Village & Neighbourhood Councils - Features
A territorial unity with in the:
limits of a tehsil or a town.
the area of Village Council shall comprise a whole number of villages or a villagemay contain a number of whole Village Councils.
Neighbourhood Council shall comprise a whole number of census blocks or awhole number of muaziaat or a combination of a whole number of census blocksand muaziaat in areas with urban characteristics.

general seats on the basis of adult franchise & joint

peasants/workers, minorities and youth inducted on
the basis of proportionate representation

Chairman Tehsil Council shall head the Tehsil Municipal
Administration.
