2.1 Introduction
Vet Helpline India Pvt Ltd is a 14 year old development consulting company. The companyhelps organizations conduct studies and implement development projects linked to animalhealth care, livestock development, food safety and public health. Since inception theorganization has worked with major clients like UNCTAD, IFC, ILRI, FAO, GALVmed, ASCI etc.
The company specializes in ‘Management of Veterinary Services’, ‘Animal Disease RiskManagement’,’ Value Chain Analysis ( Farm to Fork )’, ‘Enterprise Development’, ‘KnowledgeManagement’ and ‘M&E of development projects’.
In the year 2003, the company on mission mode (2003-2013) supported establishment ofFARMER (an acronym for Fellowship for Agri Resource Management and EntrepreneurshipResearch) – a north east India focused non-profit network of multidisciplinary professionals.
The company is active member of leading industry associations such as: Confederation ofIndian Industries (CII) and Indian Chamber of Commerce (ICC).

2.3 The Service Profile:
Management of Veterinary Service Delivery
We conduct action researches and work with development agencies, producer companies orcooperatives for Veterinary / Livestock service delivery focusing on institutional development, herdhealth and community approach of problem solving.
Animal Disease Risk Management and Food Safety
We provide consultancy to state and national level agencies in participatory risk assessment,policy analysis and development of communication strategy. We also work with companies,farmer and trader organizations to assist them in Business Continuity Management in thecontext of disasters and uncertainties.
Livestock Value Chain Analysis
We conduct value chain analysis both to suggest ways for value chain up-gradation and toassist government agencies for people centered risk based control of animal diseases.
Enterprise, Cluster and Skill development:
We assist government and non-government actors in agro-livestock cluster development,project design, capacity building of enterprises and implementation of designed businessdevelopment services.
Knowledge Management
We assist institutions to conduct in-house training, implement appropriate technologies,publish books, mobile applications, social videos, e-learning tools etc. aimed at improvingprofessional competency of animal health workers, animal / organizational productivity andquality of veterinary / livestock services.
Monitoring and Evaluation of projects
We provide consultancy for monitoring and evaluation of projects and policies primarily
focusing at livestock and allied sectors.

The company has implemented number of livestock / poultry related value chain studies,capacity development programs, enterprise support programs and projects related tomonitoring and evaluation of specific programs / policies meant for livestock sectordevelopment. Dr. M Islam Barbaruah
Dr.Barbaruah is a young veterinarian and a trained developmentfacilitator. Following his graduation in Veterinary Science and Animal Husbandry fromAssam Agricultural University, he has attended post graduate and executive programs atprestigious schools like Tezpur University (MBA), Asian Institute of Management , Manila (Master in Development Management ); Indian Institute of Management –Calcutta ( EDP onManagerial Excellence ), National Institute of Rural Development ( EDP on LivestockEnterprise Management ) etc.
Dr. Barbaruah has thirteen years of experience with expertise in development planning,project management, capacity building and agri-livestock value chain development.
He played key role in implementing various development and action research projectsfunded by organizations like United Nations Conference on Trade and Development(UNCTAD), IFC-SEDF of the World Bank Group, International Livestock Research Institute(ILRI), GALVmed, FAO of UN, and Agriculture Skill Council of India etc.
As a promoter director of Vet Helpline (India) Pvt.Ltd, he received Indian Association forAdvancement of Veterinary Research award -2002 for Information Technology Applicationin Veterinary Service Delivery.

Mr.Amit Kumar Acharyya
Mr. Acharyya is a renowned food technologist with specialization inmeat and poultry product technologies. He has more than 33 years of all-round experiencein the field of meat and poultry processing (including further processing for ready to eatproducts).
He has implemented number of reputed projects related to processing of Poultry, Sheepand Goat, Buffalo, Pig and Emu bird.
Mr.Acharyya has contributed in leadership positions for numerous companies like Al –Hamd Agro Food Products Pvt. Ltd, Alchemist Ltd, PRS Technologies Pvt. Ltd, SumangalamInternational Pvt Ltd etc. He is also credited for his contribution to public sector fundedpioneer Meat Factory of Central Dairy Farm, Aligarh, India.
Dr.Abdul Samad
Dr Samad is a renowned herd health and veterinary medicine expertwith 37 years of experience. He is also the former Dean of Bombay Veterinary College,Mumbai. Dr.Samad is credited internationally for his extensive work on ICT application for

Veterinary Service Delivery. He is a pioneer worker in the field of institutional developmentboth at state and national perspective and has worked on human resource development inthe context of Veterinary Service Delivery.
Dr.Samad is currently a member of India’s National Advisory Commission on milk productionand farmers’ issues established by the Indian Dairy Association, New Delhi.
He is also a member of the research advisory council of the ‘National InnovationFoundation’, Government of India to screen and validate traditional knowledge in animalhealth
Dr.Bhim Shankar Manubansh
Dr.Manubansh is one of the renowned faces of India’s dairy cooperativemovement. He has served National Dairy Development Board of India for two decades.Dr.Manubansh is credited for his contribution as Managing Director of Deshratna Dr.Rajendra Prasad Dugdh Utpadak Sahkari Sangh Ltd. (Barauni Dairy). He has worked in thisposition for long fourteen years.
Dr.Manubash has provided professional consultancy to numerous organizations whichincludes Naturals Dairy Pvt Ltd, Ganga Dairy Ltd, Bihar Rural Livelihoods Project etc.
2.7 Employee Profile and policy for ensuring continuity of professionalservices:
The company manages its operations with one full time director who is primarily anintegrator in contrast to other specialist and generalist working for the company ashonorary and retainer consultants. The company maintains a roaster of consultantscomprising of people from academics, government and private organizations. Onceconsidered for a project, we ensure legal agreement with consultants on mutually agreeddeliverables with time line and described quality standards of outputs. Review ofdocumented previous personal associations amongst the consultants and a pre assessmentof possible group dynamics are some of the factors that are taken into account whileforming the team for an assignment. This till date have been ensuring minimuminconvenience due to mid project replacement of consultants. Case-II: Study to define and analyse cross-border and in-country livestock and livestock-products market systems in India for control of Transboundary Animal Diseases.
Client: FAO of the United NationsLocation: Indian state of Assam, Bihar, Tripura, UP and West Bengal.Activities:The study focused on understanding livestock market system (Livestock markets andLivestock Value chain) linked to cross-border trade (Indo-Nepal, Indo-Bangladesh and Indo-Bhutan) in the context of control of transboundary animal diseases like FMD, PPR and CSF.
Case-III: Policy Landscaping of Livestock Health product and Service Delivery in South Asia

Poultry Value Chain Analysis
Conducted a study to record activities, movements, relationships and the motivationsbehind decisions / actions people take at all level of poultry business in assigned districts.The findings were combined with HPAI (Bird Flu) risk analysis, to suggest ways to controlBird flu (Risk management and Risk communication) involving various stakeholders.

Conducted a rapid HPAI (Highly Pathogenic Avian Influenza) risk assessment survey in 3border areas of India's North East Viz. Sonamura (West Tripura District), borderingBangladesh; Moreh (Chandel District, Manipur), bordering Myanmar; Jaigoan (JalpaiguriDist. of West Bengal) bordering Bhutan. The survey that focused mostly on socio-economicperspective identified medium to high risk areas for the select borders and suggested meansto mitigate the risk of transboundary transmission of HPAI.
Case-VII: Knowledge to Action: Enhancing traditional dairy value chain (2008-09)(Creating a demand for quality locally produced fresh milk and the capacity to supply it)

3.1 Publications and advocacy programs:
Majority of reports prepared by the company for various clients and advocacy related activities areavailable online. The company is publishing an e-magazine since 2012. The magazine receivescontemporary articles from authors in 12 identified categories that cover all the broad areas ofveterinary and animal husbandry in the context of India. The company is currently working on a broad in-house advocacy campaign based on an in-houseproblem tree analysis of veterinary service delivery in India.
4. Standard policies to ensure quality
Vet Helpline India is an organic organization targeting only a niche segment of developmentconsultancy. Quality of project output and goodwill of client organizations is its prime asset.Since we operate in an organic mode, there is no written standard policies, procedures,practices to ensure quality interaction with clients and output. As an organization, VetHelpline India does not take multiple assignments at the same time and preference is alwaysgiven for short term, relatively low budget projects. This is primarily due to organic structure

and nominal availability of full time administrative support. Scope of innovation (includingtesting of new knowledge), reputation of the client, geographical spread and impact of theproject, are few crucial elements that determine companies selection of projects. Thecompany is consciously targeting and positioning itself as niche consulting firm for shortterm -low budget projects. Since timely completion of a project is linked to newopportunities and incentive for entire team, delivering quality and timely output is ensuredat all cost. We do not have any standard social protection practices. However, we donegotiate with external clients for personal security and wellbeing of our consultants whenthey are required to implement projects in sensitive areas.
