HISTORIC SITE MANAGEMENT
GRANT GUIDELINES
New for 2018
➢ The Historic Site Management applicants may apply for grants of $5,000 to $50,000, and the match required is 3:1.
➢ No “match expended”, work that is completed prior to the date of application, will be eligible in the 2018 grant round.
➢ All applicant properties must be listed or certified eligible for listing on the New Jersey Register of Historic Places by August 1, 2018 to be considered for grant funds in this round.
➢ Disaster planning has been added as an eligible activity in the 2018 grant round.
Eligible applicants
➢ Agencies or entities of county government
➢ Agencies or entities of municipal government
➢ Nonprofit 501(c) organizations that are compliant with NJ Charitable Registration Laws
➢ Ownership of Project Property➢ Owned in fee-simple by applicant
➢ Owner consent (Owner Assurances)
Eligible properties
➢ Individually listed on the NJ Register of Historic Places
➢ Contributing resource in a historic district that is listed
➢ Determined eligible for listing by the NJ Historic Preservation Office, must be listed or certified eligible for listing on the NJ Register by August 1, 2018

• 1. Preparation of documents or reports for planning for the preservation, restoration, or rehabilitation of historic properties.• Condition assessment reports• Historic preservation plans• Historic structure reports• Historic landscape reports• Archaeological investigations and reports• Disaster management plans (New for 2018)• Master plans for rehabilitation• Adaptive use feasibility studies• Maintenance plans

Eligible activities
• 2. Preparation of architectural plans, designs, specifications, cost estimates and other construction documents.
• 3. Preparation of nominations to the New Jersey or National Register of Historic Places for individual properties or sites owned by local government units, nonprofit organizations or a State entity or authority.
• 4. Master planning for compliance with the New Jersey Barrier Free Subcode, including:
• Evaluations of barrier-free access requirements
• Evaluation of site and multi-site access
• Planning and development of interpretive materials or devices to help the disabled visitor

• 5. Heritage tourism planning initiatives, including:• Visitor assessments as part of a strategic plan or
development of an interpretive proposal for a historic district
• Design and fabrication of interpretive signage or literature
• Visitor-readiness assessments and feasibility studies for heritage tourism marketing
• 6. Professional planning for the management of historic properties through the preparation of:• Multi-year strategic plans• Fundraising plans for initiating capital campaigns• Endowment planning and proposals

Archaeology requirements
➢ The Trust strongly recommends that an Archaeological Management Plan (AMP) is among the proposed activities in the application
➢ An AMP helps identify likely locations of archaeological resources of the property and guide future decisions regarding landscaping and construction work
➢ Any ground disturbance resulting from a capital exercise must consider archaeological impacts to the site
➢ Include scope of work and budget in application
➢ Qualified archaeologist should conduct the work
➢ All reports will be reviewed by the HPO’s archaeological staff
Requirements for matching funds
➢ An applicant's matching share must be cash raised by the applicant
➢ No work completed prior to the time of application will be an eligible match
➢ No in-kind or donated services are eligible for match
➢ For non-profit organizations and units of local government, matching funds derived from the sale of debt of the State of New Jersey, from other grant or loan programs funded by the State, or from special appropriations awarded by the State Legislature, shall not be used as the matching share of project costs

➢ Is there an immediate threat of collapse or demolition?
➢ Project Concept and Team
➢ Is the scope of work clear and appropriate?
➢ What are the credentials and experience of the consultants? Do they meet or exceed minimum qualifications?
➢ Is the budget and schedule realistic?
➢ Organizational Ability
➢ Has the organization been a good steward to the property?
➢ Does the organization have a long-term commitment to the preservation of the resource?
➢ Are matching funds available?
➢ Does the organization have a good fundraising record?
➢ Public Benefit
➢ Does project represents innovative design, programming or reach new audiences?
➢ Does project complement other State initiatives?
➢ Is there community support?

Conditions for receiving funds
➢ All proposed work must meet the Secretary of the Interior’s Standards for Treatment of Historic Properties
➢ A grant agreement must be in effect within 18 months from the date of appropriation and completed/closed within 3 years
➢ Up to 80% of the historic site management grant can be paid when the following conditions are met:
➢ 1. A contract has been signed by both the consultant(s) and grantee;
➢ 2. A grant agreement has been executed with NJHT;
➢ 3. An initial payment has been made to the consultants or project team by the grantee; and
➢ 4. Other administrative requirements are satisfied, such as an initial reimbursement request.
➢ A minimum of 20% of each grant will be retained by the Trust until the project has been completed and has met financial and contractual requirements, including submission of satisfactory work products and final report.

HSM GRANT REQUIREMENTS
➢Owner consent signature is required, if applicant does not own or lease
➢Work must be complete within two years after funds are appropriated
➢All expenditures for the project must be documented with invoices and proof of payment (80% of the project award is made upon execution of the grant agreement)
➢Grantee should acknowledge funding assistance in published materials
➢ Submission of New Jersey Register of Historic Places nomination is strongly encouraged to be one of the project goals

CONSIDER YOUR RESOURCE
Heritage tourism initiatives and site interpretation should be considered and designed for the unique characteristics of each historic resource.
➢ One size doesn’t fit all➢ Historic sites tell the unique history of a place –
interpretation should reflect this➢ Interpretation does not always equal signage➢ Make sure interpretation is accessible
Think outside your site
Heritage tourism initiatives and site interpretation should be coordinated with existing and planned heritage tourism goals of the site and community. ➢What already exists in your area?➢ Creating linkages between multiple sites is recommended➢ Enhances visitor experience ➢ Expands your audience➢ Tells a more complete story➢ Even if you don’t work with other sites, think about the
broader context when telling your site’s story➢ “Links” do not have to be just history/historic sites! People
also like food, shopping, art, parks, etc.
