UVOD Statisti�ko istraživanje o potrošnji ku�anstava provodi se u ve�ini zemalja širom svijeta. Informacije koje se tim istraživanjem dobivaju obuhva�aju širok spektar podataka koji se odnose na osobnu potrošnju i dohodak ku�anstava, socioekonomska obilježjaku�anstava i druge podatke o ku�anstvima, npr. o uvjetima stanovanja ili raspoloživostitrajnih dobara, što ovisi o obuhvatu i sadržaju istraživanja u pojedinoj zemlji. Anketu o potrošnji ku�anstava provode nacionalni statisti�ki uredi, a njezinaprovedba pravno je regulirana op�im zakonom o statistici što ga ima pojedina zemlja. Sudjelovanje ku�anstava u istraživanju dobrovoljno je. U�estalost provedbe Ankete po zemljama razli�ita je. Može se provoditi kao godišnje ili višegodišnje istraživanje (svakih nekoliko godina). U ovoj publikaciji Državni zavod za statistiku objavljuje metodološke upute za provo�enje Ankete o potrošnji ku�anstava. Upute sadrže zakonske i metodološke osnove provedbe istraživanja, opis instrumentarija za prikupljanje podataka, opis organizacijeprovedbe istraživanja, postupke obrade podataka i na�ine objavljivanja rezultata. Ove upute namijenjene su svim sudionicima u provedbi istraživanja i korisnicima podataka.

INTRODUCTION A statistical survey on household budgets is carried out in most countries throughout the world. Information obtained from such survey covers a wide spectrum of data relating to personal consumption and household income, socio-economic characteristics of households and other data on households, e.g. housing conditions or availability of durable goods, which depends on the coverage and content of a survey in a particular country. The Household Budget Survey (hereinafter: Survey) is conducted by the national statistics offices, and their implementation is regulated in each country by the general law on statistics in force. Participation in the survey by households in voluntary. The frequency of conducting the survey in countries varies. The survey can be conducted on a yearly basis or every few years. In this publication, the Croatian Bureau of Statistics has published methodological guidelines for conducting the Household Budget Survey. The guidelines contain a legal and methodological basis for conducting the survey, a description of the data collection instruments, a description of organising of the survey conduction, data processing procedures and the means of data publishing. The guidelines are intended for all participants involved in conducting the survey and for data users.

1. OSNOVNE INFORMACIJE O ISTRAŽIVANJU 1.1. Naziv istraživanja Anketa o potrošnji ku�anstava Kratica istraživanja: APK 1.2. Nositelj istraživanja Istraživanje Anketa o potrošnji ku�anstava provodi Državni zavod za statistiku uz sudjelovanje svojih podru�nih jedinica u županijama i upravnog tijela Grada Zagreba nadležnoga za poslove službene statistike. Istraživanja se provode u okviru društvenih statistika, a nositelj je statistika potrošnje i dohotka ku�anstava. 1.3. Pravna osnova Istraživanje Anketa o potrošnji ku�anstava provodi se na temelju Zakona o službenoj statistici (NN, br. 103/03., 75/09. i 59/12.) te u skladu s višegodišnjim Programom statisti�kih aktivnosti Republike Hrvatske i godišnjim provedbenim planovima statisti�kih aktivnosti. 1.4. Izvještajne jedinice Izvještajne jedinice za koje se podaci prikupljaju i publiciraju jesu privatna ku�anstva (u nastavku teksta: ku�anstva). Kolektivna ili institucionalna ku�anstva, a to su domovi umirovljenika, bolnice za trajni smještaj osoba, zatvori, vojarne, samostani i sli�no, nisu obuhva�ena istraživanjem. Izabrana ku�anstava u Anketi sudjeluju na dobrovoljnoj osnovi.

1. BASIC INFORMATION ON THE SURVEY

1.1. Survey title Household Budget Survey Abbreviated survey title: HBS 1.2. The survey’s leading authority The Household Budget Survey is carried out by the Croatian Bureau of Statistics along with participation by its regional units in counties and the Zagreb City administration bodies competent for official statistics. Survey is carried out in a scope of Social Statistics, in competence of Household Expenditure and Income Statistics. 1.3. The legal basis The Household Budget Survey is conducted pursuant to the Official Statistics Act (NN, Nos 103/03, 75/09 and 59/12), in accordance with the perennial Statistical Activities Programme for the Republic of Croatia and the annual implementation plans of statistical activities. 1.4. Reporting units The reporting units for which data is collected and published are private households (hereinafter: Households). The collective or institutional households, such as retirement homes, hospitals for permanent accommodation of persons, prisons, military barracks, monasteries are not included in the survey. The selected households in the survey participate on a voluntary basis.

1.5. Povjerljivost i zaštita podataka Prema Zakonu o službenoj statistici (NN, br. 103/03., 75/09. i 59/12.) zajam�ena je tajnost svih podataka prikupljenih o izvještajnim jedinicama. Prikupljeni podaci upotrebljavaju se isklju�ivo za statisti�ke svrhe i ne objavljuju se kao pojedina�ni, nego kao zbirni (agregirani) podaci. 2. CILJ I NAMJENA ANKETE Cilj Ankete o potrošnji ku�anstava jest dobivanje podataka o visini i strukturi izdataka za osobnu potrošnju ku�anstava. Podaci dobiveni Anketom koriste se za ažuriranje i konstruiranje pondera za nacionalni indeks potroša�kih cijena. Nadalje, podaci o strukturi izdataka za osobnu potrošnju ku�anstava koriste se za potrebe nacionalnih ra�una, i to pri izra�unu finalne potrošnje ku�anstava, pri obra�unu imputirane stambene najamnine i za procjenu podataka o sivoj ekonomiji. Kako Anketa o potrošnji ku�anstava pruža brojne informacije za pra�enje ekonomskih i socijalnih uvjeta života ku�anstava, spektar korisnika podataka vrlo je širok. Anketni podaci koriste se pri izradi analiza i studija o životnom standardu stanovništva, pri mjerenju siromaštva, pri analizama potroša�kih navika stanovništva i sli�no. 3. UZORAK Anketiranje je metoda kojom se prikupljaju podaci od ve�eg broja ispitanika kako bi sesaznala njihova mišljenja, stajališta, na�in ponašanja i interesi.

1.5. Confidentiality and protection of data Pursuant to the Official Statistics Act (NN, Nos. 103/3, 75/09 and 59/12), confidentiality of individual data gathered on reporting units is guaranteed. The collected data is used solely for statistical purposes and is not published as individual but instead as aggregate data. 2. SURVEY OBJECTIVES AND PURPOSE The objective of the Household Budget Survey is to obtain data on the level and structure of household consumption expenditures. Data obtained from the Survey is used for updating and constructing of weights for national consumer price index. Furthermore, the data on the structure of household consumption expenditure is used for the needs of national accounts, i.e. for calculating of final household consumption, for calculating of imputed housing rents and for estimating figures on grey economy. As the Household Budget Survey provides a number of information for monitoring economic and social conditions of life in households, the range of data users is very wide. Survey data are used for analyses and studies on living standards in population, measuring poverty, analyses of consumer habits and so on. 3. SAMPLE DESIGN Interviewing is a method used to collect data from a larger number of respondents in order to discover their opinions, views, behaviours and interests.

Postupak anketiranja provodi se radi pribavljanja informacija o karakteristikama neke populacije u svrhu donošenja prakti�nih odluka iz domene socijalne politike ili u svrhu njezina znanstvenog opisa, klasifikacije ili objašnjenja pojava. Osnovni instrument za prikupljanje podataka u anketnim istraživanjima jest anketni upitnik, kojim se od ispitanika prikupljaju �injenice, mišljenja ili stajališta. Pitanja se postavljaju pažljivo izabranu uzorku ispitanika. Uzorak predstavlja (prezentira) podskup osnovnog skupa, a uzima se radi ispitivanja obilježja elemenata osnovnog skupa (ili populacije). Isto tako, uzorak treba zadovoljiti osnovne zahtjeve reprezentativnosti i treba biti dovoljno velik kako bi omogu�io dobivanje pouzdanih rezultata i izradu analiza predvi�enih za istraživanje. Odgovori ispitanika prikupljeni na uzorku na kraju se obra�uju razli�itim postupcima statisti�ke analize radi dobivanja rezultata predvi�enih istraživanjem. U skladu s iznesenim, Anketa o potrošnji ku�anstava se u Republici Hrvatskoj provodi na uzorku slu�ajno izabranih ku�anstava. Slu�ajni uzorak podrazumijeva na�in odabira uzorka u kojem svaka jedinica u promatranoj populaciji dobiva jednaku priliku da bude izabrana u uzorak. Kao okvir za izbor uzorka ku�anstava koriste se podaci prikupljeni popisima stanovništva, ku�anstava i stanova. Nacrt uzorka Ankete o potrošnji ku�anstava jest stratificirani dvoetapni uzorak i povezan je s nacrtom uzorka za anketno istraživanje o radnoj snazi. Jedinice izbora uzorka u prvoj etapi jesu segmenti. Segmenti su teritorijalne jedinice nastale grupiranjem susjednih popisnih krugova, a izabiru se sistematski s vjerojatnoš�u koja je proporcionalna veli�ini segmenta. Veli�ina segmenta mjeri se brojem stambenih jedinica u segmentu.

The interviewing is carried out for obtaining information about the characteristics of a population for the purpose of making practical decisions in the domain of social policies or for the purpose of providing a scientific description, classification or explanation of phenomena. The basic instrument used for data collection in the surveys is the questionnaire, used for collecting of facts, opinions and views from respondents. Questions are posed to a carefully selected sample of respondents. The sample represents a subgroup of a basic group, and is used for determination of the characteristics of the elements in the basic group (or population). Moreover, the sample should satisfy the basic requirements of representativity and should be large enough to allow the obtaining of reliable results and the conducting of an analysis designated for the research. Replies provided by the sample of respondents are processing using various statistical analysis procedures in order to obtain the survey results. In accordance with the above mentioned, the Household Budget Survey in the Republic of Croatia is conducted on a sample of randomly chosen households. (A random sample implies a sample selection method where each unit in the observed population acquires an equal chance of selection as a sample). The sample frame for selecting a households is the data obtained from the censuses on population, households and dwellings. Sample design for the Household Budget Sample is a stratified two-stage sample and is related to the sample desing of the Labour Force Survey. The sample units selected in the first stage are segments. Segments are territorial units formed by grouping neighbouring enumeration areas, selected in a systematic way with a probability proportional to the segment size. The segment size is measured by the number of housing units in a given segment.

Iz svake izabrane jedinice prve etape (segmenta) bira se jednak broj jedinica druge etape, a to su adrese nastanjenih stanova. Ako se u jednom stanu nalazi više ku�anstava, sva ku�anstva uklju�ena su u uzorak. U godišnji uzorak za Anketu bira se od oko 4 000 do 4 500 stambenih jedinica. Godišnji uzorak podijeljen je na dvadeset šest (26) poduzoraka, od kojih se svaki odnosi na dvotjedno razdoblje u godini (interval). Tako se svaka dva tjedna anketira dio izabranih ku�anstava odnosno poduzorak �ija je veli�ina od oko 150 do 170 stambenih jedinica. Visoka stopa neodgovora �est je i glavni problem u Anketi o potrošnji ku�anstava te je stoga izabrani uzorak bitno ve�i od broja anketiranih jedinica na kraju provedenog istraživanja. Stopa odgovora ku�anstava od oko 60 � 65% smatra se minimumom koji treba posti�i obzirom na kompleksnost ovoga anketnog istraživanja i optere�enje ispitanika. U tablici 1. dan je pregled podataka o okviru za izbor uzorka, veli�ini izabranog uzorka, broju anketiranih ku�anstava i stopi odgovora za Anketu o potrošnji ku�anstava za razdoblje od 1998. do 2010.

In each selected unit from a first stage (segment), an equal number of units are selected in a second stage. These are the addresses of occupied dwellings. If multiple households are located in a single dwelling, all households are included in the sample. In the annual sample for the Survey from around 4,000 to 4,500 housing units are selected. The annual sample is divided into twenty-six (26) sub-samples, of which each refers to a bi-weekly period in a year (interval). Hence, every two weeks, part of the selected households are surveyed i.e. surveyed sub-sample covers size of around 150 to 170 housing units. High non-response rate is the main problem in the Household Budget Survey. Subsequently, the selected sample is significantly greater than the final number of interviewed Survey units. A household response rate of around 60-65% is consider as the acceptable minimum considering the complexity of the Survey and the burden of respondents. Table 1 shows an overview of data relating to the sample frame, the sample size, number of surveyed households and response rate in the Household Budget Survey for the 1998 – 2010 period.

4. IZVJEŠTAJNA JEDINICA 4.1. Ku�anstvo Izvještajna jedinica za koju se anketni podaci prikupljaju i publiciraju jest ku�anstvo. Ku�anstvo je svaka obiteljska ili druga zajednica osoba koje zajedno stanuju i zajedni�ki troše svoje prihode za podmirivanje osnovnih životnih potreba (hrana, stanovanje i drugo). Ku�anstvom se smatra i svaka osoba koja živi sama (jedno�lano ku�anstvo). 4.1.1. �lan ku�anstva S obzirom na to da u ku�anstvu naj�eš�e živi više osoba koje mogu biti srodnici ili nesrodnici, nužno je prepoznati i odvojiti �lanove ku�anstva od ostalih osoba prisutnih u ku�anstvu (npr. osobe u gostima). Pritomtreba imati u vidu da osoba koja je jednom svrstana u neko ku�anstvo može pripadati samo tom ku�anstvu i ni jednom drugom. Definiranje �lana ku�anstva, odnosnopripadnosti osobe odre�enom ku�anstvu vezano je za kriterij zajedni�kog stanovanja i dijeljenja troškova ku�anstva. �lanovi ku�anstva su: - Osobe, �lanovi obitelji, stalno prisutne u

ku�anstvu.

- Osobe koje nisu �lanovi obitelji, ali rade, hrane se i stanuju u istom ku�anstvu s �lanovima obitelji, nemaju drugu adresu stanovanja osim one adrese ku�anstva u kojem žive (npr. ku�ne pomo�nice, stalni radnici na poljoprivrednom gospodarstvu).

- Osobe koje rade ili se školuju izvan mjesta stalnog boravka mati�noga ku�anstva, u koje se vra�aju redovito svakodnevno ili tjedno i nemaju drugo ku�anstvo na drugoj adresi.

4. REPORTING UNIT 4.1. The household The reporting unit for which the Survey data is collected and published is the household. The household is each family or other community of persons who live together and spend together their income for settling basic living necessities (food, housing and so on). The household is also considered to be any person living on their own (one-person household). 4.1.1. The household member Since most often a number of persons live in a household who may or may not be related, it is essential to recognised and segregate household members from other persons present in the household (e.g. visiting guests). One should keep in mind that once a person has been included into a particular household, they cannot belong to another household. Defining a household member, i.e. their belonging to a particular household, is related to the criterion of co-residence and sharing of household expenditures. Household members are: - Persons, family members, those

permanently present in the household.

- Persons who are not family members, but work, eat and live in the same household with family members, who do not have another address besides the household address in which the person lives (e.g. maids, permanent employees in agricultural businesses).

- Persons who work or educate outside of place of permanent residence in their original household, to which they return daily or weekly on a regular basis and do not have another household at another address.

- Osobe odsutne privremeno ili povremeno iz ku�anstva zbog posla, školovanja, putovanja, lije�enja, posjeta, izdržavanja kra�e zatvorske kazne i sli�no, i koje su ekonomski ovisne o mati�nom ku�anstvu inemaju drugo ku�anstvo na drugoj adresi.

- Osobe odsutne 6 i više mjeseci iz ku�anstva u posljednjih 12 mjeseci, ali s �vrstom ekonomskom vezom s mati�nim ku�anstvom. To su osobe koje zbog rada borave u drugome mjestu u zemlji ili inozemstvu, osobe na školovanju, lije�enju, u domovima za njegu, na izdržavanju zatvorske kazne. Njihova odsutnost može biti i dulja, ali ako trajno održavaju �vrstu ekonomsku vezu sa svojim ku�anstvom, smatraju se �lanom toga ku�anstva.

- Osobe koje su doseljenjem, posvojenjem ili ro�enjem tijekom posljednjih 12 mjeseci postale novi �lanovi ku�anstva.

Osobe koje se ne ubrajaju u �lanove ku�anstva jesu: - Osobe zate�ene kao prolazni gosti ili

posjetitelji u ku�anstvu u vrijeme provedbe Ankete jer te osobe pripadaju nekomedrugom ku�anstvu na drugoj adresi.

- Osobe odsutne iz ku�anstva radi njihovatrajnog smještaja u nekoj od institucija ili ustanova za trajni smještaj osoba (npr. dom za starije osobe).

Poznavanje kriterija o definiranju �lana ku�anstva važno je kako bi se svaka osoba zate�ena u ku�anstvu pri anketiranju pravilno svrstala u pripadaju�e ku�anstvo ili isklju�ila iz njega. 4.1.2. Nositelj ku�anstva i referentna

osoba

Za svako ku�anstvo treba odrediti nositelja ku�anstva (ili referentnu osobu).

- Persons absent temporarily or periodically from the household due to work, education, travel, medical treatment, visits, serving shorter jail sentences and similar, and who are economically dependent on the original household and do not have another household at another address.

- Persons absent for 6 or more months from a household during the previous 12 months, but with a solid economic tie to the original household. Such persons, who on account of work reside outside of their permanent residence in other place in the country or abroad, persons who receive education, medical treatment, in nursing facilities, serving jail sentences. Their absence may be even longer, but if continually maintaining an economic tie to their household, they are considered members of that household.

- Persons who upon migration, adoption or birth during the previous 12 months have become new members of the household.

Persons who are not members of households are: - Persons found to be temporary guests or

visitors in the household at the time of conducting the Survey since the persons belong to another household at another address.

- Persons absent from the household due to their permanent residency in the institution for providing permanent accommodation (e.g. homes for the elderly).

An understanding of the criteria for defining a household member is important so that each person found in a household during the Survey be properly categorised into an appropriate household or excluded from a particular household. 4.1.2. The household head and reference

Nositelja ku�anstva, prema me�unarodnojmetodologiji, svaka zemlja odre�uje premasvojim tradicionalnim obi�ajima. Tako je nositelj ku�anstva negdje najstariji ekonomski aktivan muškarac ili samo najstariji muškarac. Negdje je to osoba koja ima najviše prihode u ku�anstvu ili je to vlasnik stana (zemlje) ili je to osoba na �ije ime je unajmljen stan u kojem živi njezino ku�anstvo. Kako socioekonomske karakteristike nositelja ku�anstva odre�uju status cijelogaku�anstva, mogu�e su pogreške u stjecanju op�e slike o aktivnosti, starosti i ekonomskoj snazi promatranog ku�anstva. Zbog toga je potrebno definirati referentnu osobu koja se utvr�uje prema objektivnijem kriteriju. Prema tom kriteriju referentna osoba jest ona osoba koja najviše pridonosi ku�nom prora�unu (iz �ijih se primanja podmiruje ve�ina izdataka anketiranog ku�anstva) i pritom to nije nužno osoba s najve�im prihodima u ku�anstvu. Referentna osoba svojim osobnim karakteristikama definira cijelo ku�anstvo i odre�uje ga prema aktivnosti i ekonomskoj snazi. Socioekonomska obilježja kao što su status u ekonomskoj aktivnosti, zanimanjeosobe, visina dohotka, demografska obilježja i ostala obilježja izabrane referentne osobe koriste se pri analizi i prezentiranju rezultataistraživanja. 5. PRIMJENA KLASIFIKACIJA 5.1. Klasifikacija osobne potrošnje prema namjeni Cilj prou�avanja strukture izdataka za potrošnju jest odrediti udio sredstava ku�anstva namijenjen odre�enoj vrsti potrošnje, koji se za pojedinu stavku izra�unava kao omjer veli�ine odgovaraju�evrste potrošnje u vrijednosti ukupne potrošnje. Za prikaz strukture izdataka za potrošnju primjenjuje se me�unarodna Klasifikacija osobne potrošnje prema namjeni, engl.

Base on international methodology, the head of household is determined by each country according to its traditional habits. Hence, a head of household is somewhere an oldest economically active male or only the oldest male. Somewhere else it is a person with the highest income in the household or is the dwelling (land) owner in which the household resides. Since the socio-economic characteristics of a household head determine the status of the whole household, errors are possible in getting the general picture of activities, age and economic status of the observed household. Consequently, it becomes necessary to define a reference person who is determined using objective criteria. Based on such criteria, a reference person is a person who most contributes to the household budget (from whose income most of the expenditure for the surveyed household is settled), however it need not be a person with the highest income in the household. The reference person’s characteristics define the whole household and determines it based on activities and economic status. The socio-economic characteristics such as status in economic activity, a person’s occupation, level of income, demographic characteristics and other characteristics of the selected reference person are used for analysis and presenting of the Survey results. 5. USE OF CLASSIFICATIONS 5.1. Classification of Individual Consumption by Purpose (COICOP) The aim of observing consumption expenditure structure is to determine the percentage of household resources directed towards a particular type of consumption, which is calculated for a particular item as the ratio of the respective consumption to the total value of consumption. The international Classification of Individual Consumption by Purpose (COICOP) is applied for presentation of the structure of

Classification of Individual Consumption by Purpose � COICOP. Ta je klasifikacija temelj za prikupljanje, sastavljanje, izra�un i diseminaciju statisti�kih podataka o potrošnji ku�anstava. Klasifikacija osobne potrošnje prema namjenidijeli izdatke na dvanaest osnovnih odjeljaka,koji se ozna�avaju dvoznamenkastim šiframa, kako slijedi: - odjeljak 01 � Hrana i bezalkoholna pi�a - odjeljak 02 � Alkoholna pi�a, duhan i narkotici1)

- odjeljak 03 � Odje�a i obu�a - odjeljak 04 � Stanovanje, voda, struja, plin i ostala goriva - odjeljak 05 � Poku�stvo, oprema za ku�u i redovito održavanje ku�e - odjeljak 06 – Zdravstvo - odjeljak 07 – Prijevoz - odjeljak 08 – Komunikacije - odjeljak 09 � Rekreacija i kultura - odjeljak 10 � Obrazovanje - odjeljak 11 � Restorani i hoteli - odjeljak 12 � Ostala dobra i usluge. U nastavku se iznosi kratki opis obuhvata izdataka po odjeljcima. Odjeljak 01 � Hrana i bezalkoholna pi�a:uklju�uje izdatke za proizvode od žitarica, meso i mesne prera�evine, ribu i riblje prera�evine, mlijeko i mlije�ne proizvode, uljai masno�e, vo�e i povr�e, še�er, džem, konditorske proizvode, ostale prehrambene proizvode i bezalkoholna pi�a (kava, osvježavaju�a pi�a, sokovi, �aj). Odjeljak 02 � Alkoholna pi�a, duhan i narkotici: uklju�uje izdatke za sve vrste alkoholnih pi�a (vino, pivo, žestoka alkoholna pi�a), duhanskih proizvoda i narkotika.1)

consumption expenditures. The COICOP classification is the basis for the collection, compilation, calculation and dissemination of statistical data on household expenditure. Classification of Individual Consumption by Purpose divide expenditures into twelve basic divisions, which are designated by two-digit codes, as follows: - Division 01: Food and non-alcoholic beverages - Division 02: Alcoholic beverages, tobacco

and narcotics1) - Division 03: Clothing and footwear - Division 04: Housing, water, electricity, gas

and other fuels - Division 05: Furnishings, household equipment and routine maintenance of the house - Division 06: Health - Division 07: Transport - Division 08: Communication - Division 09: Recreation and culture - Division 10: Education - Division 11: Restaurants and hotels - Division 12: Miscellaneous goods

and services A brief description of expenditures covered by divisions is given below. Division 01 – Food and non-alcohol beverages: includes expenditures on cereals, meat and meat products, fish and fish products, milk and dairy products, oil and fats, fruit and vegetables, sugar, jam, confectionary, other food products and non-alcoholic beverages (coffee, soft drinks, juices, tea). Division 02 – Alcoholic beverages, tobacco and narcotics: includes expenditure for all types of alcoholic drinks (wine, beer, spirits), tobacco products and narcotics.1) 1) In the Croatian Household Budget Survey, division 02

Odjeljak 03 � Odje�a i obu�a: uklju�uje izdatke za sve vrste muške, ženske i dje�je odje�e i obu�e te njihov popravak, �iš�enje i posu�ivanje. Odjeljak 04 � Stanovanje, voda, struja, plin i ostala goriva: uklju�uje izdatke za pla�anje najamnine, komunalnih usluga, elektri�ne energije, vode, plina, popravaka u stanu te proizvoda i usluga za redovito održavanje stana. U izdatke tog odjeljka uklju�ena je i imputirana najamnina.2)

Odjeljak 05 � Poku�stvo, oprema za ku�u i redovito održavanje ku�e: uklju�uje izdatke za kupnju poku�stva, ku�nog tekstila, popravke namještaja, izdatke za kupnju posu�a i ku�anskih aparata, alata i pribora za ku�u i vrt te izdatke za proizvode i usluge za održavanje ku�anstva. Odjeljak 06 � Zdravstvo: uklju�uje izdatke za kupnju farmaceutskih proizvoda, terapeutskih pomagala i opreme te izdatke za zdravstvene usluge. Odjeljak 07 � Prijevoz: uklju�uje izdatke za kupnju vozila i rezervnih dijelova, izdatke za popravak vozila, kupnju goriva te izdatke za javni prijevoz. Odjeljak 08 � Komunikacije: uklju�uje izdatke za poštanske i telefonske usluge te kupnju komunikacijske opreme. Odjeljak 09 � Rekreacija i kultura: uklju�uje izdatke za kupnju opreme za sport, rekreaciju i kulturu, izdatke za ku�ne ljubimce, izdatke za usluge vezane za sportske i kulturnedoga�aje, kupnju školskih i ostalih knjiga, pribora za crtanje i pisanje te izdatke za putovanja u paket-aranžmanu. 2) Imputirana najamnina odnosi se na kategorije vlasnika

stana (ku�e) i ostale kategorije stanara koji nisu podstanari. To je pretpostavljeni iznos naknade za najam stana koju bi ku�anstvo koje stanuje u vlastitom stanu platilo kada bi isti takav stan trebalo unajmiti za potrebe svoga ku�anstva.

Division 03 – Clothing and footwear: includes expenditure for all types of men’s, women’s and children’s clothing and footwear including their repair, cleaning and hireing. Division 04 – Housing, water, electricity, gas and other fuels: includes expenditure for paying rentals, municipal services, electricity, water, gas, repairs to the dwelling as well as products and services for regular maintenance of the dwelling. The expenditure in this division also includes imputed rent.2)

Division 05 – Furnishings, household equipment and routine maintenance of the house: includes expenditure for purchasing furnishings, household textiles, furniture repairs, expenditure for purchasing dishes and household appliances, tools and accessories for house and garden, including expenditure for products and services necessary for household maintenance. Division 06 – Health: includes expenditure for purchasing pharmaceutical products, therapeutic aids and equipment, and expenditure for healthcare services. Division 07 – Transport: includes expenditure for purchasing vehicles and spare parts, expenditure for vehicle repairs, purchasing fuel and expenditure for public transport. Division 08 – Communication – includes expenditure for postal and telephone services and purchase of communication equipment. Division 09 – Recreation and culture: includes expenditure for purchasing equipment for sport, recreation and culture, expenditure for household pets, expenditure for services relating to sporting and cultural events, purchasing of school and other books, accessories for drawing and writing and expenditure on package holidays. 2) Imputed rent relate to an owner of a dwelling (house)

and other categories of occupants who are not subtenants. It is an assumed amount of rent that a household would have to pay if they rented the same type of dwelling they live in for the needs of their own household.

Odjeljak 10 � Obrazovanje: obuhva�a izdatkeza obrazovne usluge, pri �emu se obuhvatobrazovnih usluga temelji na kategorijama obrazovanja definiranima Me�unarodnom standardnom klasifikacijom obrazovanja (ISCED-97).3) Odjeljak 11 � Restorani i hoteli: uklju�uje izdatke za ugostiteljske usluge (gostionice, restorani, kafi�i, kantine i sli�no), izdatke za usluge smještaja u hotelima, motelima, planinarskim domovima, kampovima te usluge smještaja u �a�kim i studentskim domovima. Odjeljak 12 � Ostala dobra i usluge: uklju�uje izdatke za proizvode i usluge za osobnu njegu, kupnju osobnih predmeta, pla�anje usluga socijalne skrbi (npr. domovi za starije), izdatke za usluge osiguranja, financijske i ostale usluge. Svaki od navedenih odjeljaka dalje se dijeli na skupine (troznamenkasta šifra), skupine se dijele na razrede (�etveroznamenkasta šifra), a razredi se dijele na kategorije (peteroznamenkasta šifra). Klasifikacija osobne potrošnje prema namjeni s popisom odjeljaka, skupina, razreda i kategorija nalazi se u Dodatku 1.

5.2. Ostale klasifikacije Za šifriranje i klasificiranje podataka o obilježjima anketiranih osoba (�lanova ku�anstava) koji se odnose na njihovu ekonomsku aktivnost, djelatnost poslovnog subjekta u kojem osoba radi i poslova koje osoba obavlja primjenjuju se Nacionalna klasifikacija djelatnosti 2007. � NKD 2007.(NN, br. 58/07. i 72/07.) te Nacionalna klasifikacija zanimanja 2010. � NKZ 10. (NN,br. 147/10.). Za klasificiranje podataka o karakteristikama obrazovnog statusa �lanova ku�anstava primjenjuje se Nacionalna standardna klasifikacija obrazovanja � NSKO (NN, br. 105/01.). 3) Izdaci koji su povezani s obrazovanjem, a odnose se,

primjerice, na kupnju školskih knjiga, uklju�eni su u odjeljak 09, dok su izdaci za studentski dom uklju�eni u odjeljak 11.

Division 10 – Education: includes expenditure for educational services. The coverage of education services is based on the categories defined by the International Standard Classification of Education (ISCED-97).3) Division 11 – Restaurants and hotels: includes expenditure for catering services (inns, restaurants, bars, canteens and similar), expenditure for accommodation services in hotels, motels, mountain chalets, camps and accommodation services in pupils' and students' dormitories. Division 12 – Miscellaneous goods and services: includes expenditure on products and services for personal care, purchase of personal items, paying for social protection services (e.g. homes for the elderly), expenditure for insurance services, financial and other services. Each of the stated divisions is further divided into groups (three-digit codes), the groups are divided into classes (four-digit codes), and classes are divided into categories (five-digit codes). Classification of Individual Consumption by Purpose with a list of divisions, groups, classes and categories are found in Appendix 1.

5.2. Other classifications The Statistical Classification of Economic Activities 2007 (NKD 2007; NN Nos 58/07, 72/07), and the National Classification of Occupations 2010 (NKZ 10; NN Nos 147/10) are used for the assigning codes and classifying data on characteristics of surveyed persons (household members) relating to their economic activity, activity of the business entity in which the person works and jobs the person undertakes. The National Standard Classification of Education (NSKO; NN, No. 105/01) is used for clasifying of data on educational characteristics for household members. 3) Expenditure relating to education, and relates to, for

example, the purchasing of school books, are included in division 09, whereas expenditure for student dormitories are included in division 11.

6. PODACI KOJI SE PRIKUPLJAJU ANKETOM 6.1. Izdaci za osobnu potrošnju ku�anstava Cilj Ankete o potrošnji ku�anstava jest dobivanje podataka o visini i strukturi izdataka za osobnu potrošnju ku�anstava. Pod izdacima ku�anstva op�enito se podrazumijevaju izdaci za dobra i usluge nabavljeni u vlastitoj zemlji ili inozemstvu namijenjeni za osobnu potrošnju �lanova ku�anstva. S obzirom na prakti�ne teško�e u mjerenju vrijednosti dobara i usluga koje ku�anstvima pružaju državne i neprofitne institucije (npr. usluge zdravstva ili školstva), koncept mjerenja izdataka za osobnu potrošnju temelji se na mjerenju nov�ane potrošnje, uz uklju�ivanje nenov�ane (naturalne) komponentepotrošnje u slu�ajevima u kojima je ona mjerljiva. U Anketi o potrošnji ku�anstava pod izdacima se podrazumijeva nov�ana i naturalna potrošnja proizvoda i usluga koji služe za podmirivanje životnih potreba �lanova ku�anstva. To su potrebe za hranom, odijevanjem, stanovanjem, prijevozom, o�uvanjem zdravlja, obrazovanjem i ostalim uslugama, a podmiruju se iz primanja koja ostvaruju svi �lanovi ku�anstva. Nov�ana ili monetarna potrošnja ku�anstva podrazumijeva kupnju (nabavu) proizvoda i usluga u zemlji ili u inozemstvu za potrebe ku�anstva. Uz nov�anu potrošnju u dijelu koji se odnosi na izdatke za hranu i pi�e uklju�uje se i nenov�ana (naturalna) potrošnja koja obuhva�a poljoprivredne prehrambene proizvode i pi�e koje je ku�anstvo proizvelo na svom gospodarstvu ili poduze�u, a potrošeni su za potrebe vlastitoga ku�anstva.

6. DATA COLLECTED FROM THE SURVEY 6.1. Expenditure for personal consumption in households

The goal of the Household Budget Survey is to obtain information on the level and structure of expenditure for personal consumption in households. Household expenditure implies expenditure for goods and services acquired in the own country or abroad and intended for personal consumption by household members. Considering the practical difficulties in measuring the value of goods and services that are offered to households by state and non-profit institutions (e.g. healthcare and education services), the concept of measuring of personal expenditures is based on measuring monetary consumption as well as non-monetary (natural) consumption in cases where it is measurable. The Household Budget Survey for expenditure implies the monetary and natural consumption of products and services for the purpose of meeting existential needs of the household members. This includes the requirements for food, clothing, housing, transport, healthcare, education and other services, which are settled from the income received by all members of the household. Monetary household consumption implies the purchase (acquisitions) of products and services in the own country or abroad for household purposes. Subsequent to monetary consumption in the part that relates to expenditure for food and beverages, it also includes non-monetary (natural) consumption which includes agricultural food products and beverages that the household has produced on its own or in its own business, and have been consumed

Vrijednost tih proizvoda procjenjuje se prema maloprodajnim cijenama proizvoda istih obilježja. 6.2. Ostali podaci o ku�anstvima Osim podataka o izdacima ku�anstava, Anketom se prikupljaju i drugi važni podaci kao što su demografski podaci o �lanovima ku�anstava, podaci o dohocima i primanjima �lanova ku�anstava, podaci o obilježjima i uvjetima stanovanja i sli�no. Podaci o obilježjima �lanova ku�anstava omogu�avaju prikaz strukture izdataka prema tipu ku�anstva, socioekonomskom statusu ku�anstva (koji se definira prema statusu aktivnosti referentne osobe), ekonomskoj situaciji ku�anstva (definira se prema broju zaposlenih �lanova u ku�anstvu) i sli�no. Kako bi analize o strukturi potrošnje ku�anstava bile potpunije i kvalitetnije,poželjno je raspolagati informacijama o dohotku �lanova ku�anstava. Ti podaci koriste se za utvr�ivanje razlika u strukturi potrošnje ku�anstava kada se ona grupira prema visini raspoloživog dohotka ku�anstava. U tom smislu ve�ina anketnih istraživanja o potrošnji ku�anstava prikuplja i podatke o dohotku i primanjima �lanova ku�anstava. U Anketi o potrošnji ku�anstava dohodak se prikuplja kao neto dohodak, i to za svakog �lana ku�anstva. Raspoloživi dohodak ku�anstava temelji se na sredstvima koja su ostvarili svi �lanovi ku�anstva, a obuhva�a sljede�e kategorije dohotka: dohodak od nesamostalnog rada, dohodak od samostalnog rada, dohodak od imovine, primanja od mirovine, transfere i ostale primitke. Nadalje, Anketom se prikupljaju i podaci o obilježjima i uvjetima stanovanja te raspoloživosti trajnih dobara u ku�anstvu. Takvi podaci omogu�uju dobivanje slike o

for the needs of the household itself. The value of such products is estimated according to retail prices of products possessing the same characteristics. 6.2. Other data related to households Besides data on household expenditure, the Survey also collects other important data such as demographic data on household members, data on income and earnings by household members, data on housing characteristics and conditions, and so on. Data on the characteristics of household members provides a picture of the expenditure structure according to the type of household, socio-economic status of the household (defined by the activity status of the reference person), economic situation of the household (defined by the number of employed household members) and so on. In order to analyse the structure of household consumption more complete and in a better quality manner, it is desirable to have information concerning the income of household members. Such information is used for determining the difference in the structure of household consumption when it is grouped according to the level of available household income. In that sense, a majority of survey on household consumption gathers also data on the income and earnings of household members. The Household Budget Survey collects income data as a net value and for each household member. Disposal household income is based on the earnings of all members of the household, and it includes the following categories: income from paid employment, income from self-employment, income from property, pensions, transfers and other receipts. Furthermore, the Survey collects data on housing characteristics and conditions, including available durable goods in the household. Such data provides a picture on

uvjetima života ku�anstava, posebnoisticanjem razli�itosti uvjeta stanovanja i elemenata udobnosti stanovanja (npr. opremljenost ku�anstava trajnim dobrima). Dodatno se u sklopu istraživanja o potrošnji mogu prikupljati i podaci o drugim vrstama izdataka koji nisu obuhva�eni Klasifikacijom osobne potrošnje prema namjeni. Tako se, primjerice, mogu prikupljati podaci o štednji ku�anstava ili podaci o kreditnoj zaduženosti ku�anstava ili pak podaci o investicijskim ulaganjima ku�anstava. Ti podaci daju dodatne informacije o tome kako ku�anstva financiraju kupnju dobara i usluga za osobnu potrošnju, a osobito kako se financira nabavka trajnih dobara te kupnja stambenih jedinica (stana, ku�e). 7. PERIODIKA ISTRAŽIVANJA I REFERENTNO RAZDOBLJE Anketa o potrošnji ku�anstava provodi se kao godišnje istraživanje. Razdoblje istraživanja odražava se i na ukupno trajanje prikupljanja podataka, tako da se ono poklapa s kalendarskom godinom, odnosno podaci se prikupljaju od sije�nja do prosinca. Razdoblje na koje se podatak odnosi zove se referentno razdoblje. U Anketi se koriste pomi�na referentna razdoblja koja se odre�uju od trenutka intervjuiranja unatrag za to�no utvr�eno razdoblje. Such data provides additional information on how households can finance the purchase of goods and services for personal consumption, especially the manner of financing the acquisition of durable goods and purchase of dwelling units (apartments, houses). 7. PERIODICITY OF SURVEY AND REFERENCE PERIOD The Household Budget Survey is carried out on an annual basis. The survey period is reflected also on the total duration of data collection, hence it coincides with the calendar year, i.e. the data are collected in period from January to December. The period to which the data refers to is called the reference period. The Survey applies a moving reference period which is determined from the moment of the interview backwards to the exactly ascertained period. In the moving reference period, the duration of this period is the same for all units in the sample, but the moment of its start and finish is different from one unit to the other unit of the sub-sample, depending on the moment the interviews are conducted. As the interviewing is allocated throughout the year, the reference period covers the survey year and period prior to it. When recording the income and monetary earnings of the household members, the reference period is taken as twelve months.

Izdaci za kupnju goriva za prijevozna sredstva, karata za javni prijevoz, kupnju farmaceutskih proizvoda prikupljaju se za jedan mjesec. Za neke izdatke kod kojih postoji redovitost, primjerice mjese�ni ra�uni za utrošak elektri�ne energije, plina, grijanja i sli�no, bilježi se posljednji upla�eni iznos i razdoblje na koje se taj iznos odnosi. Iznimno, razdoblje u kojem ku�anstvo vodi bilješke o izdacima za hranu, pi�e i duhan traje �etrnaest dana. To razdoblje zove se interval, koji je tako�er pomi�ni. Karakterizira ga to što ku�anstva iz uzorka vode dnevnik u razli�itim intervalima. Intervali su raspore�eni kroz anketno razdoblje kako bi se poništile sezonske i druge vremenske oscilacije. To se postiže podjelom ukupnoga godišnjeg uzorka na dvadeset šest (26) poduzoraka. The reference period used when recording the expenditures are: one, three, six and twelve months, according to the estimated frequency of the particular expenditures and burden on the household budget. Expenditure for furniture, household devices, transport means, communication equipment, recreational and sporting equipment is collected for a twelve month period. Expenditure for dishes, household essentials, tools, healthcare services, some types of transport services are collected for a six month period. Expenditure for clothing and footwear, books and writing utensils, services provided by sporting and cultural facilities, games of chance, catering services, personal care services, insurance services, postal and financial services are collected for a three month period. Expenditure for the purchase of fuels for transport means, public transport tickets, the purchase of pharmaceutical products are collected for a one month period. For some expenditures where periodicity exists, for example, a monthly invoice for the consumption of electicity, gas, heating and similar, with the most recent paid amount and period relating to it being recorded. Exceptionally the period in which the household maintained notes on expenditures for food, beverages and tobacco lasts fourteen days. That period is called interval and it is also moving. Households from the sample maintaining diaries in various intervals. The intervals are allocated in a survey period in order to avoid the seasonal and other time oscillations. This is achieved by dividing the total annual sample on twenty-six (26) sub-samples. The observation period for the sub-samples are harmonised in order to avoid blanks and overlapping in the survey year and ensure at

8. PRIKUPLJANJE PODATAKA I ANKETNI UPITNICI

8.1. Data collection methods Collection of data in the Household Budget Survey is carried out using a combination of two methods, interviewing (personal conversation with the respondent) and autonomous recording of data by the respondent.

Intervjuom koji vodi anketar, prikupljaju se podaci o demografskim obilježjima i socioekonomskim obilježjima �lanova ku�anstava, visini i strukturi dohotka, visini i strukturi izdataka prema namjeni te podaci o uvjetima stanovanja. Podaci o izdacima za hranu, pi�e i duhan prikupljaju se dnevnikom koji 14 dana vodi samo ku�anstvo. U na�elu, podaci o osnovnim obilježjima ku�anstva i dohocima prikupljaju se u prvom intervjuu, a podaci o izdacima u drugome. No, ako ku�anstvo ima vremena, anketar može sve te podatke prikupiti i tijekom jednoga jedinoga posjeta ku�anstvu, i to na po�etku intervala po uspostavljanju kontaktaili se ku�anstvo anketira na kraju intervala (prilikom prikupljanja dnevnika od ku�anstva). U slu�aju kad anketar dva puta intervjuira ku�anstvo, pri prvom posjetu može pripremiti ku�anstvo na pitanja koja �e im postaviti pri drugom posjetu kako bi ku�anstvo moglo za sljede�i posjet pripremiti ra�une koji se odnose na pojedine kategorije izdataka. Svakom ku�anstvu izabranu u anketni uzorak šalje se informativni materijal o provedbi Ankete. Informativni materijal olakšava suradnju s izabranim ku�anstvima jer po njegovu primitku ku�anstva identificiraju Državni zavod za statistiku kao nositelja istraživanja te se upoznaju sa svrhom i na�inom prikupljanja podataka. Informativni materijal sastoji se od službenog pisma Državnog zavoda za statistiku i letka o Anketi o potrošnji ku�anstava. Službenim pismom ku�anstvo se obavještava o provedbi Ankete i dolasku anketara te ga se poziva na suradnju.

The interview is carried out by the interviewer, and data on demographic characteristics and socio-economic characteristics of household members, level and structure of income, level and structure of expenditure by purpose and data on housing conditions are collected. Data on expenditure for food, beverages and tobacco is recorded in a diary maintained by the household for 14 days. In principle, data on basic household characteristics and incomes are collected in the first interview, whereas data on expenditure in the second interview. However, if the household has time, the interviewer may collect all the data during the one single visit to the household, at the beginning of the interval upon establishing contact or the household was interviewed at the end of the interval (when collecting the diaries from the households). In the case that the interviewer interviews the household twice, during the first visit they may prepare the household for the questions that will be posed during the second visit in order that the household for the next visit might prepare invoices relating to particular expenditure categories. For each household selected in the sample, informative materials on conducting the survey are sent. The informative material facilitates cooperation with the selected household since upon receiving it the households identify the Croatian Bureau of Statistics as the survey authority and they are familiarised with the purpose and methods of data collection. The informative material consists of an official letter from the Croatian Bureau of Statistics and a leaflet on the Household Budget Survey. The official letter notifies the household of the Survey and the coming of an interviewer calling upon the household to cooperate.

The leaflet contains basic information on the Household Budget Survey and some of the basic survey results from previous year. A copy of the leaflet sent to the households is found in Appendix 2. 8.2. Survey questionnaires Instruments used for data collection in the Household Budget Survey are survey questionnaires. There are four questionnaires: - Questionnaire for Household Members,

HBS-1 - Questionnaire for Households, HBS-2 - Diary, HBS-3.1 - Questionnaire on Food, Beverages,

Tobacco and Consumer Products, HBS-3.2

A detailed description of the 2011 HBS questionnaires is given hereafter. The HBS questionnaires are found in Appendix 3. 8.2.1. Questionnaire for Household

Members (HBS-1) The HBS-1 questionnaire collects data on each household member individually, including: - demographic characteristics of the person:

their relationship towards the head of the household, sex, country of birth, citizenship, date of birth, marital status

- level of completed education and current status in attending an educational programme if the person attends school

- current status of activity - economic activity in the previous 12

months (main status) - characteristics of a job for persons that are

employed, meaning company activity in which the person works and description of job they carry out (occupation)

- type of earnings and amount of income and other regular earnings that the person achieved in the previous 12 months.

Pitanja koja se odnose na dohodak i primanja razra�ena su tako da se navode razli�iti izvori dohotka, �ime se smanjuje mogu�nost da ispitanik zaboravi navesti pojedine vrste dohotka koje je primao u posljednjih dvanaest mjeseci. Ako ispitanik odbije dati odgovor na pitanje o dohotku, nužno je dobiti približnu procjenu njegova iznosa korištenjem ponu�enih dohodovnih razreda (�est slu�aj kod dohotka od samostalnog rada i poljoprivrede). One vrste prihoda koje su �lanovi ku�anstva ostvarili u posljednjih dvanaest mjeseci, a nisu raspore�eni prema sadržanim pitanjima o dohocima i primanjima, ne evidentiraju se. To mogu biti, primjerice, primanja od prodaje imovine, vrijednosnih papira, dobivena nasljedstva (u novcu ili naturi npr. ku�a, zemljište), dobici od igara na sre�u i sli�no. Ta primanja imaju obilježje povremenih i neo�ekivanih primanja te se stoga ne evidentiraju u redovita godišnja primanja. Upitnik APK-1 koncipiran je kao tablica s redcima za upis odgovora, s tim da jedan redak odgovara jednom �lanu ku�anstva prema njegovu utvr�enome rednom broju, koji se definira na prvom pitanju. U zaglavlju tablice navedeni su podnaslovi kojima se definiraju podaci koji se prikupljaju pojedinom skupinom pitanja. Velik broj pitanja ima ponu�ene odgovore koji se nalaze odmah ispod pitanja ili u okvirima u donjem dijelu stranice. Anketar upisuje šifru modaliteta odgovora koji je ispitanik odabrao u odgovaraju�i redak, odnosno u redak s rednim brojem ispitanika. Osim šifara, anketar upisuje i podatke koje mu ispitanik daje kao odgovor na pitanje, primjerice opis poslova koje obavlja ili iznos primanja. 8.2.2. Upitnik za ku�anstvo (APK-2) Upitnikom APK-2 prikupljaju se podaci o obilježjima stanovanja te o raznovrsnim izdacima za potrošnju. Vrlo je opsežan te

The questions relating to income and earnings are formulated so that the various sources of income are stated, thereby reducing the possibility that the respondent will forget to mention the particular types of income that they have received in the last twelve months. If the respondent refuses to provide an answer to the question on income, it is important to get an approximate estimate of the amount by using provided income classes (often the case for income from self-employment and agriculture). Those types of incomes received by the household members during the last twelve months, and that have not been categorised according to given questions on incomes and earnings, are not noted. This may be for instance, earnings from the sale of property, shares, inheritances (in money or in kind, e.g. house, land), and winnings from games of change and similar. Such earnings have the traits of occasionally and unexpected earnings, and are therefore not recorded in regular annual earnings. The questionnaire HBS-1 has been conceived as a table with rows for entering answers, with one row corresponds to one household member, as defined in the first question. The table heading contains the sub-titles used to define data that is collected from the particular group of questions. A large number of questions come with offered answers that are found immediately under the question or in boxes in the lower section of the page. The interviewer enters the modality code chosen by the respondent in the respective row, i.e. in the row with the number indicating the respondent. Besides the code, the interviewer record also the data provided by the respondent as an answer to a question, for instance, a description of a job being undertaken or amount of earnings. 8.2.2. Questionnaire for the Household

(HBS-2) The HBS-2 questionnaire collects data on housing characteristics and data on various consumption expenditures. It is quite

sadrži brojna i detaljna pitanja jer je svako pitanje podijeljeno na više potpitanja kako bi se ispitanik mogao podsjetiti na razli�ite vrste izdataka na koja je ku�anstvo utrošilo sredstva. Odgovori na postavljena pitanja daju se zaokruživanjem ponu�enih modaliteta kada je rije� o obilježjima stanovanja ili upisom podataka u odre�eni okvir kada je rije� o izdacima. Podaci o obilježjima stanovanja obuhva�aju podatke o: - vrsti zgrade u kojoj se nalazi stambena jedinica - godini njezine gradnje - broju soba - površini stana - raspoloživosti prostorija u stanu (kuhinja, kupaonica itd.) - vrsti instalacija u stanu - statusu stanovanja (vlasnik ili stanar) - raspoloživosti trajnih dobara u ku�anstvu. Data on housing characteristics cover data on: - type of building in which the dwelling is

located - the year it was built - number of rooms - floor space of the dwelling - available space in the dwelling (kitchen,

bathroom, etc.) - types of installations in the dwelling - dwelling status (owner or tenant) - availability of durable goods in the

household. Data on consumption expenditures include: - expenditure for regular housing costs

(electricity, gas, water, heating, municipal services, telephone services, television subscription)

- expenditure for regular maintenance and housing repairs

- expenditure for clothing and footwear - expenditure for furniture, appliances and

housing equipment - expenditure for small and large household

Ovako opsežan i detaljan upitnik o izdacima rezultat je nastojanja da se prikupi što ve�i broj raznovrsnih podataka o potrošnji ku�anstava. 8.2.3. Dnevnik (APK-3.1) Dnevnikom se prikupljaju podaci o dnevnim izdacima ku�anstva za hranu, pi�e, duhan i proizvode široke potrošnje kao što su novine i �asopisi, proizvodi za osobnu higijenu i proizvodi za redovito �iš�enje stana. Ku�anstva vode dnevnik u razdoblju od �etrnaest dana (interval) tako da svakodnevno upisuju izdatke koje su imali za navedene proizvode. Na uvodnim stranicama Dnevnika dane su upute kako treba voditi bilješke o svakodnevnim kupnjama, a navedena je i tablica s primjerom ispunjavanja dnevnika.

services and other services. The period for which the particular types of expenditures relate to are one, three, six and twelve months, which is particularly emphasised in each question. This extensive and detailed questionnaire on expenditures is an attempt to collect as much diverse data on household expenditure. 8.2.3. The diary (HBS-3.1) The diary is used to collect data on daily household expenditure for food, beverages, tobacco and consumer products such as newspapers, personal hygiene products and products for regular cleaning of the dwelling. The households maintain the diary for a period of fourteen days (an interval) so that the expenditures are entered for the particular stated products. On the introductory pages of the Diary guidelines are provided on how to maintain notes on daily purchases, and a table is provided with an example on how to complete the diary.

Dnevnik je strukturiran tako da za svaki dan postoji posebna tablica. Dnevnik vodi �lanku�anstva koji je najbolje upoznat s potrošnjom u ku�anstvu odnosno osoba koja obavlja najve�i dio dnevnih nabava. Osim kupljenih proizvoda, u dnevnik se upisuju i utrošene koli�ine hrane i pi�a iz vlastite proizvodnje (povrtnjaci, vo�njaci, poljoprivredna gospodarstva) te proizvodi koji su dani ili primljeni na dar. Pri bilježenju dnevnih izdataka za hranu i pi�e od velike je važnosti precizan i detaljan opis izdatka jer utje�e na kvalitetu prikupljenih podataka i svrstavanje u pravilnu kategoriju izdatka prema Klasifikaciji osobne potrošnje prema namjeni. Podaci prikupljeni Dnevnikom, osim za izra�un vrijednosti izdataka za potrošnju, koriste se i za izra�un koli�ina hrane i pi�a utrošenih po �lanu ku�anstva. 8.2.4. Upitnik o hrani, pi�u, duhanskim proizvodima i proizvodima široke potrošnje (APK-3.2) Upitnik APK-3.2 primjenjuje se u slu�ajevima kada ku�anstvo prihva�a sudjelovanje u Anketi, ali ne može svakodnevno voditi Dnevnik. Tada �e se podaci koji se ina�e prikupljaju samobilježenjem u Dnevniku prikupiti upitnikom APK-3.2. Podatke u taj upitnik upisuje anketar na temelju razgovora (intervjua) s �lanom ku�anstva koji je najbolje upu�en u svakodnevne nabave proizvoda navedenih u upitniku. U upitnik se upisuju se podaci o izdacima ku�anstva za: - prehrambene proizvode � kruh i pekarski

The diary is structured so that for each day a table is provided. The diary is maintained by a household member who is best familiar with expenditures in the household, i.e. the person who conducts most of the daily purchases. Besides purchased products, the dairy also tracks the consumed quantities of food and beverages from own production (vegetable gardens, orchards, agricultural farms) and products that are given or received as gifts. Prior to noting the daily expenditure for good and beverages, much importance is placed on accurate and detailed descriptions of expenditures since it affects the quality of collected data and allocation into a proper category of expenditures in accordance with the Classification of Individual Consumption by Purpose. Data collected from the diary, besides being used to calculate the value of consumption expenditures is also used for calculating the quantities of food and beverages consumed by each household. 8.2.4. Questionnaire on Food, Beverages,

Tobacco and Consumer Products (HBS-3.2) The HBS-3.2 questionnaire is used in cases when the household accept to participate in the Survey, but cannot maintain a diary on a daily basis. Data that is otherwise collected by noting into the diary is then collected by the HBS-3.2. questionnaire. The data in this questionnaire is entered by the interviewer based on the conversation (interview) with the household member who is best familiar with the daily purchases of products stated in the questionnaire. The data on household expenditure is entered for: - food products – bread and bakery

products, meat and meat products, fish, milk and dairy products, oil and fats, fruit and vegetables, sugar, confectionary, spices and other food products

ORGANIZACIJA I PROVO�ENJE ISTRAŽIVANJA U pripremi, organizaciji i provedbi istraživanja sudjeluju Državni zavod za statistiku, njegove podru�ne jedinice u županijama i upravno tijelo Grada Zagreba nadležno za poslove službene statistike. Državni zavod za statistiku definirametodologiju i organizaciju istraživanja, tiska upitnike, upute i informativni materijal, priprema adresare izvještajnih jedinica, odre�uje rokove provedbe, organizira i održava metodološku obuku, šalje statisti�ke upitnike podru�nim jedinicama u županijama i upravnom tijelu Grada Zagreba nadležnu za provedbu poslova statistike, priprema anketne podatke za obradu, obavlja unos, logi�ko-ra�unske kontrole, provjere i ispravak podataka, definira varijable za izra�un rezultata, definira tablice rezultata, priprema i objavljuje publikacije s rezultatima istraživanja. 9.1. Sudionici u prikupljanju podataka Prikupljanje podataka organizirano je putem podru�nih jedinica Državnog zavoda za statistiku u županijama i upravnog tijela Grada Zagreba nadležnoga za poslove službene statistike. Neposredni sudionici u provedbi Ankete o potrošnji ku�anstava na terenu jesu kontrolori i anketari.

- tobacco products - products for personal care - newspapers and magazines - products for cleaning of the dwelling. The expenditures relate to products that were bought, consumed from own-production or were received or given as a gift in a period of fourteen days (an interval). 9. ORGANISATION AND

CONDUCTION OF THE SURVEY The preparation, organisation and conduction of the Survey is carried out by the Croatian Bureau of Statistics, its regional units in the counties and the Zagreb City administrative body competent for official statistics. The Croatian Bureau of Statistics determines the methodology and organisation of the Survey, printing of questionnaires, guidelines and informative material, prepares address-list of reporting units, determines implementation deadlines, organises and maintains methodological training, sends statistical questionnaires to regional units in counties and the Zagreb City administrative body competent for implementing statistics, prepares the Survey data for processing, data entry, logical-calculation controls, checking and data corrections, defines variables used for calculating results, defines tables presenting results, prepares and publishes publications containing survey results. 9.1. Participants in data collection The collection of data is organised by regional units of the Croatian Bureau of Statistics in counties and the Zagreb City administrative body competent for official statistics. The direct participants in implementation of the Household Budget Survey in the field are the controllers and interviewers.

Kontrolor priprema i organizira provedbu Ankete na podru�ju županije, odabire anketare i obu�ava ih za provedbu istraživanja, distribuira informativni materijal ku�anstvima izabranima u uzorak te osigurava da se provedba istraživanja odvija prema planiranim rokovima. U tijeku provedbe istraživanja (prikupljanja podataka) kontrolor održava kontakt s anketarom i pomaže mu u rješavanju teško�a na terenu. Po završetku dvotjednog intervala anketiranja kontrolor preuzima materijal od anketara i kontrolira ga. Pri kontroli anketnog materijala provjerava potpunost obuhvata prema adresaru, jesu li podaci pravilno upisani, postoji li logi�ka povezanost u odgovorima, kontrolira upisane odgovore po pitanjima u upitnicima i dnevniku te ispravlja pogreške. U razgovoru s anketarom ili dodatnim kontaktiranjem s ku�anstvom ispravlja neto�an podatak. Prema definiranim rokovima prekontrolirani anketni materijal dostavlja Državnom zavodu za statistiku, nadležnome statisti�kom odjelu radi daljnje obrade podataka. 9.2. Anketari � zadaci i dužnosti Anketari su glavni nosioci ankete, odnosno sudionici o kojima u najve�oj mjeri ovisi uspjeh Ankete. O tome kako anketari razumiju metodologiju anketnog istraživanja (svrhu, cilj, pojmove, definicije), kako postupaju u suradnji s ku�anstvom i koliko dobro poznaju sadržaj upitnika ovisi uspješna provedba Ankete i kvaliteta prikupljenih podataka. Anketar je dužan odgovorno i na vrijeme obaviti sve poslove koji su mu povjereni. Obvezan je prisustvovati obuci za istraživanje i u provedbi se mora pridržavati uputa i zadanih rokova. Prema rasporedu koji je pripremio nadležni kontrolor, svaki anketar zadužuje popis izabranih stambenih jedinica � adresar.

The controller prepares and organises the carrying out of the Survey in the county region, selects the interviewers and trains them to conduct the Survey, distributes informative material to households selected in the sample and ensures that implementation of the Survey is carried out according to planned deadlines. During the conduction (collection of data), the controller maintains contact with the interviewer and assist in resolving difficulties in the field. Upon the bi-weekly interval ends, the controller takes the Survey questionnaires from the interviewer and controls it. When controlling the Survey data, a verification is carried out of how complete the task is according to the address book, whether the data is properly entered, whether there is a logical correlation in the responses, controls the entered replies to the questions in the questionnaires and diary and corrects mistakes. In talks with the interviewer or additional contact with the household, corrects incorrect data. Based on defined deadlines, the checked Survey questionnaires are submitted to the Croatian Bureau of Statistics, to the competent statistical department for further data processing. 9.2 Interviewers – tasks and

responsibilities The interviewers are the key factors i.e. participants on whom the success of the Survey most depends. The manner in which the interviewers understand the Survey methodology (purpose, goal, terms, definitions), how the interviewer cooperates with the household and how well they know content of the questionnaires depends on successful implementation of the Survey and quality of collected data. The interviewer is obliged to undertake all assigned tasks in a responsible and timely manner. The interviewer is obliged to attend training for the task of conducting the Survey and must adhere to the implementation guidelines and deadlines. Based on the timetable prepared by the relevant controller, each interviewer is assigned a list of selected dwellings – address list.

Po dolasku na izabranu adresu i nakon kontaktiranja s ku�anstvom podatke s tog popisa upisuje na odgovaraju�a mjesta na naslovnoj stranici upitnika. Anketar ne smije anketirati ku�anstva koja nisu izabrana u uzorak, odnosno ne može samostalno odabirati ku�anstva koja su voljna davati odgovore ako nisu izabrana u uzorak. Ako nije bilo mogu�e stupiti u kontakt s ku�anstvom u prvom obilasku izabrane stambene jedinice, anketar ju je dužan obi�i nekoliko puta, što se bilježi u upitniku. Ako anketar u izabranoj stambenoj jedinici ne na�e nikoga kod ku�e ili na�e samo osobu koja ne može davati odgovore za ostale �lanove ku�anstva, treba nekoliko puta do�i i nastojati obaviti intervju. Ako anketar na adresi izabrane stambene jedinice osim nazna�enoga na�e još jedno ili više drugih ku�anstava, anketira sva ku�anstva u toj stambenoj jedinici. Pri dolasku u ku�anstvo anketar se drži sljede�ih uputa: - Predstavlja se imenom i prezimenom te

pokazuje identifikacijsku iskaznicuDržavnog zavoda za statistiku, kojom je ovlašten za provedbu istraživanja.

- Objašnjava �lanovima ku�anstva da je rije� o istraživanju o potrošnji koje Državni zavod za statistiku provodi kao jedno od svojih redovitih istraživanja.

- Poziva se na pismo (informativni materijal) kojim se najavljuje provedba istraživanja i dolazak anketara. U slu�aju da ku�anstvo nije primilo pismo, anketar treba imati kopiju toga pisma koju ostavlja ku�anstvu.

Upon arrival to the selected address and upon contact with the household, the data from these address lists are entered into the appropriate places on the title page of the questionnaire. The interviewer may not interview households not selected in the sample, i.e. may not independently select households that are willing to provide answers if they have not been selected in the sample. If it was not possible to come into contact with the household during the first visit to the selected dwelling, the interviewer is then obliged to visit it a number of times, and note it in the questionnaire. If the interviewer in the selected dwelling has not found anyone at home or finds only a person who cannot provide answers to the rest of the household members, it is then necessary to visit the dwelling a number of times and attempt to conduct the interview. If the interviewer at the selected dwelling address besides the household mentioned in the adress list encounters also another or a number of other households, the interviewer will interview all households in that dwelling. Upon arriving at the household, the interviewers are to adhere to the following guidelines: - Present themselves by name and surname

and shows the identity card issued by the Croatian Bureau of Statistics providing authorisation for conducting the Survey.

- Explain to the household members that it entails a survey on consumption that the Croatian Bureau of Statistics is conducting as one of its regular surveys.

- Refer to the letter (informative material) which notifies conduct of the survey and visit by the interviewer. In the event that the household has not received the letter, the interviewer should have a copy of the letter which left at the household.

Istodobno dogovara termin dolaska u ku�anstvo radi intervjua. Ako je u mogu�nosti, anketar može odjednomintervjuirati ku�anstvo s pomo�u obaju upitnika ili može dogovoriti termin još jednog dolaska. Nakon �etrnaest dana anketar još jedanput (naj�eš�e drugi ili tre�i put) dolazi u ku�anstvo i preuzima Dnevnik. U slu�ajevima kada ku�anstvo pristaje na Anketu, ali ne želi voditi dnevnik, anketar �e pri tomu posljednjem posjetu ispuniti upitnik APK-3.2. Po završetku s anketiranjem ku�anstava za odre�eni interval, prema zadanim rokovima, anketar dostavlja anketni materijal nadležnom kontroloru. 10. OBRADA PODATAKA Prema definiranim rokovima prikupljeni anketni podaci iz podru�nih jedinica dostavljaju se u Državni zavod za statistiku, statisti�kom odjelu u �ijoj su nadležnosti daljnje aktivnosti vezane za proces obrade podataka. Obrada podataka obuhva�a unos, kontrolu podataka, utežavanje (ponderiranje), tabeli-ranje, analizu rezultata te kona�no pripremu podataka za objavu. Za unos i kontrolu podataka koristi se aplikacijski softver Blaise, dok se za utežavanje i tabeliranje podataka koristi softver SAS (Statistical Analysis System).

- Explains to the household the manner in which the data is collected and how the diary is maintained.

- Emphasis the confidentiality of collected data.

The interviewer goes off to the address of the selected household a few days prior to the start of the interval, encourages the household to cooperate and if the household accepts the Survey, they are left with a diary for make daily expenditure entries. At the same time, the interviewer makes an appointment to visit the household for the interview. If possible, the interviewer may interview the household with the assistance of both questionnaires at once or can make an appointment for another visit. Following fourteen days, the interviewer once again (most often the second or third time) visits the household and assumes the diary. In cases then the household accepts to the Survey, but does not maintain a diary, the interviewer will then make a final visit to fill out questionnaire HBS-3.2. Upon completing the interviews with the households for a particular interval, according to set deadlines, the interviewer will submit the survey material to the authorised controller. 10. DATA PROCESSING Based on the defined deadlines, the collected survey data from regional units is submitted to the Statistics Department at the Croatian Bureau of Statistics, which is responsible for further actions relating to data processing procedure. Data processing includes data entry, data checking, weighting, tabulating, analysis of results and final preparation of data for publishing. Data entry and checking is performed using the Blaise software program while data weighting and tabulation is done using the SAS software (Statistical Analysis System).

Kontrola podataka obuhva�a razli�ite logi�ko--ra�unske procedure, pri �emu se provode detaljne i složene provjere prikupljenih podataka u svakom od anketnih upitnika. Rije� je o razli�itim ra�unskim provjerama po svim pozicijama za svaki od upitnika, pro-vjerama minimalnih i maksimalnih vrijednosti te provjerama konzistencije upisane vri-jednosti i koli�ine (podaci iz Dnevnika). Logi�ke provjere prikupljenih podataka odnose se na povezanost izme�u pojedinih odgovora unutar svakog od upitnika (npr. provjera dobi i stupnja obrazovanja, provjera naziva zanimanja i šifre zanimanja) te povezanost odgovora izme�u dvaju razli�itih upitnika. Za one pozicije (pitanja) na koja ispitanik nije želio re�i odgovor ili je odbio odgovoriti, podatak se imputira. Naj�eš�e je rije� o pitanjima o dohotku pa se za takve pozicije podaci imputiraju (srednja vrijednost prema socio-ekonomskoj skupini kojoj osoba pripada). Radi izra�una procjena za cijelu populaciju ku�anstava provodi se postupak utežavanja, kojim se kompenzira utjecaj nacrta i veli�ine uzorka te utjecaj neodgovora ku�anstva na Anketu. Pri tabeliranju rezultata Ankete prioritet ima prikaz izdataka za potrošnju, pri �emu je taj prikaz manje ili više detaljan u skladu s razinama definiranima Klasifikacijom osobne potrošnje prema namjeni. Osim tablica s po-dacima o izdacima, pripremaju se i tablice s prikazom podataka o dohotku ku�anstava, kao i tablice u kojima se daje prikaz osnovnih obilježja i uvjeta stanovanja anketiranih ku�anstava. Za najvažnije anketne pokazatelje ra�unaju se standardne pogreške, intervali pouzdanosti i koeficijenti varijacije kojima se mjeri preciz-nost dobivenih procjena.

Data control includes various logical calculation procedures, whereby detailed and complex checkings of collected data from each of the survey questionnaires is performed. It entails various calculation checkings based on all item positions in each of the questionnaires, checkings of minimum and maximum values and verifications of the consistency of entered values and amounts (data from the diary). Logical checkings of collected data relates to the correlation between particular responses within each of the questionnaires (e.g. a verification of age and level of education, verification of occupation and occupation code), and the correlation of responses between two different questionnaires and so on. For those positions (questions) for which the respondent was not willing or refused to provide an answer, the data is imputed. This most often covers questions regarding income, hence for such positions the data is imputed (median value for the socio-economic class to which the person belongs). To calculate an estimate for the whole population of households, a weighting procedure is carried out used to compensate for the impact of the sample design, sample size and the effect of non-responses from households. When tabulating Survey results, priority is given to presentation of consumption expenditure data, with the presentation being more or less detailed in accordance with levels defined by the Classification of Individual Consumption by Purpose. Besides the tables containing expenditure data, tables showing household income data are also prepared as tables showing basic characteristics of housing conditions for the surveyed households. The most important Survey indicators require the calculation of standard errors, confidence intervals and variation coefficients which measure the accuracy of calculated estimates.

11. REZULTATI ISTRAŽIVANJA Obradom podataka prikupljenih Anketom o potrošnji ku�anstava dobivaju se primarno rezultati o visini i strukturi prosje�nih izdataka za potrošnju ku�anstava. Podaci o izdacima stavljaju se u odnos prema socioekonomskim obilježjima referentne osobe, �ime se omogu�uje prikaz podataka o prosje�nim izdacima prema: - tipu ku�anstva - socioekonomskom statusu ku�anstva - ekonomskoj situaciji ku�anstva - potroša�kim skupinama - glavnom izvoru dohotka - dohodovnim decilima. Ku�anstva se prema tipu svrstavaju na ku�anstva s jednom odraslom osobom, parove bez djece, parove s djecom i ostale tipove ku�anstva. Socioekonomski status ku�anstva odre�en je vrstom posla koju obavlja referentna osoba. To može biti: fizi�ki radnik privatnoga ili javnog sektora, nefizi�ki radnik privatnoga ili javnog sektora, samozaposleni, poljoprivre-dnik, nezaposleni, umirovljenik, nesposoban za rad i ostalo (studenti, ku�anice). Ekonomska situacija ku�anstva odre�ena je brojem zaposlenih �lanova ku�anstava koja se razvrstavaju na: ku�anstva u kojima rade i nositelj i supružnik i najmanje još jedna osoba radi ili nijedna druga osoba ne radi; ku�anstva u kojima radi ili nositelj ili supružnik i najmanje još jedna osoba radi ili nijedna druga osoba ne radi te ku�anstva u kojima ne rade ni nositelj ni supružnik i barem jedna druga osoba radi ili nijedna druga osoba ne radi.

11. SURVEY RESULTS Processing data collected from the Household Budget Survey primarily provides results on the level and structure of average household consumption expenditures. Expenditure data are compared to the socio-economic characteristics of a reference person, thereby allowing a presentation of data on average expenditures according to: - type of household - socio-economic status of the household - economic situation of the household - expenditure groups - main source of income - income deciles. Household types are classified according to households with a single adult person, couples without children, couples with children and other types of households. The socio-economic status of a household is determined by the type of work undertaken by the reference person. This may be: manual worker in the private or public sector, non-manual worker in the private or public sector, self-employed, agricultural worker, unemployed, retired, unable to work and other (students, housewives). Economic situation of the household is defined by the number of employed household members. Households are classified as households in which both the head and spouse are working and at least one other member is usually working or no other member is working, households in which either the head or the spouse is working and at least one other member is usually working or no other member is working, and households in which neither the head nor the spouse is working and at least one other member is working or no other member is working.

Potroša�ke skupine oblikuju se prema udjelu potrošnje po odraslom ekvivalentu u prosje-�noj potrošnji. Potroša�ke skupine dijele se na sljede�e: manje od 0,4; od 0,4 do 0,6; od 0,6 do 0,8; od 0,8 do 1,2; od 1,2 do 1,6 te 1,6 i više. Ku�anstvu koje je u potroša�koj skupini npr. od 1,2 do 1,6 potrošnja je od 20 do 60% ve�a od prosje�ne. Glavni su izvori dohotka ku�anstva dohodak od nesamostalnog rada, dohodak od samostalne djelatnosti, dohodak od imovine, mirovine te transferi i ostali primici. Decilni razredi (decili) oblikuju se podjelom osnovnog skupa na deset jednakih dijelova izra�unavanjem prosje�nog neto dohotka po ku�anstvu, razvrstavanjem ku�anstva prema dohotku od najnižega prema najvišemu te svrstavanjem svakoga pojedinoga ku�anstva iz osnovnog skupa u pripadaju�i decil. Tako se u prvom decilu nalaze ku�anstva koja imaju najniži godišnji neto dohodak. U drugom decilu nalaze se ku�anstva �iji je godišnji neto dohodak ve�i od onih koja se nalaze u prvom decilu i manji od godišnjeg neto dohotka ku�anstava koja se nalaze u tre�em decilu itd. Ku�anstva koja se nalaze u desetom decilu imaju najviši godišnji neto dohodak. Osim o izdacima ku�anstava, podaci koji su prikupljeni Dnevnikom omogu�avaju prikaz utrošenih koli�ina prehrambene proizvoda i pi�a kao prosjeka po �lanu ku�anstva. Podaci o obilježjima uvjeta stanovanja ku�an-stava i raspoloživosti trajnih dobara tako�er se analiziraju prema socioekonomskim obilježjima referentne osobe. 12. OBJAVLJIVANJE REZULTATA Rezultati Ankete o potrošnji ku�anstava publiciraju se u redovitim publikacijamaDržavnog zavoda za statistiku – Priop�enju, Statisti�kom izvješ�u, Statisti�kom ljetopisu i Statisti�kim informacijama.

The expenditure groups are formed according to the share of consumption per adult equivalent in average consumption. The expenditure groups are divided into the following: less than 0.4; 0.4 � 0.6, 0.6 � 0.8, 0.8 � 1.2, 1.2 � 1.6 and 1.6 and more. A household that is in a expenditure group of 1.2 � 1.6 has a 20% to 60% higher consumption than the average. The main sources of household income are income of paid work, income of self-employment, income from property, pensions, transfers and other receipts. The decile ranks of income are formed by dividing a basic group into ten equal parts by calculating the average net income per household, classifying a household according to income ranging from the lowest to the highest income, and then classifying each particular household from the basic group into the appropriate decile. Hence, the first decile includes households that have a lower annual net income. The second decile covers households which have an annual net income exceeding those in the first decile but less than the annual net income of households found in the third decile, etc. Households that are included in the tenth decile have the highest annual net income. Besides household expenditure, data collected from the diary shows the consumed quantities of food products and beverages as an average per household member. Data on the characteristics of housing conditions and availability of durable goods in households is analysed according to the socio-economic characteristics of the reference person. 12. PUBLISHING OF RESULTS The Household Budget Survey results are published in the regular publication of the Croatian Bureau of Statistics titled First Release, Statistical Report, Statistical Yearbook and Statistical Information.

Statisti�ko izvješ�e "Rezultati Ankete o potrošnji ku�anstava" sadrži opsežnije i detaljnije rezultate ovoga statisti�kogistraživanja. Osim tabli�nog prikaza podataka strukturiranoga na podatke o izdacima za potrošnju, dohotku, osnovnim obilježjima ku�anstva, uvjetima stanovanja i opskrbljeno-sti trajnim dobrima, Statisti�ko izvješ�e sadrži i metodološka objašnjenja koja pridonose boljem razumijevanju objavljenih podataka i olakšavaju njihovo tuma�enje i upotrebu. Priop�enje i Statisti�ko izvješ�e objavljuju se prema rokovima navedenima u Programu publiciranja i Kalendaru objavljivanja statisti-�kih podatka. Osim u nabrojenim publikacijama, osnovni rezultati Ankete o potrošnji ku�anstava objavljuju se i u Statisti�kom ljetopisu i Statisti�kim informacijama. The First Release titled “Basic Characteristics of Household Consumption” contains brief and quick information containing basic results of the Survey such as data on level and structure of household consumption expenditures, level and structure of income, basic information regarding characteristics of surveyed households and data on possession of durable goods. The statistical report “Results of the Household Budget Survey” contains more extensive and detailed results of this statistical survey. Besides a tabular presentation of data structured on data on consumption expenditure, income, basic characteristics of households, housing conditions and possession of durable goods, the Statistical Report also contains methodological explanations that contribute to a better understanding of published data and facilitates their interpretation and use. The First Release and Statistical Report are published in line with deadlines stated in the Publishing Programme and the Calendar of Statistical Data Issues. Besides the mentioned publications, basic results from the Household Budget Survey are also published in the Statistical Yearbook and Statistical Information. All stated publications are available on the Croatian Bureau of Statistics’ website on www.dzs.hr.

Napomene Od navedenih klasifikacijskih stavki u istraživanjima o potrošnji ku�anstava ne primjenjuju se stavke 04.2.2.2., 12.5.1. i 12.6.1. Osim njih u hrvatskoj Anketi o potrošnji ku�anstava ne primjenjuju se i stavke 02.3., 10.3. i 12.2. Odjeljak 10 � Obrazovanje definiran je premaMe�unarodnoj standardnoj klasifikaciji obrazovanja (ISCED-97). U skladu s tom klasifikacijom i Nacionalnom standardnomklasifikacijom obrazovanja (NSKO), obuhvat odjeljka 10 prema nacionalnom obrazovnom sustavu jest sljede�i: - skupina 10.1.
