1 Background
A task force was set up in the year 2011 to suggest strategies to deal with increasing under-recoveries of OMCs and diversion of domestic subsidized cylinders to the commercial sector due to dual pricing. The Task force suggested a framework which would lead to better management of subsidy and reduction in the burden to the exchequer. As per these recommendations the framework was to be implemented in phases to ensure a smooth transition from the existing regime to a better managed subsidy administration. The phasing of the proposed framework (later approved in-principle by EGoM) is as under:
Phase I: Cap consumption of subsidized cylinders to all consumers.
Phase II: Direct transfer of subsidy to consumers in their Aadhaar linked bank account.
Phase III: Direct transfer of subsidy only to a targeted segment of consumers
The Phase I recommendation was implemented from 14.09.2012 onwards with a cap of 6 subsidized cylinders to each household which was later revised to 9 subsidized cylinders per household on 17.01.2013. For implementation of Phase II, Government decided to launch Direct Benefit Transfer for LPG (DBTL) scheme for consumers across the country. In a meeting held on 1.10.2012 chaired by Principal Secretary to Prime Minister it was decided that a committee coordinated by Joint Secretary (MoPNG) with JS level representation from UIDAI, DFS and Planning Commission will prepare a roadmap for implementation of Direct Benefit Transfer of LPG subsidy. The Committee finalized the same. The success of the DBTL scheme depends on the efficient participation by all the stakeholders viz. DFS, Planning Commission & MOP&NG, UIDAI, Banks, OMCs, District Administration, the LPG Distributors and the Consumer.
1.1 What is DBTL Scheme?
LPG is a clean fuel and hence the Government of India wanted to popularize the use of this fuel by subsidizing LPG for domestic use making it affordable for the consumer. However, due to LPG being subsidized, there is dual pricing in the market which has lead to unscrupulous elements misusing subsidized LPG for other than domestic purposes.

DBTL is being introduced to curb such leakages and diversion so that subsidized LPG is available to the genuine users. Under the scheme, Consumers will have to pay the market price for the domestic cylinder and the subsidy amount will be transferred directly to their bank account. Effectively, the government wants to provide “Your benefit in your account” which means ‘subsidy directly reaches the intended beneficiary as the amount is credited in his bank account. Once the scheme is launched consumers who have not completed formalities for being cash transfer compliant (NCTC) will get 3 months to complete the formalities. During this period, they will get cylinders at the subsidized price as they are getting today. But if they do not complete formalities to become Cash Transfer compliant (CTC) within the due date, they will continue to get cylinders but they have to pay the market price for the cylinder. 1.2 Objectives of DBTL Following are the key objectives of the scheme:
DBTL scheme will ensure that there is a single pricing of the LPG cylinders across domestic LPG cylinder category thereby creating a disincentive for diversion since dual pricing of Domestic LPG cylinder category encourages diversion of subsidized LPG cylinders for unauthorized usage. Diversion of LPG cylinders for unauthorized usage leads to huge loss to the exchequer.
Subsidy disbursement will be better managed with a system based audit trail and transparency in fund transfer through direct transfer of Subsidy into the LPG consumers’ bank account.
DBTL will curb diversion of cylinders, leading to better availability of LPG cylinders for genuine users and prompt cylinder deliveries which will lead to higher satisfaction among beneficiaries as diversion of LPG cylinders to unauthorized channels mounts pressure on the overall supply chain of the LPG distribution network thus creating an artificial shortage of LPG cylinders.

DBTL scheme will ensure Aadhaar based subsidy transfer to weed out duplicate and ghost/fake connections as the LPG control order prohibits more than one LPG connection per household under PDS.
1.3 Benefits envisaged to various stakeholders TO LPG CONSUMERS:
LPG Consumers will be empowered as they will be getting their cylinders at the fixed price and receive the subsidy in cash directly in their bank account without any manual intervention.
With supply chain having no incentives in diverting the cylinders, consumers will receive prompt supplies.
There would be an improved availability of new LPG connections in the market.
As the cylinder supplied is at the market price, competition is expected to come in, there by more choices of buying points will emerge which will bring in better consumer service.
TO OIL MARKETING COMPANIES (OMC):
OMC may experience reduction in administrative efforts due to targeted delivery of subsidy leading to:
o Lesser policing of supply chain activities. o Reduction in number of grievances related to unauthorized usage,
diversion and delayed deliveries. o Public auditing of Subsidy administration through Transparency Portal.
Shift of focus from distributor administration to consumer management leading to emergence of ways to serve consumers better with focused initiatives.
Improved quality of consumer database on the basis of Aadhaar which can be leveraged for better analysis of consumer needs and thus improved services.
Improvement of consumer services may result in better consumer satisfaction.

Aadhaar based de-duplication will help in getting rid of multiple connections / fake & ghost LPG consumers.
Elimination of chances of artificial product shortage.
TO GOVERNMENT OF INDIA:
Launch of DBTL will reduce subsidy burden due to following factors:
o Elimination of supply chain leakages and thus unauthorized usage. o Bringing in a segment of consumers opting out of subsidy, and o Reduction in diversion by consumers by way of Aadhaar based De-
duplication of multiple connections.
Targeted subsidy delivery and there by satisfaction of LPG consumers as the supply chain does not have any incentive in diverting the product.
Elimination of diversion and losses due to supply chain leakages may lead to reduction in the grievances / queries which may provide Government with bandwidth to improve policies and guidelines.
Opportunities to open up domestic LPG sector for policy initiatives in improving competitiveness and there by better consumer service.
What benefit will the consumer lose if they are Non Cash Transfer Compliant (NCTC)?
If the consumer does not become Cash Transfer Compliant i.e. are NCTC, he has to pay the market price for the cylinder and he loses the subsidy amount due to him. Example (all figures indicative and excluding VAT), the RSP of subsidised 14.2 kg cylinder in Tumkur is Rs.420/- while that of a Non-subsidised price is Rs. 821.50/-. The Subsidy amount transferred to consumer’s bank account is Rs. 396.78 for the month of June for one cylinder. So, based on this calculation for a year, if a consumer takes 9 refills in a year, he loses Rs. 3571/- in a year.

2 Salient Features of the DBTL Scheme
The following are the salient features of the scheme:
All LPG consumers desirous of availing subsidy will have to first enroll with UIDAI to obtain their Aadhaar number.
To start receiving the subsidy directly into the bank account; consumers need to link their Aadhaar number to:
o LPG Consumer Number with Oil Marketing Company o Bank account.
An LPG consumer who has linked his/her Aadhaar number to both LPG consumer number and to the bank account is called Cash Transfer Compliant (CTC) Consumer. LPG consumers can check for their CTC status on OMCs Transparency portal and their CTC status will be defined from the date the LPG consumer is reflected in Green color (both LPG and Bank linking) in OMCs transparency portal.
Consumer who has NOT linked his/her Aadhaar Number to either LPG Consumer Number or Bank Account or Both is called Non-CTC (Non Cash Transfer Compliant) Consumer.
On launch of DBTL in a district, all CTC consumers will get the LPG cylinders at Market (non-subsidized) rate and the subsidy amount will be transferred directly into their bank accounts.
All CTC consumers will get a one-time advance in their bank account as soon as they book their first subsidized cylinder so that the consumer has advance money available to make the payment at the time of cylinder delivery at Market (non-subsidized) rate.
This advance will remain with consumer till the termination of connection. The advance for any year will be the average subsidy rate based on (fiscal subsidy plus under recovery) for 9 months starting from April of the previous financial year. For the financial year 2013-14, the permanent advance is Rs 435/-.
On delivery of first cylinder, the subsidy amount for the cylinder delivered will get credited in the consumer’s bank account.
Thereafter, subsidy eligible on each subsidized cylinder, up to the cap of 9 cylinders per financial year, will be directly transferred to the Aadhaar linked bank account of the LPG consumer.

Non-CTC consumers will get a grace period of three (3) months to become CTC consumer. During this period they will continue to get the cylinders at subsidized rate just as they have been receiving before launch of DBTL scheme. However the number of subsidised cylinders would be limited to the cap of 9 cylinders per Financial Year.
At the end of grace period, LPG cylinders will be delivered to all domestic LPG consumers at market (non-subsidised) rate. However, the subsidy will be transferred only to CTC consumers. Other consumers i.e. non-CTC consumers will not be eligible to receive subsidy till the time they become CTC Consumers.
After the end of grace period, a non-CTC consumer (NCTC) as and when he links the Aadhaar number to bank account and in LPG database (i.e. become CTC consumer) will start receiving LPG subsidy from prospective effect (upto the balance of 9 subsidized cylinder in a Financial Year) and will also receive a one-time advance on booking of first cylinder after becoming CTC consumer.
VAT applicable if any will have to be borne by the consumer.

3 Implementation Modalities
3.1 Eligible Consumers under DBTL Scheme
Consumers in Domestic household Category who are currently getting domestic 14.2 Kg and 5 Kg cylinders are eligible to receive subsidy in their bank account to the extent of the quota of 9 cylinders per financial year fixed by Government of India.
Those consumers who have linked Aadhaar with LPG consumer data base and Bank account (CTC) will be eligible to get the subsidy in their bank account from the date of launch.
Non CTC (NCTC) Consumers will become eligible from the date they complete the process of linking their Aadhaar with LPG consumer number and bank account (i.e. become CTC).
For Reticulated and Non Domestic Exempted Category consumers detailed guidelines will be issued in due course. However till such guidelines are issued they will receive the cylinders upto the quota at subsidized rates.
3.2 In-eligible Consumers under DBTL Scheme
Ineligible consumers include (any one or more of the following)
a. Consumers not having Bank account.
b. Consumers not having Aadhaar number.
c. Consumers who have not linked Aadhaar number with Bank Account (i.e. NCTC).
d. Consumers who have not linked Aadhaar number with LPG Consumer Number (i.e. NCTC).
Treatment given to undelivered Bookings / Refill Orders as on date of launch of DBTL Under the scheme, all first time bookings of CTC consumers from the date of launch will get a fixed cash advance. Since the scheme starts in a district w.e.f. a specific date, bookings of CTC consumers prior to the date of launch which have not been delivered

will be treated as new orders on the day of the launch and the advance is transferred to their bank account. The treatment for pending orders will be as under:
a. On the date of launch of DBTL all bookings of CTC consumers will be automatically cancelled.
b. Automatic rebooking (by OMC IT system) of bookings pending upto last 20 days from the date of commencement of scheme.
c. Bookings prior to 20 days (of commencement of scheme) will not be considered for automatic rebooking, thus such consumers will be informed about cancellation and requested to book if they need the cylinder.
How the Advance amount and Subsidy amount is transferred to Consumer’s bank account? PROCESS OF CASH TRANSFER
A provision to link Aadhaar number in the LPG consumer database is available in the OMC software through authorized process. The distributor is authorized to update the Aadhaar number and verify the same.
Any modification / corrections thereafter, if any, can be done by Sales Officers only.
Aadhaar number change is applicable as and when a name change takes place for regularization of a consumer. Aadhaar number updation will have to be done after Aadhaar de-duplication.
In case a consumer is having more than one connection even in two households at different address, he will receive subsidy only in one household.
In order to know whether a consumer has become CTC the OMCs get confirmation on Aadhaar linking in Banks through an automated system of checking Aadhaar availability through National Payment Corporation of India (NPCI) provided Aadhaar mapper on a regular basis.
At the end of each day after delivery confirmation, system centrally generates a file based on refill orders received for the first time after launch of DBTL scheme in the district and sends to Sponsor Bank (presently SBI) for transfer of advance amount without any manual intervention.
Similarly, at the end of each day, system centrally generates a file based on refill orders delivered and systemically sends to Sponsor Bank (presently SBI) for transfer of subsidy amount without any manual intervention.
NPCI managed Aadhaar Payment Bridge (APB) transfers the cash normally on the next working day to the bank account of the consumers.

What are failed cases and how are they dealt with?
In case some transfers cannot be processed by the banks, they are termed as failures and the failure cases if any along with the amount is received back from the Sponsor Bank by the OMCs. A report on such failure cases has been provided by the OMC on their portal which is accessible to the distributors as well as Call Centre.
Payments returned will be re-processed twice in a span of 15 days each and if it is still not transferred, the amount will be kept for payment as and when the bank related issues are resolved.
If the amount towards subsequent cylinder delivered is successfully transferred then the pending amount also will be transferred thereafter.
The time period upto which such payments will be kept pending will be decided.
What happens to Non CTC (NCTC) consumers who become CTC after the grace period is over?
As per the government notification domestic consumer is entitled to get 9 subsidized LPG cylinders per Financial Year.
For Non-CTC (NCTC) consumers subsidized cylinders will be delivered upto a cap of 9 cylinders by taking into consideration the number of subsidized cylinders delivered in the Financial Year prior to launch of DBTL scheme + delivered during the grace period.
On expiry of the grace period if the consumer becomes CTC during the same financial year, they will receive advance as and when they make their first booking after conversion to CTC.
The subsidy amount will be transferred as and when he/she receives the cylinder. This is applicable only for the balance entitlement.
How is the quota of subsidized cylinders worked out for new consumers?
The eligibility for quota of subsidized cylinders for all new connections released is on pro-rata basis. This is also applicable to CTC consumers.
For new connections, CTC consumers will receive both advance amount (after the booking of first cylinder) and subsidy amount (after the delivery of first cylinder).
Thereafter, they will receive subsidy amount with every cylinder delivery upto the capped subsidised quota of cylinders.

How is the quota of subsidized cylinders worked out for consumers who move to DBTL district from Non DBTL district?
For CTC consumers who have moved to DBTL district, the entitlement will be quota for the financial year minus number of subsidized cylinders already availed from the previous distributor (reflected in the termination voucher). The overall entitlement of subsidized cylinders will be restricted to maximum of 9 cylinders per Financial Year.
CTC consumers on transfer will receive both advance amount (after the booking of first cylinder) and subsidy amount (after the delivery of first cylinder).
Thereafter, they will receive subsidy amount with every cylinder delivery upto the capped subsidised quota of cylinders.
How to deal with Advance Amount given to consumers when they are on transfer?
CTC consumers, who are transferred, have to return the advance amount to the parent distributor. In other words, when the Termination Voucher is made the net amount of Security Deposit of equipment minus advance subsidy amount will be refunded to consumers.
If such consumers are transferred to another DBTL district, they will be given an advance once they become a consumer at the new location and are handed over the Subscription Voucher.
OMC Software has the provision to capture Security Deposit and advance amount separately and account them in the ERP accounting system.
For CTC consumers located in the same city on transfer without any surrendering of equipments and refund of deposit (TTV/CTA), advance subsidy amount will not be refunded.
What happens if Consumer cancels the first order after transfer of advance amount? For any booking cancelled by CTC consumers, the system will account unused advance amount against the consumer. This advance will remain with the consumer till he is transferred out of DBTL district or surrenders his connection. This amount will be recovered when the Termination Voucher is prepared for such a consumers is transferred out of DBTL district or surrenders his connection.

How will the consumer know the status of his payments? Visibility has been provided to the consumers through the Transparency portal of OMC. These portals provide besides Aadhaar linking status, separate columns for subsidized and non subsidized cylinder consumption, amount paid to consumer. A call center with dashboard on all transactions is available for suitable consumer grievance redressal.
3.3 Impact on Consumers after Launch of DBTL
3.3.1 CTC Consumers Following are the impact on CTC Consumers after launch of DBTL scheme:
Consumers who have their Aadhaar Number linked to LPG Consumer number and Bank Account are called Cash Transfer Compliant (CTC) consumers.
CTC consumers will receive a subsidy in advance immediately after their first booking post launch of scheme in their district.
CTC consumers are entitled to get upto 9 subsidised cylinders on pro rata basis per Financial Year, at the market price and the subsidy amount will be transferred to their banks account.
Beyond consumption of 9 cylinders in a financial year CTC consumers will not receive subsidy in their bank account and thus will receive cylinders at market price
3.3.2 Non-CTC Consumers Following are the impact on non-CTC Consumers after launch of DBTL scheme:
After launch of scheme, non-CTC consumers will be allowed 3 months from the date of launch of DBTL to obtain (Aadhaar Number) and link their Aadhaar number in LPG and Bank database. During this period such consumers will receive their quota (9 cylinders per Financial Year) of subsidized cylinders at subsidized price.
After expiry of the grace period of 3 months, all non-CTC consumers will receive cylinders at Market Price and will not be entitled to receive subsidy in their bank accounts until they become CTC.

When non-CTC consumers become CTC, they will receive one time Permanent advance and will start receiving their subsidy in their bank accounts for the remaining subsidized cylinder entitlement of the financial year.
If LPG consumer is non-CTC and is receiving the LPG cylinder at market price then that cylinder will not be considered as subsidized cylinder.

4 Roles and Responsibilities
4.1 Responsibilities of Collectors
Head of District Level Implementation committee for DBTL Project.
Conduct weekly meetings with all key stakeholders (UIDAI, LDMs, OMC Officials, Key Distributors etc.) to review status of Aadhaar linking in LPG and Bank database and associated activities along with district level officials appointed by OMCs at-least till end of three (3) months grace period.
Spearhead IEC (Information and Education Campaigns) and advance notices to inform and educate LPG consumers through various Government offices, by displaying pamphlets/standees supplied by OMCs, Local Press coverage about DBTL, its requirements and Aadhaar Enrolment centers.
Ensure that adequate enrolment centers (Aadhaar/Bank) in the district and are co-located at LPG distributors with sufficient geographical spread.

The boxes will be with the same captions (given below) written in English, Hindi and vernacular language in three sides.

5 Remote Aadhaar Linking Framework
MoPNG and OMCs have provided multiple ways of linking your Aadhaar Number to LPG database. If you have access to internet and are interested in linking your Aadhaar number directly to LPG database then you can use “Resident Self Linking” method to link your Aadhaar number to LPG database. Following is the step-by-step (with screenshot) explanation of how to link your Aadhaar number with your LPG Consumer number (“Linking” word used here means “Linking of your Aadhaar number”).

6 Frequently Asked Questions (FAQs)
I. QUESTION: What is DBTL scheme?
ANSWER: Direct Benefit Transfer for LPG consumer (DBTL) is the scheme aimed to improve the subsidy administration of LPG across the country. As per this scheme an LPG consumer will get his/her cylinder at full market price (excluding VAT) and the differential between subsidized price and full market price i.e. the subsidy will be transferred to his/her bank account. Following are the key features of this scheme:
Under this scheme, all LPG consumers will start receiving their LPG cylinders at full market price and will get their subsidy directly in their bank accounts.
To become eligible for this scheme an LPG consumer has to first become CTC consumer. To become CTC consumer one has to complete these 3 easy steps, as follows:
o Received his/her Aadhaar Number
o Linked his/her Aadhaar number to LPG consumer number.
o Linked his/her Aadhaar number to Bank account.
After completing these 3 steps the CTC consumer will start receiving his/her LPG subsidy directly in their bank account.
CTC consumers will get advance to buy their first subsidized cylinder after launch of the DBTL scheme.
Non-CTC consumers will get 3 months to become CTC consumer.
During these 3 months Non-CTC consumers will receive their LPG cylinder at subsidized price and if they become CTC during this period will start receiving their subsidy directly in their bank account.

II. QUESTION: How can a consumer start receiving my LPG subsidy in his/her Bank Account? ANSWER: To start receiving LPG cylinder subsidy directly in Bank Account he/she needs to become Cash Transfer Compliant (CTC) consumer. To become a CTC consumer he needs to take following 3 steps please skip any step if already completed):

ANSWER: It takes about 2-3 days to transfer your subsidy in your bank account after delivery of your cylinder. If your cylinder was delivered in last 2-3 days please wait for 1-2 more days to check your subsidy in your bank account through the transparency portal. However, even if you still do not receive your subsidy, please log a complaint at our DBTL Grievance Cell (Call Toll free number 18002333555). Based on the situation, we will either be able to tell you the reason on the call or will revert back to you on your Registered Mobile number.

QUESTION: I have contacted your call center/LPG distributor and I have been advised that subsidy has been transferred on date dd/mm/yyyy to xyz bank but I have do not have bank account in xyz bank .What should I do? X. QUESTION: Please explain what is EID, Aadhaar number and E-Aadhaar? ANSWER:
EID (Enrolment Id) is a 28 digit temporary number given to you by UIDAI after you have enrolled yourself for Aadhaar. This is not a unique number and cannot replace Aadhaar number for any purpose. This number can and should only be used to track the status of your Aadhaar with UIDAI. Aadhaar Number is a 12 digit individual identification number issued by the Unique Identification Authority of India on behalf of the Government of India. This number serves as a proof of identity (POI) and address (POA), anywhere in India. Any individual, irrespective of age and gender, who is a resident in India and satisfies the verification process laid down by the UIDAI, can enroll

E-Aadhaar: After your enrolment for Aadhaar it usually takes about 15-20 days to generate your Aadhaar number but due to logistical issues it takes some time to be delivered to your home address. UIDAI provides a facility to generate a soft copy of your Aadhaar (called eAadhaar) in a pdf format, a secured format. This eAadhaar contains your Aadhaar number and photograph which can be used as your POI and POA.
XI. QUESTION: I have EID but not received Aadhaar Letter. ANSWER: You can obtain your Aadhaar Number in following 2 ways: If you have Enrolment Id (EID) slip, you can generate your e-Aadhaar after 15-20 days of your enrolment. You would need your Enrolment slip to generate your e-Aadhaar. XII. QUESTION: I have booked my first cylinder but have not received the advance. ANSWER: It takes about 2-3 days to transfer your subsidy in your bank account after booking of your first cylinder post notification of your district for DBTL launch. If you have made your booking in last 2-3 days please wait for 1-2 more days to check your subsidy in your bank account.
