PROCEDURE FOR OBTAINING MARINE NOC

1.0 PURPOSE
This procedure specifies the process for obtaining Ports & Maritime Department NOC for Marine
Operations performed in PCFC-Dubai Ports Jurisdictions.
2.0 SCOPE
This Standard Procedure will be applicable for Marine Operations performed in Dubai Ports under PCFC
Jurisdiction Only.
3.0 SUBMISSION
3.1 SUBMISSION OF MARINE NOC REQUEST / DOCUMENTS
Client shall submit Marine NOC request and the supporting document(s) for the Marine
Operations listed in (Annexure 1) through Trakhees Online Services at least 24 hours prior to the
intended time of operation.

3.2 REVIEW OF MARINE NOC REQUEST / DOCUMENTS
The submission of Marine NOC and supporting document(s) shall be reviewed by Ports &
Maritime Department. The client shall be notified through the system to submit “More Details”,
if required for further review.
3.3 REJECTION OF MARINE NOC REQUEST
Client’s request for Marine NOC may be rejected, due to the below reasons:
The Operation is restricted or could be deemed an act of risk
The client failed to provide correct information/more details
Ports & Maritime Department evaluation / decision.
Accordingly, the client shall be notified through the system that the submission is rejected.
4.0 PAYMENT
4.1 If the client holds sufficient balance in their pre-paid account, System will generate a Debit Note
against the client account for Chargeable Operations (as per Annexure 2).
4.2 If the client does not hold sufficient balance in their pre-paid account, System will generate a
Payment Advice against the client account for Chargeable Operations (as per Annexure 2).
4.3. System will issue the NOC after Payment Advice is settled.
4.4 Clients must ensure that their Pre-Paid account holds sufficient balance before availing the
service.
4.5 Clients must ensure that unpaid fees are settled before availing the service.

5.0 APPROVAL / ISSUANCE OF MARINE NOC
Marine NOC will be issued upon fulfilling Ports & Maritime Department Requirements. Client can view
and download the Marine NOC from Trakhees Online Services and will receive the Marine NOC through
system generated E-mail.

10.0 GENERAL GUIDELINES
10.1 Marine NOC Request will be Accepted through Trakhees Online Services Only.
10.2 Marine NOC must be Requested through the Ship Agents Only.
10.3 Client shall be responsible for submitting multiple Marine NOC requests for the same operation;
service fees will not be canceled or refunded.
10.4 Only Port & Maritime Department approved third party agencies are permitted to provide
services in Dubai Ports as per approved scope of activity.
10.5 Marine NOC is valid for the ship voyage stay at port as per requested operation date and may be
extended to maximum 48 hours incase ship/operation delayed subject that Ship Agent will notify
Port & Maritime Department in advance through Email.
10.6 NOC should be obtained from Ports & Maritime Department for any operation performed by
Third Party Agency.
10.7 NOC should be obtained from Marine Department for all Marine Operations.
10.8 NOC should be obtained from Respective Tanker Berth User for Marine Operations performed
onboard Tankers.
10.9 The service fee for issued Marine NOC is not subject for cancelation, refund or to be used for
alternative operation for any reasons.
10.10 Unauthorized Marine operations without Port & Maritime Department NOC will lead to a
financial penalty against the violating parties as per Trakhees Tariff.
10.11 Shipping Agent shall be held fully responsible for any fines/ penalty/ compensation/damage/
clean up and all other associated costs resulting from such accidental spillage/

overflow/environmental pollution/ damage/ accidents/ injury or any other incidents related to
these operations.
10.12 All above mentioned fines, penalties or associated costs will be settled by the concerned ship
agent.
10.13 Penalty Payment Advice shall be issued against the Ship Agent’s Registered Account.
