    New Backcountry Conservation MeasureElicits Sportsmen’s Support

    Secretarial order reinstates BLM’s ability to safeguard highest-quality federal lands;

    helps fulfill the BLM’s multiple-use mandate for public lands management

    DENVER – A directive issued today by the federal government should help safeguard high-quality public lands central to maintainingfish, wildlife and recreational values important to hunters and anglers, the Theodore Roosevelt Conservation Partnership announcedtoday. The sportsmen’s group praised the secretarial order, which reinstates the ability of the Bureau of Land Management todesignate wilderness-quality lands, thereby conserving those areas and their fish and wildlife resources until Congress determinesthe areas’ long-term management.

    U.S. Department of the Interior Secretary Ken Salazar released the guidance measures at a gathering in Denver this afternoon;speakers at the event included Salazar, BLM Director Bob Abbey and TRCP President and CEO Whit Fosburgh.

    “The clean waters and undisturbed fish and wildlife habitat provided by pristine public lands enable sportsmen to continue enjoyingdays afield,” said Fosburgh. “We commend the federal government’s efforts to permanently safeguard America’s finest backcountrylands and the outdoor opportunities they offer sportsmen all across the nation by taking this necessary action.”

    The BLM’s ability to administratively protect areas with pristine qualities has been restricted since 2003 when the Interior Departmentrelinquished the agency’s authority to set aside lands as wilderness study areas. Today’s secretarial order advances a process thatwill provide BLM state offices with direction to determine how to identify, designate and manage lands with wilderness characteristicsas required under the BLM’s multiple-use mandate.

    The TRCP reiterated the importance of public lands management that balances and sustains a range of uses, such as energydevelopment, fish and wildlife habitat and hunting and fishing.

    “America’s public lands form an invaluable natural resources legacy,” continued Fosburgh, “and responsible management of thoselands – developed and undeveloped alike – is critical if we are to continue enjoying this legacy. While commendable, this decisionshould not be construed as a license for carte blanche development of other undeveloped lands.

    “Public lands administered by the BLM in Wyoming’s Upper Green River Basin host one of the nation’s largest natural gas fields –and have seen 60-percent declines in mule deer numbers in the decade since energy development began,” Fosburgh concluded.“Sportsmen remain concerned that other high-value lands are destined for a similar fate if the BLM does not follow a newdevelopment model. We seek a commitment that the agency will engage in practices that uphold the fish, wildlife and recreationalvalues central to our outdoors heritage.”

    Oklahoman’s leadership critical as Congress formulates 2012 Farm Bill and

    agricultural- and private-lands conservation programs important to fish and wildlife

    WASHINGTON – Sportsmen-conservationists across the country are welcoming news that Rep. Frank Lucas has been elected chairof the U.S. House of Representatives Committee on Agriculture, the Theodore Roosevelt Conservation Partnership announced today.

    With jurisdiction over federal agriculture programs, the House Committee on Agriculture administers funding for critical naturalresources policy such as the Farm Bill, the conservation title of which is the single-largest source of federal funding for conservationon private lands in the country. A lifelong farmer, Lucas is the first Oklahoman to chair the committee, on which he has served as amember since he first was elected to Congress in 1994.

    Agricultural- and private-lands conservation remains a cornerstone of the TRCP’s policy work, and the efforts of the TRCP and itspartner groups were instrumental in the inclusion of and improvements to vital conservation programs in the 2008 Farm Bill. TheTRCP’s farm policy work is guided by the Agriculture and Wildlife Working Group, a coalition of representatives from the nation’sleading conservation and sportsmen’s organizations that currently is developing recommendations on conservation programs for the2012 Farm Bill.

    “Representative Lucas is taking on leadership of the House Committee on Agriculture at a watershed moment for our nation,” saidJennifer Mock Schaeffer, Farm Bill coordinator for the Association of Fish & Wildlife Agencies and chair of the TRCP Agriculture andWildlife Working Group. “The 2008 Farm Bill increased total spending on conservation by approximately $4 billion to about $7.9 billionthrough 2012, and citizens are relying on Congress to sustain these important programs in the 2012 Farm Bill.”

    “The House Committee on Agriculture plays a crucial role in establishing and continuing conservation programs that sustainAmerica’s private-lands fish and wildlife populations – and consequently in maintaining our hunting and fishing traditions,” said TomFranklin, TRCP director of policy and government relations. “Sportsmen look forward to advising the committee about fish and wildlifeneeds as we work together to develop a new Farm Bill, and we extend our willing support of Chairman Lucas’s efforts to conservethese irreplaceable resources.”

    Third annual Capitol Conservation Dinner unites sportsmen-conservationists,

    recognizes Rep. Collin C. Peterson, Orvis’s Dave and Perk Perkins

    WASHINGTON – At its third annual Capitol Conservation Dinner, held last night in Washington, D.C., the Theodore RooseveltConservation Partnership lionized the achievements of giants in the sportsman community and brought together influentialpolicymakers, union leaders and conservationists to celebrate the TRCP’s work in guaranteeing all Americans quality places to huntand fish.

    The flagship TRCP event honored the conservationaccomplishments of Minnesota Congressman Collin C.Peterson, chairman of the House Agriculture Committee, andDave and Perk Perkins of the Orvis Company. The dinner alsospotlighted the Jim Range Conservation Fund, whichcommemorates the life’s work of the TRCP’s former chairmanand co-founder.

    “Through the TRCP’s Capitol Conservation Dinner, thesportsmen’s community celebrates the incalculable contributionsof our nation’s most dedicated conservationists,” said WhitFosburgh, TRCP president and CEO. “Following a trail blazedby President Theodore Roosevelt, the sportsmen honored at thisyear’s event exemplify the uniquely American drive toresponsibly manage and enjoy our irreplaceable fish and wildliferesources.”

    Chairman Peterson was presented with the James D. RangeConservation Award for his persistent efforts to conserve thenation’s natural resources, particularly on funding private andagricultural lands management programs via the federal FarmBill. In lively introductory remarks by Peterson’s Minnesota colleague Sen. Al Franken and Pheasants Forever Vice President ofGovernment Affairs Dave Nomsen, the congressman was cited as an unparalleled champion of fish and wildlife resources and oursporting culture.

    “American communities depend on the smart use of our agricultural lands and on balancing the protection of natural resources withthe needs of the nation’s farmers,” said Franken. “No one understands that balance better then Collin Peterson.”

    The Theodore Roosevelt Conservation Partnership is appealing a court decision in its suit against the Department of the Interior overthe government’s mishandling of a southwestern Wyoming energy development and the resulting impacts to wildlife.

    TRCP Appeals Court Decision on Wyoming Energy Project

    Sportsmen’s group vows to continue fight for wildlife in the Upper Green River Basin

    WASHINGTON – The Theodore Roosevelt Conservation Partnership is appealing a court decision in its suit against the Departmentof the Interior over the government’s mishandling of a southwestern Wyoming energy development and the resulting impacts towildlife, the sportsmen’s group announced today.

    The TRCP suit, filed in 2008 in U.S. District Court, contends that the BLM failed to implement “adaptive environmental management”and mitigation activities as committed to in decision documents for the Pinedale Anticline natural gas project, which encompassesapproximately 200,000 acres of the Upper Green River Basin in Sublette County, Wyo.

    Sometimes referred to as an “American Serengeti” because of its seasonal and migratory use by wildlife, the Upper Green RiverBasin comprises crucial winter range for one of the state’s largest mule deer populations and has been identified by wildlife expertsas one of the last, best habitats for sage grouse. A recently released federal report documents declines of 60 percent in mule deernumbers in the project area in the decade since development began, which will have serious repercussions for northern WyomingRange mule deer hunting.

    The TRCP maintains that BLM decisions regarding development in the Pinedale Anticline consistently ignore current science aboutthe impacts of natural gas projects on these and a host of other species and lead to unnecessary impacts to wildlife. Dr. RollinSparrowe, TRCP board member and past leader of the Pinedale Anticline Working Group Wildlife Task Group, cited the report as a“prime example” of the federal government’s misguided approach to resource management and evidence of its failure to sustain muledeer numbers in the region.

    “Current science, along with lessons learned from past actions, enable us to practice a balanced approach toward management oftwo world-class resources – wildlife and natural gas – located on the Pinedale Anticline,” said Sparrowe, a former U.S. Fish andWildlife Service biologist and lifelong hunter who lives near the project site. “Yet the government’s failure to implement practices thatconserve seasonal habitat for mule deer are furthering this population’s decline.

    “Our appeal is rooted in our interest in assuring the responsible development of these energy resources,” continued Sparrowe, “andin our desire to see the BLM address mitigation, monitoring and adaptive management in a way that is both meaningful and effectivefor species prized by American sportsmen.”

    “Why should we care about Pinedale, Wyoming?” said TRCP President and CEO Whit Fosburgh. “In short, because this project,touted as a paragon of public lands energy development, instead exemplifies a broken, out-of-balance management system.

    “The court’s ruling essentially states that BLM can concoct a management plan, fail to implement that plan, rewrite the plan, andhave the plan affirmed by a federal court, despite its failure to live up to the BLM’s contract with the American people,” Fosburgh said.

    “The needs of fish and wildlife – and the interests of sportsmen and other public lands users – remain at the mercy of the BLM and itssubjective interpretation of its mission,” Fosburgh concluded. “The nation’s public lands should be held and managed in trust for allAmericans and for future generations to use and enjoy; the BLM’s failure to do this in Pinedale is setting a dangerous precedent formanagement of our shared natural resources.”

    WASHINGTON – Members of the sportsman-conservationist community joined in welcoming Sen. Debbie Stabenow as chair of theU.S. Senate Committee on Agriculture, Nutrition and Forestry, the Theodore Roosevelt Conservation Partnership announced today.

    Responsible for legislative oversight of matters relating to the nation’s agriculture industry, farming programs and forestry, thecommittee plays a key role in determining funding for private-lands conservation programs central to American hunting and anglingtraditions. Stabenow has served on the agriculture committees in the Michigan legislature, the U.S. House of Representatives and theU.S. Senate.

    “The nation’s sportsmen welcome Senator Stabenow in her new role as leader of this important committee,” said Tom Franklin,TRCP director of policy and government relations, “and we pledge our support of her efforts to ensure the foresighted managementand conservation of agricultural lands that provide habitat for fish and wildlife and are relied upon by hunters and anglers.”

    Agricultural- and private-lands conservation forms a cornerstone of the TRCP’s policy work, and the efforts of the TRCP and itspartner groups were instrumental in the inclusion of and improvements to critical conservation programs in the 2008 Farm Bill. TheTRCP’s farm policy work is guided by the Agriculture and Wildlife Working Group, a coalition of representatives from the nation’sleading conservation and sportsmen’s organizations that currently is developing recommendations on conservation programs for the2012 Farm Bill.

    “The 2008 Farm Bill increased total spending on conservation programs by approximately $4 billion to about $7.9 billion through2012,” said Jennifer Mock Schaeffer, Farm Bill coordinator for the Association of Fish & Wildlife Agencies and chair of the TRCPAgriculture and Wildlife Working Group. “Senator Stabenow’s leadership in these crucial months leading up to the 2012 Farm Bill willbe essential in assuring that the advances we’ve made in agricultural-lands conservation are sustained in the time to come.”

    Sportsmen’s group presents testimony in support of management practices

    that help fish and game species adjust to effects of climate change

    WASHINGTON – At a House of Representatives hearing today, the Theodore Roosevelt Conservation Partnership issuedrecommendations for adaptation measures and management actions that would minimize or prevent the adverse effects of climatechange on fish and wildlife and their habitats. The sportsmen’s group called on House lawmakers to support legislation fundingspecific conservation approaches that would help species maintain self-sustaining populations through ongoing adaptivemanagement approaches.

    At the hearing of the House Science and Technology Committee, William Geer, director of the TRCP Center for Western Lands,urged immediate action to enable state managers to help fish and wildlife populations adapt to climatic shifts. The committeeconvened to consider the current state of climate science and evidence of climate change in the United States.

    “I meet frequently with hunters and anglers to discuss climate change and its impacts on fish and wildlife,” said Geer, “and they tellme that they both feel and see the effects of temperature increases, declining winter snowpack, increas
