• Children are, on average, 12 times more distracting to a driver than talking on a mobile phone while at the wheel. (MUARC Study, 2013)
• Parents driving children to school make up 20%-25% of morning traffic (NHTSA 2003)
• Traffic Congestion/Engine Idling
• Idling an engine produces 2X exhaust emissions as an engine in motion
• Increases air pollution around the school
• 10 seconds of idling wastes more fuel than restarting the engine

• Per Proctor City Code, roller skates, rollerblades, rollerskis, scooters, or “similar non-motorized vehicles” are prohibited on:
• Boundary Avenue
• Second Avenue/Lavaque Road (from U.S. Hwy 2 to the Hermantown City Limits)
• U.S. Highway 2
• Third Avenue from Fourth Street to Seventh Street
• Second Street (from Boundary Avenue to Ninth Avenue and from the sidewalk at Second Avenue and Highway 2)
• Ugstad Road
• Fifth Street
• Fifth Avenue on the west side of Proctor
• Fourth Street West
• All public sidewalks within the City
• Children 8 years and younger are prohibited from operating or riding these on any city street in Proctor, except the crossing of Hwy 2 and 2nd Street.
• Tricycles and skateboards are prohibited on all public streets, roadways, highways, and alleys located within the City of Proctor.
