Consented Masterplan 2017
A Section 73 application (application reference: 17/02081/OUT) was submitted on the 7th August 2017 which sought to achieve the following changes to the 2013 scheme:
• Remove B1 Development from Phase 2
• Remove retail unit and live work units from Phase 2
• Remove Local Centre from Phase 3
• Relocate Community Centre from Phase 3 to Phase 5
The Section 73 Application was approved on the 6th June 2018 and Deed of Variation to the Section 106 Agreement (9th December 2013) was signed on the 30th May 2018.
Consented Phasing Plan 2017
A Section 73 application (application reference: 17/02081/OUT) was submitted on the 7th August 2017 which sought to achieve the following changes in relation to phasing, to the 2013 scheme:
• Phase 3 to deliver 100% residential
• Phase 2 to be split; one sub-phase will be 100% residential whilst the other sub-phase will provide an enlarged ‘urban green square’ with residential uses around the edge of the square.
• Phase re-numbering
• Phase 2 renamed as Phase 6A and Phase 6B
The Section 73 Application was approved on the 6th June 2018 and Deed of Variation to the Section 106 Agreement (9th December 2013) was signed on the 30th May 2018

PRINCE OF WALESLOOK AT WHAT WE’VE DONE SO FAR
• Enhancements of Colonels Walk and Tanshelf Walk are finished and have improved site accessibility
• Skinner Lane road improvements are now complete in addition to the Pontefract East link road which is also complete
• Harworth have contributed a significant sum to deliver the Northern Relief Road
• Harworth have agreed with the Council to design and install a Miners’ Memorial
• Avant Homes are constructing a path within parcel Phase 6a allowing pedestrian access from the Prince of Wales development to Pontefract town centre once this land parcel is brought forward
• Harworth have delivered public open spaces and may enhance these following consultation with residents and local stakeholders
• There are ongoing discussions with residents (including the residents association) and local stakeholders on improving the development
• There have been 315+ homes built and there will be circa 720 homes built in total when the site is complete.
PRINCE OF WALESMINER’S MEMORIAL SCULTPURE
The Prince of Wales Colliery was one of many sunk around the area in the mid to late 1800’s as the appetite for coal to power the booming economy was insatiable. Rights to mine the minerals below Pontefract racecourse and beyond were obtained by John Rhodes by an Act of Parliament in 1868. The first shaft to be sunk here was in 1872. The mine was originally opened as The Prince of Wales Colliery and Brick Works as there was ample supply of clay near the surface.
The mine eventually closed in 2002 after producing over 80 million tonnes of coal during its lifetime and at its peak employing over 2,000 men.
In order to commemorate the lives lost and the lifetimes spent working at this mine, it was proposed by the last miners to mark this place with a memorial to stand at the entrance to the former pit yard.
“ As a local artist and former miner, I was approached to undertake this work having also created other memorial pieces in the area, the most recent being the “Cage” at Allerton Bywater.” Harry Malkin

STONE CLADDING.
Drystone walling to be undertook byapproved member of the Drystone WallingAssociation of Great Britain.
Harworth have finalised the design of the Miners’ Memorial with a local artist and their landscape architect, and they would now like to consult on its location.
Provisionally the sculpture has been shown in the visuals at the development’s main entrance (along Park Road) opposite the ‘cor-ten Fleur-de-lys sculpture’.
However, if a majority of residents object to its provisional location, Harworth would look at alternative locations within one of the public open spaces (central open space, Colin Butterwick Square or the new Phase 5a Public Open Space.
A separate full planning application is being prepared to be submitted to confirm the location and design of the Memorial.
PRINCE OF WALESFOOTBALL PITCHES AND COMMUNITY CENTRE
Football PitchesHarworth have a current Section 106 planning obligation to deliver a new football pitch, for the benefit of the local community, based on the 2013 outline planning permission for the Prince of Wales development. The Council`s Playing Pitch Strategy prepared in 2016 (in conjunction with Sports England and Local FA) confirms that there is no requirement for additional grass pitches. The Strategy confirms that the pitches on the Pontefract Collieries Football Club site are rated as poor quality in the PPS and could be improved with a new drainage system and other remedial works, to have them rated as good quality. As such, rather than providing a new football pitch within the site, with the support of local stakeholders within the Prince of Wales Residents Association and local councillors, Harworth propose to make an off-site commuted sum to improve the existing pitches at Pontefract Collieries Football Club.
This change will result in the need for a Section 73 planning application to amend the existing planning permission.
Community CentreIt is proposed to relocate the Community Centre from Phase 5 of the Prince of Wales development to the new Monkhill Triangle development on to either Parcel B or C (Parcel A coming forward with a housing scheme in early 2020) where it is more accessible to existing communities as well as residents of the Prince of Wales development, following consultations with local stakeholders.
It was expected that Harworth would also provide a badminton court within the Community Centre however we need to assess if there is a need for this as it might not be needed due to existing facilities already present in the wider local area.
This change will result in the need for a Section 73 planning application to amend the existing planning permission in addition to a new planning application for the Community Centre.
PRINCE OF WALESPUBLIC OPEN SPACE AND PLAY EQUIPMENT
Public Open Space/Play Equipment & Cycle StandsHarworth have an obligation to provide play equipment and cycle stands on the existing public open spaces within the Prince of Wales development. If the majority of residents want this provision it can be provided but if there is limited demand for it, we will provide an off-site contribution and these spaces will be kept as grassed areas.
There are 3 options, one of which is to be provided within the existing public open spaces including on Colin Butterwick square & the Central Open Space;
1. No provision on-site with an off-site contribution to replace this.
2. All on-site provision with no off-site contribution.
3. An off-site contribution (smaller than 1) with informal space provision on-site.
We have a budget and some preliminary sketches/visuals of what the on-site contributions could look like on the existing public open spaces. These could be a mix of paths, trees, play equipment, cycle stands & benches to create informal park areas.
PRINCE OF WALESPHASE 5 PUBLIC OPEN SPACE AND BUS GATE & BUS PROVISION/TRAFFIC CALMING
Public Open Space on Phase 5aThe 2013 planning permission requires the delivery of local equipped and no-equipped areas of play within Phase 5, to a maximum cost of £40,000. Harworth are assessing how this can be best delivered and there are three different options being consulted upon:
1. This space could be created into another grassed area (like the central open space and Colin Butterwick square).
2. It could be used to facilitate play provision equipment and/or cycle stands.
3. It could contain a grassed area with trees and benches like an informal park area.
Bus Gate & Bus Provision/Traffic CalmingThe planning permission requires the installation of a bus gate, prior to the occupation of the 361st dwelling. This would involve a bus gate being installed on the spine road which would mean only buses can pass through the site from both sides as a way to increase sustainable transport and to prevent private vehicle users from using the spine road as a thoroughfare between Skinner Lane and Park Road (the A639).
However, from speaking to bus companies there is no requirement for this measure as there is no intention for buses to go through the site. As such, Harworth propose to amend the permission to delete this requirement. The spine road will be accessible by all private vehicle users to connect Skinner Lane to Park Road, however traffic calming measures will be installed aiming to reduce traffic speeds and help minimize the use of the road as a thoroughfare.
This change will result in the need for a Section 73 planning application to amend the existing planning permission.

Logistics North is the larget live commercial development of its kind being delivered in the North West of England. The scheme will deliver over 3m sq ft of bespoke industrial buildings in a range of sizes.
Promoting the site through the planning process, we were successful in a green belt review & have since transformed the former Cutacre surface mine into what it is today - a major manufacturing and logistics site. The site offers significant opportunities for commercial occupiers in an area with fantastic connectivity due to its immediate access to the M61 and a skilled workforce.
Since receiving outline planning consent for the site for 3m sq ft of commercial space in December 2013, Harworth Group plc has focused on completing all on and off-site infrastructure. This has opened up the entire 250-acre development platform, including over 700,000 sq ft of direct development and a 550-acre Country Park that surrounds the site.
This has led to a range of local and international firms opting to move to the site to improve the efficiency of their operations. Aldi, Amazon, Whistl, MBDA, Komatsu and Lidl have all made multi-million pound investments into the site over the past four years, with over 5,500 staff already employed on-site.
