    History of Displacement

    This is a development after independence.

    150,000 fleeing to India

    Return, resettlement, repatriation, displacement were recurring

    feature.

    Over a period of time from 1983, the welfare of IDPs have

    been changing hand with the change of Governments and

    concepts.

    Organization of IDP activities:

    In view of the complexity of the IDP related issues, multipleorganizations and stakeholders came into the scene.

    Some organizations have become extinct and new onesreplaced.

    welfare of the IDPs.

    FoodQuantum:

    Government provides food relief to IDP families whose

    income is less than Rs.2500/- per month.

    Maximum number of 5 persons are entitled in a family.

    1. The maximum amount for a family or five for one week isRs. 315/-

    2. Maximum of a family of 4 for one week Rs. 252/-

    3. Maximum of a family of 3 for one week Rs. 210/-

    4. Maximum of a family of 2 for one week Rs. 154/-

    5. Maximum of a family of 1 for one week Rs. 84/-

    Welfare of IDPs

    1. Welfare of IDPs at Welfare Centres:

    Maintenance of welfare centres tatchery, irrection of

    huts, water, toilets, electricity, etc. are provided by

    .

    2. Welfare of IDPs outside the Welfare Centres:

    Welfare of IDPs outside the welfare centers are attendedthrough formal rehabilitation and reconstruction

    programmes and projects.

    Shelter

    Shelter requirement has compounded with the additions due

    to Tsunami damage.

    Conflict affected housing need is 326,000 while Tsunami

    affected housing need 300,000 (in the orth East 78,000).

    Immediately after disaster temporary shelters are provided at

    a cost of Rs.15,000/- or the IDPs are housed in common welfare

    centres.

    A core house for families less than Rs.2500/- income per month

    with a plinth area of 500 SqFt is provided through a home

    owner driven process.

    Shelter

    GO contribution for Tsunami housing is available.

    For conflict affected housing only around 91Mn US$ is

    available (WB-75Mn US$, ADB-10Mn US$, EU-6Mn US$) foraround 35,000 housing units. This is around 9% of the total

    need.

    For Tsunami affected houses income sealing is not applicable.

    Guiding principles of Internal displacement

    Based on U guidance principles on IDPs. 1988

    IDPs shall enjoy the same rights and freedom.

    o discrimination on account of the status of IDPs.

    Primary duty and responsibility lies with national authority.

    IDP have the right to receive assistance from authorities.

    o discrimination on the basis of language, religion, age or

    disability.

    Mobility Freedom of movement of IDP is now relaxed.

    Access to their productive assets & places of environmentaffected.

    Possession of ational Identit Card is a need.

    Inmates of welfare camps are now allowed to move for

    employment from the camp.

    Exit and entry of the border of the cleared and uncleared are

    subject to checking.
