Design-Build Procurement Process

• Evaluation Process• Each SOQ is broken down to individual evaluation

factors for separate teams to rate a factor or factors.• Each evaluation factor and subfactor are rated by

consensus team ratings• Leaders of each team are part of Evaluation

Committee• Evaluation Committee reviews all ratings and

determines consensus overall ratings and recommended Reduced Candidate List

• Recommendation presented to Selection Committee by Chairman of Evaluation Committee for approval.

• Adjectival Rating Process• Establish Ratings Guidance before evaluations• Exceptional, Good, Acceptable, Unacceptable w/ +/-• Weighting of Evaluation Factors and Subfactors

• Critical (3 times more than important)• Significant (2 times more than important)• Important

• No Numbers or Formulas are used.

• Key Staff• Relevant Project Experience – Role on projects,

what they did on projects, and how it is relevant to project under procurement

• Project Description – Demonstrate how projects are similar/relevant to project under procurement

• Design-Build project not necessarily better than DBB, depends on experience and type of project.

• Past Project Experience (3 projects)• Name, location, owner, project delivery method,

construction cost, and schedule performance, and brief project description.

• What work is relevant and why.• Successful methods, approaches and

innovations on the project – relevancy to project under procurement

• Project Understanding & Design-Build Approach• Understanding of Project Goals and Scope

including significant risks and issues• Approach to Design-Build• Organizational Chart

Design-Build Procurement Process

• One-on-One Meetings w/ RCL• Design-Builder sets agenda prior to meeting – more

detail the better• Don’t focus on general clarifications of RFP• Focus on issues that need discussion • Focus on potential ATCs

• Alternative Technical Concepts• Submit Early as possible!!• Alternative solutions/”Practical Design” that will advance

the project goals - Explain• Specific Deviations and why they are better or equal

Design-Build Procurement Process

• Technical Proposal• Same evaluation process as SOQ w/ exception Price is

brought in after consensus Technical Ratings by Evaluation Committee

• Show level of commitment – No consideration for tentative or ambiguous commitments (“we may” “we are considering”)

• Fully answer each question and do it in section of the question – No credit for references to other sections or appendices.

• Ensure it is clear how commitments are beneficial and will realisitically advance and achieve Project Goals.
