1Known Constraints
Known constraints are issues found in this release of the ProductionAccounting Solution (PAS) application.
GP and GS Water Allocation
Gas plant and gathering system water allocation is not functional inRelease 9. Re-processing of facilities with water allocations (saving themonthly Water tab for a previous production period) will result in thoseallocations being zeroed.
PAS Release 9 functionality is limited to gross volumetric balancing ofwater at gas plants and gathering systems and PRA reporting of that forAlberta facilities.
Non-operated Sales Tab
For non-operated BC facilities, in the Filter section of the Non-op Salestab, you cannot filter by BC Production Source. BC Production Sourcesdo not appear in the Production Source selection list. (PASEXT-11770)
Royalty TIK and Non-operated BC Wells
PAS does not handle royalty TIK contracts for non-operated BC wellsthat deliver to BC Spectra facilities.
You are able to set up the contracts but since volumes are entered by BC
Production Source instead of the well ( Monthly ( Facility) Non-Op Sales), you will not be able to enter the well's TIK volume thatwould apply to the contract.
Manitoba Well Monthly Production - S1 reportJIRA: PASEXT-11769
When you submit the Manitoba Well Monthly Production - S1 reportwith all selected in Facility Name on the Reports tab, you'll get an errorif your group includes a non-operated facility. Production supportrecommends that you remove the non-operated facility form the groupand leave it in the UNASSIGNED group.
Inactive BAsJIRA: PASEXT-11403
If any BA on a contract master is inactive, you will see a warning messagewhen you create a new detail. However, if you select an inactive BA on
PAS | Known Constraints | 1
the contract detail, you can save the record. This functionality will becorrected in a future release.
Emulsion Facility ChargesJIRA: PASEXT-11779
In previous releases, with Yes selected for Emulsion on the FacilityCharge screen and Yes selected in All Measurement Points on theLinked To tab, you'll get a financial file entry for oil that includes waterAND a financial file entry for water, resulting in water being billed twice. If All Measurement Points is set to No , the facility charge calculationsare correct. This behaviour is fixed in release 9.
Important: In release 9.0.0, if you select a non-emulsionMeasurement Type for linking, you won't get a water record forthese measurement types. In a future release, non-emulsionmeasurement points won't appear in the Measurement Type list.

Functionality Added from JIRA Issues
These issues include items from the Production Support backlog.
Changes to Reports
Report Improvements
Improvements were made to the code around reports. Improvements include:
• lists properly refresh based on selected parameters, including the Facility Name list• line spacing issues on lists are fixed (removing blank lines between records)• facility sort order improvements in Facility Name• standard behaviour for validation• GL Month no longer defaulting back to the Production Date as you move through parameters• reinstating missing Search icons ( )• searches by correct facility type• proper behaviour for Validation icon ( )• PDF as the default output• To/From dates appearing correctly on the parameter page
JIRA: These improvements closed the following JIRA issues:
• PASEXT-5585• PASEXT-7240• PASEXT-8094• PASEXT-8871• PASEXT-9002• PASEXT-9235• PASEXT-9236• PASEXT-9237• PASEXT-10161• PASEXT-10367• PASEXT-10471• PASEXT-10863• PASEXT-10916• PASEXT-10920• PASEXT-10922• PASEXT-11104• PASEXT-11225• PASEXT-11299• PASEXT-11414• PASEXT-11416• PASEXT-11451• PASEXT-11507• PASEXT-11545• PASEXT-11720• PASEXT-11746
PAS | Functionality Added from JIRA Issues | 3
Contract Name on the Facility Charge Worksheet VisibleJIRA: PASEXT-10671
Facility Charge Worksheet Contract Name area has been increased so that the contract name isn't truncated.
Reports Tabs (Cascade Facility Monthly Screens) Show Financial Interface HistoryReportsJIRA: PASEXT-10705
The Financial Interface History Reports (Summary and Detail) now appear on the Facility Monthly screensReports tab. These replace the Financial Interface and Financial Interface - Incomplete Status reports, whichwere incorrectly available from the Facility Monthly screens Reports tab.
Facility Gas Balance ReportJIRA: PASEXT-11078
The Facility Gas Balance report has been corrected so that all the data prints properly. Previously, if the dataran to two pages, the second page didn't print properly.
My Current Reports screenJIRA: PASEXT-11161
The My Current Reports screen ( Reports My Current Reports) now includes the date as well as thetime in the timestamp (under the Time Started column).
Royalty Worksheet CorrectionJIRA: PASEXT-11012
The Royalty Worksheet now correctly displays the Fixed - Min Value . Previously, the worksheet was showingthe incorrect Fixed - Min Value even though the Total Payable on the report was correct.
SAF/OAF Submission Records with Zero ValuesJIRA: PASEXT-10784
You can now create the SAF/OAF submission without zero-value records.
Although ERCB will accept the OIL DISP zero records when the SAF/OAF file is loaded, it also returns awarning message for each row with a zero volume. Depending on the property, this could result in many rowsbeing returned. To avoid this situation, if the following conditions are met, PAS does not produce SAF/OAFrecord for the submission files:
• productID is OIL/COND , activityID is DISP , type is WI and volume is 0• productID is GAS BY PRODUCTS , activityID is DISP , type is WI and volume is 0• a well is shut in
PRA SAF/OAF Report with Multiple PURDISPsJIRA: PASEXT-11228
If a battery has two fuel sales to a facility such as an injection facility, then the PRA SAF/OAF - Facilityreport and the corresponding XML file both show only one entry for the Activity of PURDISP for the From/ToFacility . Previously, the XML file showed two PURDISP entries and you had to edit the XML file to removethe second header before you submitted it to the government.
Facility Inventory by Owner and Production Source ReportJIRA: PASEXT-11566, PASEXT-11738
4 | PAS | Functionality Added from JIRA Issues
The Facility Inventory by Owner and Production Source report and Gas Facility Inventory by Owner andProduction Source report now properly displays the battery for which you are running the report. Previously, some wells from other batteries were appearing on the report.
Changes to Masters
Unexpiring Saskatchewan WellsJIRA: PASEXT-11388, PASEXT-11379 and PASEXT-11368
You can now unexpire Saskatchewan wells without seeing an error message stating that the GovernmentCode must be unique for the facility. Previously, this error appeared if you re-completed a well, which changedthe event number.
PRA Volumetric and Well Summary for SAGD and Cyclical WellsJIRA: PASEXT-10319
The PRA Volumetric data and Well Summary data now properly display for SAGD and cyclical wells.Previously, when hours were entered at the well for both an injection facility and a battery, the producinghours were being overwritten with the injection hours for these wells. The hours were added together and thecombined hours were included in the report for the Registry, which meant that you had to manually adjustthe PRA volumetric file.
Analysis with C7+ and a Gas Equivalent FactorJIRA: PASEXT-10906
If you try to save a gas or liquid analysis with a calculated C7+ gas equivalent factor (GEF) of more than999.99 , you will see an error. The final gas equivalent factor must be less than 1000. Previously, if you triedto save an analysis with a calculated C7+ GEF, PAS would error.
Changing Well from a Battery to an Injection FacilityJIRA: PASEXT-10260
You no longer receive errors or messages if you change a well from a battery to an injection facility and thenreprocess the well for a production date that's before the change. Previously, there were issues if you wentto a date prior to the change and reprocessed the well.
Multiple Forced Balance Measurement Point ErrorJIRA: PASEXT-10853
You will no longer see an error about multiple forced balance measurement points if you update a measurementpoint. Previously, creating a new detail that included a forced balance measurement point generated an errormessage about multiple forced balance measurement points, even though the new measurement point wasthe only one.
Changes to Monthly Data Entry
Trucking Rate Appears on Monthly ScreensJIRA: 10212
The Trucking Rate now appears on the Oil/Condensate tabs of the facility's Monthly screen for operatedand non-operated facilities, including BC batteries. If the Claim Trucking Rate is Master Input , the TruckingRate appears (read-only) beside the measurement point on the facility's Monthly screen.
PAS | Functionality Added from JIRA Issues | 5
Mid-Month Tie-In ReportingJIRA: PASEXT-10828
For wells that were tied in mid-month, the Alberta Crown setting is reset. This allows you to rerun your PRAprocess. Previously, if you processed your wells, ran the PRA Pipeline process, tied-in one or more wells toa different battery (using the Mid-Month Tie-in functionality) and then ran the PRA Pipeline process again, the values did not reset, which caused PAS to submit the APMC from both batteries, resulting in an overdeliveryfrom the initial battery.
Carrying Forward Water InventoryJIRA: PASEXT-11441
Water inventory that was loaded on a well via an opening inventory now properly carries forward, providedyou set it up correctly. You must set up at least one directed disposition for wells that have wellhead inventory. With this setup, the next production month picks up the water closing inventory value as the opening inventoryvalue.
PRA Submission HeadersPASEXT-11016
A change was made so the PRA file header uses the submitting facility ID as the reference code for everyrecord in the PRA file.
The reference code field is part of PRA file header. PRA records are stored in a flattened data structure whereevery row has all the fields of the header and the details. Previously, the reference code was set to differentfacility IDs based on the record type, with the reference code of the first record of the file being used for thewhole file. This caused a problem if the first record was a shut-in well.
Closing Inventory at a BatteryJIRA: PASEXT-10905, PASEXT-11186, PASEXT-11412, PASEXT-10976
You can now have a closing inventory volume at a battery from a well that was previously attached (priormonth) but has since been moved. Closing inventory volumes now carry over to the opening inventory andare successfully allocated back to the owners of the originating well. This affected wells that required a changeto the Well Type (usually from Oil to Injection). Previously, the inventory at the well and any other changes, such as Royalties/Measurement Points, were overridden, requiring you to manually delete zero inventoryrecords and then rerun the Oil Sales/Disp process.
Also, inventory records with zero volumes that are attached to expired connections are now properly cleanedfrom the system.
Changes to Contracts
Override Royalty Contracts Linked to Operated and Non-Operated FacilitiesJIRA: PASEXT-11150
The Operated field is available if the Contract Settlement is set to TIK . On TIK Royalty contracts forunits that contain both operated and non-operated wells, Operated indicates if the contract applies to the
6 | PAS | Functionality Added from JIRA Issues
operated or non-operated portion of the unit. PAS now ensures that the non-operated TIK royalty is uniqueand no longer allows a non-op TIK royalty that has monthly inputs to be changed to a cash royalty. Also, theapplication no longer fails if there is a cash royalty paid to a DOI. Previously, PAS produced an error if youchanged the Operated setting from Yes to No .
Contract Number IdentifierPASEXT-11170
The Contracts tab on the Facility Master screen now has a # (Contract Number) beside the contract so youcan track which contract you're viewing. Also, the text that appears when you hover over the contract nowdisplays the Contract Identifier .
Shrinkage Contracts with Low VolumesJIRA: PASEXT-11330
If a production source owner is on a shrinkage contract, that Owner is allocated a calculated shrinkage shareprovided there is sufficient volume at the facility to fill the contract. The only volumes the contract allocatesat a facility is the contract owners's volume and the counterparty's volumes. If there isn't enough productvolume to fulfill the shrinkage contract obligations, PAS uses the shrinkage calculated share as a base andallocates the product that is available to the shrinkage contract owners.
Previously, the contract owners were not given any shrinkage volume because they were not allocated anyC5 beacuse the receipt volume wasn't large enough to generate a C5-SP volume. It looks like the Shrinkagecontracts allocate volume based allocation results for shrinkage factor products. If no C5 was allocated to aproduction source owner, then it was not given any of the C5 spec owed to it by the contract.
Swing Functionality for Shrinkage ContractsJIRA: PASEXT-11356
When processing shrinkage contract volumes, PAS now finds all measurement points in the network thatpertain to the contract, adds up the volumes and then runs the process. Previously, shrinkage contract processingwould only find the first measurement point.
Sales Contracts with Rate Per Day SettingJIRA: PASEXT-10968
If you set up a sales contract with Calculation Method set to Rate per Day and Use Average Sale HeatValue set to No , you must set a Heat Value . Previously, there was no validation for this setting.
Contracts with an Inactive BAJIRA: PASEXT-11403
You can now create a new detail for a contract that has an inactive BA. If any BA on a contract master isinactive, you will see a warning message when you create a new detail. However, if you select an inactiveBA on the contract detail, you can save the record. This functionality will be corrected in a future release.Previously, if the BA was inactive, you couldn't create a new detail for the contract.
TIK Sales Contracts for Non-Operated FacilitiesJIRA: PASEXT-11359
You can't change a sales contract Revenue Type for non-operated facilities from TIK to Cash ( ReceiveRevenue ) if any monthly data exists for it. Previously, there was no validation for non-operated contracts.
Allocation Record MaintenanceJIRA: PASEXT-11118
Changes have been made to clean up unnecessary allocation records for deleted records for facilities that didnot exist in previous months.
PAS | Functionality Added from JIRA Issues | 7
Emulsion Facility Charge ContractsJIRA: PASEXT-10779
Some improvements have been made to the behaviour behind the facility charge contract Emulsion option:
• As of release 9, water will no longer be billed for the non-emulsion measurement types.• In a future release, non-emulsion measurement points won't appear in the Measurement Type list.
The contract behaviour varies, based on your selection:
DescriptionSelection
You can select Products .
If you select OIL/COND , oil is booked to the financial file as Oil (one entry). If you select WATER , wateris booked to the financial file as Water (one entry). If you select both, you'll get an oil entry and a waterentry on your financial file.
No
All Measurement Points can be selected and you'll have a line in the financial file for each product selected, which means that a charge is created for each product.
The facility charge contract is booked as oil. Products can not be selected and do not apply to thecontract. If you want a combined (oil and water) total with one financial file entry (as oil), use this option.
Yes
Note: Currently, all measurement types are available for selection; however you should only selectemulsion measurement types. If you select non-emulsion measurement types, the facility chargemay have billed for water on the non-emulsion measurement types. As of release 9, water will nolonger be billed for the non-emulsion measurement types.
In previous releases, with Yes selected for Emulsion on the Facility Charge screen and Yes selectedin All Measurement Points on the Linked To tab, you'll get a financial file entry for oil that includeswater AND a financial file entry for water, resulting in water being billed twice. If All MeasurementPoints is set to No , the facility charge calculations are correct. This behaviour is fixed in release 9.
Important: In release 9.0.0, if you select a non-emulsion Measurement Type for linking, youwon't get a water record for these measurement types. In a future release, non-emulsion measurementpoints won't appear in the Measurement Type list.
New Details on Sales ContractsJIRA: PASEXT-11422
8 | PAS | Functionality Added from JIRA Issues
You can now add a new detail to a sales contract without the reporting facility information being lost.Previously, because of this loss, you would have to add the reporting facility information back to the facilityafter you created the new detail.
Other Screen Changes
Financial File Submission screensJIRA: PASEXT-6856
The display area of the Financial File Submission screens have been increased to fit the minimum resolutionof (1280x1024). This allows for more display room for the list of facilities and the corresponding status icons.
Network NavigationJIRA: PASEXT-11100
The network navigation now properly follows the product(s) when attaching upstream facilities to a group.Previously, the network navigator was following a cascade network and not taking the product intoconsideration. If there was an oil connection, all upstream facilities were included in the network.
Changes to Imports and Exports
Importing Non-Operated Properties with Operated PropertiesJIRA: PASEXT-11117
You will now see more warning messages when you import an operated group of properties that containsnon-operated facilities or if you import a non-operated group that contains operated facilities. The messageswill provide more details about the import data. Previously, the error message wasn't indicative of the erroror, if the import came via the Gateway, the application generated an error.
Exports with Trucking RatesJIRA: PASEXT-11196
You can now export the Trucking Rate values from the Oil/Condensate tab for the Oil Sales measurementpoint. This export does not export the Volume.

Alberta Oil Crown Royalty CalculationEffective January 2011, the Alberta oil Crown royalty calculation has been revised to meet the new Albertagovernment requirements, including the reduction of the maximum royalty rate from 50% to 40%.
JIRA: PASEXT-11786
Condensate Reporting on the BC 08 Report
JIRA: PASEXT-10801
You can select any facility to be used as the Sales Facility for the field condensate on the BC 08 report. Thefacility selected in Report Field Condensate At is reported as the Sales Facility for the field condensate andcan be the same Sales Facility as for the gas and by-products. If not specified, the field condensate is reportedwith the current battery as the Sales Facility.
If a battery is non-operated, Report Field Condensate At is only available if the battery has wells ( HasWells is set to Yes ).
PAS | New Functionality | 11
BC Equivalent Government Code for Alberta FacilitiesAlberta batteries, gathering systems and gas plants now have a BC Equivalent Government Code .
For BC facilities that deliver to Alberta facilities, the BC Equivalent Government Code replaces the Albertafacility's government code as the Sales Facility on the BC 08 reports. If the BC Equivalent GovernmentCode has not been entered, the Alberta government code is used.
BC Non-operatedPAS now has new non-operated functionality for British Columbia.
BC Non-operated Batteries with Wells
The following government reporting options are now available for BC Non-operated batteries with wells:
DescriptionFieldScreen
Indicates whether or not BC 08 files are required for the facility, to fulfill BCregulatory reporting requirements.

Additional functionality has been added to BC units.
DescriptionFieldScreen
A BC non-operated unit can be flagged as a BC Gas Unit -
When BC Gas Unit is set to Yes on the unit master,
BC Gas UnitUnits Master
1. Unit wells are reported on the BC 08 instead of the units.2. PAS allocates marketable gas and by-product volumes to unit wells based on
the wells' gathered volumes at the point of sale facility and prorates raw gas tothe unit wells using the allocated gas sales. Field condensate is allocated to unitwells based on the wells' oil/condensate production.
3. Tract Level Crown Royalty Estimates must be set to No.
For BC units, indicates whether or not crown royalty information is maintained atthe tract level (for oil).
When this field is set to Yes , a Oil/Cond Crown Price Option must be selected.
Tract Level OilCrown RoyaltyEstimates
When Tract Level Oil Crown Royalty Estimates is set to Yes on a unit'sFacility tab, all oil/condensate sales for the entire unit will be reported as oil onthe BC 09 and the BC Crown Royalty Estimate section is available on the Tracts
Tab ( Masters ( Unit) Tracts Tab) .
When this field is set to No , all oil/condensate sales for the entire unit will bereported as field condensate on the BC 08.
BC units can only consist of all operated wells or all non-operated wells, not amixture of both. The first well added to the unit determines if the unit is operatedor non-operated.
On the Ownership tab ( Masters ( Well or Unit) Ownership tab) ForBC Units, the value of Apply To is determined by the wells in the unit

BC Production Sources
A non-operated BC reporting facility can be a BC Receipt Point for Non-Op Wells which allows for set up
of non-operated BC productions sources ( Masters ( Facility) BC Production Sources tab).
Monthly
On the Non-Op Sales tab ( Monthly ( Facility) Non-Op Sales), you can enter non-operated salesvolumes by well or by BC production source depending on the setup.
• At non-operated BC Spectra facilities ( Allocate to BC Production Sources set to Yes), non-operatedsales can be entered by BC production sources ( Non-Op Sales tab) for facilities with all these characteristics:
• Reporting Facility (selected or default),• BC Receipt Point for Non-Op Wells set to Yes, and• BC production sources are set up on the BC Production Sources tab ( Masters ( Facility)
BC Production Sources tab)
Allocation of non-operated sales volumes, entered by BC production source, to non-operated wells is basedon the managed interest share of gas production.
BC Regulatory
Non-operated batteries are now included in Regulatory reporting (BC 08, BC 09 and Oil Estimate).
• Non-operated batteries appear on the Crown tab ( Process (Select a Group ) BC Regulatory
Crown tab)• On the Regulatory Files Creation screen ( Process Regulatory Files Creation ) you can select
non-operated BC batteries.
Fixed JIRAsThis functionality fixes these JIRA issues:

Reuse an Expired BC Production Source's IDYou can now reuse the ID of a BC production source that has been expired.
To reuse a BC production source, you must expire the existing production source before creating a new onewith the expired production source's ID . The new BC production source must have an effective date afterthe expiry date of the first BC production source.
Reuse an Expired Well's UWIYou can now expire a well and reuse the UWI at a new well.
To reuse a UWI, you must expire the existing well and then create a new well using the expired well's UWI.The new well must have an effective date after the expiry date of the first well and the Facility ID must beunique.
Tip: This function is useful when you need to change a well from operated to non-operated or viceversa.
Allocation of Excess GP Water is RemovedAllocation of excess gas plant water has been removed from PAS Release 9.
Previously when the gas plant Water tab was saved, water was allocated back to the wells/battery, updatingthe water balance at the battery and populating the water disposition from the battery to the gas plant. Thisprocess does not occur in Release 9.
This change also impacts the following fields.
• The Participate in Excess Gas Plant Water field is not used by Release 9 but is visible on the well andnon-operated facility Production Options tab. It has been retained for future data migration. Changingthe setting of this field will not affect processing.
• The following fields have been removed from PAS Release 9.
TabField
Production OptionsGP Water Estimate
Production OptionsGas Plant Water WGR
Measurement Point (WATER-PRODUCTION)Allocate Water Based On
Note: Allocation of excess battery water was not changed.
PAS | New Functionality | 15
Water Processing at GP and GSWater balancing is available at both gas plants and gathering systems but water cannot be allocated toproduction sources.
Setup
Once water is selected as a product at a gas plant or gathering system PAS creates the required watermeasurement points including WATER-PRODUCTION. You can then set up the following measurementpoints for water:
• Dispositions• Load Disposition• Receipts• Unknown Dispositions• Unknown Receipts
Caution: Prior to Release 9, water could be chosen as a product but it was not functional. Because ofthis, during migration, the product water is removed from gathering systems. You must add water onthe Products tab for all gathering systems that required water balancing.
Monthly
No allocation of GP and GS water occurs. Saving the monthly water tab performs the water balancing andcalculates water production.
Note: Prior to Release 9 when the gas plant's Water tab was saved, water was allocated back to thewells/battery, updating the water balance at the battery and populating the water disposition from thebattery to the gas plant. This process does not occur in Release 9.
Government Reporting
Alberta water production volumes are reported in the PRA volumetric submission as a receipt from ABWC.For other provinces, water production is not reported to the government.
Amendments/Reprocessing
For production month's prior to Release 9, water processing included system generated measurement points(GAS PLANT WATER RECEIPT, GAS PLANT WATER PRODUCTION and GAS PLANT WATERDISPOSITION) and involved allocating water. Release 9 still displays those measurement points for previousproduction months with non-zero volumes but they are not used in any current processing.
For production month's prior to Release 9,
• Saving the gas plant's Water tab ( Monthly ( Gas Plant) Water tab) sets all excess gas plantwater volumes for the entire network to zero (process includes these steps):
1. zero the GAS PLANT WATER RECEIPT, GAS PLANT WATER PRODUCTION and battery GASPLANT WATER DISPOSITION measurement points for the gas plant's entire gas network
2. calculate WATER PRODUCTION for the gas plant3. zero the previously calculated gas plant water allocation results at participating wells, including the
gas plant water added to the wellhead water production.
16 | PAS | New Functionality
• Saving the battery Water tab ( Monthly ( Battery) Water tab) or re-running the battery WaterVolume process on the battery Status tab sets the excess gas plant water for the battery and its wells tozero including the gas plant water added to the wellhead water production (zeros GAS PLANT WATERRECEIPT, GAS PLANT WATER PRODUCTION and battery GAS PLANT WATER DISPOSITIONmeasurement points).
PAS | New Functionality | 17
Tip: Once the excess gas plant water allocation measurement point volumes are zeroed, they do notappear.

Royalty Deductions with Multiple Products on ContractsYou can set up royalty deductions on freehold and override cash royalty contracts when there are multipleproducts on the contract, with the exception of contracts with both oil and gas/by-products selected. The totalvalue of all the deductions is allocated across all products based on the products' royalty gross value.
Previously, no royalty deductions were allowed when there were multiple products on the contract.
Tip: In cases where you have separate contracts to for each product with royalty deductions, you cannow combine most of those contracts.
US Crown Royalty CalculationThe precision in the calculation of royalty factors for US facilities has increased. Previously the rate wascalculated to five decimal places; now the rate is calculated to eight decimal places. The royalty factor iscalculated based on the Royalty Rate Percent and the user-defined rates. This factor appears on the RoyaltyWorksheet and the Royalty Owner Report.
The precision is controlled by an entry in your company's properties file for PAS. Here is a sample of the keyand value:
us.high.precision.date=2010-08
In this example, the reports run with production date of 2010-07 or earlier use the 5-decimal place precision.Reports run with the production date of 2010-08 and later use the 8-decimal place precision.
The 8-decimal place precision appears on all reports. However, reports that use the 5-decimal place precisionwill be zero-filled to complete the 8-decimal places.
Reducing the Number of Financial Transactions AmendedYou can now control the company-wide setting for the amended transaction reporting by using the CreateFinancial Transactions Only If Changed on the Financial Options tab ( Utilities System ClientTable Financial Options tab)).
18 | PAS | New Functionality
Note: Create Financial Transactions Only If Changed only applies to amendments for freehold andoverride royalty transactions (financial transactions resulting from the FH/ORR Gas and FH/ORR Oilprocesses).
All amendments to financial transactions that are resulting from the Revenue Allocate and FeesCalculate processes are handled as if Create Financial Transactions Only If Changed is set to No .
The default is No .
If you leave this setting as No , PAS continues to handle amendments as in previous releases, which meansall original transactions are reversed out and new transactions are created. This results in every GL entry inthe original file showing a reversal entry and new entries, as applicable, (which could be the same as theoriginal).
With this new field set to Yes , when amendments are created, only the transactions that are different fromthe previous financial transactions are created. These differences may be in the transaction details and/orattributes, as well as the numbers. When the reprocessing occurs, entries that will produce identical recordsto the original entries are not created. In this situation, the original entries stay in effect. With this setting, records for the amendment file (reversals and new entries) are created ONLY for changed transactions.
The purpose of this setting is to reduce the manual process time for the financial transaction reporting.

Monthly
PAS accepts monthly data entry for oil and water facilities in Manitoba.
Government Reporting
The Manitoba government requires submission of two regulatory reports for the facility (the Manitoba MonthlyBattery Crown Royalty statement and the Manitoba Monthly Battery Freehold Oil Production Tax statementor the Manitoba Monthly Unit Crown Royalty statement and the Manitoba Monthly Unit Freehold OilProduction Tax statement) and three regulatory flat files (Production, Well Test and Well Injection), withdata appearing on the Manitoba Well Monthly Production - S1 report and the Manitoba Well MonthlyDisposition - S2 report.
To prepare the oil crown royalty and the freehold oil production tax reporting, you:
• enter data on the facility's Monthly screen Data Entry tab for the products and the contracts• run the appropriate processes for the facilities (either on the facility's Monthly screen or Group Processing
screen)• generate the appropriate reports for submission to the Petroleum Branch, Manitoba Innovation, Energy
and Mines• run the appropriate financial files (on the Financial File Submission screens) to generate the financial
entries
To create the flat files, you:
• enter data on the facility's Monthly screen Data Entry tab• run the appropriate processes for the facilities (either on the facility's Monthly screen or Group Processing
screen)• gather the data for the flat files (on the appropriate MB Regulatory screen - Battery tab, Crown tab or
Injection tab). PAS generates the report in the correct format for the Manitoba government.• create the flat files (on the Regulatory Files Creation screen)
PAS generates the appropriate flat file to your report directory. To view the data included in the flat file forManitoba reporting, run the Manitoba Well Monthly Production - S1 report and/or Manitoba Well MonthlyDisposition - S2 report. No pricing is displayed in the Manitoba Well Monthly Disposition - S2 report sinceit is not required for the Manitoba government.
