PRESIDENT’S COLUMN By Jean Claude Weber, CIA President

As you may remember, last year I reported on the problems we have had with the cancelled 2007 Coupe Aéronautique Gordon Bennett in Belgium, and I am very pleased to report this year that the CIA delegates have wisely adopted the new bidding and sanctioning process for this important FAI/CIA event. I am also very pleased to report that with the help of the Belgian NAC, I have at least been successful in securing some financial compensation for the entered competitors. So, all seems well?

Not at all! You certainly realize that a cancelled or badly organized event not only is cause for disappointment among participants, but is also bound to create major problems for our community because of the negative consequences affecting all involved, the media, the public and the sponsors.

This year we were led to believe that we were lucky enough to have a BX World Championship and, from what we learned from last year’s Test event in St. Petersburg, we were very confident that this World Championship would be a tremendous success. Alas, I am afraid that I have to report that we have been deceived and that the event did not, but not at all, correspond to the promised and expected standards. This is highly regrettable and many people have had to suffer from failed promises and expectations. We are now faced with requests from competitors, officials and service providers to take up this issue and to help settle the resulting financial difficulties. Needless to say that the retained “Event Deposit” is absolutely inadequate to cover the liabilities.

As the sanctioning body, the CIA evidently makes people believe that the CIA Sanction and Organiser Agreement for an event constitute a performance “guarantee”, and that their risk is limited if and when they commit themselves to participate in whatever capacity. But are we sure we can deliver what we promise? I am afraid that I have to tell you that we are not in a position to make sure that an event will happen, and when it happens, that it will happen in accordance with our conditions and standards. We lack the means to implement our own rules and agreements! In addition to the negative perception and consequences generated by a failed event, it is also unacceptable to require our participants to commit advance resources, financial and other, to an event that we cannot guarantee will happen as promised. I fully understand the bitterness of our participants when this happens.

But what can be done to avoid these situations? One suggestion is to ask organisers for a “Performance Bond” at least corresponding to the financial commitments of the participants. Other FAI Air Sport Commissions work perfectly well with performance bonds, but although this procedure has been proposed several times at the CIA Plenary, every time a few well-meaning but ill-advised delegates have prevented these measures to be adopted. I am asking the CIA’s Event Development Service (EDS) to come up with a renewed proposal in this respect for our next Plenary and I urge all of you to support, or to instruct your delegate to definitely support, the measures that will allow us avoid the painful consequences for our participants and our reputation.

As our “flying season” is somewhat relative and not the same for everyone, I wish you all a good season, be it flying or resting, and I look forward to meeting with you and/or to hear your comments and contributions.

FAI GENERAL CONFERENCE 2008 St. Vincent/Aosta (Italy) – October 1-4, 2008

CIA President’s Report

The General Conference sessions took place on Friday 3rd and Saturday 4th October in St. Vincent/Aosta, Wednesday 1st and Thursday 2nd having been reserved for the Air Sports Commission Presidents’ and CASI meetings respectively.

This being a summary report (the minutes of the respective meetings will be available later on the FAI web site), I will limit myself to report on the major or CIA relevant discussion items.

Air Sports Commission Presidents Meeting

1. World Air Games2009 WAG:The FAI President and JM Badan reported that good progress was made regarding the preparations and that the management structure had recently been changed. Test events have successfully been run and no major problems are to be expected during the WAG (the AX test event has been successfully run in Mondovi in June). The selection process, in accordance with the ASC approved procedures, was to start immediately after the GC. The CIA approved NAC selection lists for the AX (30 competitors) and AA events (10 competitors) were transmitted to the FAI secretariat at the GC. On a request from your President, LOC Director P.L. Duranti promised that the LOC would make every possible effort to provide detailed information on the AA event before the end of October.2011 WAG:The deadline for file transmission was extended by the EB to accommodate a Russian NAC request. News from Russia is actually not very encouraging and the EB is looking for alternatives

2. Protocol at FAI ChampionshipsThe FAI Secretary General reported on a noticeable lack of respect for the FAI protocol at various FAI Championships. As this attitude is detrimental for the projection of our sports to the media and public, and thus creates problems for the FAI and its Members, it was decided to task a WG to look into this issue and to find ways and means to correct this situation in the near future.

3. ATMOS – FAI Online Competition projectThis project is now under review and the FAI Executive Board will make a decision by the end of the year on how to proceed. Some ASCs are doing their own Online Competitions and your President asked the Hang-Glider ASC President for a demonstration of their highly successful scheme. The Hang-Glider Online specialist will get in contact with our New Technology WG to check if their program could meet our requirements.

4. FAI Sporting License databaseThe Secretary General informed the ASC Presidents that the centralised Sporting License database will be fully operational as of January 1st 2009, and that all FAI Members must then use the system to register their Sporting Licenses with FAI. Started on 1st January 2008, access to the data-base is granted (by password) to selected persons who need to know details of Sporting License holders (such as competition organisers), or who need to be able to modify details or up-load new data concerning their own Sporting License holders (such as NAC staff). With effect from 1 January 2009, FAI Sporting Licenses will only be valid if they appear on the central FAI database.

5. Quality Assurance of FAI EventsAs a consequence of several FAI Events that created major problems for participants, sponsors, authorities and NACs, it was decided to recommend to the ASCs to check if their procedures would allow objective evaluation of bids, Organiser Agreements and test events, and if adequate pre-contest monitoring and implementing/enforcement methods were in place.

6. Anti-Doping controls at FAI EventsThe FAI Secretary General informed the meeting that due to absence of compliance with the WADA rules concerning out-of-competition anti-doping controls, FAI is risking to find itself on the WADA black-list of non-compliant sport activities. It was generally agreed that WADA policy was not responsive enough to the differences between sports, and that it would be difficult, if not impossible, for some ASCs to implement certain WADA Code requirements.

7. FAI Environmental Management SystemThe Final Draft of this FAI Code was presented to the ASC Presidents. The Code, developed by the FAI Environmental Commission, is available from FAI.

CASI Meeting

The WAG General Rules were approved with the changed provisions in para 5. - International Officials (Jury). Each event shall now have its own Jury with specialized Jurors. Mike Heuer, CIVA President, was elected WAG International Air Sport Board President.

Regrettably, CASI did not follow the CIA’s request to change the GS provisions (5.2.2.2 and 5.2.2.3) dealing with “intentional violation of airspace”, and a motion in this respect was lost (6 Yes, 6 No, 2 abstentions). Unfortunately, the delegates from Germany and Switzerland voted No, and the French delegate abstained. Had these delegates been briefed by the CIA delegates at home, the motion would most probably have been adopted.

Again, quite a few GS changes proposed by the UK NAC had not been dealt with during the year by the GS WG, and were therefore not discussed by CASI. Henk Meertens, CASI member from Australia, was elected as President. The following FAI Members, in addition to all ASC Presidents, are members of CASI: Australia, Czech Republic, France, Germany, Sweden, Switzerland, Canada, Poland, Spain, USA. FAI General Conference

The FAI President and Secretary presented their respective reports, and these can be read in the GC minutes.

The World Air Games organizers reported on progress made and on difficulties ahead. Of major concern to the CIA is the situation regarding the AA event in Torino (your President had an opportunity to discuss the ballooning aspects of the event with the organizers, and it appears that they face serious problems to get the proper authorizations from the Italian authorities for the AA event). This event is not yet finalized and is still requiring our full attention.

The GC decided to adopt Statutes and By-Laws changes as presented by the Statutes WG, with the exception of proposal 7.11 dealing with conflict of duties arising from simultaneously holding office in FAI Commissions and in the FAI Executive Board. The GC did not follow the FAI Presidents recommendations in this respect. The members of this Statutes and By-Laws Working Group were elected by the GC and your President agreed to remain as chairman. The

Statutes and BL WG was tasked to review the following issues and to make proposals for the 2009 GC:1. Control of the FAI By-Laws (GC or EB)2. Definition, tasks, roles and duties of FAI Vice-Presidents3. Reservoir for potential FAI President (who is eligible)4. Future role of CASI and its members5. Honorary Group Diplomas criteria revision

Bertrand Piccard was appointed as FAI Honorary Patron.

The 2009 FAI GC would be held in Incheon/South Korea.

2008 being an election year (two year term for the Executive Board and the President), the EB and President were re-elected with one change on the EB: Mike Heuer (USA and CIVA President) was replaced by Bob Henderson (NZ and CIVV President).

12. Reports from Delegates CIA delegates shall submit annual reports and statistics on ballooning activities in their

countries to the FAI/CIA in order to satisfy the responsibilities of FAI as stated in Statute 1.3.5.

13. Jury Board FAI Code of Ethics to be send by email to all CIA approved Jurors Reminder that appointed Jurors or potential jurors shall resign from the Jury if relatives are

involved in the same competition

for youth, women, disabled and underprivileged people. Delegates are requested to submit to the CIA their respective aerostat license requirements (to

report back to the President before July 15, 2008

16. Event Development and Services EDS and CIA to take care that event sanction deposits are collected before the vents and as

agreed in the Organiser Agreements. EDS to work on updating its sanctioning guideline documents over the next year. EDS to increase its efforts to find new countries to organize continental and world

championships. Pat Brake to be asked for information and help in contacting Mexican balloonists. EDS to add an item to the Sanction Checklist asking about type of loggers to be used (request

from the Scoring WG): o Type of GPS Loggers to be used. Note they should all be of the same type and for

CAT 1 events should meet the minimum quality requirement of the Competition Handbook (Chapter 2)

17. Records Subcommittee Updated Notable Achievements Register to be made available on the CIA Web site. SC to establish Common standards based on past policy, decisions and problems encountered.

Document to be published as a CIA Information document for internal use but also for use by NACs for review of national records before sending claim files to FAI, and also as information for pilots aiming for records.

18. Safety and Education Subcommittee Continue to develop the safety training PowerPoint presentation and add more slides with new

topics and discussion points. Event organisers to use part of the SC’s PP presentation at event general briefings. SC to collect safety related web-links to be published on CIA Safety Website (left from 2007

Points of Action) The Safety and Education SC has been tasked to re-define it mission and tasks by July 15th,

2008 and to report back to the President before July 15, 2008

19. Competitors Subcommittee SC to develop alternative World Ranking List formulas be developed and studied during the

next year. SC to Continue to formulate and distribute further questionnaires to pilots

20. Rules Subcommittee The Rules SC to create the wording for the new women’s events category in the Sporting

Code. AA/AM: AA MER and GB MER to be synchronized for wording, e.g. how to call

the minimum equipment listAX rule and event experience to be considered when further developing the AA

and GB MERs, AX: Organise multi-SC meeting with Scoring WG and New Technologies SC to

resolve wording and penalties in PZ and ORB.

22. New Technology Subcommittee Online The NT SC has been tasked to re-define it mission and tasks by July 15th, 2008 and to report

back to the President before July 15, 2008 SC name to changed throughout all CIA publications

32. Hall of Fame Build a Virtual Hall of Fame on the CIA Web site. Nominations (from FAI Members and CIA delegates) shall be made only on a standard

NOMINATION FORM which will also be made available on the HoF website.

The CIA has to rely more and more on these statistics to defend its position and interests in FAI, and an accurate return is therefore very important. All Delegates are urged to make a return on the new more detailed form attached to this newsletter, which should be returned to the CIA Secretary by the 31st January 2009

Also, the CIA Plenary decided in 2002 that delegates shall submit to the CIA, with the return of the statistics, the latest available COMPETITORS’ RANKING LIST of their respective countries

A few countries have made a donation to the CIA this year, but there are very many more which have not! The CIA Donations Scheme is based on the number of pilots each country declares in its Annual Return, and the minimum rates are as follows:
