The projected Hankes bridge renovation is scheduled to begin in August 2018. Most all projects planned by the PCA Board for 2018 are underway. PRESIDENT’S COMMENTS – Frank thanked Doug Raskosky for presiding over the March board meeting. He reported that the $26,000 for the sliver of land along Hankes Road has not yet been received from IDOT. The projected Hankes bridge renovation is scheduled to begin in August 2018.

Most all projects planned by the PCA Board for 2018 are underway. As noted in last month’s

comments, we are initiating several long overdue upgrades as well as several new projects.

We recently obtained the necessary permits to start construction of the maintenance building on

the southeast corner of North Buckingham and Winthrop New Roads. Foundation work will be

starting in the next few weeks.

Closure is finally occurring on the Hathaway Crescent street name issue. Due to the lengthy

process, it has taken far longer than ever expected. We recently had the change document

notarized. This enables filing of the certification of correction. Once filed, all homes once

identified as Hathaway Court will revert to Hathaway Crescent.

The Board is continuing to pursue all available options to obtain US Army Core of Engineers

approval to start the Dam project in 2018. As noted previously, we have already obtained the

necessary approval from the Illinois Department of Natural Resources.

We also have been advised that the Hankes bridge replacement will start no earlier than August

per the State of Illinois. Once we know more we will communicate that forward.

TREASURERS REPORT – There was a motion made by Doug Raskosky seconded by Bill Gain to approve the February 2018 financials. Motion carried ASSOCIA CHICAGOLAND MANAGEMENT REPORT – The Legal Status Report and the Delinquency Report and The Financials were provided to the Board. Jeanette Catellier announced that Nicki Leroy and her will be taking a class to be certified notaries. She also said that the monthly financials will be converted to an accrual basis from a cash base and will be ready for review at the board meeting the month following. PCA BOARD ASSISTANT REPORT – The pool opens Saturday May 26, 2018 11:00am – 8:00pm If you received a temporary card without your picture on it or require a new card, please see Nicki in the PCA office between the hours of 8:30 A.M and 2:30 P.M. Monday thru Friday. Children who have now reached the age of 11 must be issued a new Identity pass. Yard Waste Pick up began on Wednesday April 4 and runs through November 28 Residents who pay for trash pickup with their assessments, please contact the PCA Office if you will need to Dispose of large items. Dumping of grass clippings or other refuse on empty lots, in common areas, on right of ways, into Prestbury lakes, or against fences is prohibited. Grass clippings and yard waste must be placed in appropriate brown paper bags. Neither garbage nor yard waste may be placed on curbs prior to 5:00 p.m. on the evening

preceding the day of garbage pick-up. All rubbish, trash or garbage shall be kept so as not to be seen from neighboring dwellings and or kept in the garage. Advanced Disposal asks that brush and tree trimmings must be bundled and securely tied with twine or string not to exceed 4 feet in length, 2 feet in diameter and 50 –pounds in weight. Individual branches contained in a bundle shall not exceed 4 inches in diameter.

PCA Street Improvement Project. Jiun Lin of Ridgeline Engineers has received bids for the

resurfacing of Green Hills Court and Windwood Drive, PCA’s planned resurfacing program for

2018. His letter to PCA summarizing the bids was submitted separately to the Board. In general,

three bids were received of which one bid was not accepted due to failure to include changes

made in two addenda. The lowest bid was by Geneva Construction Company with a Grand Total

of $116,000.00. The second bid was Meyer Paving with a Grand Total of $126,824.78.

The 2018 PCA Budget reflected $109,136 for construction and $15,864 for engineering resulting

in a Grand Total of totaling $125,000, assuming 2017 dollars. At this writing, Ridgeline Engineers

had not provided the estimated costs for engineering, which they have promised to provide before

the Board Meeting.

Based on the low bid of $116,000 from Geneva Construction Company, the bid is $6,900 (6.3%)

higher than the budget. However, Windwood Court eastern Cul-de-Sac was not included for

construction in 2018 (Windwood Court was proposed to be resurfaced in its entirety in 2025).

However, due to the deteriorated condition and the fact we were resurfacing an adjoining street,

Jiun Lin included the eastern Cul-de-Sac in this years project. The estimated cost for the eastern

Cul-de-Sac is estimated to be about $20,000, considerably less than the $6,900 difference

between bid and budget. Also, the 20 Year Road Improvement Plan report estimate and budget

is based on 2017 dollars and therefore, inflation of about 3% should be considered in the

comparison. Although, PCA could remove this section from the Contract and be within budget,

the cost of repair in the eastern Cul-de-Sac will be much higher in the future.

Therefore, it is my recommendation, that Prestbury Citizens Association award the 2018 Street

Improvement Project to Geneva Construction Company with the total contract amount, based on

unit prices, of $116,000.

Tennis/Pickleball Courts - The tennis/pickleball courts will be ready for the 2018 season once

the weather warms. Striping and re-painting of the courts for Pickleball must wait for the weather

to warm above 50 degrees F.

As discussed in the November 2017 PCA meeting, PCA has agreed to purchase a storage

locker/bench for on site storage of pickle ball nets and stands. In the spring, one court will be re-

lined to accommodate up to four pickleball courts as well as the tennis court. As has been our

practice, our goal remains to enable tennis or pickleball to be played on each court for maximum

utility.

Street Lights on PCA streets - Street light bulbs and ballasts continue to be replaced as needed.

A map has been has been completed to identify the locations of buried street light power lines to

reduce accidental severing the power lines and to help identify where power lines are located to

more quickly identify reasons for street light power outages caused by corroded or severed lines.

Snowplowing - Snow plowing season is nearly over. Although there were a few complaints, the

complaints were addressed as best the contractor could do. Damage to turf along curbs, need to

be identified and addressed at the beginning of the growing season. We request any homeowner

that has turf damage due to snowplowing, inform PCA office as soon as possible.

Respectfully submitted, William Gain Pool - Pool Opening Pool opening process has begun. Opening day is May 26th. Pool hours will be 11:00 A.M. to 8:00 P.M. daily, weather permitting. Construction The movement of the pool amenity electrical wiring and housing to the women’s locker room is a success. The project was completed on schedule and with minimal unforeseen problems. This was a coordinated effort between Kastle Electric with RPH Hauling who performed the majority of the work, with additional work done by Buchner, and assistance from Nicki Leroy and Greg Surin. This was a large undertaking and we are all very happy to have it completed. Thank you to all involved parties for such a success. As part of our upgrade plan, 90 chairs and 10 side tables have been received from Outdoor by Design. Interior upgrades are proceeding as planned and exterior painting will begin as soon as weather permits. Keep an eye out for the next Bliss Living edition where you can find a summary of the upgrades we will be unveiling at the 2018 pool season opening. Resfectfully Submitted by, Kathy Buzecky

Security – The (re)definition of what services we’re looking for our security company to provided is currently underway. At the same time, we are researching our options for replacement service providers.

Technology – The website, email, and other general PCA technology is all still currently under review and planning for future enhancements, modifications, or replacements. This includes a complete budget analysis, possible full website platform change, and a wireless internet deployment at the clubhouse/Commons/PCA office/pool. Are you interested in an alternative to Mediacom internet, TV, and phone service? MetroNet is bringing their fiber services to Sugar Grove, and they are trying to gauge interest. Tim Kanive will be representing Prestbury in a meeting that the village and MetroNet has requested, on April 18. He would love your feedback or to know your interest in having a fiber alternative to Mediacom in Prestbury. If you haven’t contacted Tim already, please email [email protected] for your feedback or comments, before April 18th. Competition is good, even if you don’t want to change your service! Easter Egg Hunt Re-Cap

Nearly 100 children and their families participated in Prestbury’s annual Easter Egg Hunt on Sunday, March 25. There were smiles all around as the Easter Bunny appeared from the “Bunny

Trail” and helped kick off the hunt. And many lucky hunters celebrated when they discovered they had found one of the special prize eggs that won them a selection from the prize table. A big thank you to the neighborhood teens who helped stuff and scatter more than 1,500 eggs! And an especially big thank you to Kate Dodson for playing the starring role at the hunt.

New Evening Yoga Class Starting in May

Next month, Prestbury residents will have two yoga class options right here in the neighborhood! Beginning Tuesday, May 22, Prestbury resident and certified yoga instructor Rosanne Balance will offer a weekly Beginner’s Yoga class from 6:30-7:30 p.m. at the Cheshire Club. The Thursday morning Beginner’s class taught by Rose Gloor also continues to meet at the Cheshire Club from 9:30-10:45 a.m. Classes costs $10, and a discount card is available that gets 5 classes for the price of 4. Beginners are welcome.

Join Us for Monthly Bunco

Our monthly bunco group is meeting at 7 p.m. on the third Friday of every month at the Cheshire Club. Mark your calendars for April 20 and May 18 to join in on the fun. Don’t worry if you’ve never played Bunco before ~ it’s a very EASY dice game and a great way to get to know lots of neighbors. Bring your own beverage and $5 to contribute to the prize pot. UNFINISHED BUSINESS –

Lake Prestbury Dam Update – Bill Gain reported that we still do not have approval from the U.S.

Army Corps of Engineers. Our next option is to obtain a national permit with the approval of the

EPA and the Kane County Water District and in doing so would bypass the U.S. Army Corps of

Engineers. Bill will be contacting each of these entities this week. In addition, our contractor will

be made aware of some possible additional costs to this project.

New Bond Status – There are no new updates on the property on New Bond Road.

PCA Park & Trail Planning – There are no new updates on this project.

Pool House Project Status – Kathy Buzecky stated that the electrical boxes have been moved

successfully out of the pump room and into an enclosure in the lady’s locker room. All the new

furniture has arrived. The pool house floors will be painted when the Chicagoland Pool

Management staff has completed their appropriate set up duties. The outside of the pool house

will be painted when weather permits. The pool has been drained and cleaned and Chicagoland

Pool Management will assist with the installation of stairs in the main pool. Opening Day will be

May 26, 2018 and the pool will be open from 11:00AM until 8:00PM

Case Study Update – Jeannette Catellier said that the Professional Community Association

Manager (PCAM) application has been submitted and we are waiting to hear back from the

facilitator. The PCAM case study is a comprehensive examination of an actual community. This

study will be conducted by fifteen to forty managers across the country. This is a nationally

recognized program with chapters in each state. The managers will conduct an extensive on-site

inspection of Prestbury and upon completion of their observations, they will submit a written report

of suggestions for the community.

NEW BUSINESS – Roadway Improvement Proposals – Bill Gain presented three proposals for the 2018 Roadway

Improvements Project. After a short discussion and recommendations from Ridgeline

Consultants, he would like to award the contract to Geneva Construction.

A motion was made by Bill Gain and seconded by Tim Kanive to award the contract for the 2018

roadway improvements to Geneva Construction for $116,000. Motion carried.

Night Light LED Proposal – Nightlight Landscape Illumination maintains all the outside

decorative lighting in the Prestbury Commons. They are proposing to convert all outside lighting

to LED at the cost of $5,529.00. George Hauser recommends this proposal be considered in

2019.

Shred Event 2018 – The board decided to have a Shred Event on July 14, 2018 from 9:00AM-

11:00AM. The Proshred truck will be located in the parking lot across from the clubhouse.

Security Contract RFP – Tim Kanive is compiling a PCA Security Requirements and Information

RFP.

Boat Registration – George Hauser reported that there have been complaints about too many

boats and abandon boats on the designated boat pads. He reported that all fifty-seven boats

have paid registrations but the stickers are not always visible. Jeannette Catellier from Associa

Chicagoland will research other community’s procedures in regards to boating.

A motion was made by Kathy Buzecky and seconded by Bill Gain to recess to Executive Session

at 7:50PM Motion carried.

A motion was made by Bill Gain and seconded by George Hauser to return to regular session at

8:37PM. Motion carried.

A motion was made by Bill Gain and seconded by George Hauser to approve a two-year contract

extension with Associa Chicagoland to include a 3% increase in cost per year. Motion carried.

A motion was made by Tim Kanive and seconded by Megan Jones to adjourn the PCA Board

Meeting at 8:40PM. Motion carried.

The next meeting of the PCA Board of Directors will be May 8, 2018 at 6:30PM in the Office

Building.

Residents of all denominations are invited to join one of Prestbury’s Bible Study groups. The evening Bible study meets the second and fourth Thursdays, beginning January 11. The women's Wednesday morning Bible study begins a new study of the book of Hebrews, meeting weekly at the Prestbury office from 9:30-11 a.m. beginning January 17. GARAGE SALE – Cheryl Schreck has voulnteered to Chair the Garage Sale May 19, 2018 Please see the sign up sheet and information later in this newsletter PCA RULES AND IMPORTANT INFORMATION BOATS - Boat registration is due by June 1st, 2018 at a cost of $10.00 per year. After June 2nd, 2018, the cost will go up to $25.00 per year. Replacement stickers are available at the time of registration if you are unable to read the numbers or it has been removed from your boat.

POOL – Pool ID pass photos are available at the PCA office between the hours of 9:00am and 2:00 pm Monday through Friday. Any resident that did not have a pool ID pass made last year and would like to use the pool will need to come in to have one taken. All Children that have turned 5 this past year will need to have a photo ID pass made. All Children who have or will turn 11 years old by July 1st, 2018 will need to have a new picture pass taken. Please remember, proof of residency is required. Passes must be with residents at all times. Passes must be presented before entering pool. Pool side parties may be reserved in advance through the life guards or the PCA office. One picnic table per party at no cost. LOT MAINTENANCE - Visual character and economic value of property in a neighborhood are affected by the quality of building and grounds maintenance. All owners shall keep all lots and premises owned by them, and all improvements therein or thereon, in good order and repair as determined by the PCA Board. Property owners and residents are responsible for properly maintaining the exterior of their residence, as well as fences, decks, and other structures on their lots. Required maintenance includes those actions necessary to preserve the appearance of the property and prevent deterioration. Materials that have deteriorated must be repaired or replaced. Examples of deterioration include, but are not limited to: peeling, fading, or chalking paint; siding or trim (including shutters, fascia, and flashing) that is severely faded, mismatched, broken, rotted, dirty, or dented; missing gutters or downspouts that are bent, sagging, or missing; and approved fencing that is broken, rotted, leaning, or missing. Lawns must be maintained in a manner that is in keeping with the ambience of Prestbury. Turf, including that on undeveloped lots, must be mowed before it exceeds 6" in height. Planting beds, shrubbery, driveways, and walkways must be properly maintained. Dead or dying trees and downed branches must be removed within 30 days, as outlined in the “Enforcement of Rules and Regulations.”

Grass clippings and yard waste must be placed in appropriate brown paper bags. No sticker is required. Brush & tree trimmings must be bundled and securely tied with twine or string not to exceed 4 feet in length, 2 feet in diameter and 50 pounds in weight. Individual branches contained in any bundle shall not exceed 4 inched in diameter. All rubbish, trash or garbage shall be kept so as not to be seen from neighboring dwellings and streets, and protected from animals, or kept in the garage. Neither garbage nor yard waste may be placed on curbs prior to 5:00 p.m. on the evening preceding the day of garbage pick-up. No Personal Garbage should be tossed out in the park garbage cans. PARKING AND VEHICULAR RESTRICTIONS - Residents should make every effort to park their personal vehicles within their garage or on their driveway. Residents or their guests may use off-street parking areas for no longer than 48 consecutive hours. Residents or guests wishing to use off-street parking areas for longer than 48 consecutive hours must obtain permission from the PCA. Overnight parking (1:00 a.m. to 6:00 a.m.) on any street (including cul-de-sacs) within Prestbury is prohibited. LEASES, TENANTS, AND NON-RESIDENT UNIT OWNERS - All unit owners who do not reside in a unit owned by them shall provide the Association within 10 days of their departure, their permanent residence address and phone numbers where they may be reached in an emergency, both at home and at work. Any expense of the Board incurred locating a unit owner who fails to provide such information shall be charged back as a fine to that unit owner. Unless otherwise provided by law, any unit owner who fails to provide such information shall be deemed to have waived the right to receive notices at any address other than the address of the unit, and the Board shall not be liable for any loss, damage, injury, or prejudice to the rights of any such unit owner caused by any delays in receiving any notice. Any lease relating to a unit must be in writing, and all tenants shall be subject to all the terms, conditions, and requirements of the Prestbury Rules and Regulations and By-laws of the Prestbury Citizens Association. The unit owner, who enters into a lease of his or her unit, is responsible for providing the information regarding the tenant to the Association. Contact the PCA office with any questions or concerns. ARCHITECTURAL STANDARDS – The Association has a complete set of Architectural Standards that must be adhered to for construction of new homes; remodeling of, or additions to, existing homes; any alteration of site drainage; or erection of any structure on the member's premises. The latter includes, but is not limited to, skateboard ramps, ice rinks, batting cages, tree houses, tree carvings, patios, decks, sunrooms, fences, and awnings as determined by the committee. Residents contemplating any of the above should request a set of Standards from the Prestbury Board Assistant and schedule a time to meet the Architectural Review committee prior to beginning any of the above actions. Residents of Sub-Associations may have their own set of Architectural Standards that must comply with PCA’s standards, but their standards may be more restrictive. Further, The Prestbury Architectural Review committee shall have the right to review all such plans and specifications and to accept the same or reject the same if, in the opinion of the committee, they are not suitable or desirable for aesthetic compatible or any other reasons as

set forth within the standards as proscribe by the Committee or the Board of Prestbury. The Architectural Review Committee may or may not within its own purview request any applicant to seek input from residents residing contiguously to any site involved in any request for approval and the committee reserves the right to define and proscribe for the site location of any such request. Such plans, specifications, and request shall either be approved, disapproved or amended in accordance to the guidance provided by the Architectural Review Committee, Architectural Standard and any proscribed governing documents. The Architectural Review Committee may also take into consideration such additional issues as exterior appearance, consistency with existing neighboring structures, size, and proposed location. TENNIS COURT - To receive the code for the 2018 season, please, contact the PCA office by stopping in during Monday thru Friday 8:30am – 2:30pm or by calling 630-466-1576 or emailing [email protected]. Please have your Prestbury Photo ID number available to receive the new access code. If you do not have an ID, please come into the office to receive one. Please provide Proof of residency.

Assessment payments / Dues are not accepted in the PCA office or PCA mail box.

PETS/ANIMAL CONTROL No livestock (including poultry), horses, or more than two each of dogs or cats four months of age or older shall be kept or maintained on any lot or in any dwelling unit. Dogs and cats must be contained on the owner’s premises or on a leash in other areas. Residents walking pets on public streets or in common areas must clean up after their pets immediately and shall provide appropriate equipment for doing so (e.g., plastic bag and/or shovel). Pets are to be kept off private property, including empty lots. In accordance with Kane County animal control ordinances, every owner of a dog or cat four months of age or older must register that dog or cat with the county animal control department within 30 days after having that dog or cat inoculated against rabies, as required by law. Every owner of a dog or cat three months of age or older shall cause such dog or cat to be inoculated against rabies by a licensed veterinarian at such intervals as have been established by the Illinois Department of Agriculture. When pets are found roaming within Prestbury, every effort will be made to identify their owners. If the pet's owner cannot be identified, Kane County authorities will be notified and the pet will be impounded to be retrieved by, and at the expense of, its owner. If you are a pet owner, thank you for your compliance as strict enforcement will be undertaken

2018 COYOTE / FOX UPDATE Prestbury Wildlife Coexistence Facts: We are fortunate to live in a neighborhood where we can catch sightings of all kinds of wildlife: deer, foxes, coyotes, and a variety of small mammals and birds. It is true that we live among coyotes, but by arming ourselves with a few facts, we can be informed rather than alarmed. Coyotes do roam freely through Prestbury, like they do in almost every inhabited area of the United States. Residents often assume that coyotes don't live in suburban or urban neighborhoods because they don't see them, however this is mostly because they prefer nighttime over daytime, and are remarkably out of sight during the day. The facts are that Coyote encounters are extremely rare and are usually the result of human ignorance. They are shy creatures and would rather not cross paths with humans. They do not aggressively pursue people or pets. In rare instances where Coyotes are unafraid of humans, it is because they have been conditioned so, and simply need to be shooed away or made afraid again. Please see references below on methods to shoo Coyotes in the extremely rare case that it is necessary. The best way to co-exist is to follow these two simple steps: 1) Watch your pets. Keep cats indoors, and never leave small dogs outside unsupervised, especially at night, or let any dog out of your yard off leash. 2) Secure food sources. Store garbage in wildlife-proof containers and feed pets indoors. These simple tips will reduce coyotes or other wildlife from entering yards if food sources, especially garbage or pet food, is not accessible. There is plenty to eat here in Prestbury for coyotes and foxes, as their natural diet consists mostly of mice, voles and rabbits. By the way, you may have noticed the playful foxes frolicking through Prestbury. The same rules generally apply. Interestingly, foxes generally do not co-exist with coyotes, as coyotes see them as a competitor in their territories. Foxes are a common sight in Prestbury and it is therefore more likely that coyotes are not. By using common sense, we can coexist with these creatures in this unique area of ours. Being informed is the key. For more information, the Internet is full of websites and studies on coyote and human coexistence. Prestbury Community Garage Sale

Saturday, May 19, 2018. 8:00 AM to 3:00 PM

• Register by Friday May 11 by 1 pm to have your location shown on the sale map. Place your registration form and $10.00 check (payable to Cheryl Schreck) in an envelope

marked “Prestbury Garage Sale” and drop it in the PCA Mail Box across from the Clubhouse.

Your fee helps defray the cost of signs, maps, advertising, port-a-potty, and security. Any

remaining, excess funds, will be held over for next year’s sale, or used for any replacement

items needed to continue this event.

• Signs: Each registered family may pick up their yard sign at 39 Walnut Circle on Wednesday to

Friday, before the sale. Signs and maps will be located at, or near, the front door. Please

return the signs after the sale.

To ensure the safety of our residents and guests, and to comply with fire regulations, No

Parking signs will be placed in heavily traveled areas. Please do not remove them.

Directional signs will be placed through out the community. These are the only directional

signs permitted. Please do not mark up yard signs for this purpose, as it ruins the signs for

future use.

• Maps: Each family may pick up a supply of maps along with their yard sign.

Additional maps will be available at the major entrances to Prestbury on the sale day

Saturday, May 19, 2018.

For the benefit of our shoppers, we encourage the sale of drinks, snacks and/or sandwiches.

Please note any food items on your registration form, for inclusion on the map.

• A port-a-potty will again be in the clubhouse parking lot for guest’s use.

• Leftover Sale Items: St. Vincent de Paul will pickup on Saturday starting at 3:00 pm, immediately following the

sale.

by phone by Friday, May 11, 2018.

St. Vincent de Paul will take clean usable furniture, clothing, and most gently used items.

Magazines, books and textbooks are OK but must be boxed, not in bags. No exercise

equipment except exercise bikes. Also, no cribs, pack-n-plays, car seats, high chairs or other

items a baby would sit in. No TV’s, and no holiday items.

If you have large furniture items, please call and schedule an individual pickup. Phone

numbers are on the Registration Form.

Tape a note on your donation(s) that says “St. Vincent de Paul.” Place items at the end of

your driveway.

If you need a pickup on another day or prefer another organization, please see the

registration form for additional organizations.

If you plan to dispose of items through Advanced Disposal, please do not place them at the end of your driveway before 5:00 PM on the Tuesday following the sale - Prestbury Community rules.
