Construction Inspector PRIME AE Group, Inc. (PRIME)

General Qualifications

Mr. Reisman has over 19 years of experience in resident project representation, earthwork control operations, and construction materials testing. He is proficient in Site Manager and Mobile Inspector, Project Inspection, concrete testing (field and strength), soil compaction, and asphalt compaction testing. He has worked on a variety of construction projects ranging from small culvert replacements to large complex major highway projects along the interstate. Working on the I-75 projects in District 7, Mr. Reisman was the lead inspector in the field and was responsible for all daily reports and material certification entry into site manager. He has also been the Lead Inspector on several ODOT LPA projects throughout the state.

Experience

Columbia Road Relocation, Warren County, Ohio – Senior Construction Inspector. This project is a $8.6 Million Relocation of Columbia Road to the east of its current location and the upgrade and realignment of Western Row Rd. east of I-71 through the first bend to the east, with capacity improvements at the intersection with the existing ramps and Kings Island Drive. Also included is lighting, signals, landscaping, water and sanitary relocations. Mr. Reisman managed the construction project for a larger interchange modification. Duties included daily inspection, oversight of staff, reviewing pay applications, and managing project documentation. Site work included utility relocations and earthwork to support the relocation.

ODOT District 8 WAR 71-2.54, Warren County, OH – Senior Construction Inspector. This project entails the complete structure replacement of the Socialville-Fosters Road bridge over I-71, the widening of Socialville-Fosters Road from 2 lanes to 5 lanes, the addition of a two-lane roundabout at Innovation Way and traffic signal improvements at Columbia Road. Mr. Reisman served as the lead inspector for the new bridge over I-71.

ODOT Various Districts throughout Ohio – Project Inspector/Lead Inspector (NON-PRIME position). Mr. Reisman has 15 years of experience as Project Inspector/Lead Inspector including coordination of material testing on ODOT projects in Districts 2, 5, 6, 7, 8 and 12. As the construction inspector for this large scale project which included 4.5 miles of new roadway

alignment constructed on new embankment, Mr. Stover’s input was devoted to the documentation

and testing of the following items: pile driving to refusal, rebar placement from the footers to the

deck steel, structural steel bolt tensioning, forming of architectural and structural elements for

concrete placement, concrete placement and ACI testing of structural and architectural elements,

asphalt patching for Maintenance of Traffic, drilling of boreholes for grout placement, and

placement of grout into the mine voids under the proposed roadway. Mr. Stover provided QC

testing of the grout which included compiling and interpreting all the data from the mine grouting

Mr. Stover provided general project inspection for ME Companies, representing the Ohio Rail

Commission as part of a team with Hill International on three bridge replacement projects in

District 4. Mr. Stover’s responsibilities for this project included MOT, demolition of existing

structures, pilings, embankment, drainage, beam and beam placement, structural steel bolt

tensioning, false work, reinforcing steel, shear studs, concrete placement, backfill and flexible

pavement. In addition to the work items, Mr. Stover attended weekly progress meetings and

coordinated daily with the contractor and CSX personnel.

Construction Inspector, RETTEW County/Twp. Road Projects

Mr. Stover provided soil and aggregate inspection for several roadway rehabilitation projects which

involved the improvement of the roadways to meet ODOT specifications to accommodate the traffic

demands of the shale gas industry. Items of work inspected included maintenance of traffic,

roadway embankment and grading, 304 base placements, full and partial depth pavement repairs,

cement stabilized subgrade, asphalt paving, installation of storm drainage, and underdrains. Mr.

Stover also documented all project activities and reviewed contractor pay estimates.

COTA, Park & Ride Construction, New Albany, Ohio

Mr. Stover’s provided Soil and Aggregate Inspection for the construction of a Park & Ride structure

for the Central Ohio Transit Authority (COTA) in New Albany, Ohio. Mr. Stover performed

compaction testing on approximately 10,000 square yards of unbound material and provided

inspections services through the monitoring of lift thicknesses, nuclear density gauge testing, and

constructing test sections.

FRA-270-52.72 Interstate Widening, Subcontractor to Complete General Construction

Company, Columbus, Ohio

Mr. Stover provided general project inspection for the contractor on this design-build project

involving the major rehabilitation and widening of I-270 between I-71 and US-23 in Columbus,

Ohio. Mr. Stover administered on-site compaction of embankment, subgrade, and 304 base

materials. Mr. Stover also collaborated with the contractor in the field to verify that chemically

stabilized subgrade specifications were met. All compaction testing was completed utilizing a

nuclear density gauge and one point proctors.

Ohio Department of Transportation, District 8 – Martin Luther King/I-71 Interchange This $80M project involves the construction of a new interchange at I-71 and Martin Luther King (MLK) Drive that includes widening the MLK Bridge over I-71, removal of the Fredonia Bridge over I-71, constructing a new Stanton Avenue Bridge over I-71, rehabilitation of the Lincoln Avenue Bridge over I-71, constructing or improving numerous on and off ramps, and widening and improving many city streets. Eddie performed inspection for this project during the 2015 construction season where he oversaw bridge deck overlays for the MLK and Stanton Avenue Bridges; rock and soil removal for roadway & ramp widening and subsequent construction of retaining walls; wing wall construction; abutment pours and MSE wall construction for the Stanton Avenue Bridge; MLK Bridge drilled shaft installation and deck pours; and retaining wall construction.

Ohio Department of Transportation, District 8 – Mill Creek Expressway Project Eddie worked as an inspector on this section of the Mill Creek Expressway Project for the majority of time between 2010 and 2014. However, his services were also required on other smaller projects in District 8 over this four year span. The Mitchell Avenue Bridge Widening was a $36M project that involved widening of approximately two miles of I-75 between Clifton Avenue and Vine Street. Eddie performed inspection during the widening of the I-75 bridges over Clifton and Mitchell Avenues. Bridge widening included saw cutting and removal of sections of the decks and parapet walls, installation of new foundations, abutment and pier widening, and construction of sections of the bridge decks involving placement of new structural steel, form work, placement of reinforcing steel, concrete placement, and parapet wall construction. Ohio Department of Transportation, District 8 – Interstate 275 from Indiana State Line to I-74 This project consisted of improvements to approximately 6.5 miles of I-275 in Hamilton County. Billie performed inspection for this project during the 2009 construction season. Work consisted of improvements to multiple on and off ramps, drainage improvements, full and partial depth pavement repairs, new striping, and new lighting and signage. In addition to these improvements, one bridge underwent a full deck replacement and another structure was demolished and replaced.

He is an extremely knowledgeable inspector who ensures conformance to the specifications. Many of the structures Brandon has inspected have been large, complex bridges with new and/or existing steel that required application of the OZEU and/or IZEU coating systems in accordance with ODOT Item 514. In addition to his coatings experience, Brandon has also performed general inspection for a variety of heavy highway construction projects ranging from new and rehabilitated bridges to full and partial depth pavement replacement. His most recent project experience is as follows:

ODOT District 8 – HAM-71-2.65, Cincinnati, OH Brandon is currently working on five structures just north of downtown Cincinnati. Project entails the application of OZEU 3 coat system to 514 specs on three overpass railroad bridges that go over I 71 between mile markers 6 and 8, And two overpass railroad bridges that go over SR 562, referred to as the Norwood Lateral. These 5 structures have approximately 103,000 SF of steel. Brandon is responsible tracking all waste generated. All work is being done at night with rapid deployment due to high traffic volumes and low clearances of the bridges. The Permitted Lane Closure Times are strictly enforced. Brandon is responsible for the MOT.

Ohio Department of Transportation, District 8

Throughout 2012 and into 2013, Brandon served as Chief Coating Inspector for several projects including HAM 74-3.54 and HAM 74-07.76. These projects involved the repair and painting of several new and existing bridges with IZEU and OZEU coating systems. As a general construction inspector he also monitored the abutment footer pours, concrete sealing and the installation of a concrete storm pipe.

Ohio Department of Transportation, District 8 Brandon began the 2012 season providing inspection for the WAR-75-3.40 project monitoring blasting and surface preparation and field painting of multiple bridges with IZEU and OZEU coating systems. He submitted detailed daily reports, comprehensive photo documentation, and worked to ensure that each mainline structure bridge met the specifications.

Ohio Department of Transportation, District 8 For the 2011 season Brandon served as the Coating Inspector for eighteen structures on I-75 through downtown Cincinnati. These presented a variety of challenges with regard to maintaining traffic and scheduling production during busy summertime city events which brought increased commuter congestion and safety concerns. Duties included monitoring the construction repairs, inspecting surface preparation and field painting OZEU coating systems, daily report submission, photo documentation and all required hold-point inspections.

Ohio Department of Transportation, District 8 For the HAM-275-0.00 projects, Brandon performed as Coating Inspector for multiple structures, some with overlapping production schedules. He oversaw the day to day surface preparation and field painting the OZEU coatings systems including the preparation and sealing of all concrete, parapet walls, wing walls, abutments and piers. .As with each job he submitted detailed daily reports, photo documentation, tracked pay items and measured quantities and square yardage for material applications.

Mr. Fescemyer’s experience involves the development and review of schedulesthrough all project phases. Jason has constructed conceptual and design phaseschedules for assessing construction phase risk. During the constructionphase he has developed baseline schedules, updates, weather impact schedulesand delay schedules on behalf of contractors. In a review role, Jason providesschedule review for all phases of projects as well as risk assessment, and claimsavoidance recommendations for LPA projects, traditional ODOT projects,as well as Design/Build projects. This project was the relocation of Columbia Road to the east of its current location and the upgrade and realignment of Western Row Rd. east of I-71 through the first bend to the east, with capacity improvements at the intersection with the existing ramps and Kings Island Drive. The project included is lighting, signals, landscaping, water and sanitary relocations. Mrs. Curran is responsible entering field generated quantities into PRIME’s Access based construction management program and ODOT's Site Manager. This LPA project is a Site Manager Pilot Project for the LPA program. Once agreed quantities are entered, she generates and prepares pay applications for the contractor.
