Migration and Housing: Can we turn Challenges into Opportunities for Cities? | Concorde

Following strong urbanisation and migration flows, due to economic migration and geo-political turmoil, cities are evolving as the centres of the universe for people to live, work and play and for investors to put their money. As a result, many cities increasingly face the unintended consequences of this development, with affordability of housing being one of the most critical issues for European cities today. In this session, we will explore the potential solutions to make housing more affordable, what the impact of migration flows is and how affordable housing influences city economic growth. Yolande BarnesHead of World Research Savills

Yolande leads the World Research team at Savills. With over 30 years experience in

property research, her areas of focus now are world cities, the movement of international capital in real estate, the impact of social, economic and environmental trends on all sectors of real estate markets, global urbanism and mixed use issues.

Having established the Savills Residential Research department in 1989, Yolande’s research techniques have extended to global markets and her remit has expanded to all types of cross-border real estate, in both established and emerging markets. Her work involves providing thought leadership and running a global research programme to provide sophisticated, market-oriented advice on all aspects of real estate, global wealth flows and market trends.

Yolande is an advisor to various academic and business groups. She is a Fellow of the Royal Geographical Society, a Director of Design for Homes, a founding member of the Society of Property Researchers, an Academician with the Academy of Urbanism and Visiting Professor at the Bartlett School of Planning, University College London. She produces regular reports and articles on global cross-sector and UK residential market trends and regularly appears in the international press, on television and radio.

Nicolas BearelleCEO and Co-Founder Re-Vive

Nicolas Bearelle is co-founder and CEO of Re-Vive, a Belgium based urban developer

established in 2009. Re-Vive regenerates urban brownfields into sustainable and vibrant neighbourhoods, delivering added value for its investors, the community and the environment.

Re-Vive is a certified B-corporation and was nominated for the 2016 Best for the World list. The company is a co-founder of Inclusio, a private investment fund set up in 2014 to invest in social housing which is rented out to governmental organisations. This year, Re-Vive will launch the Watt Factory accelerator in Ghent, which will help scale-ups active in smart cities and climate change to grow their business.

Bearelle has a Master’s degree in Architecture and Business Administration and has over 15 years of experience in the real estate industry. He is a member of the ULI Belgium executive committee.

Carolien GehrelsEuropean Cities Director and city executive for Amsterdam/Rotterdam, Big Urban Clients programmeArcadis

Carolien Gehrels joined Arcadis in 2014,

where she is the European Director for the Big Urban Clients programme in Continental Europe and the city executive for Amsterdam and Rotterdam.

Previously, Gehrels served as a consultant for federal entities and municipalities for the management consultancy company Berenschot and as Director of Berenschot Communications. In that role, she led the international city marketing programs for Amsterdam and Maastricht and coined and promoted the “I Amsterdam” strategy that is still successful.

From 2006-2014, Gehrels was an alderman and Deputy Mayor for the City of Amsterdam. Her portfolio included economic affairs, art and culture, local media, participation, monuments, infrastructure and water, business, competition and purchasing.

Gehrels is a member of the Supervisory Board of TU Delft, Bouwinvest, the Dutch Platform of Urban Innovation, and Worldwaternet. She has a degree in the Dutch language from Groningen University, with a specialisation in organisational communications.

Sophie HackfordFuturist and Researcher

Sophie Hackford is currently on an underground research programme to discover

new tech breakthroughs and investigate the social contexts in which they are built and used. The curriculum requires time amongst weirdos and troublemakers in creative communities, new markets and universities - whether satellites in Buenos Aires, eGaming in Scandinavia, drones in China, or astropreneurs in LA.

The aim is to map these technologies over shifting demographics, economics, and geopolitics, and hopefully provide a richer understanding of the extraordinary challenges and opportunities ahead.

Hackford previously launched and ran WIRED magazine’s consulting business, bringing the entrepreneurs building the future into boardrooms. She spent two years in Silicon Valley working at Singularity University, a group based at a NASA research park tasked with understanding and harnessing exponential technologies. Prior to California, she worked at Oxford University, bringing more than $120m of investment to a futures research group called the Oxford Martin School. She speaks regularly for corporate audiences on our explosive tech future.

Professor Sarah HarperDirector of the Oxford Institute of Population Ageing University of Oxford

Sarah Harper is Professor of Gerontology at the University of Oxford and Director of the

Oxford Institute of Population Ageing, which she founded in 1997 with funding from the NIA.

Harper currently serves on the Prime Minister’s Council for Science and Technology, which advises the Prime Minister on the scientific evidence for strategic policies and frameworks. She chairs the UK government Foresight Review on Ageing Societies, and the European Ageing Index Panel for the UNECE Population Unit. She is a Governor of the Pensions Policy Institute.

Harper was the first holder of the International Chair in Old Age Financial Security, at the University of Malaya (2009/10) and her research was recognised by the 2011 Royal Society for Public Health: Arts and Health Research Award.

Harper has a background in anthropology and population studies and her early research focused on migration and the social implications of demographic change. Her current research on demographic change addresses the global and regional impact of falling fertility and increasing longevity, with a particular interest in Asia and Africa. She has just completed a monograph on Population Challenges for Oxford University Press (2015), and is working her next book for Cambridge University Press Population and Environmental Change.

Throughout her academic career, Harper has combined academic research with external professional commitments. Internationally, she represents the UK on the European Science Academies’ Demographic Change in Europe Panel, serves on the Council of Advisors of Population Europe and on the Advisory Board of the World Demographic Association. She serves on the Advisory Board, English Longitudinal Study of Ageing (ELSA). She served as Advisor to the Malaysian Government, Advisor to the Singapore Government’s Third Age Council and as a Specialist Advisor for the European Commission Demographic Change Programme.

Professor Michael KeithDirector of COMPAS (Centre on Migration, Policy and Society)Director of the ESRC Urban Transformation Programme University of Oxford

Professor Michael Keith is head of ESRC Centre on Migration, Policy and Society (COMPAS) at the University of Oxford and Professorial Fellow at Merton College University of Oxford.

Keith is the author of 10 research monographs and edited volumes, most recently China Constructing Capitalism: Economic Life and Urban Change and After the Cosmopolitan: Multicultural Cities and the Future of Racism.

He is currently Coordinator of the British Social Science Research Council Investments in Urban Studies. In this role, he is responsible for the ESRC Urban Transformations Programme, including Newton programmes on cities in Brazil, India, China and South Africa: a portfolio of grants valued at approximately £30m.

Keith has also spent over 20 years in public life in east London. He was formerly leader of the Council in the London Borough of Tower Hamlets, a member of the National Commission on Integration and Cohesion (set up after the London bombings of 2005), Chair of Thames Gateway London Partnership, and a Non-Executive board member or founder of over 15 urban regeneration and related boards and companies. He also founded and is the current Chair of the Rich Mix Cultural Foundation, London’s largest multicultural arts centre.

Thierry Laroue-PontChief Executive BNP Paribas Real Estate

Conference Chair

Thierry Laroue-Pont has served as Chief Executive Officer of BNP Paribas Real Estate since July 2014.

Before his appointment, he held several roles at the firm, including Deputy Chief Executive, member of the Management Board, Executive Chairman of BNP Paribas Real Estate Advisory France, and Vice Chairman of BNP Paribas Real Estate Advisory.

Laroue-Pont joined Atisreal Auguste-Thouard in 2004 as Head of the Ile-de-France (Paris and surrounding region) office section, before becoming Deputy Chief Executive in 2005.

He started working for Jones Lang LaSalle in 1987, where he held various roles as a Consultant, Sales Manager, Associate Partner, European Partner and Head of the Agences France department.

Laroue-Pont is a graduate of the Lyon Institute of Political Studies, and holds a Masters degree in Law and a post-graduate degree in International Law. He is a member of RICS and a three-time winner of the Pierre d’Or.

As Deputy Mayor of Paris, Jean-Louis Missika is in charge of urbanism, architecture, the projects of Greater Paris, economic development, and the city’s attractiveness.

Missika has been successively Adviser to the President of the French public broadcaster Antenne 2 (1979-1984), Research Director at the Prospective Research Department of the INA (National Institute of Radio and Television) (1985-1986), Editor of the journal Médiaspouvoirs (1986-1988), Head of the Prime Minister Information Service (1988-1991), Director at the General Management of the Groupe de la Cité (1991-1993), Executive Vice-President and Managing Director of the SOFRES Media Department (1993-1995), Managing Director of Pollster BVA (1995-1998) and Vice-President of ILIAD (2007-2008).

Missika taught Media Sociology at the Post-Graduate Political Science Department of the Paris Institut d’Etudes Politiques and was the Chair Professor of Economics and Management of the Digital Industry and New Media at the Conservatoire National des Arts et Métiers.

Roger MogertVice Mayor for City Planning and Culture City of Stockholm

Roger Mogert is Vice Mayor for City Planning and Culture in the City of Stockholm. He is also

the chairman of the board of the city-owned Stockholm House of Culture & City Theatre. Mogert first entered Stockholm City Council in 2002, representing the Social Democratic Party. He was elected Vice Mayor for the period 2002-2006 and was then responsible for traffic, real estate, the labour market and culture. He acted as Oppositional Vice Mayor from 2006-2014, before being elected Vice Mayor again in September 2014.

During Mogert’s time as Vice Mayor for Traffic, Real Estate and Labour Market, Stockholm relaunched its urban expansion with the so called 20K programme, which led to the construction of 20,000 new housing units over a four year period.

Now Mogert is responsible for one of the fastest urban expansions in Stockholm’s history. Until 2030 the city plans to expand by 140,000 new housing units, representing a 30% increase of Stockholm’s housing stock. Mogert is focusing on trimming the city’s planning process, increasing collaboration with developers, enhancing integration within the cities’ different departments, and improving the dialog with the citizens of Stockholm. At the same time he aims to use the current growth to combat segregation and poverty and increase the social sustainability of Stockholm.

James MurrayDeputy Mayor for Housing and Residential Development City of London

James Murray joined the Mayor’s Office in 2016 as Deputy Mayor for Housing and

Residential Development, coming from Islington Council, where he held the position of Executive Member for Housing & Development for six years.

During Murray’s time in Islington, the borough was one of the top building local authorities in the country. He oversaw the introduction of planning policies to raise the proportion of affordable homes in new developments, including a new standard for viability assessments.

In the Mayor’s Office, Murray is focussing on bringing together a broad alliance - including councils, housing associations, developers and businesses - to support plans to build more new and affordable homes in London. He is advising the Mayor on planning policy, particularly helping to develop and implement new approaches to housing. He is overseeing work at City Hall to improve the private rented sector and tackle homelessness, in line with the Mayor’s priorities.

Murray advised the current Mayor during his selection and election campaigns. Before taking a position on Islington Council’s executive, he worked in Parliament and for a management consultancy. He has lived his whole life in London and currently lives near King’s Cross.

Dr Robin Niblett CMGDirector Chatham House

Robin Niblett became the Director of Chatham House (the Royal Institute of International

Affairs) in January 2007. Before joining Chatham House, from 2001 to 2006, Dr Niblett was the Executive Vice President and Chief Operating Officer of Washington-based Center for Strategic and International Studies (CSIS). During his last two years at CSIS, he also served as Director of the CSIS Europe Programme and its Initiative for a Renewed Transatlantic Partnership.

Dr Niblett’s commentary and analysis have appeared in the Financial Times, Washington Post, Daily Telegraph, Guardian and Reuters. He is the author of Britain, the EU and the Sovereignty Myth (Chatham House 2016), Britain, Europe and the World: Rethinking the UK’s Circles of Influence (Chatham House, 2015), and Playing to its Strengths: Rethinking the UK’s Role in a Changing World (Chatham House, 2010). He is also editor and contributing author to America and a Changed World: A Question of Leadership (Chatham House/Wiley-Blackwell, 2010); a contributor to Influencing Tomorrow: Future Challenges for British Foreign Policy (Guardian Books, 2013) by Douglas Alexander MP and Dr Ian Kearns; author and contributor to a number of CSIS reports on transatlantic relations, and contributing author and co-editor with William Wallace of Rethinking European Order (Palgrave, 2001).

Dr Niblett is a frequent panellist at conferences on Europe and transatlantic relations. He has testified on a number of occasions to the House of Commons Defence Select Committee and Foreign Affairs Committee as well as the US Senate and House Committees on European Affairs.

He is a Non-Executive Director of Fidelity European Values Investment Trust. He is a Special Adviser to the House of Commons Foreign Affairs Committee (since 2015). He was Chairman of the Experts Group for the 2014 NATO Summit. He was Chairman of the World Economic Forum Global Agenda Council on Europe (2012-13) and Chair of the British Academy Steering Committee of Languages for Security Project (2013). In 2012 he was awarded the Bene Merito medal by the Polish government. He became a Companion of St Michael and St George (CMG) in 2015.

Nathalie PalladitcheffExecutive Vice President and Chief Financial Officer Ivanhoe Cambridge

Nathalie Palladitcheff manages all activities related to finance at Ivanhoé Cambridge,

including corporate accounting, operational accounting, treasury, financing, property valuation, and taxation. She also leads the information technologies team and the human resources departments.

Palladitcheff began her career with Coopers & Lybrand Audit, before joining Banque Française Commerciale de l’Océan Indien as Director of Financial Affairs and Management Audits. She then served as Deputy Managing Director of Société Foncière Lyonnaise de Paris.In 2006 and 2007, she was Managing Director of Dolmea Real Estate, which is principally engaged in the acquisition, management and rental of residential properties in the Ile-de-France region.

Palladitcheff joined Icade (a public real estate company) in 2007 as a member of the Executive Committee in charge of finance, legal affairs and information technology. In 2010, she also assumed responsibility for the Property Services division (facility, property management and council). In February 2015, she was appointed Acting CEO of Icade. She joined Ivanhoé Cambridge in August 2015, as Executive Vice President and Chief Financial Officer.

Palladitcheff was a Director of various companies such as Silic, Qualium Investments and Crédit Agricole CIB, and presently sits on the Board of Directors of Gecina and Spie as well as the French Chamber of Commerce and Industry in Canada.

Palladitcheff is a graduate of École Supérieure de Commerce de Dijon (ESC Dijon) and holds a Diplôme d’Études Supérieures Comptables et Financières (DESCF) and a Diplôme d’Études Financières et Comptables (DECF). Patrick L. Phillips is the Global Chief Executive Officer of the Urban Land Institute.

Since taking the chief executive position in 2009, Phillips has overseen an expansion of ULI’s global reach, particularly throughout Asia, guiding the Institute’s focus on creating thriving communities in rapidly urbanising countries. Under his leadership, ULI’s program of work has grown steadily to encompass a variety of economic, demographic, societal, and environmental issues that are reshaping urban development worldwide in the 21st century. To reinforce the Institute’s delivery of high-quality services for members around the globe, Phillips guided the restructuring of ULI’s district and national council system and worked with ULI’s volunteer leadership to overhaul ULI’s governance.

Phillips has a career in the economic analysis of real estate and land use that spans more than 20 years. Prior to his service at ULI, he was President and Chief Executive Officer of ERA AECOM (formerly Economics Research Associates). In that role, he coordinated all aspects of ERA’s organisation, strategy, business development, and service delivery. His own consulting practice focused specifically on the intersection of private investment and public policy. Phillips is a frequent speaker on urban development issues and is the author or co-author of eight books and numerous articles.

His fascination for nature and technology is reflected in his iconic designs such as Smart Highway (roads which charge from sunlight and glow at night), Waterlicht (an installation which shows the force of water) and Smog Free Project (the largest outdoor air purifier in the world which makes jewellery from smog).

Roosegaarde graduated from The Berlage Institute with a Masters in Architecture. He founded Studio Roosegaarde in 2007, where he works with his team of designers and engineers towards a better future. Together they develop ‘Landscapes of the Future’ building smart sustainable prototypes for the cities of tomorrow. Roosegaarde has been named Young Global Leader at the World Economic Forum and Artist of the Year 2016 in The Netherlands.

Roosegaarde has won the INDEX Design Award, the World Technology Award, two Dutch Design Awards, the Charlotte Köhler Award, and China’s Most Successful Design Award. He exhibited at the Rijksmuseum Amsterdam, Tate Modern, Tokyo National Museum, Le Musée des Arts Décoratifs Paris, Victoria & Albert Museum, and various public spaces in Europe and Asia.

Thomas W. Toomey Chief Executive Officer and President UDR

Thomas W. Toomey is Chief Executive Officer, President and a Director of UDR, Inc.,

Dr Gertrud R. Traud has been the Chief Economist of Helaba Landesbank Hessen-

Thüringen since 2005 and assumed the position as Helaba’s Head of Research in 2006.

Dr Traud began her career at Bank Julius Bär (Deutschland) AG in Frankfurt where she later became the Head of the Economics Department. In 1999, she took over the position of Head of Equity Market Strategy for institutional customers at Bankgesellschaft Berlin. There she was also responsible for leading the equity market strategy for the European Securities Network, a research network of 10 European financial institutions.

Over and above her activities in the financial sector, Dr Traud is also involved in the fields of science and academia. She has given lectures, for example, at the Warsaw School of Economics and taught at the Frankfurt School of Finance & Management. She is a member of several Advisory Boards, including the Science and Future Council of the Hessian Ministry of Economics, Transport and Regional Development.

Dr Traud studied economics and received her PhD from the Johannes-Gutenberg University in Mainz, Germany, in 1996.

François Trausch joined Allianz Group in January 2016 as Global CEO for Allianz

Real Estate.

Prior to this position he was CEO of the Asia Pacific platform for GE Capital Real Estate and also served as President & CEO for GE Capital Real Estate Japan. During his 19 year tenure at GE, François held leadership roles in Western Europe and France as Head of acquisitions, Chief Risk Officer, CEO GE Capital Real Estate France and Regional head for Western Europe.

Lisette van DoornChief Executive Europe Urban Land Institute

As Chief Executive of ULI Europe, Lisette is responsible for the development of the

Institute’s activities across the region, including its renowned pan-European conferences and over 250 local meetings and events across 14 countries. She is also responsible for the ULI Charitable Trust, which raises money to advance ULI’s mission and philanthropic activities across Europe.

Lisette joined ULI from LIRE, her own consultancy business, which advises international institutional real estate investors and fund managers on strategy, organisational optimisation and portfolio structuring. Prior to this, she was country manager for CBRE Global Investors where she managed a €1.6bn portfolio of assets in Italy and fund manager of two shopping centre funds (€1.3bn) with assets in Spain, Portugal and Italy.

Sophie van OosteromChief Investment Officer EMEA CBRE Global Investors

Sophie van Oosterom is Chief Investment Officer EMEA. In her role she focuses on

investment performance in the region and is responsible for investment strategy, underwriting and product development. She is a member of the European Executive Committee and chairs the European Investment Committee.

van Oosterom joined CBRE Global Investors in 2013 as Head of Special Programs with leadership of investor strategy, repositioning and redefining strategies to optimise value for the investors for the various special programme funds.

van Oosterom has 20 years of real estate and finance experience. Before joining CBRE Global Investors she was a Managing Director and European Head of Asset Management of the Lehman Brothers Real Estate Partners private equity funds (now Silverpeak Real Estate Partners) with around $20bn of assets under management at its peak. In this capacity she was a member of the board of a large number of real estate companies throughout Europe, where she helped define strategy, financial structuring and value creation across all real estate asset classes.

van Oosterom holds a Master’s Degree in Economics (Cum Laude) from the University of Amsterdam (the Netherlands). She is a honorary citizen of Marseille (France).

Jon H. ZehnerGlobal Co-Head of Client Capital Group LaSalle Investment Management

Jon H. Zehner is Global Co-Head of the Client Capital Group at LaSalle Investment

Management and was appointed as ULI Europe Chairman for a two-year term on 1 July 2016.

Zehner graduated with an AB in Economics from Dartmouth and an MBA from Harvard. He began his career in real estate at JP Morgan, where he worked for 28 years and held a number of senior positions, including Global Head of Real Estate Investment Banking and Head of Sub-Saharan Africa. Zehner subsequently served as Senior Director at AREA Property Partners, where he was responsible for client relationships, deal origination and strategic development.

In 2012, Zehner joined LaSalle Investment Management, where he now oversees the firm’s global activities relating to clients raising capital, product development, and marketing and communications.

ECE

ECE has developed, planned, realized, leased, and managed shopping centres since 1965. With 199 shopping centres under its management (48 of which are under the management of MEC METRO-ECE Centermanagement GmbH & Co. KG) and activities in 14 countries, ECE is the European market leader in the shopping centre industry.

Across a total sales area of around 7.3 million square metres, approximately 21,000 retail renters bring in an annual turnover of around €24bn in all the ECE centres combined. These centres include the Milaneo in Stuttgart, the Aquis Plaza in Aachen, the Promenaden in Leipzig Hauptbahnhof (central railway station), and the Marmara Park in Istanbul. Numerous other shopping centres are under construction or renovation across Europe - among others, the Cano in Singen, the Loom in Bielefeld, and the Adigeo in Verona/Italy.

Through its Office, Traffic and Industries division, ECE also realises other commercial properties such as Intelligent Quarters in Hamburg, ThyssenKrupp Quartier in Essen, the 25hours Hotel in Düsseldorf or nine new logistics centres for Hermes Germany.

Corestate Capital Group

CORESTATE Capital Group is a fully integrated real estate investment manager and co-investor seated in Luxembourg that also has offices inter alia in Frankfurt, Zurich, Madrid and Singapore.

Since the foundation of CORESTATE in 2006 the generated transaction volume amounts to approximately €5.7bn CORESTATE accompanies its customers along the entire value creation chain of a real estate investment product and covers, in particular, deal sourcing and the development of investment products, structuring and execution of transactions, real estate investment management services and the development and execution of exit strategies.
