Laying and Fault Rectification Team

• Execute Pipes/fiber External Network Installation & Maintenance works. SAFETY:

We will carry out works so as to minimize disruption to road & pedestrian traffic. Our management plan would be based on the proposed construction methodology in co-ordination with site engineer of company and in conjunction with Traffic Police. We will comply strictly with the approved plan of the project.

We will maintain all necessary temporary Fire Protection and Fire Fighting faculties on the site during the works and will comply with all requirements of the Fire Services department. These facilities will include sand and water stored bucket.

Traffic Management Plan

We have developed a detailed Traffic Management Plan for the work under the contract. The purpose is to develop a Traffic Management Plan to cope with the traffic disruption as a result of construction activities by identifying strategies for traffic management on the road and neighbourhoods impacted by the laying activities. We will implement the Traffic Management Plan throughout the whole period of the project.

Principles for Traffic Management

The basis for the Plan will take into consideration four principles: o To minimise the inconvenience of road users and the interruption to surface traffic through the area impacted

by the construction activities;o To ensure the safety of road users in the impacted area;o To facilitate access to the construction site, and to maintain reasonable construction progress.o To ensure traffic safety at each site.Integrated Traffic Management Plan

The will prepare an integrated plan showing the arrangements to be made for accommodating road and pedestrian traffic, at individual sites and continuously along the alignment, to smooth traffic operations and for the safety of both construction workers and road users. The plan considers different measures such as:

o Proper phasing and timing of traffic signals;o Modifications to intersection geometry;o Change in lane usage;o Parking prohibitions;o Re-location of bus stops;o Reducing width of footpaths and median;o Right turn prohibition;o Work site access management;o Minimising the duration of any road closure;o Reversible lane operations;o Modification of roadway alignment affected by the work, which will be in conformance with the

requirements and regulations defined by the relevant authorities;o Other engineering traffic measures as may be applicable.

Migration of Traffic Disturbances

We will manage the vehicular and pedestrian right of way during the period of work. We will take account of the need to maintain essential traffic requirements, as these may influence the work process. We will include local traffic diversion routes and assess traffic impacts caused by the work in the affected areas. Signage layout will be

included to ensure that adequate motorist information will be provided for traffic diversions. Where it becomes necessary to close a road or intersections, or supplementary lanes are required to satisfy the traffic demands, traffic diversion schemes to adjacent roadways will be developed with quantitive justifications. We will co-ordinate with all relevant authorities.

Other considerations include: o The minimum lane widths for fast traffic and mixed traffic will follow the regulations of the different

authorities.o Any roads or intersections that have no alternative access will not be fully closed for construction.o Emergency access to all properties will be maintained at all times.o Access to business premises and property will be maintained to the extent that normal activities are not

seriously disrupted.

Approval for Temporary Traffic Arrangements and Control

We will make all arrangements with and obtain the necessary approval from the transport authorities and the Police Department for temporary traffic arrangement and control on public roads.

Temporary Traffic Arrangements and Control

Temporary traffic diversions and pedestrian routes will be surfaced and will be provided where work on roads or footpaths obstruct the existing vehicular or pedestrian access. The relevant work will not be commenced until the approved temporary traffic arrangements and control have been implemented. Temporary traffic arrangements and control for work on public roads and footpaths will comply with the requirements of Traffic Police. Copies of Documents containing such requirements will be kept on the site at all Times. Temporary traffic signs, including road marking, posts, backing plates and faces, will comply with the requirements of the Traffic Police and would be in accordance with the requirement of Ministry of Surface Transport. All overhead traffic management signs that are fixed to bridge and gantries will be illuminated at night. Pedestrian routes will be illuminated at night to a lighting level of not less than 50 lux. Adequate number of traffic marshals will be deployed for smooth regulation of traffic. Temporary traffic arrangement and control will be inspected and maintained regularly, both by day and night. Lights and sign will be kept clean and legible. Equipment which are damaged, dirty, incorrectly positioned or not in working order will be repaired or replaced promptly. Protection of the Adjacent Structure and Works We will take all necessary precautions to protect the structures or works being carried out by others adjacent to and, for the time being, within site from the effects of vibrations, undermining and any other earth movements or the diversion of water flow arising from its work.

Precaution will be taken during work for accidental loss/ damages of any communal property.

WE will provide erect and maintain barricades, including signs, marking flags, lights and flagman as required by site or as per instruction of engineer of company.

ENVIRONMENT MANAGEMENT PLAN:

Environmental Management Plan (EMP) deals with the implementation procedure of the guidelines and measures recommended of measures suggested for enhancement of the environmental quality along the route of the project.

The EMP is a plan of action for management/ avoidance of the negative impacts of the project and enhancement of

the project. For each measure to be taken, its location, timeframe, implementation and overseeing / supervision responsibilities are awarded. These components of the EMP solves the environmental issues and the avoidance/mitigation minimization or enhancement measures adopted and/or to be adopted during different phases of the project. It also provides the references for the suggested measured, responsible agency for its implementation/management as well as its timeframe.

Precautions will be taken during construction, for accidental loss/damage of any communal property

Trees

We are not intended to cut any trees without the permission of the concerned authority. The trees requiring to be felled will be removed from ground level up by us prior to commencement of the works. If for the purposes of the works additional trees are required to be cut/trimmed or removed. We will notify the Engineer of further tree felling requirements. Subject to compliance with the act imposed by the Forest Department arrangements for permission from Forest Department for tree felling may be made by the company. We ensure that diesel emissions from HDD machine and sound do not cause harmful effects to adjacent sensitive receptors. Sensitive receptors include but are not limited to hospitals, schools, daycare facilities, elderly housing and convalescent facilities.

All public roadways and walkways affected by work of this contract will be cleaned up daily. A wet spray street sweeper shall be used on paved roadways.

Latrines and Wash places

We provide latrines and wash places for the use of our personnel and all persons who will be on the Site. The Size and disposition of latrines and wash places would accord with the numbers and dispositions of persons entitled to be on the site, which may necessitate their location on structures. The capacities and layout will be subject to approval of the Engineer. We will arrange regular disposal of effluent and sludge in a manner that shall be in accordance with local laws/ regulations.

• Assisting Engineer of company in overall implementation of EMP• Review of periodic reports on EMP implementation and advising Project manager in taking corrective measure.• Conducting periodic field inspection of EMP implementation• Assisting Project Manager to reporting various stakeholders (Regulatory bodies) on status of EMP

implementation• Preparing environmental training program and conducting the same for field officers and engineers

For ensuring that EMP is implemented as per provision in the document, we would nominate a qualified and experienced Manager from the commencement to completion of the project.

The responsibilities of Environment & Safety Manager will include the following

o Directly reporting to the Project Manager of 24 HV~TECo Discussing various environmental/social issues and environmental/social mitigation, enhancement and

monitoring actions with all concerned directly or indirectly;o Prepare 24HV~TEC’s Checklist, traffic management plan and safety plan as part of their work program;o Ensure 24HV~TEC’s Compliance with the company stipulations and conditions of statutory bodies;o Assisting his project manager to ensure social and environmentally sound and safe construction practices;o Conducting periodic environmental and safety training for contractor’s engineer, supervisors and workers along

with sensitization on social issues that may be arising during the construction of the project;

Maintenance

• Patrolling is aimed at preventing disruptions along the routes daily on fixed stretch• Preventive and Corrective Maintenance is carried out as defined by the SLA / SOW• Testeing for the block sections and reported every month• Any defects ior in any of the associated equipment is attended to, in consultation with the Customer at

site• Repeater stations and the equipment installed for alarms are monitored• Breakdown Maintenance includes 24*7 mobilization of equipment and skilled manpower for fault

identification and rectification• Test link attributes after the rectification of fault are corrected

Splicing and Termination of Optical Fiber Cable

• Maintenance of OFC routes 24*7 for Routine OFC Maintenance and Breakdown OFC Maintenance• O&M team has a supervisor, splicer, assistant splicer, patroller and a helper for every range defined by

customer• Mode of transport of patrollers is customer specific

Deployment of FRT team

As per the customer's requirement we deploy:

• An FRT team consisting of a splicer, an assistant splicer, and a helper• A four-wheeler with a driver is available 24*7 with all the equipment (Splicing machine, OTDR, Power

Meter, Portable Genset and supporting tools.

Project Management: We have competent team of Managers, Engineers, Technical staffs etc So as to complete the work satisfactory as per various requirement of the company. A Control Room with around the clock with telephone switch board links with the entire site office, offsite office, and Engineers, Residence of all senior project team members is also linked with the control Room. Vehicles for emergency use are on standby at the control room around the clock.

We will device and utilize a PMIS ( Project Management Information System) such that all document’s generated by us can be b transmitted to the Engineer of company by electronics means (and vice versa) and that all documents generated by either party are electronically captured at the point of the origin and can be reproduced later electronically and in hard copy.

Battery Bank SME ACTIVITY

1) Preventive Maintenance of Battery Bank:

The battery should be monitored for obtaining satisfactory performance throughout its operating life. A complete recorded history of the battery operation is most desirable and helpful in obtaining satisfactory performance.

Good records will also show when the corrective action is required to eliminate maintenance personnel, so that any necessary remedial action can be taken.

To ensure that the batteries are taken care properly they need to be inspected/monitored at periodic interval. (We did it once in three month).

This will also help to identify any weak cell (for what so ever reason) in the circuit, so that corrective action can be initiated.

Following steps are taken to extract the optimum life from the batteries.

Inspection and Monitoring Procedure:

1) Check the float charging voltage and current.(Voltage: 2.23volts per cell, Current: min 10% of the cell rated capacity)

2) Note down the average ambient Battery room temperature. Battery will give optimum performance when operated @ 270C

3) Check the charger ripple and regulation (Ripple: <2%rms. Value Regulation: 1%

4) Check the over voltage cut off and under voltage trip. (Over voltage cut off: 2.33VPC, Under Voltage trip: 1.75VPC)

5) Boost charge the batteries for 24 Hrs. Voltage 2.30VPC, Current: 20 %( max) of cell rated capacity)

6) Note down individual cell voltage readings after discharging the battery bank for 2Hrs with site load .Identify the weak cells ifany.

7) Inspect for any Physical damages, Heat seal leakage, Cracks on cover or container.

8) Re-torque the terminal Bolts to 11Nm. or as specified by the manufacturer.

9) Clean the battery terminals, connectors, etc

10) Ensure the tightness of terminal bolts to 11Nm. or as specified by the manufacturer.

11) Check for any terminal post corrosion. If corrosion is observed, clean the affected are as follows:

i) Disconnect the battery bank from circuit and remove those particular terminal connectors.

ii) Clean the terminal with brass brush (or) Emery paper.

iii) After brushing clean the terminal with dry cotton cloth.

2) Corrective Maintenance (CM):

During discharge if the average cell voltage is >2.0V, then the cells falling below by 0.03V of the average cell voltage, that cellmay be considered as weak.

If the average cell voltage is <2.0V, then the cells falling below by 0.10V of the average cell voltage may be considered as weak.

Now concentrate more on the above identified weak cells for any abnormality, and if observed, replace the cell.

3) One Time Correction:

During Preventive Maintenance if found total battery bank faulty then one time correction is required where total battery bank tobe replace.

One Time Correction Procedure:

a) Check the floor leveling & floor loading.

b) Place the C-channel horizontally on the floor.

c) Place the modules (tray) on the C-channels.

d) Follow stair case method for easy installation of multiple stacks.

e) Place all the modules.

f) The adjacent modules should be connected by using tie plates for maximum stack stability.

g) Connect the cells as per connection diagram.

h) Fix the TP as per installation & connection diagram

i) Torque the connection to 11Nmts or as specified by the Manufacturer.

j) Affix the cell number on the restraint plates.

k) Check all the connections visually as connection drawing once again and ensure proper torquing of all the connection.

l) Apply thin film of Petroleum jelly at connection areas, after ensuring the above.

4) Battery Recovery Centre Maintenance:

1. Check the physical condition of field return/used cell condition, If cell physically no cracks, jar damages etc. take forrevival process. If found any damage send for scrap
