nergy is one of the infrastructural enablers of the three “pillars” of Vision 2030. The level and intensity of commercial energy use in a country is a key indicator of the degree of economic growth and Edevelopment. Energy, particularly electricity, lies at the heart of development and has a key role in

sustainable development; it powers economic and social progress. Electricity, is the lifeblood of modern societies, it provides a wide range of services essential to everyday life. Some of these include: Running hospitals, schools and businesses, heating/cooling systems and lighting in homes and in work, preserving food commercially and at home, pumping fresh water supplies and sewerage, maintaining the flow of road, rail and air traffic, lighting in public places, operating global communications systems, access to internet and to the information society, power for a wide range of appliances etc. Access to electricity transforms life from every point of view, including healthcare, industrial competitiveness, job creation, domestic comfort, pollution control and income growth. In these ways, electricity contributes greatly to social welfare. Many nations have come to recognise the right of access to this essential service for all citizens, by establishing public monopolies, obliged to provide electricity and rooted in the principle of equality in treatment and rates.

Rural electrification has been one of Prof. Kaloki's primary agenda for Kibwezi constituency because electricity has been directly linked to rapid economic growth. He says that the youth will get self employment and it will be easier and more cost effective in pumping water from our boreholes. The MP has reiterated that local businesses will have longer night business hours thus creating more wealth and employment to the people of Kibwezi. Equal access to the benefits of electricity stands at the heart of Hon. Prof. Philip Kaloki's electricity agenda. A well coordinated stakeholders' effort has been undertaken to foster the promotion and development of:-„ Kibwezi constituency electrification master plan„ Lobbying for rural electrification project for the constituency from the parent ministry – Ministry of Energy

other than the Rural Electrification Authority.
