Section 4 of the law states that “Librarian refers to an individual who is a bonafideholder of a Certificate of Registration and Professional Identification Card issued by the Professional Regulatory Board for Librarians and by the Professional Regulation Commission.”

A graduate of either a degree of Bachelor of Library and Information Science (BLIS) or Master of Library and Information Science (MLIS) and a successful examinee of the Librarian Licensure Examination before he/she can practice the profession or teach the major subjects in either course.

He/She is entitled to use RL after her/his name.

Outcomes common to all degree programs in all types of schools. The graduates have the ability to: Articulate and discuss the latest developments in the

specific field of practice; Effectively communicate orally and in writing using both

English and Filipino; Work effectively and independently in multi-disciplinary

and multi-cultural teams; Act in recognition of professional, social and ethical

responsibility; Preserve and promote “historical and cultural heritage”

based on RA7722.

Graduates of BLIS have the ability to: Select, evaluate, organize and disseminate print,

multimedia, electronic and digital information sources; Effectively communicate orally and in writing. At

the same time, use a variety of communication methods in a manner that best enables the message to be understood; Demonstrate logical and systematic approaches

to the accomplishment of tasks

Graduates of BLIS have the ability to: (continued) Formulate objectives, policies and processes as

well as design and manage resources in anticipation of future educational and organizational changes; Recognize, analyze and constructively solve

problems, provide appropriate direction and assistance, and overcome barriers when necessary;

Graduates of BLIS have the ability to: (continued) Identify users’ needs and wants through reference

interviews, customer surveys, complaint logs and other means in order to evaluate effectiveness of current services and improve these and other practices;

Work well in groups and seek ways to build team efforts to solve problems and achieve common goals

Understand library’s automation systems and the use of computer hardware, software and peripherals, including online collaboration tools (the Internet and the World Wide Web, social and networking sites

Prescribes the qualities of librarians that are essential towards building vibrant and relevant libraries in the country. These competencies are divided into:1. Personal competencies2. Professional Competencies

These are qualities also expected of new graduates of Library and Information Science but at an introductory level.

These are enhanced through Continuing Professional Development.

The standards may be used as a guide in planning a librarian’s CPD program to achieve level 7 or 8 in lieu of the formal learning mode (i.e Masters or PhD) under the credit transfer system.

The library school teaches basic knowledge and skills to enable the graduates to acquire personal and professional competencies required of librarians.

The LLE tests these competencies to ensure that the graduate is ready for the practice.

Continuing professional development enhances these knowledge and skills and enables one to specialize.

Librarians must select CPD programs that lead to a specialization in order to apply units earned under the credit transfer system to a higher PQF level.
