The initial application for the building permit was submitted to the City of Yarra in late 1999, however due to several objections this process was prolonged.

In early 2001, City of Yarra organised a special meeting between the AAISCommittee Board and objectors. It was at this special meeting, which was held at Richmond Town Hall, that Council ruled in favour of the AAIS’s Renovation and Building project.

Due to lack of funds at the time, the AAIS Committee Board was required to raise funds from its financial members before the Renovation & Building project could be initiated.
