The role of Executive Associate Dean is to build collaborative partnerships with many stakeholder groups including commodity organizations, farm advocacy groups, government agencies, foundations and non-government organizations. The position includes developing and leading initiatives aligned with the college mission, as well as convening authentic conversations around crucial, and sometimes controversial, topics, advocating for scientific approaches to important questions, and encouraging transparency and accountability. All told, this position is centered on placing individuals and the industry in a place where it can succeed in tomorrow’s world. Dean Ajay Menon leads our administrative team in the College of Agricultural Sciences at Colorado State University. Accomplishments of this team include: Developing an aspirational vision and mission for the College of Agricultural Sciences that innovates and embraces new opportunities. LEADERSHIP AND ADMINSTRATIVE EXPERIENCE I currently serve as the Executive Associate Dean in the College of Agricultural Sciences at Colorado State University (CSU). CSU is a land grant university that fully embraces a mission of scholarship, instruction and engagement, and I enjoy working alongside team members in all three phases of the mission. On a day-to-day basis, my position is defined as the chief internal administrator for the College of Agricultural Sciences overseeing budgets, capital investments, human resource management, and advocacy for the college within and outside the CSU system. Hiring the next generation of leaders into administrative positions. This includes five new department heads, four new associate deans, a deputy director, director of strategic partnerships and executive finance officer. Importantly, the changeover in leadership has led to a more inclusive and diverse leadership culture in which more than 60% of our leadership team identifies as female. Prior to our term, only one of those positions was held by a female leader. Importantly, more than two-thirds of our students are now female in contrast to a much different demographic in the early 2000’s.

Aligning the research, engagement and instruction initiatives with needs of local communities at the agricultural experiment stations and the CSU Extension assets. This is accomplished by engaging local advisory committees, renewed effort in strategic planning, reorganization of effort and additional capital investment in Orchard Mesa, CO and Rocky Ford, CO.

ACADEMIC RECORD OF SCHOLARSHIP AND ENGAGEMENT I was appointed as an assistant professor in the Department of Agricultural and Resource Economics in May of 2001, promoted to Associate Professor in July 2007 with sabbatical leave during the Fall 2009 – Spring 2010 academic year. I was promoted to the rank of full professor in July 2013. The general theme of accomplishments is using economic tools to fulfill the Land Grant Mission on issues of particular relevance to stakeholders. Effort has been directed at a variety of issues of importance to agriculture and food systems. Formal research outputs include more than 100 published (refereed and non-referred) works, extension fact sheets and book chapters. Scholarship publications are generally with agriculture economic graduate students and focused on applied, interdisciplinary agriculture and food systems issues. An example is the Canadian Journal of Agriculture Economics article “Western Households’ Water Knowledge, Preferences, and Willingness to Pay,” which uses standard tools to better understand the preferences that western households have for acquiring and allocating scarce water resources. Research was inspired by agricultural stakeholder questions seeking to resolve water allocation dilemmas, but the research team recognized that very little input had been provided on a highly contentious issue by municipal taxpayers. The project was funded by a USDA National Facilitation Grant, the article was co-authored by a PhD student, outreach articles were written for the Western Center for Rural Development, and presentations made to academic, interdisciplinary (e.g., USGS-USCID), government (e.g., Western Governors Association) and lay audiences. Data from the research has been requested and disseminated to multiple clients. RESEARCH AND OUTREACH IN COLORADO AG AND FOOD SYSTEMS My research and outreach for the last decade has focused on agriculture and food systems. This includes

agriculture and water resources issues farm and ranch management and financial resiliency convening conversations promoting agricultural innovation at Colorado State University developing interdisciplinary tools for rangeland stewardship and management community and economic development in Colorado’s urban-rural interface perceptions of Colorado agriculture broader issues of agriculture and climate change; and international initiatives related to food systems and food security.

This research has been undertaken through close collaboration with Extension agents and programming as well as internal and external partners and community stakeholders. Teamwork and cooperative activities have been an essential element for success.

Research and outreach efforts can be categorized in the areas of water resources and food production at the farm and regional scale, agribusiness management issues related to finance and marketing, and timely policy evaluation of water resource issues, ammonia emissions of livestock manure, climate change, bioenergy and the US Farm Bill.

Aggregate effort includes more than 300 stakeholder presentations and 100 published works such as journal articles, fact sheets and agency completion reports. These publications are recent examples of outreach programs that involve timely response to stakeholder concerns of issues of local, regional and national importance. The reports involved the organization of a stakeholder advisory committee from multiple interest groups: e.g., Family Farm Alliance, Environmental Defense Fund, the Nature Conservancy, California’s Metropolitan Water District, state and federal agencies. The advisory group encouraged recommended applied research activities be completed and interviews with stakeholders. The project culminated with a multi-state workshop of important stakeholder groups, creation of joint recommendations and presentation of these recommendations to the Western Governors Association.

More generally, evidence of regional and national impact can be found in presentations and outreach materials presented at the Association of Research Directors/Experiment Station Society Annual Meeting, Farmers Cooperatives Association National meetings, the Western Center for Rural Development, Great Plains Irrigation Association meetings, the Great Plains Soil Fertility Conference, the Four States Irrigation Council, the Western Great Plains Sustainability Conference.

Applied research is leveraged into outreach programming and particular emphasis has been placed of interdisciplinary work. An example is the collaborative outreach team of agriculture economists, soil scientists, engineers, hydrologists and others developing and supporting the Colorado Water Conservation Board’s Alternative to Agriculture Transfer grants program. This program seeks innovative means for avoiding ‘buy and dry’ agriculture water transfers. ‘Buy and dry’ transactions are politically contentious and public debates are emotionally charged because of third party spillover effects. The outreach team’s applied research effort involves uncovering viable alternatives to ‘buy and dry’ transactions that mitigate third party effects. Stakeholders believed no other alternatives existed to buy and dry transfers prior to the inception of water team’s research. The team, along with the concerted efforts of stakeholders, created an atmosphere in which alternative transactions are not only possible, but probable. Pilot projects have been funded by the State of Colorado and proof of concept projects are being implemented based on the outreach team’s efforts.

Training is also an important outreach function. Innovative training programs have been developed for a variety of topics including farm and ranch business planning, the use of state and transition models in ranch resource management and in training of cooperative boards of directors. Examples of these training programs have been documented in Journal of Extension and Rangelands. Graduate students have actively participated in extension programming where appropriate, and are frequent contributors to presentations and written work.

Limited resources exist for extension programming, so grant funding of efforts has been essential. Total grant funds obtained to support applied research and outreach activities include $1.204 million as PI, $3.976 as active Co-PI, and $10.7 million in total. A diverse set of funders include the National Science Foundation, USDA-AFRI competitive grant, USDA-NRCS, the Colorado Water Conservation Board and the Coca-Cola Company. The scope and scale of grant activity is indicative of the impact and relevance of outreach and applied research activities. TEACHING AND INSTRUCTION EXPEREINCE The instruction experience involves a diverse teaching assignment in the fields of agribusiness management, agriculture finance, agriculture marketing and macroeconomic/microeconomic principles applied to business management. Instruction is at the graduate and undergraduate levels with later emphasis on upper division undergraduate courses. In total, 10 distinct courses have been prepared with 44 sections taught ranging from 2 to 5 sections within a calendar year. Recent assignment has been to the undergraduate agribusiness management capstone course and the upper division agriculture finance course. Teaching excellence has been recognized among peers (Western Agriculture Economics Association Teaching Award – 2009) and across disciplines (NACTA / Charles N. Shepardson Meritorious Teaching Award, College of Agricultural Sciences, Colorado State University – 2008) and at the university level (CSU Board of Governors Excellence in Undergraduate Teaching – 2014). Teaching innovation includes the development of distance education techniques. I have developed and delivered a distance course and am currently serving as the distance education coordinator for our department’s online degree completion program. Coordination involves active exploration of pedagogy and technology. In addition to leading this effort, I have served as the acting undergraduate program coordinator and a member of the college academic affairs committee.

INTERNATIONAL INITIATIVES It has been a pleasure to contribute to a number of international initiatives while serving as a faculty member at Colorado State University. This includes teaching BUS 635 Business Economics for World markets in three CSU Masters of Business Administration programs: On-campus Executive MBA, Denver Executive MBA and Russian Executive MBA. Associated international travel includes teaching in Kazan, Tatarstan (Russia) and Lima, Peru. Scholarship and engagement in agriculture and food systems has included efforts in China and Afghanistan, as well as serving one semester as CSU’s faculty-in-residence at Lincoln University near Christchurch, New Zealand. I am part of a scholarship and engagement team seeking to find remedies for water quality impairment in the Lake Wulangsiu region of China and have served on the advisory committee for CSU’s Confucius Center. Recently, I served as a representative of Colorado State University in the development of an Engagement Center near the new CSU campus at Todos Santos, Mexico. This has included detailed plans for farm development, creation and coordination of a local farm advisory committee. In my administrative role, I have been engaged in burgeoning partnerships with Tech De Monterrey, University of Padova (Italy) and the University of Western Australia. I have served or am currently serving as an adviser for a number of international graduate students engaged in research and training in agriculture production and food systems. These students represent their homes in Kenya, Iraq, Saudi Arabia, Argentina, Thailand, Mexico, Canada and China among others.

Republican River Conservation District: Economic impact analysis for proposed well shutdown. The shutdown is the result of draft rules proposed by the State Engineer emanating from draft rules mandated by compact compliance. Information useful to board as it prepares for an additional CREP proposal, and seeks funding from state legislature. 2007. Colorado Department of Natural Resources, State Engineer. Provided economic impact analysis and basin description for the Rio Grand Water Division. Material was used as background information for forming a groundwater sub-district and seeking CREP funding. 2005 – 2011. Colorado Cooperative Council: Served as the liaison between the Cooperative Council and Colorado State University. Completed a one-page fax survey of cooperative general managers to determine educational needs of their mid managers. The survey results were used to develop mid-manager curriculum delivered successfully by CHS Member Services. 2006 – 2007, 2011. Arkansas River Water Roundtable – Water Transfers Sub-committee: Provided technical support for this group as they consider mitigation alternatives for rural-to-urban water transfers. The group is making progress, having developed a chart detailing the types of transfers and potential mitigation strategies.

Pritchett, J. “Economic Analysis for the Republican River Water Conservation District (RRWCD) Conservation Reserve Enhancement Program (CREP)” Performed input-output analysis and an acreage demographic report for the RRWCD CREP Proposal that was funded in November 2005. Also provided advice and counsel on other aspects of the proposal. 2006. Pritchett, J. “Feasibility Assessment of Non-Profit 24 hour Mental Health Care Facility in Rifle, CO .” Part of a USDA grant for rural development. Project received funding from two granting sources and construction will begin in 2006. 2006. Pritchett, J. “Enterprise Budgets Comparing Fruit Tree Irrigation Systems.” Assisted Julie Miller (Natural Resources Conservation Service) in developing enterprise budgets for various irrigation systems for Western slope fruit production.
