The 3ed meeting of Internal Committee (IC) during the current financial year was held underthe Chairmanship of Dr. A.K. Singh, Managing Director, NHB on 17.11.2016 at NationalHorticulture Board, Headquarters, Gurgaon to consider the projects under various schemes ofthe Board. The following were present:

1. PROPOSALS UNDER THE SCHEME "TECHNOLOGY DEVELOPMENT ANDTRANSFER FOR PROMOTION OF HORTICULTURE" (SCHEME-III)

1. Proposal of NHB Bangalore for participation in Agri Tech India 2016 organizedby MIs Media Today at Bangalore

Decision: Approved and"Ratified

The Proposal of Deputy Director, National Horticulture Board, Bangalore for participation byputting a stall in Agri Tech India -2016 organizing by M/s Media Today held from 26th to 28th

August, 2016, with tentative expenditure of Rs. 2,20,000/- was discussed in detail andCommittee ratify the approval of Rs. 2,20,000/- (Rupees Two Lakh Twenty Thousand Only).

Decision: RejectedThe Proposal of President Mother Service Society, Village & Post Yarramvaripalem, MandaiKaramchedu, District Prakasam, Andhra Pradesh for organizing a Seminar on protection &preservation of Horticulture products & Food grains in Rural & Urban area of KaramcheduMandai in Prakasam District of Andhra Pradesh scheduled to be held from 1Sth to 20th

December, 2016, with tentative expenditure of Rs. 1,S5,950/- was discussed in detail andCommittee rejected the proposal due to paucity of fund during the financial year.

3. Proposal of Flower Growers Association of Tamilnadu for organizing two daysNational Conference on Integrated Development of Horticulture (Floriculture)at Kodaikanal Tamilnadu.

Decision: DeferredThe committee discussed the proposal in detail and deferred the same as application isincomplete. The proposed date for event is not mentioned/indicated.

4. Proposal of Horticultural College and Research Institute, Coimbatore, Tamilnaduon protected cultivation of high value grape varieties under 'V' trellis trainingsystem with an estimated cost of Rs. 65.18 lakh

Decision: RejectedThe committee discussed the proposal in detail in and rejected the same due to grapes cropnot suitable/ potential of Tamilnadu.

5. Proposal of Indian Science Congress Association for organizing 104'h annualsession of ISC from 03'd to 07'h January 2017at SRM University Chennai,Tamilnadu

Decision: RejectedThe committee discussed the proposal in detail and rejected the same as also rejected onrelevant file. It does not relate to Horticulture activities.

6. Proposal of NHB, Hyderabad for participation in Inter State Horti Fair Sangam2016 at Varanasi, Uttar Pradesh

Decision: WithdrawnThe Proposal of Deputy Director, National Horticulture Board, Hyderabad, for Participation inInter State Horti Fair Sangam 2016 at Varanasi, Uttar Pradesh, from 7'h to SthNovember 2016,with project cost Rs. 22,000/- was withdrawn due to cancellation of event.

7. Proposal of NHB, Patna for participation in Inter State Horti Fair Sangam 2016at Gorakhpur (UP)

Decision: Approved

The proposal of DD, NHB, Patna (Bihar) for participation in "Horti Sangam-2016" at MahantDigvijay Nath Inter College, Chowk Mafi, Pipiganj, Gorakhpur (UP) from 23.10.2016 to24.10.2016 was discussed in detail and Committee approved for an expenditure of Rs.19,900/- (Rupees Nineteen Thousand Nine Hundred Only) for the above said event. Theexpenditure will be incurred out of imprest available at NHB

fPatna (Bihar).


8. Proposal of NHB, Patna for participation in Inter State Horti Fair Sangam 2016at Varanasi, Uttar Pradesh

Decision: WithdrawnThe Proposal of DD, NHB, Patna (Bihar) for Participation in Inter State Horti Fair Sangam 2016at Varanasi, Uttar Pradesh, from 7'h to 8thNovember 2016, with project cost Rs. 19,700/- waswithdrawn due to cancellation of event.

9. Proposal of Directorate of Horticulture, State Horticulture Mission, Patna forpromotion of Litchi in Delhi and Mumbai

Decision: Approved

The proposal of Directorate of Horticulture, State Horticulture Mission, Patna for claimingfreight charges for an amount of Rs. 5.,07,960/- for Litchi transportation in Litchi Mahotsav -May 2012 at Mumbai & Delhi, was discussed in detailed and Committee approved for releasingfinancial assistance of Rs. 5,07,960/- (Full & Final). However, it was earlier approved in IC andfurther examined by the accounts division.

10. Proposal of Agriculture Society of India, Institute of Agriculture Science,University of Calcutta, 5112, Hazra Road, Kolkata (WB).

Decision: Rejected

The Proposal of The Agriculture Society of India, Institute of Agriculture Science, University ofCalcutta, 51/2, Hazra Road, Kolkata (WB) for Organizing a three-day National Symposium on"Agriculture and Food Production Today and Tomorrow" from 22-24 February, 2017 at Instituteof Agriculture Science, Calcutta University, 51/2, Hazra Road, Kolkata was discussed in detailedand Committee not considered the proposal since there is no relevance of the above eventwith the horticultural activities.

11. Proposal of NHB, Kolkatta for participation in Inter State Horti Fair Sangam2016 at Varanasi, Uttar Pradesh

Decision: Withdrawn

The Proposal of DD, NHB, Kolkata (WB) for Participation in Inter State Horti Fair Sangam 2016at Varanasi, Uttar Pradesh, from 7'h to 8th November 2016, with project cost Rs. 7,000/- waswithdrawn due to cancellation of event.

12. Proposal of Director of Horticulture Govt. of West Bengal Department of FoodProcessing Industries & Horticulture Mayukh Bhavan (Top Floor,) Bidhannagar,Kolkata (WB).

Decision: Approved:

The proposal of Director Horticulture Govt. of West Bengal Department of Food ProcessingIndustries & Horticulture Kolkata for re-issuing the cheque of Rs. 2.00 lakhs, in favour ofMission Director, West Bengal State Horticulture Development Society for Mango Mahotsava -2015 from 12.06.2015 to 14.06.2015 at Kolkata (WB) since "Director Horticulture, FoodProcessing Industries & Horticulture and Mission Director, West Bengal State HorticultureDevelopment Society" is one and the same person. However, earlier cheque was issued infavour of Director Horticulture, Department of Food Processing Industries & HorticultureKolkata.


13. Proposal of NHB, Bhubaneswar for participation in "Utkal-Banga Utsav-2016" from 21-25 November, 2016 at Sahabajipur (Digha Border), Distt.Balasore (Odisha) organized by AIl India Agragami Handicapped Samiti.

Decision: Approved & Ratified

The proposal of National Horticulture Board, Bhubaneswar (Odisha) for participation in "Utkal-Banga Utsav-2016" from 21-25 November, 2016 at Sahabajipur (Digha Border), PO- Bajipur,PS - Bhograi, Distt. Balasore (Odisha) organized by All India Agragami Handicapped Samiti,was discussed in detail and Committee approved & ratified for an amount of Rs. 55,000/-(Rupees Fifty Five Thousand only) for the above said event. The expenditure will be incurredout of imprest available at NHB, Bhubaneswar (Odisha).

14. Proposal of NHB, Ranchi for organizing one-day awareness programme forimplementation of NHB schemes in association with the MIs Divyayan, K. V.K. Morabadi, Ranchi (Jharkhand).


The proposal of National Horticulture Board, Ranchi (Jharkhand) for organizing one-dayawareness programme for implementation of NHB schemes in association with the M/sDivyayan, K. V. K. Morabadi, Ranchi on 23.11.2016 was discussed in detail and Committeeapproved & ratified for an expenditure of Rs. 45,600/- (Rupees Forty Five Thousand SixHundred Only) for the above said event. The expenditure will be incurred out of imprestavailable at NHB, Ranchi (JH).

15. Proposal of NHB, Jaipur for participation in Inter State Horti Fair Sangam2016 at Varanasi, Uttar Pradesh

Decision: Withdrawn

The Proposal of DD, NHB, Jaipur (Rajasthan) for Participation in Inter State Horti Fair Sangam2016 at Varanasi, Uttar Pradesh, from 7'h to 8th November 2016, with project cost Rs. 30,000/-was withdrawn due to cancellation of event.

16. Proposal of NHB Pune for Participation in India Cold Chain Show 2016 at PuneDecision: Approved & Ratified

The proposal of National Horticulture Board, Pune center for Participation in Horti Sangam-2016 by two framers from Pune region during 26th to 29'" September, 2016 at Mathura (UP)was discussed in detail and Committee approved & ratified of Rs. 0.204 lakh for the same.

19. Proposal of NHB, Nashik for participation in Inter State Horti Fair Sangam2016 at Mathura, Uttar Pradesh


The proposal of NHB Nashik centre for participation of 02 nos. of farmers from Nashik Regionalong with their produce for display cum sale in AgrL HortL "SANGAM - 2016" from 26th to 29th

September, 2016 at Mathura, (UP) was discussed in detail and Committee approved andratified of Rs. 15700/- for the same.

20. Proposal of NHB Pune for participation in Krishithon . Agriculture Trade Fair& Conference at Nashik, (MH) organizing by MIs. Human Service FoundationNashik


The proposal of NHB Nashik Center for participation with putting a stall in Krishithon -Agriculture Trade Fair & Conference from 24th to 28th November 2016 organized by HumanService Foundation (NGO), S. No. 50/2, Plot No. 31, Media House, Anandi Nagar, Near HotelRed Chilly, Gangapur Road, Nashik, (MH) was discussed in detail and Committee approved andratified of Rs. 77170/- for the same.

21. Proposal of MIs. Human Service Foundation (NGO) for organizing Krishithon -Agriculture Trade Fair& Conference at Nashik, (MH)

Decision: Rejected & Ratified

The proposal of Human Service Foundation (NGO), S. 22. Proposal of Sakal Paper Pvt. Ltd. Nashik for sponsorship of Horticulture Conf.Exh16 (an Exhibition & Conference) from 5th to 6'h November, 2016

Decision: RejectedThe proposal of SAKALPAPERSPRIVATELIMITED,C/o. Wikas, Plot No. 32, MIDC Area, TrimbakRoad, Satpur, Nashik - 422007 (MH) organized a Horticulture Conf. - Exh 16 (an Exhibition &conference) was discussed in detail and Committee rejected the same due to paucity of funds.

23. Proposal of NHB, Gangtok for participating in National Seminar - 2016 atNEDFi House, Guwahati held on 19-20 October, 2016


The proposal was discussed in details and ratified the approval of Rs. 0.36 lakh to NHBGangtok. The expenditure may be met out of imprest at centre very judiciously and strictlyafter completing the necessary codal formalities as per rules.

24. Proposal of Mis Orange Growers Association of India for organizing OrangeFestival at APMC Yard, Warud, Distt. Amravati (MH)

Decision: Rejected

The proposal of M/s Orange Growers Association of India (OGAI), At/Post: Hiwarkhed, Tal.Morshi, Distt. Amrawati (MH) for release of sanctioned amount of Rs. 1.00 lakh was discussedin detail and Committee rejected the same as expenditure incurred was Rs. 3.934 lakh whichhas already been received by the OGAI as income from the farmer's contribution.

25. Proposal of NHB, Lucknow for participation in Inter State Horti Fair Sangam2016 at Navsari, Gujarat


The proposal of the National Horticulture Board, Lucknow for participation of Horti Sangam-2016 at Navsari Gujrat from 05.06.2016 to 06.06.2016 was discussed in detail. The committeeratified and approved Rs 0.25 lakh for the same. The funds have been incurred from theimprest advance of NHB Lucknow as per NHB norms.

26. Proposal of NHB, Dehradun (Uttrakhand) for participation in Inter State HortiFair Sangam 2016 at Mathura, Uttar Pradesh

The proposal of the National Horticulture Board, Shimla for participation of Inter State HortiSangam-2016 at Pandit Deen Dayal Upadhyay Dham, Mathura (UP) from 26th September to29th September 2016 was discussed in detail. The committee ratified and approved Rs 0.13lakh for the same. The funds have been incurred from the imprest advance of NHB Shimla asper NHB norms.

Decision: Approved

The proposal of the National Horticulture Board, Chandigarh for participation of Inter StateHorti Sangam-2016 at Pandit Deen Dayal Upadhyay Dham, Mathura (UP) from 26th September.to 29th September 2016 was discussed in detail. The committee approved Rs 13,500/- for thesame. The funds have been incurred from the imprest advance of NHB Shimla as per NHBnorms.

33. Proposal of NHB, Gurgaon for organizing an Inter State Horti Fair Sangam2016 at Mathura, Uttar Pradesh


The proposal of the National Horticulture Board, Gurgaon, organized of Inter State Ho'rtiSangam-2016 at Pandit Deen Dayal Upadhyay Dham, Mathura (UP) from 26th September to29th September 2016 was discussed in detail. The committee approved Rs 24, 25,141/- for thesame. The funds of Rs 4.00 lakh have already been transferred to NHB Baraut and remainingfunds of Rs62,891/- may be transferred.

34. Proposal of Young Women's Christian Association of Delhi for financialassistance to 68'h Chrysanthemum Show cum training program at YWCA, Delhi

Decision: RejectedThe proposal of Young Women's Christian Association of Delhi, Ashoka Road, New Delhi for68th Chrysanthemum Show cum training program at YWCAof Delhi from 2'd and 3,dDecember2016 was discussed in detail and Committee rejected the same, due to funds constraintsduring current financial year.

The proposal of the National Horticulture Board, Shimla for participation of 5th Science Expo2016 at Solan (HP) from 18th July to 20th July 2016 was discussed in detail. The committeeratified and approved Rs 1,20,280/- for the same. The funds have been incurred from theimprest advance of NHBShimla as per NHB norms.

36. Proposal of The Horticultural Society of India for financial assistance to 7'hIndian Horticulture Congress . 2016 - An International Meet on the theme"Doubling Farmers Income through Horticulture"

Decision: Rejected

Decision: Rejected

The proposal of Associated Chambers of Commerce & Industry of UP, 4/18, Virat Khand, GomtiNagar, Lucknow-226010 (UP) for The Dream Home Expo-2016 at Janeshwar Mishra Park,Lucknow from 9th to 11th December 2016 was discussed in detail and Committee rejected thesame, as this event does not relate to Horticulture and also due to funds constraints with NHBduring cUrrent financial year.

Proposal of The Associated Chambers of Commerce and Industry of India(ASSOCHAM), New Delhi for organizing a Seminar on "Linking ProspectiveFood Entrepreneurs with Government Schemes & Markets" (4 nos. event) atDimapur, Nagaland on 12.08.2016, Imphal, Manipur on 24.11.2016, Shilong,Meghalaya on 14.12.2016 & ]orhat, Assam on 19.01.2017 by The AssociatedChambers of Commerce and Industry of India (ASSOCHAM), 5, Sardar PatelMarg, Chanakyapuri, New Delhi

Decision: Ratified and Approved

The proposal was discussed in details and decided that IC (10.08.2016) has sanctioned 2 nos.events (Dimapur, Nagaland on 12.08.2016 & Jorhat, Assam on 19.01.2017) with financialassistance of Rs. 2.00 lakh (one lakh each event) to ASSOCHAM,New Delhi. ASSOCHAMhasinformed that the event of Dimapur, Nagaland has been organized as per schedule i.e.12.08.2016. The ASSOCHAM has requested to consider the event of Shillong instead ofDimapur (Nagaland). The committee after detailed discussion approved the change of eventplace. The other terms & conditions will remain same.

The committee discussed the issue of cancellation of train tickets booked for participation ofprogressive farmers by NHB Centre In charges for proposed Inter State Horti Fair Sangam2016 at Varanasi, Uttar Pradesh. Considering the fact that the event has been cancelled, thecommittee decided that cancellation charges towards train tickets may be reimbursed byconcerned Centre In charges from the imprest Account.
