It is my sincerest hope that all of you had a wonderful holiday season and were able to take some time off to spend time with family and friends. I don’t know about all of you, but it is one of my favorite times of year. I love the Christmas music, I get to wear my favorite Christmas tie, and I get to spend quality time with family and friends. It seems like it has been such a long time since we have all been together, and it has been. We are now ready to start of a new year and I hope it will be a happy, healthy and prosperous one for all of you. This month is a very special month because it is Past President’s month. I look forward to this meeting every year. It is always a lot of fun and it is that one time of year that we get all of the big names in Houston ASHRAE out for the evening. It is a very nostalgic meeting for a lot of us when we line up all of the presidents from days past. It’s then that we can plainly see our heritage and the long line of great people who have led our organization in the past, and help to make it what it is today. My thanks to all of them. Our industry has changed a lot over the years and these men have been some of the key folks that have lead us through those changes.

President’s Message

Hello friends and ASHRAE colleagues. Happy New Year to all of you. It is my sincerest hope that all of you had a wonderful holiday season and were able to take some time off to spend time with family and friends. I don’t know about all of you, but it is one of my favorite times of year. I love the Christmas music, I get to wear my favorite Christmas tie, and I get to spend quality time with family and friends. It seems like it has been such a long time since we have all been together, and it has been. We are now ready to start of a new

year and I hope it will be a happy, healthy and prosperous one for all of you. This month is a very special month because it is Past President’s month. I look forward to this meeting every year. It is always a lot of fun and it is that one time of year that we get all of the big names in Houston ASHRAE out for the evening. It is a very nostalgic meeting for a lot of us when we line up all of the presidents from days past. It’s then that we can plainly see our heritage and the long line of great people who have led our organization in the past, and help to make it what it is today. My thanks to all of them. Wild & Scenic Film Festival in Houston

After hosting a sold-out showing in January 2015, the Citizens’ Environmental

Coalition (CEC) is bringing The Wild & Scenic Film Festival on Tour, one of the

largest environmental film festivals in North America, back to Houston for two

nights: January 27 & 28, 2016 at the historic River Oaks Theatre! The Festival

consists of twenty-two short documentary films which speak to the environmental

concerns and celebrations of our planet, covering topics ranging from adventure

and the beauty of the great outdoors to grass roots efforts to combat serious

issues. Each night, eleven films will be shown including one created by local

groups depicting local issues. Tickets are now on sale.

ASHRAE Historical Section The Jefferson Theatre Beaumont, TX Submitted By Andrew Hohler

The Jefferson Theatre was built in 1927 on Fannin Street in downtown Beaumont Texas. Designed by renowned New Orleans Architect Emile Weil no expense would be spared in the construction of this $1 million dollar theatre. Seating over 1400 people, The theatre was home the 1946 premiere of “It’s a Wonderful Life”. Jefferson theatre is featured on the National Register of Historic places and is recognized as a Recorded Texas Historic Landmark.

From the ASHRAE Archives Circa 1991 regarding the HVAC System; Over the years, the theatre has closed and re-opened several times. Recently it was closed in September of 2000 for a complete restoration and renovation that was completed in 2003. In September of 2005 it was again closed when Hurricane Rita came through. The theatre re-opened in December 2005. Since the renovations there have been a number of high profile artists to perform here, including Joan Rivers, The Temptations, George Carlin, The Doobie Brothers and many more!

Student Activities

Howdy from your K-12 STEM Champion, a part of the Student Activities Committee! (Yes, I’m an Aggie, Whoop! …And STEM stands for Science, Engineering, Technology, & Mathematics.) The ASHRAE national Student Activities committees has issued a focus asking us all to get involved with bringing more of our young people into the field of engineering as a college major, and thereby eventually into our HVAC&R field upon graduation. In order to get them prepared for a rigorous college career, we have to let them know how important it is to take math & science courses are in high school. January already! Wow, the school year is half over! The next big thing in Student Activities is the celebration of

Engineers Week next month. According to DiscoverE.org, “Engineers Week—the only event of its kind—is a time to: Celebrate how engineers make a difference in our world; Increase public dialogue about the need for engineers; & Bring engineering to life for kids, educators, and parents. More than a week-long event, Engineers Week is a year-round commitment to making a difference.” As the celebration turns 65 years old, this year’s theme – ‘Engineers Make a World of Difference’ – is completely relevant to what we as ASHRAE do. So, for the more experienced engineers, if you have school-aged kids or grandkids, start using those contacts to see if those teachers would be interested in hearing about projects you have done. YEA (Young Engineers in ASHRAE), ask your mentors if they know of a school teacher you could contact. By starting to ask now, teachers will have time to schedule you into their lesson plans. You can see the “Student zone” of the ASHRAE website or the DiscoverE.org site for more information on simple, hands-on projects to engineer with the kids. Or just bring in something that you have engineered (or the drawings, if it’s the size of a chiller!) and talk about your experience blending math and science into something useful! Have a great month, and don’t forget to talk to our future employees, coworkers, and bosses (those kids)… Then let me know the date & the school, and our Houston Chapter gets credit for meeting the STEM challenge! PROPERTY-ASSESSED CLEAN ENERGY PROGRAMS The property-assessed clean energy (PACE) model is an innovative mechanism for financing energy efficiency and renewable energy improvements on private property. PACE programs allow local governments, state governments, or other inter-jurisdictional authorities, when authorized by state law, to fund the up-front cost of energy improvements on commercial andresidential properties, which are paid back over time by the property owners. PACE financing for clean energy projects is generally based on an existing structure known as a "land- secured financing district," often referred to as an assessment district, a local improvement district, or other similar phrase. In a typical assessment district, the local government issues bonds to fund projects with a public purpose such as streetlights, sewer systems, or underground utility lines.

The recent extension of this financing model to energy efficiency (EE) and renewable energy (RE) allows a property owner to implement improvements without a large up-front cash payment. Property owners voluntarily choose to participate in a PACE program repay their improvement costs over a set time period—typically 10 to 20 years—through property assessments, which are secured by the property itself and paid as an addition to the owners' property tax bills. Nonpayment generally results in the same set of repercussions as the failure to pay any other portion of a property tax bill.

A PACE assessment is a debt of property, meaning the debt is tied to the property as opposed to the property owner(s), so the repayment obligation may transfers with property ownership depending upon state legislation. This eliminates a key disincentive to investing in energy improvements, since many property owners are hesitant to make property improvements if they think they may not stay in the property long enough for the resulting savings to cover the upfront costs. US Federal Legislative & Regulatory Activities

Curiously Uncertain Future for Senate Comprehensive Energy Bill The Energy Policy Modernization Act (EPMA) of 2015 (S.2012) is the comprehensive bipartisan bill that is supported by most members of the Senate Energy & Natural Resources Committee – including the Committee’s top Republican and Democrat. Additionally, because the many parts of EMPA have been working their way through Congress for the past several years, the attitudes of Members of Congress towards the bill are generally well-known. Despite all of this, the bills’ fate remains unclear – for the moment. According to Senate staff, given the anticipated congressional calendar and likely need to address other unforeseen events, the best time for EPMA to be debated and possibly passed is between January and early February. This is a unique window in which Members of Congress are in Washington, DC for an extended period of time with nothing definitely scheduled yet for the Senate floor. The schedule will solidify over the next two weeks. If EPMA is debated on the Senate floor, it will likely occur under an open amendment process, which could either allow Members of Congress to voice their concerns and add favored provisions to it or grind consideration of the bill to a halt. While surprises do occur, if EPMA is derailed in January-February, it’s unlikely to be taken up again until 2017. DOE Issues Final Rule on Energy Standards for Refrigerated Bottled or Canned Beverage Vending Machines – References ASHRAE Standard 32.1-2010 The US Department of Energy (DOE) has issued a final rule amending the energy conservation standards for Class A and Class B beverage vending machines, changing certain definitions, and adopting new provisions for verifying the appropriate equipment class and refrigerated volume during enforcement testing. The final rule incorporates by reference ANSI/ASHRAE Standard 32.1-2010 Methods of Testing for Rating Vending Machines for Sealed Beverages. Please click here to view the final rule. Final Rule Issued on Test Procedures for Certain Air Conditioning and Heating Equipment – ASHRAE Standard 37-2009 Incorporated by Reference DOE has issued a final rule on test procedures small, large, and very large air-cooled commercial package air conditioning and heating equipment. The final rule references and discusses the following ASHRAE standards:

• ANSI/ASHRAE Standard 37-2009 Methods of Testing for Rating Electrically Driven Unitary Air-Conditioning and Heat Pump Equipment

• ANSI/ASHRAE/IES Standard 90.1-2013 Energy Standard for Buildings Except Low-Rise Residential Buildings

• ANSI/ASHRAE 127-2007 Method of Testing for Rating Computer and Data Processing Room Unitary Air Conditioners

Young Engineers in ASHRAE

The Young Engineers of ASHRAE has become a very successful group over the past few years for the Houston Chapter. The YEA group was formed to enhance member benefits for young professional ASHRAE members by giving them the opportunity to expand their knowledge about the industry, as well as socialize and network with other young professionals.

Once a month, the members of YEA meet for lunch or happy hour. During these meetings members are able to talk with their fellow young professionals, meet new young professionals in the industry, as well as discuss the current happenings in the industry. These meetings are a great way for members to learn as well as teach others what they have learned about the industry.

YEA also offers a few larger events each year. Lunch-and-learn events happen a few times a year in which different companies lecture and give tours of their facility and products, providing a better hands-on understanding.
