Locally Made Masks: A breath of fresh air!
It is wonderful to see entrepreneur Abi Umali providing a local community solution for people who need or choose to wear a mask. While disposable masks are harder to come by and becoming increasingly more expensive, Abi is not only helping the environment by making re-useable masks, but providing a local-made alternative to online purchases outside of the community.
Masks are great for reducing the dust and particles that you might inhale during times such as high pollen or windy days that send up dust, causing reactions. Anything that we can do to prevent or reduce those hay fever symptoms each year is well worth giving a mask a try!
She came about making them for close friends and family for work, who were finding their rhinitis was being triggered. They have loads or personality with colourful
fabric used, Abi lovingly makes her masks fun to wear. And for those who are more low-key, she also has a more toned-down selection. Word is spreading fast, with people putting in orders and buying them up for friends and family.
Abi makes three types of masks, with discounts for bulk purchases of 5 or more:

3 layer + filter layer – with 3 cotton layers. come with a removable filter that can be washed. It is not a medical filter, but an additional layer. Pyramid Hill Library Agency is open again, following State Government guidelines. The library will be open for browsing and borrowing Tuesdays 11.30am-3pm, Wednesdays 12-3pm & Thursdays 12-3pm. Librarian visits and Click & Collect will take place on Tuesdays 11.30am-12.30pm. Returns can be made during open hours. All returns will be quarantined for 72 hours. Cheesy Bacon & Corn Muffins
Ingredients
125g shortcut bacon, diced 1 3/4 cups self-raising flour 2 cups grated tasty cheese 1 1/2 cups milk 1 egg 60g butter, melted 125g can corn kernels, drained
Method
1. Preheat oven to 200°c. Grease a 12 hole muffin tray.
2. Fry bacon in a non-stick frying pan for 3 minutes until crisp. Cool.
3. Sift flour into a bowl, add cheese and stir to combine. Whisk milk, egg and butter together. Add to flour with corn and bacon and mix quickly and lightly together.
4. Divide mixture between muffin holes. Bake for 20 minutes until golden. Cool on wire rack.

"With reference to your representations on behalf of the Shire Secretary, Shire of Gordon, regarding the desired sale of wire by this Department, to the Gladfield-Canary Island Syndicate, to enable the members thereof to complete the privately erected portions of their telephone lines at Pyramid Hill, the position is as follows 1. At the present time the Departmental stocks of galvanised iron wire are practically exhausted.

MAYORAL COLUMN COVID-19 Updates A few days ago it became mandatory for people living in the metropolitan areas and Mitchell Shire to wear a face covering when leaving home. This follows a concerning increase in coronavirus cases in recent days, particularly where people are working closely together. Face coverings in regional Victoria continue to be recommended in situations where maintaining 1.5 metres distance is not possible. However, regional Victorians who visit the metropolitan Melbourne or Mitchell Shire areas for a reason that meets the restriction requirements will have to wear a mask. The State of Emergency will also be extended until 11.59pm on 16 August 2020, allowing for the enforcement of this direction and other vital public health directions from the Chief Health Officer. Jobs Skills Package The Federal Government has established the JobTrainer fund which will provide access to free or low cost vocational education and training in areas of defined need. The fund will provide additional training places to help school leavers & job seekers access pre-apprenticeships, short courses & full qualifications to develop new skills and create pathways to more qualifications. The apprenticeship wage incentive scheme has also been expanded to support both the apprentices and the small and medium sized businesses that employ them. The JobTrainer package is a vital part of the national recovery efforts from COVID-19 by keeping apprentices in jobs and ensuring that businesses are able to get the skilled workers they need.
Farm Safety Week National Farm Safety Week 2020, starting today, will focus on educational programs to help make farms safer, especially for children. Children in Victoria’s outer regional areas aged younger than 15 are four times more likely to die due to injury than children in major cities. Drowning is the leading cause of death of children on farms. Two programs to take place in Victoria will target primary and secondary school students to increase awareness of known injury hazards such as dams, farm equipment and off-road motorbike use. Teaching children about farms as workplaces is a vital part of changing attitudes, with information showing children influence the decisions their parents make, in turn improving farm safety for the whole family.
Stay Connected On the subject of being connected, the Victorian Government is offering grants for community organisations, incorporated not-for-profit and industry groups through the ‘Let’s Stay Connected Fund’. The fund offers eligible groups between $5,000 and $200,000 to support innovative, community-based initiatives that build connection, reduce feelings of loneliness and isolation and can also be implemented quickly, in order to provide much-needed support across the state. The funds could help groups adapt the way they deliver programs or events, improve their digital skills or help develop new ways for people to volunteer while maintaining physical distancing. The funds will boost communities and support them to develop new ideas to stay connected, highlighting the link between social connection and community wellbeing. Applications for the Let’s Stay Connected Fund are open until 31 August and applicants are encouraged to apply as early as possible at www.djpr.vic.gov.au/lets-stay-connected.
Small Business Financial Counselling As mentioned in a previous Mayoral Column, the Rural Financial Counselling Service is offered to eligible small businesses or those looking to start a small business in North West Victoria. The free service is a confidential and independent program that aims to provide businesses with the tools to make informed financial and business decisions. The counsellors can provide advice on such things as: record keeping practices, debt management, employer obligations, taxation, lending institutions and support services. Since 1984 Rural Financial Counselling Services has assisted farmers and small business owners to understand their business results and position and have helped with planning and developing business options. On Tuesday 4 August 7pm, Loddon Shire Council is hosting a virtual information session with Rural Financial Counselling Services for Loddon Shire businesses who would like to know more about what assistance the service can give to their business. This session is for one hour and will help business owners work on their business not in their business. To register attend-ance, email Robyn Vella [email protected].
The Loddon Project Council is currently working with the community in The Loddon Project to find out how residents can best participate in Council decision-making. The findings will help develop the Community Vision – a document which will express the aims of the community for the next decade. Throughout the month of July, The Loddon Project has been reviewing Council’s Community Engagement Policy. The review will incorporate the community engagement principles outlined in the Act. August will be a busy month where the Project will start working on our Community Vision. There will be a number of ways that residents can be involved and we would love to hear from you. In summary for small business:
There will be a reintroduction of mutual obligations. Recipients will have to undertake four job searches a month from 4th August 2020, with penalties for refusing a job. From the end of September, there will be reintroduction of waiting periods, liquid assets test and stricter eligibility for sole traders. Always check with your accountant to understand how the above changes may impact on your business, employees and yourself.

Young Musician’s Talent Recognised
Boort local Elias Lanyon, 16, has recently released his debut single and music video, with help from Northern District Community Health’s Youth Worker, Matt Allan.
The video was filmed locally in Boort on the singer’s property, showcasing the natural surrounds, featuring the salt lake on sunset. “The song is about getting away from it all and relaxing, something I love to do on the farm” said Elias. “We really captured that in the video. I was nervous for it all to happen because you always worry about people reactions to things like this, but I feel it went perfectly.” Elias added he has been fortunate to develop a love of music through some of the programs that his school, Boort District School, has been involved in.
Although upskilling young people is often an aspect of Matt Allan’s role, the COVID-19 pandemic has made this challenging lately. “This video project was a joint effort between Elias and NDCH and with help from his friends and family, it became a huge success” said NDCH Youth Health Promotion Worker, Matt Allan. “I enjoyed finding new ways to work with young people during a tough year and I look forward to more projects like this.” NDCH CEO Mandy Hutchinson said “Supporting youth leadership skills and volunteering is the cornerstone of NDCH’s ENGAGE program”. Ms. Hutchinson added “During what has been a very difficult year for many in our community, our local young people have also been impacted significantly by COVID-19. Here at NDCH we will continue to do our best in supporting our young people, their families and school communities.”
Elias Lanyon plans to continue on with his music and has started recording his debut album. “I would love to take music as far as I can and I’m looking forward to performing live more when COVID relaxes.” Elias’s first music video, for his debut single “Fly Away” has been viewed close to 5000 times on social media platforms, Facebook, Instagram and YouTube.

Child And Young Adult Census In Buloke And
Loddon Shires
The North Central LLEN is about to facilitate the trialling of a new early life monitoring system designed to follow the social and emotional development of children and young people to better understand how young Australians think and feel about their lives.
The project will focus from early childhood (birth to 3 years), into middle childhood (9 and 12 years), adolescence (15 and 18 years) and young adult life (18 to 21 years) and will be held across the Buloke and Loddon Shires, with the Young Adult Census as the first stage.
According to North Central LLEN Executive Officer Jane Hosking, this is the first time feasibility of a study of this magnitude has been undertaken in Australia, and the information will help inform the way we support all children and young people in the future.
“We know mental health and behaviour problems are among the most debilitating and costly health problems facing families, communities and countries globally.”
“Most have their origins in the very earlier experiences of childhood and adolescence, with almost all problems peaking in adulthood (18-24 years),” said Ms Hosking.
“Despite this we currently have no systematic way of identifying young people at risk and informing government where supports are most urgently needed in the early life course.”
“This method holds considerable promise for strengthening community-based approaches to promoting mental health, and preventing mental disorder, within and across generations, she said.
Ms Hosking says the project builds on decades of longitudinal research that has repeatedly shown that every age and stage of development matters in the trajectories that children and young people take.
“A life course approach to monitoring and supporting the social and emotional growth of children and young people is essential for strengthening populations to successful psychosocial adjustment across the entire life course,” she said.
Participation is confidential and the first stage involves young people between the ages of 18 and 21 who have left school completing a short survey (less than 10 minutes) which can be found at redcap.link/youngadult.
The project is being led by the Victorian Department of Education and Training (DET) as an extension of the Australian Early Development Census in Victoria, in collaboration with Centre for Social and Early Emotional Development at Deakin University, the Human Early Learning Partnership (University of British Columbia, Canada), and the Murdoch Children’s Research Institute (Royal Children’s Hospital Melbourne).
It is being funded by the National Health and Medical Research Council, the Victorian Department of Education and Training, and the Ian Potter Foundation.
