There were no comments from the community. CALL TO ORDER - President Dick Austin called the July 8, 2014 meeting to order at 6:31 p.m. and announced the presence of a quorum. Other Directors present were: Bill Anen, Barb Atwell, Beth Benson, Laura Fulton, John Lentz, and Dennis Smith. Director Jodee Grometer was absent. Anthony Cvek from Property Specialists, Inc. was also present at the meeting. A motion was made to accept the July 8, 2014 agenda by Barb Atwell and seconded by Bill Anen. Motion carried. A motion to approve the minutes of the June 10, 2014 PCA Board Meeting was made by Barb - Atwell and seconded by Dennis Smith. Motion carried. A motion was made by Beth Benson to nominate George Hauser to serve the remainder of the year on the PCA Board, filling the vacancy resulting from Marge Roe’s resigination. The nomination was seconded by Barb Atwell Motion carried. A motion was made by Laura Fulton to nominate Barb Atwell to serve as Vice President of the PCA Board. Bill Anen seconded. Motion carried. PRESIDENT’S COMMENTS President Dick Austin stated that he will be meeting with representatives from Rich Harvest Farms. They will be discussing housing for the 2015 Palmer Cup that will be hosted at the Rich Harvest Farms. TREASURERS REPORT Report later in the newletter A motion was made by Laura Fulton to approve the unaudited financials for June, 2014. Barb Atwell seconded . Motion carried Laura stated that each Director should be considering their budget and required expenditures for 2015. She would like to meet with each Director in the next few months so that she can propose a 1 st draft of the budget to the Board at the September Board meeting. SECRETARY'S REPORT No Report PSI Management Report The delinquency report, the legal update and the financial reports for June, 2014 were provided to the Board.

There was one closing in June, 2014. PCA Board Assistant Report – Many residents have not paid for their boat registration. Boat registration was due on June 1st, 2014 at a cost of $10.00 per year. After June 2nd 2014, the cost went up to $25.00 per year. Please register your boat if you have not already. Replacement stickers are available at the time of registration if you are unable to read the numbers or it has been removed from your boat. If the office is not open, please drop your payment in an envelope with your name on it in the mailbox bank located across from the PCA Office, labeled “PCA Boat Registration”. Repairs or replacement of a roof, siding, windows or gutters must be approved by the Architectural Stands Committee prior to the work being done. This includes replacement areas of your home from storm damage. Brush & tree trimmings must be bundled and securely tied with twine or string not to exceed 4 feet in length, 2 feet in diameter and 50 pounds in weight. Individual branches contained in any bundle shall not exceed 4 inched in diameter. Neither garbage nor yard waste may be placed on curbs prior to 5:00 p.m. on the evening preceding the day of garbage pick-up. Pool ID pass photos are available at the PCA office between the hours of 9:00am and 2:00 pm Monday through Friday. Any resident that did not have a pool ID pass made last year and would like to use the pool will need to come in to have one taken. All Children that have turned 5 this past year will need to have a photo ID pass made. All Children who have or will turn 11 years old by July 1st, 2014 will need to have a new picture pass taken. Please remember, proof of residency is required. Passes must be with residents at all times. Passes must be presented before entering pool. Poolside parties may be reserved in advance through the life guards or the PCA office. One picnic table per party at no cost. Cheshire Clubhouse party dates to be canceled must be called in or e-mailed to the PCA Office immediately to open up the dates for other residents. Tennis Court code has been changed, Please, contact the PCA office by stopping in during Monday thru Friday 8:30am – 2:30pm or by calling 630-466-1576 or emailing [email protected]. Please have your Prestbury Photo ID number available to receive the new access code. If you do not have an ID, please come into the office to receive one. Please provide Proof of residency. Assessment payments / Dues are not accepted in the PCA office or PCA mail box. Please use the enclosed envelope provided with your coupon booklets. Direct Debit enrollment forms are available by contacting the PCA office or Property Specialists, Inc. Management Company. Checks sent to the office or deposited in the mailbox will be returned to the owner. If this causes the check to be posted beyond the due date, a late charge will be applied. This procedure was instituted, September 2007. Yard waste pick –up April 2nd thru November 26th.

Clubhouse & Office Building – CLUBHOUSE

Three bids will be discussed at the board meeting to replace one of the two air-conditioning units.

REMINDER:

1. When renting the clubhouse, there are three pages of instructions and three individuals who can be called in case of an emergency. The rules for the clubhouse have been modified to state NO SILLY STRING can be used inside or outside.

2. Anyone renting the Cheshire Clubhousemmust remain at the clubhouse for the entire event.

Tennis Courts

The scheduled repainting of the tennis courts was not completed in June due to the weather. The courts are scheduled to be painted in July if weather permits. When the courts are painted, they will be closed for two days.

Streets

Final bids are being received and reviewed for crack sealing caused by the severe winter. Cracks should be sealed by the end of the summer.

Drains

Storms with heavy rains in June caused some flooding issues in Briargate and North Buckingham. Flooding was caused by floating debris clogging surface drain grids and underground drains pipes. A drain cleaner was hired to clear drain pipes where flooding occurred. Flooding sites are also being reviewed by our engineers from Ridgeline Consultants to identify any other actions they recommend to prevent flooding reoccurrences.

The hydrologist, Prestbury hired to review the Kane County’s plan to address the surface water flooding in lower Briargate, is preparing a proposal to resolve the issue. The area was resurveyed in June. All proposed options will need to be reviewed and approved by Kane County, the Prestbury Board, and the affected homeowners.

Pool Management RFP status update will be discussed during the meeting. Security – No report. Respectfully Submitted by, John Lentz Youth and Adult Activities – Thank you to all of the residents who participated in the Fourth of July parade. It was great fun to see so many decorated bikes, wagons, and families walking together. Those participants who took home Colonial gift cards for most decorated bikes went to the following: 1st place Julia Hansen, 2nd place Ashlyn Chemelewski, and 3rd place Courtney Jansons. Nice work! 185 hot dogs were given out by our wonderful volunteers: Barb Atwell, Dick Austin, Rich and Marlene Deck, and John and Cheryl Bolland. A huge thank you to them for executing this enjoyable holiday! Prestbury would also like to thank the Sugar Grove Fire Department, The Prestbury Yacht Club & Colonial Cafe for the ice cream cups, and Sandy Andry at Remax for supplying the festive balloons. Every one of you is greatly appreciated!! Next event: End of Summer Pool Party. Sunday, August 24th. More details to come. Respectfully Submitted by, Jodee Grometer Web- No Report UNFINISHED BUSINESS: No Unfinished Business NEW BUSINESS: Crack Sealing Proposals – Dennis Smith stated that he had not received all of the bids back from the vendors. This will be discussed at the August Board meeting. Air Conditioning for the Clubhouse = Barb Atwell discussed the three proposals that were received for a new air conitioner for the Cheshire Clubhouse. A motion was made by Barb Atwell to approve the purchase and installation of a new air conditioner from Energy Sevices for the amount of $3, 875. Dennis Smith seconded. Motion carried. Public Utilities Rate Committee Report – Dick Austin discussed the increases that were proposed and approved by the Committee. The water rates will increase 6.25% over the next three years. Pool Management Proposal - John Lentz discussed the pool management proposal process. The committee requested bids from 4 companies. They received bids from only two companies. There was a discussion regarding the proposals. A motion was made by John Lentz to approve the 3 year contract from Chicagoland Pool for $167,490 for Pool Management services. Laura Fulton seconded. Motion caried.

A motion was made by Laura Fulton to recess to Executive meeting at 7:00 pm. Barb Atwell seconded the motion. Motion carried A motion was made by Barb Atwell to return to regular session at 7:10 pm. Dennis Smith seconded. Motion carried There was a discussion regarding the need for additional handicap parking spaces around the PCA Commons area. The spaces are at a preminum during the summer months when the pool is open. The Board may review this at a later date . A motion was made by Dennis Smith to adjourn the regular meeting. Laura Fulton seconded the motion. The meeting was adjourned at 7:18 p.m The next meeting of the Prestbury Citizens Association will be Tuesday, August 12, 2014 at 6:30 p.m. in the Office Building. PRESTBURY HELPING HANDS (PHH) is ready to help YOU!! Our Helping Hands organization is in need of volunteers. I need people who can provide transportation for some of our residents who occasionally need a ride to or from an appointment -all local. Many of my former volunteers have moved or are no longer available. Please call me if you can provide this help telling me what day (s) you would be available, times available, etc. Please help us if you can. PRESTBURY POOL SEASON 2014 Opening Day: Saturday May 24, 2014

Hours: 11:00 A.M. to 8:00 P.M. daily, weather permitting Resident Identity Cards: We will again this year be using the handheld scanner that will recognize the barcode on your identity Cards. Identity Cards are REQUIRED for each visit to the pool for anyone over the age of five (5). This rule will be strictly enforced. The pool amenity is for the enjoyment of residents, family and guests and is only possible by funding from the monthly assessment paid by each homeowner. Please note, that residents or their guests will not be permitted access to the pool if they owe more than one (1) months assessment. Owners on agreed payment plans will be permitted provided they are adhering to the payment schedule. If you received a temporary card in 2013 without your picture on it or require a new card, please see Nicki in the PCA office between the hours of 8:30 A.M and 2:30 P.M. Monday thru Friday. It is very important that we have an emergency contact number for your household. Please contact Nicki at 630-466-1576 to verify we have a correct and current number for you.

Family Use: The pool amenity is for the enjoyment of residents and their family. The definition of family is as normally used: children, grandchildren, siblings, nieces, nephews, cousins, aunts and uncles. Children 10 and under must be accompanied by an adult at all times. Residents must come to the pool and check-in their family members, but do not have to stay at the pool with them. Residents are always responsible for the actions of the family members and guests. Children who have now reached the age of 11 must be issued a new Identity pass.

Guest Use: We have implemented a separate green colored Guest Pass that we would like Prestbury residents to use when bringing guests to the pool. Each household will have four free passes entered on the card, and when those passes are used, residents can refill their Guest Pass by contacting Nicki in the PCA office. The cost for additional guest passes is $5.00 per guest use for however many guest uses you would like added to your card. There is no limit as to how many guest uses you can add to your card. We are hoping that having the Guest Pass will help our residents so that they won’t need to bring money to the pool. Guest Passes and refills can be obtained by contacting Nicki in the PCA office at 630-466-1576. Residents must accompany non-family guest at all times when at the pool. Residents are always responsible for the actions of the family members and guests.

Pool Parties: If you wish to have a party at the pool, a form must be completed in the PCA office at least a week prior to the party. We ask that parties be held Monday through Friday between the hours of 4:00 P.M and 7:00 P.M. If there are 10 or more guests, there will be an additional hourly charge for an extra lifeguard. Guest fees also apply.

Activities: Notices regarding swim lessons, water aerobics and special events will be posted on the bulletin board at the entrance to the pool area and on the Prestbury website.
