Film Commission Poland is an institution established in 2012 with the mission to position Poland as a globally competitive film destination. Its aim is to support the development of a sustainable domestic audiovisual sector by servicing international and domestic film production thereby boosting tourism, job creation and the development of core skills. Film Commission Poland is the first contact point for international film professionals interested in shooting in Poland.

Financial support of the Polish Film Institute

With a budget of ca. 24 million EUR* for production, the Polish Film Institute (PFI) supports annually about 130 feature, documentary and animated film projects in the production stage, as well as about 90 projects in develop-ment and script scholarships. A subsidy granted by the PFI for all kinds of film genres may not exceed 50% (70% in case of a difficult film) of the total film budget and the limits set out by the PFI. When applying for production funding, the producer is obliged to contribute a minimum of 5% of the PFI’s subsidy. This contribution may be financial or a combination of financial contribu-tion and contribution in kind. At the same time, a contribution in kind may constitute no more than 95% of the producer’s entire contribution.

International Co-Productions

ApplicAtion process

• Producers from the whole European Economic Area are eligible for application; however, it is strongly advised to have a Polish co-producer on board;

• all applications (including attach-ments) are to be submitted in Polish;

• to be eligible for consideration, applications must contain every single piece of accompanying

information that is requested (script, director’s explication, synopsis, budget, estimated production costs, script rights agreement etc.);

• applicants must provide a proof (letters of intent, a memorandum or a co-production agreement) of the remaining sources of financing (i.e. excluding the grant requested from the Institute);

• decisions are taken within 90 days;• the grant decision remains valid for

six months, this can be extended to a maximum of another six months;

• during this period, the producer must finalise an agreement with the PFI (having completed the budget and signed the remaining produc-tion agreements);

• producers may apply for up to three projects per application round, including projects from previous application rounds with a pending decision;

• if the film makes a profit, the grant is to be reimbursed (applicable in the first six years after the film’s premiere).

MAjority internAtionAl co-production

• The maximum subsidy for a contem-porary full-length feature film is set at 4 million PLN (ca. 950,000 EUR) or no more than 50% of the total budget;

• at least 80% of the support has to be spent in Poland;

• the application must include details on the total amount to be spent on Polish territory, as well as a list of

creative and production elements contributed by the Polish side;

• a letter of intent from a Polish distributor is required;

• co-production projects are evalu-ated based on artistic potential and must compete against domestic projects (same funding sources).

There are 3 application calls within a year (usually January, April, August).

Minority internAtionAl co-production

• Up to 2 million PLN (ca. 470,000 EUR) per feature project (up to 118,000 EUR for a documentary; up to 237,000 EUR for an animation), not exceeding 70% of the Polish financing;

• for bilateral co-productions, the Polish contribution must be at least 20% of the total budget; for multilateral co-productions, the Polish contribution must be at least 10% of the total budget;

• at least 80% of the support has to be spent in Poland;

• the summary page of the global pro-duction budget must be included with the application, with totals converted into Polish zlotys (PLN) and including the exchange rates, as well as a detailed budget of the Polish side, indicating expenditures on Polish territory;

• the artistic contribution must be adequate to the requested subsidy and meet the minimum require-ments listed below:

• if the director of the film is of Polish nationality, the rules for a majority co-production can be applied even if Polish financing accounts for less than 50% of the budget;

• minority co-productions are as-sessed by a dedicated commission in a one-stage procedure, the final decision is at the discretion of the General Director.

POLISH-GERMAN FILM FUND

The Polish-German Film Fund (PGFF) is created by the Polish Film Institute, Medienboard Berlin-Brandenburg, Mitteldeutsche Medienförderung (mDm), and the German Federal Film Board (FFA). Its annual budget amounts to 500,000 EUR.

Eligible for funding: • development of co-production

projects (full-length features, anima-tions and creative documentaries);

• full-length feature, animation and creative documentary projects as well as production of full-length, low-budget films – here also debuts and innovative films are eligible.To be eligible for application, it

is necessary to sign a development/ co-production agreement by at least one Polish producer with at least one producer based in a region in which mDm or Medienboard operate. There are no territorial restrictions for German producers in case of development application. Participation of producers from third countries is possible. The funding from the PGFF can be combined with regular grants from the respective Funds.

The funding is granted from the Polish side in the form of a subsidy. The maximum funding is: • 70,000 EUR for project

development;• 150,000 EUR for film production.The total production budget should not exceed 750,000 EUR.

Each co-producer receives part of the subsidy proportional to their financial contribution in the total cost of the project development/co-pro-duction, which has to be determined in the co-production agreement. The financial contribution of each producer in the total cost of the project has to constitute at least 20% of the total cost including the subsidy. During the realization of the project, a significant part of the total cost to the amount of the subsidy has to be spent in Poland and in the region of the relevant German fund (regional effects).

Decision-making sessions take place twice a year. The next application deadline is: 31 July 2018.

REGIONAL FILM FUNDS

There are currently twelve operating funds, but the authori-ties in the regions not yet covered have declared that more will be launched. In the case of Dolnośląskie, Małopolskie, Mazowieckie, Podkarpackie, Śląskie, Łódź and Poznań, the regional film commissions work alongside the film funds.

In general, the Polish regional film funds seek film projects by announcing competitions. One basic condition for entering a project for a competition is that it is related to a city or town in the region, or to the region itself, either in its theme and / or its setting, or through the participa-tion of local people and companies in its production. Support is also contingent on the expending of at least 100% of the funding within the region; in some cases, the sum to be expended is 150%. The competition organisers are interested in consolidating and enhancing the positive image of the city, town or region, which is why projects intending to use distinctive locations, sites and buildings receive the most favourable assessments.

The Polish regional film funds differ in terms of the budgets they manage, the form of support they provide and the sums which must be expended in their cit-ies, towns and region during the production of a film. Support most often takes the form of the institution managing the fund participating in the production as a co-producer with its own financial or in-kind contribu-tion. Other forms of support are non-repayable grants or refunds, in other words, a partial reimbursement of the costs incurred, which is paid after the production has been completed. All the Polish film funds provide sup-port of up to 50% of the film’s budget, although in the case of documentaries and animated films, the funding may be higher.

The regional film funds usually announce the competi-tions once a year, with the assessment of the projects and allocation of funding taking anything from sixty to one hundred and twenty days. Foreign producers are also welcome to submit projects, though preferably as partners to Polish producers. All the requisite documentation must be completed in Polish.

National Film Commission

Film Commission Poland is an institution established in 2012 with the mission to position Poland as a globally competi-tive film destination. Its aim is to support the development of a sustainable domestic audiovisual sector by servicing international and domestic film production thereby boosting tourism, job creation and the development of core skills. Film Commission Poland is the first contact point for international film professionals interested in shooting in Poland.

Regional Film Commissions

At present, there are seven regional film commissions operating in Poland. They are based in the regions of Dolnośląskie (Lower Silesia), Małopolskie, Mazowieckie (Mazovia), Podkarpackie, Śląskie (Silesia) and in the cities of Łódź and Poznań. Despite the fact that there are no com-missions established in Gdańsk, Lublin and in the Warmia and Masuria region, the producers can count on support for their physical production from film funds or designated departments of the city council. Further commissions are currently at the organisational stage. All the film commissions are managed independently but collaborate closely with Film Commission Poland.

As a rule, the commissions work in conjunction with the regional film funds, thanks to which their activities are naturally integrated. They frequently operate alongside institutions with a wealth of experience in cultural activities, an outstanding knowledge of their region’s unique char-acteristics, and extensive local contacts at their fingertips. Some have their own production support systems in the form of fee reductions for the use of locations or discounts on hotels and local public transport services. Every commis-sion provides the following services:• location scouting;• administering and updating a database of locations;• assistance in obtaining permits to film, make use of roads,

change the flow of traffic and so forth;• reducing the length of time required to obtain permits by

applying effectively developed procedures;• assistance in talks with the owners of buildings,

facilities and land;• assistance in establishing contact with municipal services

and offices;• assistance in arranging accommodation, often with

discounts;• providing information and contacts relating to local

professionals, specialists and audiovisual production companies in their region;

• providing information on the infrastructure and film resources available in their region.

The Documentary and Feature Film Studios is Poland’s largest state-owned film producer. It provides full production services and produces feature and documentary films. The studio also engages in film education projects.
