GENERAL OBJECTIVE

General Objective – protection and improvement of living standards of the population and of environmental standards aiming, first of all, the compliance with the environmental community acquis.

General Strategy - to answer to the following 3 main strategic directions:

• Improving access to public utilities in Romania and supporting the economic development conditions in regions

• Improving environmental protection as a mandatory condition for sustainable development

• Strengthening institutional and governmental capacity as a key-priority, aiming the development of an efficient management structure for environmental services

Commitment rate of SOP funds – 86,14 % Total payments made up to date: 547.964.958 Euro, out of which:

Pre-financing – 381.236.368 Euro

Reimbursements – 166.728.590 Euro

Rate of absorbtion – 19,59%, out of which 5,16% reimbursements and

14,43% pre-financing.

Projects under implementation: 35 major projects - total value of about 3.87 bilion Euro of which EU contribution (CF) represents 100% versus EU contribution allocated through SOP Env. 2007-2013

Nr of contracts for the 35 major projects aproved: 493- of which 188 signed contracts in total value of about 891,824,25 Euro

Reimbursements to the beneficiaries: about 403,270,752 Euro of which 382,670,390 Euro represents 13,78% vs. EU contribution allocated through SOP Env 2007-2013 for this priority axis

KAI 2.1 Development of Integrated waste management systems

Major projects under implementation: 18 – total value: about 625 million Euro, of which the EU contribution (ERDF) represents 54% versus SOP allocation

Contracts related to the 18 major projects: 177 - of which signed contracts: 59 – total value: approx. 85,932,034 Euro

Reimbursements to the beneficiaries: about 73,473,370 Euro of which about 70,325,836 Euro EU contribution represents 8,87% of EU contribution allocated through SOP Env.

Major projects under implementation: 3 – total value of about 32,100,000 Euro of which 24,650,008 Euro represents 17% of EU contribution (ERDF) versus SOP Env. allocation

Number of contracts related to the 3 projects: 15 of which 5 signed contracts – total value: about 193,494 Euro

No payments reimbursed to the beneficiaries.

Perspectives for 2012 and onwards... Commitment of all the funds still available and approval

of the projects in the portfolio;

SOP Environment evaluation;

Launch the preparation of the project pipeline for 2014-2020 in the water, waste and contaminated sites sectors;

Start the preparatory activities to elaborate the strategic documents for the 2014-2020 programming period.

Conclusions SOP Environment - operational program with experienced

users who have implemented similar projects in the past: MUDP, SAMTID, ISPA, PHARE;

Last year was an unprecedented leap in terms of employment of funds in the water, waste, heating - over 4 bilion Euro funds committed

It is expected a market response in the awarding process for contracts of works, equipment and services;

Period 2011-2013 is decisive for contracting components included in projects funded by SOP Environment

Efforts to achieve full compliance with European Directives should continue in the programming period 2014 - 2020!
