Became promoter Director of UGC- Academic Staff College, 1989 and took ASC to national heights. ASC of Shimla is known for its innovative and effective training techniques among all 66 ASCs in the country.

Prepared and presented project for establishing Centre of Excellence in Integrated Himalayan Studies in UGC, 2002. Himachal Pradesh University became one of the twelve universities out of 122 universities, which got status of Centre of Excellence during Xth Plan.

26. Achievements as Director, Institute of Management Studies, H PU After taking over as Director, Institute of Management Studies in March 2001, the following have been accomplished: 1. Entrance Test to Management Programmes in the University has been fully computerized

and simplified. 2. Effectiveness in the functioning of the Institute has been enhanced by way of developing

work culture and teamwork. Decision-making has been delegated to different task groups and functional committees, which has facilitated better functioning of the IT laboratory, library and training & placement activities.

3. The started annual journal, Shimla Management Journal. 4. UGC Model Curriculum released in December 2001 has been introduced in view of the

changing business environment and societal changes. 5. In order to ensure productive participation of students in the process of professional

development, a Management Society has been formed. The students have been motivated to learn the management of an organization by taking different decisions, working in groups and developing different managerial skills.

6. The process of modernizing the communication process within the Institute as well as with

external business organizations has been quickened by way of adding facilities such as computer notebook, LCD projector, public address system, etc.

27. Achievements as Director, Institute of Integrated Himalayan Studies, (UGC Centre of Excellence), H P University

1. Prepared proposal for setting up a Centre of Excellence in Himalayan Studies under the UGC’s Scheme for Identifying Universities with Potential for Excellence in collaboration with the teachers of the University. After two levels of screening, the UGC identified Himachal Pradesh University among other twelve universities out of more than 125 applicants for establishing Centres of Excellence. UGC released Rs.5 crores as seed money for the establishment of the Centre.

2. After appointment as the first Director of the Centre ( in Pro-Vice-Chancellor grade), within

nine months, a number of initiatives were taken namely, visualization of Center’s mission, objectives and vision; development of modern infrastructure for facilitating higher order research; conduct of workshops, seminars and discussion groups, development of library, Web-site, networking etc.

3. Institute of Integrated Himalayan Studies was established as an autonomous department

with its own Board of Control, Academic Board and Advisory Board.

4. Published introductory brochure, which was circulated among the universities and institutes situated in Himalayan region. This brochure included details about its mission, objectives, focal areas, and details of various programmes.

5. In an urge to make the work environment of the institute conducive for academic and

administrative work, the task of furnishing and equipping the institute’s building was taken up on priority basis. Now the institute has equipment, furniture and furnishing items of superior quality. The workstations for the fellows were designed got executed.

6. In its venture to computerize its administrative, financial and academic functions, the

Institute installed 20 computers with Local Area Network and also with Internet facility.

7. In order to decide about the scope of the Institute and to identify the thematic areas, two workshops were organized in the month of June and July 2002. These workshops were attended by senior academics of the University. After detailed discussions during these workshops, specific focal areas were identified. Under each focal area, broader themes were also enumerated.

8. A documentary (multi-media presentation) on the mission, objectives, focal areas,

programmes, long and short term plans, identified tasks, guidelines for researchers, etc. was prepared.

9. Workshops on Himalayan Culture (August 16 & 17, 2002), Environmental

Concerns in the Himalayan Region ( Sept. 18, 2002), Economic and Political Aspects of Himalayan region (17th Oct. 2002) were organised. These workshops were attended by scholars from different parts of the country.

10. Project proposals relating to various aspects of Himalayas were awarded.

11. The Institute from the very beginning started the process of building up a computerized

library. A library programme SOUL was procured from INFLIBNET, Ahmedabad. For sharing its knowledge base with the world outside and also to have close links with the institutions

and people engaged in similar type of activities, the Institute launched its own website. This contains detailed information about the activities and plans of the Institute. The website is available under the domain name www.himalayanstudies.net.

12. The process of bringing out four edited volumes was initiated, namely: -

a. Mountain Deities in the Himalayas: Transactional and Cultural Networks through the Ages

b. Representing the Himalaya: Culture and Society c. Environment in the Himalayas d. Quality of life in Himalayan Region

14. With a purpose of developing database on Himalaya the task of documenting the books,

journals, project report, theses and dissertations relating to various aspects of Himalayas was started. More than 3000 bibliographic entries of books in addition to more than 1200 research papers, dissertations and research reports were collected.

15. It was planned to provide annotated bibliography under different classifications as per the

requirements of the researchers both in the form of hard copy and through electronic medium. Specially designed software was developed with the help of Regional Computer Centre, Shimla so as to feed the bibliographic entries in a systematic manner. The software provides a number of facilities to the user to access the stored material through a number of sort keys as per his/her requirement. The Institute is going to make this knowledge base available through Internet also on payment basis

16. The Institute has proceeded in a well-planned manner with the development of sound and

functional infrastructure appropriate for pursuing academic and research activities. It has prepared itself for thorough and rigorous academic activities in the near future.

17. A detailed action plan of the Institute for carrying out different activities during the

forthcoming five years was prepared and sent to the UGC.

18. 160 Projects were completed and 25 books have been published in IIHS in a period of one and half years . It is a record of research conducted on Himalaya in any year.

28. Contribution to the General Development of Himachal Pradeh University, Shimla, India

1. Chairman of the Committee constituted to rationalize financial rules, 2007-08. 2. Member Secretary, Academic and Administrative Audit Committee of the University,

necessary report have been prepared and sent to the UGC, 1999-2006. 3. A proposal was prepared and presented along with the Vice-Chancellor before the UGC for

setting up of Centre of Excellence in Integrated Himalayan Studies in the University. 4. Established three institutions in the University including Academic Staff College, IIHS and Pre

Examination and Coaching Centre in the University,

5. A proposal was prepared and sent to National Council of Rural Institutes for establishing Centre for Rural Educational Technology and Management in the University. The Council has sanctioned Rs. 50 lacs for this purpose.

Assessment and Accreditation Council, Bangalore and managed the visit of NAAC Peer Team to University.

7. As Nodal Officer of UGC Visiting Team presented University’s case for financing during tenth

plan. A detailed report was prepared and sent to UGC. An elaborated visit of UGC Team was arranged to various departments of the University.

8. Acted as Chairman of Strategic Planning and Decision Support Group, helped the University in preparing 10th Plan Documents submitted to the UGC and State Government.

9. Worked as Nodal Officer of Internal Quality Assurance Cell of H P University constituted as

per the directives of the NAAC, Bangalore with the purpose of the implementing the quality assurance interventions.

10. Represented university at different platforms such as UGC, NAAC, AICTE and a couple of

Institutions which enhanced its image.

1. Became the member of the Promoters’ Team when joined the Central University in May 2010 and thereafter appointed on deputation as Special Officer(Development) and Dean, School of Management.

2. Working with the visionary Vice Chancellor, utilised the freedom of implementing physical and academic architecture of the University within a very short span of time.

3. Visualized, planned and put action plans in practice by starting 15 Post Graduate level and 16 Research Degree level Programmes of Study with innovative and qualitative superior approach to develop integrated personality of students. ,

4. As Chairman of Technical Infrastructure Committee with members from IIM Shillong, NIT and JamiaMiliaIslamia, engaged in the stupendous task of developing ERP, complete solution to automate university operations.

5. Involved in developing academic infrastructure for the School of Business and Management Study in particular and other Schools of Study in general.

6. As OSD(Admin) and Special Officer(Development) undertook multifarious activities concerning general administration(Registrar), examination(Controller of examination), development of library and coordination of all Schools of Studies at Temporary Academic Block at Shahpur.

7. Engaged in developing the campus with 1-GB connectivity under NMEICT/NKN and e-learning and online learning resources.

II. Highlights of Achievements

A. Visionary and proven academic leadership qualities:

1. As Vice Chancellor (I/C) of Central University of Himachal Pradesh from June 2014 to April

2015, and Pro Vice Chancellor (From January 2013 onwards) I have sustained the traditions

meetings of statutory bodies, I have initiated ‘e-learning management system’, conduct of

opportunity cells, prevention of sexual harassment committee, grievance handling cells for

employees and students separately, Community Development Cell, KAUSHAL Kendra for the

skill development of youth, Innovation Club for nurturing innovations, Inspiring Teachers

Network, department and university-wide calendar of curricular and co-curricular activities

and community connect programme for realizing the aim of Swachh Bharat (Clean India in

continuation to community lab being implemented from very beginning).

2. I led academic, administrative, examination and development works through various

positions like OSD (Administration), Special Officer (Development), Coordinator (TAB) of

Academic Campus, Controller of Examinations and Pro Vice Chancellor in Central University

of Himachal Pradesh during 2010 onwards. Working in perfect harmony and understanding

with the founder Vice Chancellor, I developed good academic culture, work teams and

linkages with academic & industrial world.

3. Established UGC-Academic Staff College (ASC) of Himachal Pradesh University in 1989 with

the vision of national development through teacher development and led it with quality

teacher development programmes in higher education for 20 years upto 2009. This ASC was

considered as one of the progressive ASCs and known for its quality, innovations and

effective management. Besides routine activities, it started ‘At the Door Step Training

Programmers’, ‘Training of Trainers’ and ‘Campus Diversity Initiative’ training

programmes/workshops.

4. Utilizing limited intellectual resources of Himachal Pradesh University, formulated a proposal

under Universities with Potential for Excellence scheme in 2001 and Universitygot award of

UGC-Centre for Excellence in Integrated Himalayan Studies in 2002. Developed vision, rules

& regulations, autonomous status, efficient structure and executed various programmes as

its first Director (2002-2003 and 2005-2007).

5. As Colombo Plan Expert in Business Administration posted at Tribhuvan University

Kathmandu Nepal (Selected through UPSC) during 1983-1985, led the establishment of

Institute of Management Studies, designed research methodology workshops and studied

indigenous marketing practices in Nepal (published in the form of book ‘Marketing

Environment and Practices in Nepal’.

II. Administrative Abilities

I held various administrative positions in the university system at top level management for more than 27 years. A brief account is given as under:

1. Worked as active member in the team of founder Vice Chancellor of Central University of

Himachal Pradesh which formulated the vision, strategic plan, operational procedures

and systems, and implemented with success (2010 onwards). At present, the Central

University of Himachal Pradesh is presently running 4 UG, 17 PG and 16 RD programmes

with 1100 students and 70 teachers. This has noteworthy features like Choice Based Credit

System, module based programmes of study, innovative system of assessment, quality

assurance mechanism, learner- centric academic culture, application of ICT, state of the art

labs, library and objective, transparent and judicious system of administration and many

other features which contribute in the formation of quality institution. I was associated in

whole process of development and management of the university in different capacities as

under:

Acted as First OSD (Administration) from May 2010 to January 2011. Worked to design administrative procedures and systems and academic architecture.

Special Officer (Development) from January 2011 to January 2013 – formulated development plans and executed for the infrastructure development, laboratories, library, ICT infrastructure and facilities, hiring of hostels and transport, student amenities like sports and leisure time facilities, campus ambiance, etc. University website has been developed which dynamic and up-to-date both in English and Hindi.

Coordinator (Temporary Academic Block) from January 2011 to January 2013 – In the

absence of its own land, university started operating from temporary building which

hosts its academic programmes. As Coordinator, I was responsible for the establishment

of new Schools and acted Dean for five schools out of ten schools. Coordinated various

academic activities including conduct of curriculum development committees’ meetings,

provided support to departments in terms for arranging quality faculty, reading material

and ICT gadgets. Besides, I coordinated all curricular, co-curricular and extra-curricular

activities in the University.

Incharge, Controller of Examinations from January 2011 to July 2014 – Evolved

comprehensive assessment system, developed system for applying grading system in

examination, worked with scanty staff both in academic and non-academic fields in

creating various formats for maintaining secrecy, preparing question paper, time table,

date sheet, etc. Conducted successfully two Convocations for the first and second batch

of students in 2012 and 2013.

Coordinator for the conduct of FEAT and TREAT entrance examinations for admission to

various PG and RD Programmes of Study during 2011, 2012, 2013 and 2014 – Published

Prospectus, got question papers set, conducted entrance examinations at all India basis,

made admissions to various programmes of study from inception of the university till

date.

Pro Vice Chancellor from January 2013 onwards – On the recommendation of the Founder Vice Chancellor, Executive Council appointed me First Pro Vice Chancellor of the University. Working with perfect harmony with the Vice Chancellor, I have been able to achieve significant marks during this period

Vice Chancellor from June 2014 to April 2015 – I have been able to conduct the

meetings of statutory bodies namely Finance Committee, Academic Council and

Executive Council, make admissions to PG Programmes, constitute student council and

smooth execution of academic programmes, successful conduct of mid- term

examinations, setting up of Internal Quality Assurance Cell, various clubs, societies and

cells. Students and faculty are motivated for pursuing academic, research and extension

activities. Community lab programme and establishment of connect with society and

industry is in process. I have been able to develop inspiring academic culture and form

motivated teams of faculty and students. Efforts of developing role-profile of employees

have started bringing good results in terms of efficiency and trust in the system. I have

attempted to create culture of action orientation in the whole system - DO IT i.e.

Discipline, Objectivity, Integrity and Transparency.
