Port Blair, Aug 13 Every year on 15th August, the Nation celebrates its IndependenceDay with grandeur, gaiety, fervour and enthusiasm. This year too, theIndependence Day will be celebrated in a manner befitting theoccasion, however with some extra precaution and measures in viewof the COVID-19 situation. In this regard, the Govt. of India has issuedguidelines for the conduct of the Independence Day celebrations asper the COVID -19 protocols by ensuring social distancing, wearingof masks, proper sanitisation, avoiding large gatherings, protectingvulnerable persons etc. The Hon'ble Lt Governor, A&N Islands & Vice Chairman, IslandsDevelopment Agency, Admiral DK Joshi ,PVSM, AVSM, YSM, NM,VSM (Retd.) will grace the UT level function at Netaji Stadium, PortBlair and will hoist the National Flag at 9 am after laying wreath at the'Martyr's Column' at the National Memorial-Cellular Jail. Government's resolve to provide maximumgovernance with minimum Government. He saidthat every rule, law and policy are made with anemphasis of them being people centric, publicfriendly rather than power centric. He said thatthe use of the new governance model is yieldinggood results. The Prime Minister said that anatmosphere is being created where primacy isbeing given to duty to execute all works. This isthe result not because of force and fear ofpunishment but because of an understanding ofthe holistic approach that is being adopted. Hesaid the reforms being launched by theGovernment are not in piecemeal but those aimedat delivering results with holistic perspective. The Prime Minister said the country's taxstructure needed fundamental reforms as theearlier tax structure was developed from the onecreated during pre-independent times. Even theseveral changes made during the post-independent times did not alter its fundamentalcharacter, he said. The Prime Minister said thatthe complexity of the earlier system made itdifficult to conform. He said that simplified lawsand procedures make it easy to comply. One suchexample is the GST, he said, which replaceddozens of taxes. The Prime Minister said that the latest lawsreduced the legal burden in the tax system wherenow the limit of filing cases in the High Courthas been fixed at up to 1 crore rupees and up to2 crores for filing in the Supreme Court. Initiativeslike the 'Vivaad Se Vishwas' Scheme pave the wayfor most of the cases to be settled out of court. Prime Minister said that the tax slabs have alsobeen rationalised as a part of the ongoing reformswhere there is zero tax upto an income of 5 lakhrupees, while the tax rate has reduced in theremaining slabs too. He said India is one of thecountries with lowest Corporate Tax in the World.The PM said the ongoing reforms aim at makingthe tax system Seamless, Painless, Faceless. Hesaid the Seamless system works to resolve theproblems of a taxpayer instead of entangling himfurther. By being Painless he said, everything fromtechnology to rules should be simple. Referring tothe Faceless system he said there is no need for adirect contact between the Taxpayer and the IncomeTax Officer in all matters of scrutiny, notice, surveyor assessment. Referring to the launch of Taxpayers Charter,the Prime Minister said that it is a significant stepwhere the taxpayer is now assured of fair, courteousand rational behavior. He said the charter takescare of maintaining the dignity and sensitivity ofthe taxpayer and that is based on a trust factor andthat the assessee cannot be merely doubted withouta basis. Referring to the reduction of the scrutinyof the cases by at least four times in the last sixyears from 0.94% in 2012-13 to 0.26% in 2018-19,Prime Minister said this itself is a reflection of thetrust that the Government is laying on thereturnees. He said in the last 6 years, India hasseen a new model of governance evolving in taxadministration. Amidst all these efforts, he said thenumber of people filing income tax returns hasincreased by about 2.5 crores in the last 6-7years.The Prime Minister however said that it canalso not be denied that only 1.5 Crore people paythe taxes in a country of 130 crores. Shri Modiurged people to introspect themselves and comeforward to pay the taxes due. The Prime Minister said this would help in themaking of a Self - Reliant India, AatmaNirbharBharat.

New Delhi, Aug 13 Ministry of RoadTransport and Highways(MoRTH) has allowedregistration of electricvehicles without pre-fittedbatteries. In an advisoryto Transport Secretariesof all the States and UTs,Union Road Transport &Highway Ministry hasclarified that vehicleswithout batteries can besold and registered basedon the type approvalcertificate issued by theTest Agency. Further, that there isno need to specify theMake/ Type or any otherdetails of the Battery forthe purpose ofRegistration. However,the prototype of theelectrical vehicle, and thebattery (regular battery orthe swappable battery) isrequired to be typeapproved by the testAgencies specified underRule 126 of the CentralMotor Vehicles Rules,1989.

Attention of the States/UTs has been drawn tothe relevant FORMSunder Central MotorVehicles Rules, 1989, Viz.FORM-21 (Salecertificate), FORM -22(Road worthinesscertificate issued by themanufacturer) andFORM-22-A (Roadworthiness certificateissued for Motor vehicleswhere fabrication of thebody is done separately),required for theregistration of MotorVehicles under Rule 47(Application forregistration of MotorVehicles), clearly specifyEngine number/Motornumber (In case ofbattery operatedvehicles). The Government isstriving to create anecosystem to acceleratethe uptake of electricmobility in the country. The MoRTH advisoryemphasises that it is timeto come together to work

jointly to achieve thebroader national agenda toreduce vehicular pollutionand oil import bill. Thiswill not only protect theenvironment and reducethe oil import bill but alsoprovide opportunities tosun-rise industry. For the promotion ofelectrical two wheelersand three wheelervehicles, there arer e c o m m e n d a t i o n sbrought to the notice ofthe Ministry to delink thecost of battery (whichaccounts for 30-40% ofthe total cost) from thevehicle cost. Vehicles could thenalso be sold in the marketwithout the battery. Thiswill make the upfront costof the electrical 2 wheeler(2W) and 3 wheelers(3W) to be lower thanICE 2 and 3W. ORDER No. 5-7/EC/A&N/2020: Whereas, the present term of Gram Panchayats, Zilla Parishads and the Port Blair Municipal Council in the Andaman and Nicobar Islands is expiring

in September 2020 and general elections to these Panchayati Raj institutions and Urban Local Body are to be held before the expiry of their present term.

Whereas, the Election Commission for UTs has completed major preparatory works such as revision of electoral rolls, etc. which are required to be completed before

announcement of general elections.

Whereas, on 29.07.2020, the Ministry of Home Affairs, Government of India has issued directives on COVID-19 management unlock-3 wherein political functions and

congregations are not permitted so as to prevent the spread of COVID-19 in the country and ensure against any health hazard to the public.

Whereas, the electoral process necessarily involves campaigning by the candidates, movement and gathering of polling officials, agents of political parties, support officials

including a large number of voters on the poll day, which may put public safety at risk and create public health hazard;

Whereas, the Election Commission for UTs after taking into account the unprecedented situation of public health emergency has consulted the Andaman and Nicobar

Administration whether it would be possible to conduct general elections to PRIs and Urban Local Body in the Union Territory when the emerging challenges passed by COVID-19

spread are very high in the islands. The Andaman and Nicobar Administration vide its letter No.1-1/PRI/E-Cell/2016/3739 dated 7th August, 2020 has informed that "a sudden and

rapid rise in COVID-19 cases in the islands from the past two weeks and there are more than 1200 total cases and 752 active cases along with 16 deaths. There are 08 containment

zones in the islands where the movement of the residents is restricted. All the major departments of the Administration and staff are fully engaged in COVID-19 related issues.

Keeping in view the above facts and the current COVID-19 situation in the Islands,the Commission may like to take an appropriate decision".

The Hon'ble Supreme Court of India in its landmark judgement in Kishan Singh Tomar Vs The Municipal Corporation of the City of Ahmedabad in Appeal (Civil) No. 5756

of 2005 dated 19.10.2006 has inter alia stated that the elections can be postponed for genuine supervening difficulties and exceptional circumstances, such as natural calamities like

floods, earthquake or manmade calamities like rioting or break down of law and order till the normalcy is restored.

Whereas, Election Commission of UTs has reviewed the current unprecedented situation of public health emergency and in its context the feasibility to hold aforesaid

general elections. After taking all facts and circumstances in to account, the Election Commission for UTs is of the considered view that the conduct of general elections to PRIs

& Urban Local Body in the Union Territory in a free fair and transparent manner in the current environment may not be feasible in view of the restrictions for the maintenance of

social distancing, public safety and avoiding health hazard, and therefore, aforesaid general elections cannot be conducted on its schedule time;

Now, therefore, the Election Commission for UTs in exercise of the powers conferred on it under Article 243K and 243ZA of the Constitution of India, hereby, orders the

postponement of general elections to Gram Panchayats, Zilla Parishads and Port Blair Municipal Council in the Andaman and Nicobar Islands until further orders. The Election

commission for UTs will review the situation at an appropriate time in consultation with the Administration and when the situation becomes normalized, so as to facilitate holding

of elections, the announcement of general election will be made.

Recommendations of AYUSH for

positive cases of COVID-19:Food should be freshly cooked, warm, easily digestible, and in suitable quantity

as per individual needs. Spices like Haldi (Turmeric), Jeera (Cumin), Dhaniya

(coriander), Lahsun (Garlic), Adrak (Ginger), Pippali (Pepper) are recommended

in cooking. Warm soups of lentils /pulses / meat can be taken as per preference.

Avoid overeating.

Use warm water for drinking (in optimal quantity at suitable intervals).

Avoid foods/drinks like curd, banana, cold drinks, ice-cream, refrigerated

items; and cold air which may trigger respiratory symptoms.

AYUSH Kaadha: Drink 150 ml of Herbal Tea /decoction [made by boiling

Tulsi (basil), Dalchini (Cinnamon), Kalimirch, Shunthi (Ginger), Munakka (Raisin)

in water] once or twice a day. Jaggery and fresh lemon juice may be added for

taste.

PratimaarshyaNasya: Apply sesame oil /Coconut oil in both nostrils (Twice a

day).

Oil pooling (Gandusha): Gargle with warm water twice a day (a tea-spoon full

of Sesame oil, half tea spoon Haldi and pinch of common salt may be added to

water).

Steam Inhalation: Thrice a day (Mint leaves or pinch of Ajwain (Carum seeds)

may be added to the water in case of congestion)

Half tea spoon of Clove powder or Licorice powder may be used once or

twice a day along with honey for dry cough /sore throat.

Have adequate sleep, preferably during night hours; avoid day sleep to the

extent possible.

Use warm water for bathing; and dry your hair thoroughly after head-bath.

Stay calm and stress-free with daily practice of Yogasana, Pranayama,

Meditation.

Most important, think positive. You will overcome this problem.

Consult concerned doctors at given numbers if symptoms persist/health

condition worsens.
