DESCRIPTION

As the Chair of the local Historic Preservation Commission and an active participant in the update of the historic preservation plan, I was asked to make a couple presentations for the process of updating the plan. The presentation was intended for the major public comment opportunities regarding the intent to update the Iowa City Historic Preservation Plan, a component of the local Comprehensive Plan. Iowa City, a Certified Local Government listed with the State Historic Preservation Officer and National Park Service, uses Design Review through the Historic Preservation Commission and overlay zoning to regulate alterations that require a building permit. The first presentation was the Preservation Plan Open House on September 6, 2006 and the follow-up presentation was made in January, 2007. The Preservation Plan Update presentation provided an overview of local history and broad trends in architectural style and residential design over time. It then discussed the areas identified in the original plan that had been completed and outlined areas for future historic preservation projects. The presentation was made in a public format at the Annual Meeting of the Friends of Historic Preservation, Iowa City, Iowa.

The 1992 Work Plan Goals in Review

Goal 1: Identify historic resources significant to Iowa City's past.

Goal 2:Enhance the municipal policy of protection of historic resources, and implement this policy through effective and efficient legislation and regulatory measures.

Goal 3:Establish economic incentives to encourage the preservation of historic buildings and neighborhoods.

Goal 4:Provide the technical assistance necessary to preserve and improve historic properties.

Goal 5:Strengthen historic preservation education programs and develop private support and commitment for preservation undertakings.

Goal 6:Maintain and strengthen preservation partnerships between municipal government, state government, and federal agencies.

Goal 7:Establish and implement historic preservation objectives for the University of Iowa campus and surrounding neighborhoods.

Goal 8:Establish and support heritage tourism efforts appropriate to Iowa City's historic resources and community needs.

Goal 9:Conduct regular review and evaluation of historic preservation initiatives by the historic preservation community. Complete annual review and set work plan objectives; HPC, City staff, Friends, neighborhood associations, etc.

Goal 10:Adopt strategies to conserve historic neighborhoods which reflect their organic development, historical roles and traditions, modern needs, and economic health and stability.
