Administrative Commission for Unity Presbyterian Church
Initial Meeting December 20, 2016

PC; and Sara Coe, NCP Staff Liaison
Absent: Sandra Barrett, Ruling Elder, Garden Memorial PC
The meeting was called to order at approximately 8:00 pm by the convener, Diane W. Hendricks.
Introductions were made, the agenda was reviewed and followed as presented. Sandra
Whetstone volunteered to serve as secretary and Diane W. Hendricks was unanimously chosen
as chair.
Sara Coe walked us through the motion from the Leadership Council made at the November 15th
2016 NCP meeting establishing an administrative commission to discuss with the session of
Unity Presbyterian Church the ongoing viability of the congregation and alternatives to
continuing as a congregation. Sara stated the motion was a request from Unity’s session. She
explained the difference between commission and committee. The commission is empowered to
make decisions while a committee makes recommendations. She stated all our decisions must be
reported to the Leadership Council and minutes of our meetings must be given to her 15 days
prior to Presbytery Meeting. Minutes of the December 20th meeting is due to her by Jan. 9th.
We were informed that Unity has done a CAT scan, which revealed very low energy in the
congregation.
We were given the book “Toward The Better Country, Church Closure and Resurrection” and
advised to read it starting at chapter 6.
The following questions were raised during our meeting: Does Unity own outright the facility,
what uses are ongoing in the facility, how many paid staff and are there building issues? Diane
said she would talk to the pastor and try to get answers to the questions.
The next step is to meet with Unity’s Session on 1/15/17 at 12:30pm.
The meeting was adjourned with prayer at approximately 9:00pm.

2016 Report
Wheaton Community Church Administrative Commission
Our work with Wheaton Community Church has proceeded in stages. To review: In 2014, after
listening to the church to understand its perspective and needs, we worked to discern a path that
would lead them into a stable and productive future. In 2015 we trained a fresh, newly-elected
Wheaton session and supported their search for a temporary pastor from the limited supply of
Korean-speaking pastors willing to accept a part-time position. After they found Rev. Choi, who
seemed to be a good match but was not PC(USA), the A.C. met with him to evaluate his
experience, theology and suitability for the congregation. We were well satisfied with what we
found. Rev. Choi then wrote a Statement of Faith that was translated and submitted to the COM.
2016 has been spent on the subsequent task of seeking NCP approval. A March meeting between
the A.C. and representatives from presbytery staff and COM revealed presbytery concerns about
Rev. Choi’s Statement of Faith. The same meeting also exposed the challenge and complexity of
balancing Presbyterian polity against the pastoral leadership needs of immigrant congregations.
From there, things proceeded on two fronts. Yena Hwang represented the A.C. in meetings with
Rev. Choi and the Rev. Dr. John Lee in which theological concerns were reviewed, intentions
clarified, and satisfactory answers obtained. The result was a revised and much clearer Statement
of Faith. Meanwhile, the Congregational Transitions Commission, in concert with the Committee
on Ministry, reviewed and updated a policy on “Securing Pastoral Leadership for Immigrant
Worshipping Communities.” Although Wheaton’s situation is somewhat different from that
envisioned by the policy, the process it outlined gave the presbytery, the A.C., the Wheaton
church, and Rev. Choi a clear path by which we could all move forward, resulting in a December
14th preliminary examination of Rev. Choi by the COM’s Examination Team.
We are delighted to report that the Congregational Transitions Commission has approved the
Rev. Jim Choi for temporary membership in the National Capital Presbytery. He will be assigned
a liaison by the Commission on Preparation for Ministry and supplied Korean-language materials
to guide his study of Presbyterian theology and polity so that he may work toward PC(USA)
ordination.
Although the Wheaton Community Church still faces challenges, and the financial issues
between the church and National Capital Presbytery still need to be resolved, we on the A.C.
have felt from the beginning that obtaining good, consistent pastoral leadership was the most
critical, key issue. With that significant portion of our commission accomplished, we are hopeful
that the church will be able to move forward toward a healthy future and that our work will soon
be finished.
