ENAV is the Italian air naviga on service provider for civil air traffi c and ensures the safety and punctuality of millions of passengers fl ying in the Italian airspace.

With around 1.8 million controlled fl ights per year on an airspace measuring 732,000 sq.km. and peaks of more than 6,500 fl ights per day during summer, ENAV provides the airlines fl ying in Italian skies with air naviga on services 24 hours per day, 365 days per year. ATC (Air Traffi c Control) services are provided through the Control Towers of 45 Italian civil airports and 4 Area Control Centres (ACCs) based in Rome, Milan, Padua and Brindisi respec vely.

From control towers, ENAV manages aircra takeoff s, landings and taxing, while from ACCs, it ensures the control of all en-route aircra , including those fl ying over the country or stopping over at a domes c airports.

ENAV operates in a regulated sector and is the single na onal operator for civil air traffi c control. On 26 July 2016, ENAV was publicly listed and changed its legal form from a single-member company to a joint-stock company. The Italian Economy and Finance Ministry holds a 53.3% stake in ENAV The Company is also supervised by the Italian Ministry of Infrastructure and Transport.

ENAV’s air traffi c controllers manage air traffi c and guide aircra by using data origina ng from 62 primary and secondary radars and 10 ground radars – this is a complex techno-logical infrastructure with systems and devices located na onwide to control air traffi c in accordance with the highest safety, eff ec veness and effi ciency standards. ENAV also has for long been involved in the fi eld of research and innova on and takes part in a number of projects for the defi ni on and tes ng of new opera ng concepts, technologies, systems and new func onality to favour ongoing performance improvement in accordance with the most stringent requirements of the EU “Single European Sky” programme.

ENAV staff ’s cultural background, know-how and so ware/engineering skills are a dis nc- ve and primary feature of the Group. In par cular, more than 50% of the Group’s 4,200

employees are highly skilled and specialised in the company’s core business, i.e. service provision.

In addi on to air traffi c services, which is ENAV’s core business, the group performs a number of opera onal ac vi es including airspace design, aeronau cal informa onservices, produc on of weather forecast services, en-route control of civilian and military radio aids systems, training, development of engineering solu ons, maintenance of control systems and technologies, and third-market consul ng. ENAV provides services to 29 countries including the reference markets of Malaysia, the United Arab Emiratesand Libya.

EUROPEAN TOP PERFORMER

ENAV is a well-known as a European and global brand in the quality of service provided in terms of on- me record and safety. It has accumulated a delay of only 0.009 minutes in en-route services, with a regulator’s fi xed target of 0.11 minutes, which makes it the best performer among other European service providers.

INTERNATIONAL ACTIVITIES

A HIGHLY REGULATED SYSTEM

The high level of regula on in the air naviga on service sector, whose performance and effi ciency targets were fi xed at EU level and customised by each Member State to befi t the respec ve na onal context, implies for ENAV a high degree of visibility and the stability of fi nancial-result es mates over a 5-year period, i.e.- the meframe used as reference to defi ne fees. ENAV’s provided traffi c services include:

• en-route traffi c related to overfl ights in the Italian airspace (and provided from the 4 radar control centres of Rome, Milan, Padua and Brindisi).

• terminal traffi c, i.e. air traffi c control in the various phases of aircra approach, takeoff and/or landing (from the 45 na onal airports)

and se led through fees charged to airlines depending on generated ‘service units’(calculated as a func on of distance run and aircra weight).

ENAV is a key player, as documented by its ongoing ac ve par cipa on in the main decision-making and consulta on organisa ons and contexts, including the ac vi es promoted by the European Commission, EUROCONTROL, ICAO (Interna onal Civil Avia on Organisa on) and CANSO (Civil Air Naviga on Service Organisa on). ENAV is among the main players involved in the SESAR (Single European ATM Research) programme to strengthen air traffi c safety and effi ciency in Europe and reduce delays through harmonised con nental airspace control and management. In par cular, over the last ten years, ENAV proac vely introduced important technological innova ons in ATM systems, in advance of other operators and promoted new pan-European R&D ini a ves.

TARIFFS

Tariff s are set in accordance with EC regula on, which requires the defi ni on of fi ve-year performance plans, and are based, among other factors, on cost and traffi c forecasts, with the overall system managed in accordance with the following scheme:

1. If actual traffi c at the end of each year falls between -2% and +2% of the forecast value, any gain/loss goes to ENAV.

2. If actual traffi c at the end of each year exceeds the +2%/-2% threshold, but not the threshold of +10%/-10% vs. forecasts, then any gain/loss goes to ENAV to the extent of 30%, and to airlines to the extent of 70%. All gains and losses are therefore capped.

3. All gains/losses resul ng from actual traffi c being in excess or below 10% of the planned traffi c, are borne by the airlines.

At the end of each year, any devia ons from traffi c forecast are par ally off -set through adjustment mechanisms applied to the fees of the following years (n+2).

SHAREHOLDING

TECHNO SKY

ENAV controls a 100% stake in Techno Sky, a logis cs and maintenance company that ensures the full effi ciency and seamless availability of the ATC plants, systems and so ware used in Italy.

ENAV ASIA PACIFIC

A company wholly controlled by ENAV based in Kuala Lumpur, and ac ve in the provi-sion of management and consultancy services for the ATC system in the context of the Group’s promo on and business development ac vity.

ENAV NORTH ATLANTIC

A company established in the USA for the management of ENAV’s 12.5% stake in the capital of Aireon, which is responsible for the design, fi nancing and deployment of the fi rst global satellite surveillance services for air traffi c control.

ESSP

This ENAV’s investee (controlled through a 16.6% stake) is a provider of the EGNOS (European satellite naviga on service).
