The item that surprised me the most was what it said about the chin- strap fastener. Because of the sweat and heat inside the helmet, the fastener retaining the chin-strap will rust or corrode to the point that it is weakened to the point that in an accident, it can fail and the helmet can come off. Business Notes & Steward Stuff July 1997

It is finally getting warm, and I'd like to give you a reason not to use glycol antifreeze as a race car coolant. Put simply, water absorbs heat best! Mixtures of water and other things do raise the boiling and depress the freezing point, but generally have a poorer heat capacity and lower thermal transfer. A fluid's heat capacity and heat transfer boundary are the factors that control engine cooling. I got permission to reprint the following:

Note the lower set of water curves. Water takes away engine (&/or oil cooler)heat better than mixtures of water and anti-freeze. The manufacturers' additive does enhance heat transfer by reducing the boundary layer, but still, the point is that nearly pure water does it best. So what's in it for us? No I am not the Sparklets Kin~, nor do I have a faucet filter to sell you.

The reason- anti-freeze is more slippery on the track than water. In relative terms, dry pavement has a fric­tion coefficient of 1.0; things get worse from there. According to the same brochure from which I got the curve, a water-wet track has a adhesion factor of only 0.5. Yes, mother, it is twice as slippery in the rain.

With a 50/50 mix of antifreeze - the adhesion factor drops to 0.30 (not very much!) If you leak out a 50/50 mix at well over 212 degrees F, the water evaporates some, making the glycol mixture richer and even more slippery." If you were nuts and you used 100% antifreeze, and you spilled some, then you would be driving on your own 0.10 adhesion conditions! ! (Where is Brian Boitano when you need him?) I don't want you, or anyone else, to deal with that; make your coolant mostly water.

MORE STUFF - IT IS TIME TO THINK ABOUT RULE CHANGES.

Attached elsewhere where in the Memo is a suggested rule change format. Use it if you can. Read the bottom instructions if you can. There is always an opportunity to tighten-up and clarify our regulations.

PORT ORFORD GRAND PRIX SUPPLEMENTAL REGULATIONS

Open to cars eligible under ICSCC or SCCA current regulations.

Please observe reserved and designated parking areas. If unsure, please ask.

Speed limit in the paddock is l 0 mph.

Animals in the paddock area must be on a leash or in a suitable cage.

Children under 12 must have direct adult supervision at all times.

Under 18 years old not allowed in hot pits, pre-grid, or on victory laps.

Armbands required at all times and must be displayed.

No alcohol allowed at the Cape Blanco airport facility.

Racing engines may not be started prior to 8:50AM. Warm as quietly as possible until 9:00AM.

Scales will be open Saturday starting at noon, and will be open all day Sunday and Monday.

A spectator shuttle bus will run between the paddock and spectator areas. Due to parking and safety considerations, you are advised to use the shuttle or walk. If traffic on the access road becomes a problem, we will limit the use of all vehicles on that road.

Bicycles and small motorized vehicles allowed BY PERMISSION ONLY (see Race Chair or Paddock Chief). Operator must be over 18. No skateboards.

Re-fueling not allowed in pre-grid. Fueling in hot pit requires a designated crew member whose sole purpose is to man the fire bottle.

Garbage dumpsters will be available, but please control the garbage in your pit area with a container. There will likely be strong west winds. Littering will not be tolerated. DON'T JUST FLIP YOUR BUTTS! Bring a can. Violators will contribute $5.00 to the participant party.

Please, only one support vehicle allowed in pit area. Pit and pre-grid access roads must remain navigable.

Noise rule ICSCC 1112 enforced- 105 dB@ 50 feet.

Damage to the track, infrastructure, grounds or buildings, regardless of cause, will be charged to the driver responsible.

There is no camping at the Cape Blanco Airport facility; however, drivers & crews may stay with their vehicles.

Absolutely no open fires or outdoor cook stoves or barbecues of any kind.

The Race Chair has the right to call a drivers meeting at any time during the weekend.

At the discretion of the Race Chair or Race Steward, practice sessions may be grouped or rotated for any consideration.

All entrants shall present at tech inspection an empty sealable container or containers, marked with the driver's name and license number, capable of holding at least two gallons of fluid. These are to be used to remove oil, cleaners, brake fluid, etc. from the airport facility. Remove gray water from the facility, DO NOT DUMP IN THE BUSHES.

Use ofjackstands and a visibly posted fire bottle is strongly recommended for each pit area.

Any spillage of oil or hazardous material must be immediately reported to the Race Chair or a designated assistant. Anyone dumping hazardous material at the airport facility will be fined and banned from the facility.

If entries exceed the number of cars allowed on the track for a particular event, drivers and cars listed as "additional event" will be restricted from participating, on a first come priority based on the date the entries were received·. This will allow participation by all drivers and cars for whom the event is their primary event, including novices upgrading to a championship event

Tire scrubbing is allowed only during the first pace lap of each race. This rule will be strictly enforced.

Steward's Report Mission July 19-20

The weekend at Mission was VERY warm and sunny. There was a good turn-out; once again, SCCBC had a special Canadian Ford race as Group 9. I think there were 167 entries! Good news, and bad news-- SCCBC's insurance company only allows 27 dissimilar cars on track at one time. Do the math! (They can have 29 similar cars on track e.g. 29 F-Fords/CF in one session but not 29 GT4s & ITCs.)

It was kind of a hard call to shuffle cars around. One option was to move a couple of cars into Group 2, and the second would have been to create a second Race Group, e.g. 1-A. SCCBC'sRace Chairman was concerned with the impact adding a second group brings - longer days for the workers and more community exposure( remember they already had a Race Group 9), etc. We didn't want to mix all the large production cars with all the small bore production cars either, but it practically worked out that way. I was watchful during the qualifying for the obvious contrasts of greater speeds and more nimble handling. People had to be heads-up and they were.

You notice that I am pretty crabby about the weather? You've read my bemoaning about the rain. This time I am whining about the heat; and the heat took its toll. I blame the heat for way too much body contact. Cars ran over their braking and collided with others and an RX-car caught fire from over-heating. It got so that any time a car pulled off, the response personnel took steps to cool off the fuel systems. The META E-Crew did a great job!

Timing and scoring was very proactive about identifying and helping drivers with number legibility. By race time, the num­bers were clear. Thanks to both halves on that one. Race results were a bit slow to come. One reason is that TIS is on the inside

and our world is on the outside of the track. I believe the SCCBC people are looking for ways to get results across the track electronically. That will be a big reduction in the time it takes for the posting/sign-off process.

After Saturday's qualifying, I got a strange report about Turn 5. The "line" for some was outside the track boundary! We put up cones Sunday morning which surprised most everyone. There is a rumble strip and great bold line on the outside ofT-5 marking the edge of the course. The cones were put along that line just to the outside -- hit a cone means at least two-wheels off. I presented my case at the Drivers' Meeting and people generally understood. There were some furled black flags shaken but not too many.

I think this next part should be an SCCBC report but it impacts us so much that I will cover it here as well:

The Mission community is putting heat on Mission Raceway landlord about sound. And the landlord, in tum, is putting heat on SCCBC about sound. SCCBC needs to develop its case and establish its credibility regarding sound measurement. One way they are approaching this is to have ICSCC Sound move and measure from other appropriate positions around the track. Considering the constraints for accurate measurements, e.g. reflective surfaces, there aren't too many options. Saturday, Sound moved to the outside of Turn 5 in the acceleration zone. The results were not good and many people had to make serious improvements to their mufflers. PLAN ON IT AGAIN - AND BE PREPARED FOR MORE!!

Doembecher Kid's Karavan An event that has become a tradition will once again be taking place during Cascade's Doembecher Dash Race September 13/14. This event is hosted by Cascade Sports Car Club, but it is the drivers from throughout the Northwest who make it work. As has been done in the past, drivers (with their cars) will be needed to give the Doembecher Kids and their families rides around the track during the noon-hour activities on Sunday the 14th.

We would appreciate as many drivers as possible to sign up early so that booklets may be made up in advance to provide a link between the children and their driver; a lasting momento of the event. Knowing a little bit about their driver and his background is important to these children and their families. Your help makes it all possible. Driver Training Northwest Motorsports is looking for Senior driv­ers willing to help out with a two-day driver train­ing October 18th & 19th at Spokane Raceway Park.

The ground-school is to be held Friday night. Sat­urday will feature the standard on-track instruc­tion for ICSCC competition licensing. Sunday, however, will be an advanced session open to students who have progressed to that point and to instructors who desire track time.

NWMS has set the pricing for the school at $150.00 for the Friday night/Saturday sessions and an additional $30.00 for Sunday.

3. ALCOHOLIC BEVERAGES ALLOWED IN BEER GARDEN AREA ONLY! AND ONLY AFTER THE TRACK CLOSES. YOU MAY NOT BRING ALCOHOL INTO P.I.R.!!!!

4. Passes required at all times and MUST be displayed. 5. Registration closes at 2:00pm Sat. and 10:00 for drivers, 12:00 Sun. for crews. NO PIT PASSES after these

hours. Don't even ask. 6. Competition numbers must be readable. Section 1106 enforced. 7. Late entries handled according to ICSCC rules. Entries received through Friday will be charged $40.00, and

Saturday $60.00. 8. UNDER 18 yr old not allowed in hot pits, victory laps or pregrid. Under 12 must have direct adult supervision at

all times. 9. The scales will be open Saturday from noon & Sunday all day.

10. NO ONE ALLOWED PAST (WEST) OF START FINISH.

11. No skateboards. Bicycles and small motorized vehicles allowed by special pass ONLY. See Race Chairman. NO ONE UNDER 18 ALLOWED TO OPERATE.

12. Refueling not allowed in pregrid. Fueling in the HOT PITS requires a crew member assigned only to manning a

fire bottle. Excess spillage will result in a penalty. 13. NO SMOKING allowed in Hot Pits, pregrid or ANY P.I.R. building. 14. Only one support vehicle allowed in paddock. Pit and pregrid roads must remain clear.

15. NOISE RULE ICSCC 1112 enforced! 105db@ 50ft. NO EXCEPTIONS 16. Damage to the track, grounds, buildings or equipment, regardless of cause, will be charged to the driver respon­

sible. Also, damage to any equipment or devices utilized by the sanctioning body(ICSCC) or sponsoring club(CSCC) to conduct this race, regardless of cause, will be charged to the driver responsible.

17. Family and crew members of drivers are to contact the land line communication person at pre-grid with any

questions regarding their driver or car. 18. All entrants for this event shall present at tech inspection an empty sealable container or containers, marked with

drivers name and license number, capable of holding 2 gallons of liquids. These are to be used to remove all oil, cleaners, brake fluid, etc from P.I.R. There will be no oil drums provided.

19. Anyone caught dumping oil at the raceway will be fined and banned from the raceway. This is a P.I.R. regulation. 20. If entries exceed the number of cars allowed on the track for a particular event, drivers and cars entered as an

"additional event" will be restricted from participating, on a first come, first served priority based on the date the

entries were received. This is in order to allow participation by all drivers and cars for whom the event is their

primary event including novices upgrading to a championship event. 21. NO REFUND ON PRE-PAID PIT PASSES. IF YOU TECH FRIDAY NIGHT YOU RECEIVE ONE FREE PIT

PASS. 22. NSF checks will be charged an additional $40.00 fee.
