Mine Health and Safety Inspectorate
Purpose
Execute the Department’s mandate to safeguard the health and safety of the mine employees and people affected by mining activities.
ObjectiveReduce mining-related deaths, injuries and ill health through the formulation of national policy and legislation, the provision of advice, and the application of systems that monitor, audit and enforce compliance in the mining sector.

Achievements/ SuccessesManage Health and Safety Risks
• 3% improvement in all fatalities from 127 in 2010 to 123 in 2011, which is a 8% reduction in terms of fatality rates.
• 19% reduction in Fall of ground fatalities from 48 in 2010 to 39 in 2011.
• No mine disaster accident occurred for the first time in five years.
• Fires and Explosives related accidents dropped by 100% and 20%, respectively.
• Inquiries (84%) and Investigations (81%) completed. • Audits (119%) and Inspections (102%) conducted (Include Ministerial Group
Audit).
Develop and review internal processes
• Reviewed Enforcement and Administrative fine policy and procedures fully implemented.
• Sunday Labour Permission guideline reviewed and implemented.
Human Resource Development:
• 8 Senior Managers attended and passed WITS Executive Development Programme
• 19 assistant Inspectors placed in regional offices for experiential training• 17 officials attended other administrative and technical courses. 4

Health.• DMR Chief Directorate:
Occupational Health has been established and implements strategy for enhancing health matters.
• Collaborate with social partners in monitoring the implementation of 2011 Summit commitments on elimination of silicosis, NIHL, TB, HIV and Aids.
• Conduct verification of mine sampling on dust measurements and results.

• Arrange regional quarterly tripartite forum meetings to share on health and safety information.
• Encourage visibility of CEOs and Company Boards at mines.
• Monitor the implementation of 2011 Summit commitments on elimination of fatalities and injuries.

investigation task completed and recommendations are being actioned by the Mine Health and Safety Council with an assistant of an independent facilitator.
• MHSA review in progress will ensure elimination of interference and distractions by lawyers during accident investigation and fatal inquiries.

• Skills Development.
• Collaborate with MQA to enhance skills development including on bursaries, artisans, artisan aides, miners and pass rate of certificates of competency.
• Review the Certificate of Competency Examination model.
• Implement Department Human Resource Development Plan.

• Illegal mining. Minister established Stakeholder Forums.
-Identify and seal openings to old underground working areas.
-Strengthen access control and security measures at mines.
-Action Plan developed on key focus areas.
DMR and CGS programme has resulted in sealing of about 108 shafts and open holes between Boksburg and Roodepoort in the past two years.
Collaborating with the relevant law enforcement agencies to ensure that there is a national effort to combat illegal activities.
