Our mandate
Our overall purpose is to facilitate to make the most of the taxpayer money and to comply with legislation on public
procurement.
The Act consists of 17 sections. Section 6 deals with the life cycle cost, universal design and the environment.
All public procurement to bring these aspects in the planning of procurement and implementation phases
a procurement process can not choose not to take into account these aspects.
• We have at present 117 framework agreements divided into 58 framework precinct. These framework agreements have an annual value of 660 million nkr. Approximate 84 million euros.
• The spread of the conditions are great, We obtain everything from pens, soap for child welfare services and engineering services.
• It is therefore important for us always to have a "benefit cost" perspective in relation to the environmental aspect best to be maintained.
• We can roughly divide our influence in 4 segments
• 1 Qualification requirements for suppliers. • example: iso 14001 system certification, Quality systems etc
• 2 Award Criteria • example: an explanation for the needs and let providers compete to provide the best solution to
the need. We wish to offer our employees a wider variety of organic foods in our cafeterias, how can providers help to fulfill this desire?
• 3 Contract Requirements For example: The tenderer shall upon signing the contract to be a member of an approved recycling scheme for packaging.
within six months after the contract date, the supplier must be Certify or have done the following |steps ....
• 4 In agreement period, we can affect suppliers to make environmentally sound choices and offer
environmentally friendly products etc.
Process
To ask the right requirements either as a grant criteria or requirements are we as buyers dependent upon the subjects of
knowledge. We always establish a specialist group of persons who trade or industry knowledge. This group can consist of anywhere
from 3 to 15 people and holds 3-5 meetings before an announcement. This group is also very central to the agreement.
BTV purchasers started to use in 2010 something called market conference. Conference announce, and is open to all suppliers.
The purpose of the conference is to achieve a dialogue with
potential suppliers in relation to the tender documents. There is also a quality check Our goal to industry standards and possible
innovations, including environmental products and methods.

• BTV Purchasing uses established standards and labeling standards to make visible environmentally friendly products. The most commonly used are:
• Swans - Norwegian Brand • EU Ecolabel • Debio brand Norwegian label for organic products • Fairtrade mark
• Some suppliers also have their own brands - this is disputed

Miljøfyrtårn – Non Profit foundation
Miljøfyrtårn is the most used license for businesses who want to document their environmental performance and show responsibility.
Being Miljøfyrtårn involves systematic work on environmental measures in daily life. Businesses meet the
requirements and implementing measures for a more environmentally friendly operation and good working environment.
Miljøfyrtårn has custom requirements of different industries and certificate awarded by an independent
appraisal. It comes annual environmental reports every three years, operations recertified.
The certificate is recognized by the authorities in public procurement.
