Under guidance of Ministry of IT (Govt. of Odisha), Software Technology Parks of India (STPI) has been

entrusted with a project to implement Public Wireless Access System within Jurisdiction of Bhubaneswar

Municipal Corporation, Bhubaneswar. Following the government vision / directive, a Detailed Project Report

(DPR) is being drafted by STPI to assess / evaluate implementation of Wireless Access System (Wi-Fi).

Objective of providing Wi-Fi services includes

• Providing public internet access

• Internet access for local businesses to spur economic development

• Internet access for public schools

• Internet access on public transportation

The primary objective of setting up Wi-Fi services across Bhubaneswar city is to spur city’s economic

growth and help achieve objective of making Bhubaneswar a “Digital Bhubaneswar” city.

In line with objectives of the Wi-Fi services, objective of this POC is for the agency to demonstrate:

Coverage of

Wi-Fi Project

Wi-Fi would be implemented to provide

internet access

• Across sixty seven (67) wards* of

Bhubaneswar Municipal Corporation,

• On the move for any / every user of

Bhubaneswar,

• For example access across

residential areas, commercial / market

area, public schools, public

transportation

*Note: Above mentioned scope is for entire Wi-Fi implementation and not

POC coverage

For purpose of this POC following 10 locations are proposed.

Locations (either of below mentioned location):

1. Utkal university campus and Sahid Nagar

2. Market building, Secretariat and IG Park

3. Forest park and Airport

4. Biju Patnaik college Road, Pal Heights and May Fair

5. Lingraj Temple area

6. Surya Nagar, Governor house and OUAT

7. Nandan Kannan and Botanical Garden

8. KIIT University, Infocity and Damana

9. Khandagiri, Jagamara and ITER

10. Bhubaneswar Railway Station, Master Canteen and Ashok Nagar

Technical Guidelines

1. Link: Link redundancy should be catered to in the proposed solution

a. Fiber as primary link

b. Secondary Radio Frequency (RF) link (optional)

c. Failover on mesh configuration

d. Or any other backup strategy agency would like to propose

2. QoS / Bandwidth: Minimum of 512kbps bandwidth should be available to each subscriber logging

into the service as per TRAI guidelines

3. Coverage: Full coverage at any of the selected location in outdoor environment

4. Session persistence: The session established by any user should be seamless / reliable to ensure

continuous connectivity while moving from one access point to another.

(Note: Roaming profile between different service providers is not required)

Technical Guidelines

5. Interference: The proposed solution should have minimal interference and should support

suggested bandwidth. They should be using standard 802.11 b/n standard only on spectrum

available for public Wi-Fi services.

6. Information Security: The implementation agencies should have adequate information security

controls implemented to safeguard the network

7. Uptime: The agency needs to run POC for a period of minimum four (4) weeks with uptime of 99%

Business Requirements

1. Prepaid (voucher based and online code/PIN based) services should be offered

2. During the term of the POC the subscriber should be asked to mandatorily fill up an online

registration form before giving access to the free Wi-Fi infrastructure

3. The agency needs to provide first thirty (30) minutes of free Internet access to any user post which

the services needs to be charged. The service charge needs to be defined by the agency

4. During the term of the POC the subscriber should be asked to mandatorily fill up a feedback

questionnaire at the end of the 30 minute free session or before second login

5. The subscriber information needs to be safeguarded and not disclosed to any individual / authority

for any reason, unless approved by STPI or as per laws of the land

6. The partner must report the following to STPI on daily basis through an online / offline portal:

• Subscriber details • Feedback details • Usage pattern

7. The partner must provide a toll-free number to the subscribers during the term of the POC to request

for technical assistance, complaints and feedback.

8. Reporting of these calls along with necessary details to be given to STPI in a pre-determined report

structure.

9. The partner must comply with all TRAI, DOT and other enforcement agencies requirements for

offering commercial services during the POC stage

10. All Implementation Agencies will have a common SSID

(e.g. City_Wi-Fi_Bhubaneswar_name of provider)

1. Awareness of the solution / POC will be done by the agency

2. The agency should also showcase previous implementation experience

3. Authorization letters and approval from various government agencies will be facilitated by STPI for

agencies for performing POC

4. Demographic information about the area / location of study will be discussed and agreed mutually
