EXECUTIVE MEETING January 2, 1964 The last 1'J:xecutive meeting of the Greenway Downs Citizens Association was held January 2, 1964 at the home of our new President, Clyde Jackson. There were 10 members present. The minutes were read and approved. As the treasurer was absent and did not turn in a report, we'll have to wait until next month to see how we stand as far as money is concerned. The subject of the Directory was brought up and it was pointed out by Mr. Thomsen that according to his records the final net cost of the Di1ectory was $46.00. The subject of the school busses was discussed and Mr. Thomsen remarked that the School Board had decided not to put the busses on again. Mr. 3abson had been briefed about our feelings on the subject of the busses. It will be a new battle all over again. Mr, Mace remarked that we would have a new school board member to be appointed by Mr. Babson. Tentative plans were made for future speakers. Mr. Babson' s name was mentioned as a likely candidate, Mrs. Ruth Hodges to speak on interior decorating as well as several others. Suggested subjects were fire prevention, juvenile delinquency, etc. It was decided that our General Meetings would be held on the 4th Thursdays of each month. That is, if we are able to obtain per- mission from Mrs. Henderson to use the Cafetorium. The Executive meetings wi 11 be held on the 2nd Thursdays of each month. EXECUTIVE MEETING January 2, 1964

The last 1'J:xecutive meeting of the Greenway Downs Citizens

Association was held January 2, 1964 at the home of our new

President, Clyde Jackson. There were 10 members present.

The minutes were read and approved. As the treasurer was

absent and did not turn in a report, we'll have to wait until

next month to see how we stand as far as money is concerned.

The subject of the Directory was brought up and it was

pointed out by Mr. Thomsen that according to his records the final

net cost of the Di1ectory was $46.00.

The subject of the school busses was discussed and Mr. Thomsen

remarked that the School Board had decided not to put the busses

on again. Mr. 3abson had been briefed about our feelings on the

Mr, Mace remarked that we would have a new school board member

February also. Membership dues are $2.00 for families and $1.50 for

single persons. It was agreed to give free membership tone~ members

of the community moving in since November 1. It was suggested that we

get in touch with Ray Smart regarding advertising for the Directory.

The assignment of streets to be covered in the drive was agreed upon.

The date of the membership drive will be decided at the next

Board meeting.

The ne x t meeting will be held at Mrs. Beane's home February 12.

Scouts size 24 X 36. The Cub scouts will alsc) have a paper drive Saturday

Mr.Sharpless reported that the Annual dues for the membership in the

Fairfax County Federation of Citizens Associations had been paid for the

next year.

Ni.r. Jackson, Ouft. President, read a letter from the Fairfax. County

Federation of Citizens Associations offering any help tl:tat they mcy be

able to give us.

The last Genera.l Eeeting of the Greenway Downs Citizens Association

was held Eebruary 2?, 1964 fo ttie Devonshire Cafetoriurn with 14 members

present.

The Treasurer reported a balance of $187 .47 •

.Mr. Vlilli.s H. Burton, Administrator of the fire services for Fairfax.

County spoke to us on fire safety e.nd fire control. The Fire S.!!irvices for

Fairf<1x County were reorganized last year. we do not have a. county fire ·l

department as of this moment. There is a new fire commission of seven

members appointed by the Board of County Supervisors. The F:lre Administrator

title is pef6uliar to our area. It is Fire Director or the swne as Fire Chief • ......... -~

Fires in the home.----------

The major causes are electricity, heating equipment, smokine; j_n bed . ;

and grease in the frying pan. Grease in the exhaust fan, curtains hanging

near an open flame, careless use of flammable liquids, particularly

outside grills. Learning to get out of your home is most important in

case of fire. You need to t1ave Exit drills,; particularly where U1ere are

children. If more fan1ilies had exit drills, many lives could have been

The last meeting of the Executive Board of the Greenway Downs Citizens -~

Association was held March 12, 1964 at the home of M~e~-~:) There

were seven Board members present.

Tbe minutes were read and approved.

The treasurer reported a balance of $18? .J+'l.

Mr. Sharkey was able to get some estimatest on the printing of the

newsletter. Econoprint wants fj,10.00 a month rfor mimeograph and staples

Printing Company $ll0.00 a year for offset process. Mr. Sharkey iti going to

investigate further and report his findings next month.

A suggestion was made regarding the directory, to leave blank spaces

in the book so corrections could be inserted. Or a couple of blank pages

could be inserted in the bac!c of the book.

a motion was made and passed that the March meeting be canceled

because of 1iaundy Thursday and so many people would be attending church

services. But the newsletter should .still be issued and give fire

regulations, tag news and etc.

It was agreeded: that the playground activity would be taken up

at the next meeting.

The membership drive was discussed and it was agreeded it should be

mentioned in tbe newsletter.

The last meeting of the Greenway Downs Citizens Association Executive

Committee was Apd1 9, 1964. The meeting was opened at 8:20 with 7 members

9resent (by tt:30 there were 8 present).

A motion wa.s made to dispense with the reading of the minutes (no minutes

available). Motion passed. A motion was also made to dispense with the

reading of the treasurer 1 s report (no report either). Motfon passed.

Under old business it W:<S decided to 11shelve 11 the pro:j1ect to get our

news bu]letin printed commercially. The editor didn't feel. the need of this

kind of help and it would have increased the cost of published the newsletter

to the Association.

It was agreed that we wou..1d wait and see how many changes and additions

need to be madte to our Directory before deciding it needed to be reissued.

If there are not too mai1y changes, we wi11 issue a sheet giving the changes

and let each member bring his own book mJ to date.

The possibility of a house on Westmoreland Road being zoned commercial

was discussed. It was felt we should check into this situation, finding out

whet WGS planned for the property. 'rhe lot on the corner of Greenway Blvd.

and Lee Highway was reported due to have an office building buiJ.t on it.

Mrs. Beane said that Mr. Crum told her he had a meeting every Thursday

the se.me as the Association meetings an<I. if we were going to meet permanently

on the sec ond a.nd fourth Thursdays that he would have to resign. It was

decided that we would like to have him remain on the Executive Board an:/way

and we will be glad to have him do whatever he can do. Mr. Jackson was to

tell him our feeling in this matter.

The membership drive has been progressing slowly. Some streets are done

but some haven't hardly been touched.

April 23, 1964

'l'he last General Meeting of the Greenway Downs Citizens Association

was held April 23, 1964 in the Devonshire School Cafetorium.

The minutes were read and approved.

The treasurers report was given leaving a balance of $252. 72 •

volunteers to help, as some of the workers have beea working over - time

and have not been able to do very much.

We had Detective C.R. Gardner of the Juvenile Bureau of The Fairfax

County Police Department as our speaker, he gave us some information which

was unpleasant, but facts. We handle approximately 500-550 juveniles every

month. A: large proportion of these are vandalism cases and run-aways.

Particularly at report card time. A lot of parents loose contact with their

children. The parents don't know who their childrens friends are.

Detective Gardner gave us ten danger signs of a juvenile delinquent:

1. Hab±l'."ual truancy from school

2. Evidence of alcoholism or drugs on the breath, needle marks

on the arm.

3. Cruelty to animals

4. Sloppy appearance or dress that exaggerates sex. In boys

uncut hair. In girls skin tight clothing.

5. Unexplained late hours.

6. Unexplained cuts, scratches and bruises

7. Appearance of strange articles that were not purchased

8. Possession of unnecessary weapons

9. Flagrant disobedience

10. Friends he never brings home

It was decided that the reason so many juvenile deliquents were

released was because we do not have the proper facilities in Nor:thern

Virginia to house them. A new building should be constructed for this

purpose.

Executive Board was held at th e home of Jack Sharkey . The meeting

opened at 8:15 with ei ght members present .

'l'he treasurer gave his report, a balance of $402 .1 5 as of

May 28, 1964.

'l'he tennis court project was discussed. The Park Authority

re commended th a t we do not put in a tennis court because they have

a $75 , 000 drainage prog ram slated for this area . If we want a beautiful

park they will be willing to help beautify it. Irene Smith suggested

th a t we di scon ti nue the Christmas party for the children and put the

money and effort int o the park . The re s ident s liv ing closest t o the

p ark would hav e to be notified and their c onsent obtained before th e

park could be beuutif ie d. The :i:iark would ne ed a go ocl backstop for

th e ballplayers. Mr Br own, the Park Director , di d not recommend

putting anyt hin g into the par k t ha t would cost much money be c ause of

the dra:i.nage project . Mr Lederer, Planner for the Park Authority, will

meet with Mr Jackson and Mr Sharkey on September 22 to survey t he

park and discuss just what we c an do with it.

Vir g inia Beane mentioned if we have time at the next General

Meeting we could h ave Mr Thomsen show slides of hi s trip to t he

Holy Land.

c~ Mrs Beane ask: the 1.ssociation to buy five new flags for t he Cub

Scouts. The motion was made and passed .

NEW BUSINESS

The Nominating Committ ee should be appoi nted at the next General

Meeting .

We had a letter from the vot er registrar , }!i:rs Vinson ur gi ng us

to remember October 3rd is the closing· date for voter registration.

sept 29th for the voting on the bond issue. ~;5 million Fairfax Hospital.

The League of Womens Voters is behind the issue. It was agreeded to

indude both items in the NewsJ_etter.

The Red Cross needs volunteers for .schools, hospitals, blood etc.

A suggestion was made that a ga:vel be given to Mr Thomsen, the Past

President, at the next General ~.Jeeting.

The next meeting of the 'Executive Board WP-~ be October 8th at the

home of Betty Hungerford.

Mr Newell, Assistant Director for Public Services for Fairfax

Hospital gave a short talk on the bond issue. The hospital hopes

to be enlarged to a c2.pacity of 550 beds. Ji.t i-:,·resent Fairfax

Hospital has 282 beds. The upcoming bond issue is for t5 million

dollars.

September 22.

Mr Sharkey, our Delegate to the County feder a tion, gave his

report on tbe meeting he attended in Annandale. The matter of

re - apportionment WH.s brought u_µ o.nd how it effects this area.

Altio the hospital bond issue was discussed. The Federation is

backing the bond issue.

Discussion then turned to the vark on Custis Parkway. Widening

of the creek is planned to prevent flooding. Mr Sharkey gave us

some interestin g figures for tennis courts, regulation size ( ~~7500)

multi-use court (~cl?00). It is tlp to the citizens here how fast

we eet a park. l.';r Lederer (Par k Authority) recommendecl that we

beautify the park, picnic t2._bles, play ground equipment for the

children, but no swings or movinc:; objects. ficnic tables are !1il50 .00

reeommendation made by the Park Authority on what to do with it.

as the petition was completed. 1/,e have about L~OO names and a cover letter

to go with the petition. l{.r. Thomsen feels it would be better to have Mr.

Babson attend one of the Executive Board meetings assoon as possibleconcerning

this matter.

Mr Sharkey reported - The Christmas Party will be held December 19 from

2-4 in the afternoon in the school cafetoriom. All Board members are invited.

lett,c;:r. The cover of the newsletter will be changed as the symbol is not there

any longer. We should have the heading printed. The nww cover would be needed

I ------~--------·-----·······The Committee was informed that Jean Geddes had spoken to Mr. WayneFerguson,

FairFax Chamber of Commerce regarding putting in curbs and gutters. He said

there were ways Curbs and Gutters could be put in without raising taxes. Mr.

Thomsen suggested that the President appoint a committee of three to investigate ---=-the possibility of getting the facts on Curbs And Gutters in the area and

report to the new Board in January. The motion was made and passed. The committee

The last general meeting of the Greenway Downs Ci ti.zens Association was held on December 3"' 1964 in the Devonshire Cafetor i um,.

Mr Roosevelt der Ta.tivasion& editor and. publishe1· of 5 regional nowspaperss including the Fairfax Sun Echo, spoke on the growth potential of Fairfax Cotm. ty and the great changes the ooi1n ty has u.ndergone in the lae t decade,. He st1·essed the need for city sta.tus and a full governing body,.

OLD BUSINESS. Mr Sharpless presented the Treasurers report reflecting a $471.57 balance,. He noted that wo have been :present,ed with a bill of $25.,00 from Ed , Marcey fo:r repair of the mimeograph machine. A motion was mad.e and seconded that we hold it over until next meeting so w0 can get the facts of the matter fx·om Mr. Thomsen who is out of town. Mr. Thomsen had given the machine to

A lively discuasion ensued and a motion was passed to the effect that the Graenway Downs Ci tizens Association should not go on recorcl ·to oppose the changes. The Audi ting Committee was appointed cons:!.sting of Mesars. Reeves, Scalise, Kalbach. ll'his committee is to meet before Dec. 3ls,Ge A motion was :made a.nd seconded that the new slate of officers be acceptedo Mr. Jackson congratul.a ted the neti officers and handed over the gavel to the new presidente

Report of Special Auditing; Committee

A special meeting was held December 28th, 1964; and the Auditing

Committee (consisting of Charles Reeves, Clyde Jackson, Val Scalise,

and Jobn Sharkey) accepted the figures and treasurer's reports of

Mr. Frank Sharpless as noted on the year-end Fiscal Report.

Since no formal audit had been taken for at least four years, it

was decided by the Auditing Committee that a formal all-inclusive audit

wouJ.d be pointless at this time because of the time lapse between

audits. It was recommended by Mr. Reeves, the new treasurer, that

accountability be exercised so that in the :future we can comply with

the by-laws on all yearly audits. This accountability will go into

effect immediately so that Mr. Reeves can properly maintain the Associa-

tion's books.
