PREFACEFirstly, the Management Board of Chan May - Lang Co Economic Zone would like to express our warmest greetings to all dear readers as well as domestic and international investors who read this brochure of Chan May - Lang Co Economic Zone. Chan May - Lang Co Economic Zone is situated in what has been considered the most favorable location, facing towards the East Sea of the East–West Economic Corridor and the Greater Mekong Sub-region. The Economic Zone is located midway between Danang City and Hue City which are known as two economically popular spots, and training centers providing highly qualified labor of Vietnam. These two cities also have two large international airports in the region. Transportation infrastructure is well established, which enables easy traveling from and to neighboring countries and other regions of Vietnam.
With its midway location, the Chan May - Lang Co Economic Zone is the meeting point of Vietnamese and Champa cultures; with Hue city, the former imperial capital and center of culture and history of Vietnam throughout many periods. Locating within the 200 km radius from the Road of Heritage Sites in Central Vietnam, you can fully experience and enjoy the five world heritages together with thousands of other cultural and historic relics, and ancient buildings. Magnificent beaches in Lang Co, Da Nang and Hoi An form a series of beaches whose landscape is well-known around the world. It is truly a paradise of relaxation for both domestic and international tourists.
The planning of functional sub-zones of Chan May - Lang Co Economic Zone was done by world acclaimed consulting companies such as Nikken Sekkei Ltd (Japan) according to international standards. Modern, consistent infrastructure is being established. All utility services including power supply, water supply, sewage treatment system, telecommunication, and other means of communication, as well as soft infrastructure are always available and accessible for the demand of investors.

STRATEGIC LOCATION- Chan May-Lang Co Economic Zone is the focal point of two major economic and cultural centers - Hue City and Da Nang city, and belongs to the strategic economic region of Central Vietnam.
- Chan May deep-sea port of the Economic Zone opens to the East Sea in the closest and most favorable way on the East-West Economic Corridor. From the Economic Zone, Da Nang and Phu Bai International Airports can be reached after approximate one hour of driving.
- The economic Zone is also the central place on the “Road of Heritage Sites in Central Vietnam”. Within a radius of 200 km, visitors can easily access four world heritage sites in Vietnam, including Phong Nha - Ke Bang National Park (Quang Binh province), ancient capital of Hue, ancient trade port city of Hoi An (Quang Nam province) and My Son Champa ancient capital with thousands of cultural and historic relics, and ancient buildings.
- Lang Co Bay was officially recognized as one of 30 most beautiful bays in the world. The beaches of Lang Co, Da Nang and Hoi An form an extraordinarily beautiful series of beaches which is truly a paradise of relaxation for both domestic and international tourists.

3. Water supply:The Bo Ghe Water Supply Plant with capacity of 11.000 m3 per day, D100-450 water supply pipe network with total length of over 200 km. Thuy Yen – Thuy Cam Reservoiris currently under construction with total capacity of 19 million m3 this will be followed by the construction of Loc Thuy Water Supply Plant with the capacity of 55,000 m3 per day. 4. Communication:Two ERICSSON host stationsare with 06 satellites. Total capacity is enough for connecting up to 9216 Lines. Two other host stations to be upgraded to ALCATEL 1000E10MM. The trunk lines connecting the host stations are fiber optic lines connecting in loop, which is capable of service extension such as cable TV, broadband internet, videophones, multimedia etc.5. Solid waste and waste water treatment:There are Lang Co Waste water Treatment Plant with the capacity of 5,000 m3 per day, and a Solid Waste Treatment Plant with the total area of 30 hectares. Construction of the Waste Water Treatment Plant for the Industrial Zone, and the duty-free trade zone will commence in 2016, with capacity of 10,000 m3/day and tentatively to finish in 2018. 6. Social infrastructure:Chan May General Hospital is a 200-bed facility (upgradable to 300 beds) located in the West of Bu Lu River, Loc Thuy Commune.Resettlement areas: technical infrastructure for four resettlement sites including Loc Vinh, Loc Tien, Loc Thuy and Lap An has been completed with total area of 120 hectares, and 2,600 households have been resettled.
Consistent Infrastructure1. Transportation:- International transport: Chan May - Lang Co Economic Zone is located on the National Highway 1A and the North - South railway system,60km from Hue City,45km from Phu Bai International Airport, about 35km from Da Nang International Airport. In particular, Da Nang International Airport is capable of handling modern aircrafts such as B747, B767, A320 with direct international flights to Singapore, Bangkok, Taipei, Hong Kong, Japan and South Korea.- Local transport: In accordance with the master plan, main traffic routes have been completed with the road length of more than 100 km, which is able to satisfy the travel demand within the economic zone and enabled access to National Highway 1A, to the region via Chan May Port.
2. Power supply:Power supply for the Economic Zone is distributed from the Da Nang Station 500/220/110kV power grid. At present, 03 110/22kV substations with output capacity of 75 MVA and distribution network to the door of each project.
PREFERENTIAL INVESTMENT CLIMATE AND POLICYInvestors shall be entitled to the most preferential investment incentives including corporation income tax, export-import taxes, and exemption from or reduction of land rent. The Division of the Management Board of Chan May - Lang Co Economic Zone will implement the “one door, one seal” policy to handle relevant procedures, which helps to decrease time for paperwork application by 1/3 in comparison with standard processing time.
1. Incentive policy for investment:* Corporate income tax:- Preferential CIT rate of 10% shall be applied for fifteen (15) years beginning from the first year of revenue generation from investment projects.- CIT exemption shall be applied for four (04) years and a 50% reduction in CIT for nine (09) years beginning from the first year of taxable income generation from investment projects.
* Import Tax: goods imported to create fixed assets for investment projects are eligible for import tax exemption in accordance with the Import & Export Law.
* Personal income tax:resident or non-resident individuals shall be entitled for 50% reduction of personal income tax in accordance with the Law on Personal Income Tax.
* Preferential land-use policies:- Investment projects under special preferential investment category shall be entitled to land or water surface rent exemption for the whole lease duration. - Investment projects under preferential investment category shall be entitled to land or water surface rent exemption for fifteen (15) years. - Other investment projects shall be entitled to land or water surface rent exemption for eleven (11) years.
2. Investment support:The State is committed to encourage investment by providing technical infrastructure for as far as to the fences of functional sub-zones; providing compensation for land acquisition; cleared ground for investors to implement their projects; centralized treatment facilities for sewage and waste for functional sub-zones; and assisting in training and refresher training labor for projects.

HIGHLY QUALIFIED AND ABUNDANT HUMAN RESOURCES
The population of the Economic Zone is about 40.000 inhabitants, in which 27.000
people are in working age, accounting for 65% of the total population.
Within a radius of 20 km from the Economic Zone, there are about 16 communes
with the total working age population of 80.000; and within a radius of 30 km, there
are about 25 communes with the working age population of 120.000.
Chan May - Lang Co Economic Zone is located between Hue City and Danang City
which are two major education hubs providing labor training for the Central of
Vietnam. The total population is about 2 million people, in which the working age
group is approximately from 1.1 to 1.3 million people.
The educational system in Thua Thien Hue Province is composed of 9 universities
and 1 institution; 05 junior colleges; 2 vocational schools with the training capacity
of 79,351 students, 12,669 students, and 2,796 students respectively. Additionally,
there are 397 high schools. Professionally trained, competent labor force makes up
a high proportion, and is able to meet the labor demand of investors in time.
COMPETETIVE INVESTMENT EXPENSESAll of the investment-related costs remain at low level in comparison with other national and international regions. Labor cost, ground lease, workshop and land rental are only 80% compared with those in Da Nang; 70% compared with those in Hanoi; 60% compared with those in Ho Chi Minh City; 30% compared with those in Shanghai; and 25% compared with those in Bangkok. Compensation, ground clearance and cleared ground transfer to investors are guaranteed to be finished within 6-9 months.
* Labor cost:
+ Worker/Unskilled labor: 130 -150 USD / month;
+ Technical labor: 150 -180 USD / month;
+ Intermediate Engineer: 220 - 250 USD / month;
+ Intermediate Manager: 280 - 320 USD / month;
* Other costs:
- Water supply fee:
+ For production: 11.240 VND / m3
+ For business: 15.810 VND / m3
- Power supply fee: In accordance with the common regulations.
- Ground leveling cost: 4.0 - 5.0 USD / m3 (on site).
- Bare land rental (no infrastructure): from 0.02 to 0.11 USD / m2 / year.
- Established land rental (with infrastructure): 20-30 USD/ m2 /50 years.
- Infrastructure usage fee: 0.2 USD/ m2 / year.
- Workshop and premise rental (not inclusive ofVAT):
+ Premise rental: 2.8 ~ 3.2 USD / m2 / month.
+ Workshop rental: 2.2 ~ 2.5 USD/ m2 / month.
- Construction costs:
+ Headquarter and working offices 5 floors: 7.83 million VND / flooring square meter
+ One floor workshop with aperture of 18 meters, height of 9 meters and 5 tons cranes;
steel rafter, brick wall, and corrugated iron roof: 4.5 million VND / m2 of construction.

2. Natural area:The total area is 27,108 hectares, including Lang Co Town, Loc Thuy Commune, Loc Tien Commune and Loc Vinh Commune of Phu Loc District, Thua Thien Hue Province.
3. Topography: Topographic features vary from marine, coastal line, lagoons, plain, hills, mounds, forests and mountains. The plain is fairly flat with the elevation between 2 and 10 meters. The soil is composed mostly of soft sand which is advantageous for industrial construction. Chan May Bay has a 7km wide estuary facing towards the North, with the total water surface area of 20 km2, and the depth from 6 to 14m. The area with the depth of above 10m makes up 40%.
4. Climate: The average temperature is approximately 25.2oC, which is convenient for industrial production, services sector, and tourism.

Industrial Park
About 2,000 hectares in size, which is adjacent to non-tariff sub-zone, and located
on National Highway 1A leading to Chan May Port.The prioritized investment fields
in the industrial park includes high-tech industry; clean industry such as software,
new materials, precision engineering, manufacture and assembly of electrical and
digital equipment, as well as manufacture and assembly of automobiles and
motorcycles; production of medical equipment and pharmaceutical products;
textile and garment industry; footwear industry; plastics industry; port services and
maritime transport; and processing industry of agro-aqua-forestry exports.
Non-tariff sub-zone
Playing a significant role in linking all export-import activities, and consolidating
international cooperation, this sub-zone has the total area of 1,080 hectares, and
connects with an integral part of the Chan May deep-sea port by two routes: one
road leading to Chan May Port, and the coastal road.
Non-tariff sub-zone is functionally divided into the following areas: High-tech
Park; Cleaning Industry Area; Commercial & Services Center including
Transaction Office, Representative Office, Branch and Duty-free shops; Area of
Production, Processing, Repairment, Assembly, Import & Export, Transit,
Temporary import and re-export, Distribution; Cargo Transhipment Area, and
Customs Clearance Area.
Chan May Urban Area
Total area: 2,096 hectares
* Chan May urban area with planning up to 2025 can accomodate140,000 people.
* Characteristics:
Chan May Urban Area is a new one belonging to the dynamic urban chain. It is
integrated with the urban space of Hue – Chan May - Danang - Chu Lai - Dung
Quat - Nhon Hoi Chain lying on the National Highway 1A. Its overall functions are
closely related to seaport, industry, commerce, tourism and connected with the
Western Highlands, and other neighboring countries such as Laos, Cambodia and
Thailand. Chan May Urban Area’s major functions are defined as follows:
Lang Co town and the Fishing village:
It plays a crucial role of being a commercial, services and tourist center of Chan May -
Lang Co Economic Zone.
The total natural area is approximately 100.5 hectares. The population by 2025 is about
between 25,000 and 30,000 people.
- Being a port urban cluster and a crucial maritime transport hub providing deep-water port
services, and facilitating coordination and distribution of commodities within the key central
economic zone.
- Playing a role as the modern and large trading hub within the key central economic zone.
- Being a national and international urban area of tourism and resort.
- Being the urban area that promotes clean and high-tech industry.

Tidal regime: Irregular semidiurnal tide.
Average tidal barrage: 0.8 m
Altitude of porth bottom -12.5 m
* Chan May Port is a multi-purpose port providing services for sea containers, and
cruise terminal for international tourists. It is cappable of handling 30,000-50,000
deadweight tonnage (DWT) ships, and 10,000 Gross Tonnage (GRT) cruise; and
playing a role of meeting point where sea routes intersects together. It offers deep sea
port services, and facilitates coordination and distribution of commodities within the
key central economic zone. This port opens a gateway leading to the East Sea of
East-West Economic Corridor and the Greater Mekong Sub-region (GMS).
The port urban area links the port with the whole Chan May - Lang Co Urban Area,
and other functional sub-zones providing services, tourism, education, center for
international conference, recreation, and sports.
The total port area by 2030 is 668.5 hectares, in which the land area is 442 hectares,
and the water surface area is 226.5 hectares.
* By 2030, Chan may Port will have had eight general berths with total length of 2,280
meters, one gasoline and oil specialized berth with the length of 240 meters, and one
terminal for 100,000 Gross Tonnage (GRT) cruise. It is estimated that the commodity
flow through the port may reach 10 million tons, and the number of passengers may
reach 550,000 in which domestic passengers is 300,000 and international
passengers is 250,000.
Tourist resorts
Lang Co, Canh Duong and Cu Du are among the major tourist destinations of the
country.
The master plan for Vietnamese tourism development has defined that this is a
potential area to develop into an international tourism area. This area adequately
encompasses all conditions necessary to promote various tourism types such as
sea resort, lagoon eco-tourism, mountain hiking trip, golf, scuba diving, and jungle
expeditions.
Lang Co - Canh Duong - Cu Du covers an area of about 4,250 hectares, includes the
following functional sections:
- Golf, Golf Club, High-end villas: 339.5 hectares
- Resort: 120 hectares
- Centre: 59 hectares
- Mixed-urban area: 45 hectares
- Arts and cultural center: 34 hectares
