Minutes of the 173rd Annual Convocation of Royal Arch Masons of Florida.

Held Electronically May 16, 2020

Please remember that this is the first time that the Grand York Rite of Florida has attempted to do something like this. This Electronic Convention (E-Vention) is a scaled-down version of our Annual Convention, and as such, there are some things that will not be discussed and/or balloted upon. It was decided that there would be no resolutions, and that the only requirements were that the Budget be presented for approval and Election of Grand Officers take place.

Most Excellent Grand High Priest James A. Green called the 173rd Annual Convocation to order, via electronic means, at 9:00 am. ME Green then told the attendees that in order to be recognized, they must use the “Raise Hand” feature and the Grand Secretary would let the MEGHP know that someone wished to be recognized. He then led the craft in the Pledge of Allegiance.

RE Arthur Ahrens presented his budget for the upcoming year. After a brief discussion, a poll was taken, via ZOOM, and the Budget was accepted.

MEGHP James Green then went through his list of awards (see Awards), and noted that he had appointed 5 new Grand Representatives from Florida

Grand High Priest Report

To the Most Worshipful Grand Master and Grand Lodge Officers, The Most Excellent Grand Chapter of Royal Arch Masons of Florida, Grand Chapter Officers, District Deputy Grand High Priests, District Instructors, Most Excellent Past Grand High Priests, General Grand Chapter Officers, Distinguished guests and visitors to the 173rd Annual Convocation of the Grand Chapter of Royal Arch Masons of Florida and Companions all, I wish you a healthy and hearty greeting and welcome.

Due to our present health pandemic, which has caused us to reformat our meetings from the normal hotel Convocation to this electronic version, I am unable to personally welcome the distinguished visitors from the Grand Lodge, other Grand Jurisdictions as well as the General Grand High Priest and his Officers who may have planned to attend our Convocation this year. To all the Companions who are able to participate in the e-convocation, I welcome you all and I hope you can experience at least a portion of the comradery and fraternal love that we would have been able to enjoy at Lake Mary. I am extremely grateful to, at least, see the smiling faces of my Companions after the last few months of isolation we have all been undergoing.

This year I have experienced a great outflow of assistance and warm receptions wherever I went and I thank my Companions throughout Florida for their outpouring of friendship. I wish to, especially thank the Right Excellent Grand Secretary, John Miller, and Kim Bailey for their understanding and assistance to me in the difficult periods we have endured this year. I have a great deal of gratitude for the exceptional handling of the Grand Treasurer’s duties by Right Excellent Carl Gilmore. I owe any successes we have had during these challenging times to these two Grand officers.

To the Grand Chapter Line Officers and Committeemen, thank you for your many hours of hard work and labor. All of you went above and beyond your required duties and helped make this year successful.

The District Deputy Grand High Priests this year were excellent representatives and kept me informed of the workings of the Particular Chapters throughout the state. Thank you from the bottom of my heart. The District Instructors this year also performed well and I wish to especially thank Dr. Joshua Schutts of District 10 for his excellent and innovational class on the symbolism of the Chapter Degrees. I hope his schedule allows him to continue these lessons and provide them electronically to the entire state.

My installation this year started my journey and I will be eternally grateful to M:. E:. Glenn E. Chandler, Snr., M:. E:. Darryl D’Angina and M:. E:. C. Robert Cooper, for an inspired and moving process. M:. E:. Chandler has a unique technique which makes events like this very special and memorable.

Area Meetings

At first blush, I was reluctant to embrace the format for the area meetings proposed by the M:. I:. Grand Master and R:. E:. Grand Commander. They proposed five meetings of two Districts each in the format of a two-day Festival. After a bit of persuading, they convinced me to give it a try. My complete enthusiastic support came after the first meeting in Orlando which allowed Exaltation of over 20 new Royal Arch Masons. The next four area meetings in Crestview, Jacksonville, Tampa and Fort Pierce produced many more exaltations. I was very much delighted with the turn out at these meetings and I feel the Grand Chapter communication was enhanced by the format due to the fact that the Companions of each District were, in every case, more likely to attend and meet with the Grand Officers. This was

the case because the two Districts in each area were encouraged to confer the Degrees and Orders which automatically enhanced the turn out. Unlike the usual District by District meetings which often seemed to have more traveling Grand Officers than local Chapter Officers in attendance.

Finance

There was good news on the financial sides this year. During the period from June 1st 2019 to May 16th 2020 Warrants 2019-1 through 2019-27 were approved and checks distributed for a total of $46,786.97. The proposed budget was $56,743.00 which yield an underrun of $9,956.03.

THEME

My theme this year was “Light in the Darkness”. My intention was to revitalize the District Instructor program with a set of teaching tools which they could use to awaken the Companions to the greater meaning of the Capitular Degrees. This lofty goal was not attained in most cases due to my own shortfall. However, several District Instructors and others took the theme to heart and provided much needed illumination on the symbols and allegory of our beautiful Degrees. My wish is that these same Companions will continue their inspirational work into the future even though there may be other guidelines for their instructional commitment. My goal was that over 25% of our Chapter Comrades achieve the “Companion Adept of the Temple” title and I am hopeful that the future will bear this out.

Five Companions were appointed to the Grand Representative Program to represent Florida in other Grand jurisdictions. Changes were made to fill empty slots or to replace deceased or delinquent slots.

Conclusion

This was a good year, overall, for the Grand Chapter of Florida. Financially, the Grand Treasurer and the Investment Committee have preserved our investment during this difficult COVID-19 dilemma. Fortunately, the stock indices are beginning to level out and the future looks good for our investments to regain their vigor. The Perpetual Membership account paid the required 5% dividend to the Chapters while maintaining fund value. Our budgetary expenditures were nearly 20% below the approved budgeted amounts while meeting the required goals.

My opportunity to visit many Chapters was, unfortunately, hindered by personal difficulties, but I did attend all five Area Festivals and enjoyed the Companionship offered. I attended two Chapter Tables in Jacksonville and Gainesville. Both experiences were extraordinary and the meals and the ritual were excellent. I also attended the South East Conference in Melbourne which was very well planned and well attended and I enjoyed the companionship from the various representatives of the South Eastern Region. I was fortunate enough to beat the virus and travel to Birmingham Alabama for their Grand Chapter Conclave. The outgoing Grand High Priest as well as the incoming MEGHP and his officers were outstanding hosts and I enjoyed my days there immensely. I had great discussions with M:. E:. James Hodge and his wife also and enjoyed sitting with them at the Banquet. Unfortunately, my plans to travel to the Georgia and Arkansas Grand Sessions were derailed by Corona.

M:. E:. H. Warren Almand, the chairman of my jurisprudence committee was extremely responsive to my requests for advice on many occasions and I am forever grateful for his wise tutelage while navigating through the various pitfalls of this Office. His experience, patience and wisdom were instrumental in the maintenance of my direction and sanity during the entire Capitular year.

I am thankful to all the Florida Companions, R:. H:. District Instructors, R:. E:. District Deputy Grand High Priests and R:. E:. Grand Chapter Line Officers for their support and fellowship from the day I was appointed to the Grand Chapter Line by M:. E:. John G. Allen in 2012 until today. The journey has been brilliant due to their knowledge, experiences and friendships shared with me, especially for the last year.

Report of the Grand Treasurer

For the Fraternal year of 2019-20 the following report covers the fiscal year of 2019.

This was the fifth and final year for Carl Gilmore as Grand Treasurer and a smooth working relationship with the Grand Recorder has been maintained. The Grand Recorder, John Miller, has continued to keep the Grand Office running in a skilled and professional manner. There are however several items of interest to be reported:

A. The 5% Life/Perpetual Membership Dividend was paid to all participating Chapters in early January 2020.

B. The essential records of the Life and Perpetual Membership program records were sent to Secretaries with the Dividend Check.

C. Actual expenditures for the operation of the Grand Chapter were within the approved Budget.

D. Similarly, actual expenditures for the operation of the Grand Office are within the approved Budget Items.

E. The Grand Chapter membership is now maintained through Masonic Membership Solutions.

F. The corona virus pandemic forced the normal “face to face” convention to be replace with a “virtual” convention using “Zoom” software. Around 250 attended through internet connection and only the bare minimum essential business was conducted. Also, as a

result of the normal convention being replaced, all registration fees and advertising deposits were refunded.

G. While there was no penalty from the Hotel for cancellation, there were costs associated with the above refunds and with the costs to use the software. Although these costs were only in the hundreds, the result is that there was little that could be returned to the Body from the Grand Office functions.

The Investment Committee has been both active and informed monthly of the two Investment Account’s activity and market impacts. There has been both group and individual communication regarding the investments. The Investment Committee will have its own report for the Craft, but I can say in spite of the large market fluctuation caused by the pandemic, the investment accounts ended up in the green. The Perpetual fund finished up 2.4% and the Administrative fund finished up 3.3%.

The Perpetual Fund was able to pay the 5% dividend to the Chapters this year without reduction of Fund Value; i.e. the Fund appears to have dividends from the investments amounting to more than the Payout to the Chapters, even gaining in value by the end of the Calendar year. However, since then it has lost some 15% so far in 2020. The Perpetual Fund has in 2019 gained 22 new members for a total of 610 members and, the fund was valued at 48% more than the total member investment on December 31st .

With the cancellation of the normal annual Convention, again due to the viral pandemic, all of the income both registration and advertisement, has been returned. Thus, aside from a few Bank and administrative fees, there is no change in the Convention funds.

Grand Secretary Report

I would like to thank the Craft for electing me as your Grand Secretary! I have tried, to the best of my ability, to uphold the duties of this office, as well as the Constitution. While I did receive some “push-back”, I feel as though we are headed in the right direction.

In August, we made the switch over to MMS for our database. This ensures that every Secretary is using the same system and will cut down on the compatibility issues. It will also allow for seamless transitions when a new Secretary is elected and installed. By switching over to MMS, we have dropped the requirement of Monthly Reporting, but, users MUST log in at least 1 time every 30 days to meet the requirements. While MMS is, currently, only compatible with Microsoft Internet Explorer, we are working with the developers. We hope

to create better reports that, we feel, will make this system even better.

We have instituted a bi-monthly newsletter, which seems to be well received by the Craft. It is my feeling that communication is key to the success of any organization!

We are continuing to update the website and all of the forms used. This process is taking a bit longer that I would like but we will continue to update. We have created forms for requesting Longevity Awards and Patent Forms for new members.

This office is working through a “transition” period. By that I mean that we are working with older equipment and supplies, while trying our best to keep up with the requests of the Presiding Officers and the Companions. Please bear with us while we slowly replace our equipment.

As we approach the Annual Convention, it is important that everyone realize that reports be turned in on time. This has been an ongoing issue and has caused problems with getting reports printed and in for the proceedings. On a similar note, when we ask for information to be returned to us by a specific date, it is important that these instructions be followed. Late submissions will no longer be accepted.

UPDATE: As of April 2, 2020, due to the growing threat of COVID-19, we will not be meeting in Lake Mary, and

Religious, Patriotic & Civil Activities

There have not been any reports received by this committee of Patriotic or Civic activities, however if you were to count social media, you can see that many such activities were held. This committee encourages all our local chapters to share what you are doing with the Grand Chapter so that other Chapters may learn and benefit from your good deeds.

In the spirit of the Grand Chapter’s motto “Holiness To The Lord” Most Excellent Companion James A. Greene, Most Excellent Grand High Priest issued his Executive order requiring all Chapters in the state of Florida to hold a religious affirmation event.

This year only 21% of our chapters held such an event. Those Chapters who work in our quarries and help to spread our Fervency and Zeal are truly to be commended.

This committee strongly recommends that all High Priests plan for these events with the same Importance that one might plan for festivals. When we share our light with others the flame never burns out.

ROYAL ARCH RESEARCH ASSISTANCE COMMITTEE REPORT 2020

Companions, as I reported last year it was a record setting year for RARA. After seven years of travelling the state to bring the message of CAPD and autism to each chapter and its companions we had 100% participation for the first time. Donations increased from $9,738.67 to $23,117, a 137% increase. I am most happy to report that this year donations have again increased from $23,117 to $60,593, a 162% increase. Thirty of our thirty-two chapters contributed 100%. Overall, Florida was first in donations by far in the Eastern section of the country and ranked third overall of all jurisdictions. This is important as the work being done by our sponsored organizations is increasingly making discoveries and bearing fruit. We have committed one million dollars to Autism speaks over ten years and they have started sponsoring grants and the Hearing Health Foundation has increased the number of starter grants to new researchers. I can only say

once again thank you for the enthusiasm with which the companions of Florida have embraced this cause.

As you can see this has been another banner year. I continue to be encouraged by the amount of individual giving this year and hope it increases this coming year. In addition we have a couple of fund raising projects in the works. Remember gifts are tax deductible as we are a 501 (c) 3 organization. Individuals may contribute directly by check, by workplace giving with matching funds, or by smile. Amazon, whereby Amazon donates 0.5% of your total purchase to the charity of your choice. And your Chapter gets the credit. Another new idea which I liked a lot was the use of a challenge donation, whereby a companion makes a large donation and challenges his companions to match it. Budget & Finance Committee

The committee consisted of the Grand King, Grand Secretary (Rt. Ex. John R. Miller, ex officio) and the Grand Treasurer (Rt. Ex. Carl E. Gilmore, ex officio). The budget was originally presented during the audit on February 29th, 2020 and revised with the guidance of both the Grand Secretary and Treasurer.

Based on previous year’s budgets, actual expenditures and future needs the budget was updated. In addition, the budget was presented to the Craft versus actual expenditures to allow for more transparency to the Craft.

The budget was presented and approved by the Craft during the electronic on May 16th, 2020.

Committee on Work Report

Committee on Work and District Instructors Activity Reports on Schools of Instructions, 4 reports were received from District Instructors and Committee on Work. District Deputies and District Instructors are required to submit reports In Accordance with Article XII, Section 13, and Chapter 13.03 paragraph J of the Grand Chapter Constitution. There has been

several E-Schools/Messages, put out by D Is and York Rite Bodies over the internet, I hope members are taking advantage of this type of instructions, as self-instructions are a valuable way to learn.

Areas covered in the School reports, were Opening and Closing a Chapter of Royal Arch Masons, Steps, Due Guards & Signs in all Degrees. I hope the Committee on Work, District Instructors, Degree Masters and Chapter Director of Work, found the Degree Floor Work booklet for the Chapter Degrees useful and instilling interest in the Degree work.

One Report to the COW of the Fervency & Zeal ceremony being performed by St Petersburg Chapter No. 31, September 2019, performed at Gulf Beach Lodge.

Questions purposed to the Committee on Work 1] In the opening of the Royal Arch Convocation when communicating the word, the Appendix D does not state how to place the feet in a Triangle, as does the Red Ritual, a resolution was developed; however it was turned in to late and could not be received. Suggest the D I’s instruct each Chapter on the Red Ritual use until Appendix D is updated.

2] Question on The Veils in the Royal Arch Convocation when should the Veils render the Due Guard to the Royal Arch Captain (RAC) and when do they drop it. COW interpretation is when the RAC turns West and renders the Due Guard then all the Veils should face South and come to Due Guard and hold the salute until the RAC passes the No. 1 Veil and drops his salute, then all Veils should drop their salute at the same time.

The COW is in the process of revising the Appendix D Opening and Closing of a Convocation to ailing the Royal Arch Opening & Closing, as to be much the same as the Red Ritual Book, with included changes by Resolution, as most Chapters, are using the Red Ritual Book instead of the Appendix D for Opening & Closing.

One Grand Chapter Competition was Scheduled for the Opening & Closing of a Chapter Convocation, this year Eureka No. 7; however, the Covin-19 MWGM Directive #3 caused the cancelation.

Convention Board Committee On April 1, 2020, after multiple meetings and phone calls, it became clear that due to the current situation with COVID-19, the Annual Convention of the Grand York Rite of Florida, scheduled for mid May, 2020, was to be cancelled. While this was an extremely hard decision to make, the health and welfare of all our members was paramount. In early April, we had decided to hold an Electronic Convention (E-Vention) on May 16, 2020. Under Executive Orders, there were to be no resolutions presented, and we were only required to get a Budget approved and new Officers elected and installed.

Investment Committee

The investments under the oversight of the Investment Committee are maintained by our investment advisers at Edward Jones & Co., and presently total $743,506 as of 31 March 2020, down from $749,073 a year ago. This represents a (0.74%) NET decrease in Grand Chapter invested assets, after the required 5.00% payout on Perpetual membership funds, and after the recent losses from the virus. These dollars are broken up into two major portfolios: Administrative Account - The first portfolio is the Administrative Account, also sometimes referred to as the General Fund. As of 31 March 2020, the total value was $393,765 – vs. $403,212 as of the beginning of 2019, for a decrease of ($9,447), after the decline in values experienced during the months of February and March of this year. This account has a target investment mix of 60% equities and 40% bonds and other fixed instruments. At 31 December 2019, the total value of this account was $478,557, vs. $403,212 at 31 December 2018, for an increase

of $75,345, or an 18.69% investment return. It is significant to note that our governing documents allow 75% of this annual increase to be included in the Budget for the following year, which could currently increase our available funds for charitable and necessary operating expenditures by $56,509. The original primary goal of the Administrative Account was to put the Grand Chapter in a position to be able to place less reliance upon Per Capita increases in the future, as this Fund grew. Instead of using these funds as originally intended, the funds have been allowed to accumulate, while significant Per Capita increases have been recommended and approved in recent years. During this past year, a total of $Zero was paid out of this Fund account. Life and Perpetual Account – The second portfolio is the Life and Perpetual Account, often referred to as the Sacred Fund. As of 31 March 2020, the total value was $349,741 – vs. $345,861 as of the beginning of 2019, for a slight increase of $3,880, even after the decline in values experienced during the months of February and March of this year, and even after the payout of the 5.0% annual perpetual payments to constituent Councils. This account has a target investment mix of 50% equities and 50% bonds and other fixed instruments. At 31 December 2019, the total value of this account was $420,333, vs. $345,861 at 31 December 2018, for an increase of $74,472, or a 21.53% NET investment return, after the required 5% perpetual fund payout. I would like to take this opportunity on behalf of myself and the other members of the Investment Committee to thank the Most Excellent James A. Green, MEGHP, for allowing us to serve the Grand Chapter this past year.

We did however suffer a loss of 85 Companions who laid down their working tools and crossed into the domain of the Great Architect of the Universe.

ME Companion John Garland Allen, MEGHP, died in office, June 23, 2012. RE Companion John Francis Wermann, Grand King, was installed as ME Grand High Priest on June 23, 2012 and served the remainder of the 2012-13 term. ME Companion Wermann was re-elected and served as MEGHP for the 2013-2014 term.
