Welcome to Dubrovnik for this landmark regional event
Due to its privileged geographical position, Croatia has been at the forefront of this process, through regional highway cooperation initia-tives.
At a time of growing motorization, the region’s network of roads and highways is currently its largest public asset. However, significant challenges remain to enhance the safety, efficiency, environmental sustainability and resilience of the road network, underscoring the value of enhanced regional cooper-ation.
Organized by key representative organizations of the roads & mo-bility sector, the European Road
Conference “Corridors for Shared Prosperity & Sustainable Mobility” is an essential platform to deepen the understanding of regional mobility challenges, and achieve consensus on key policy, investment and plan-ning measures.
We have designed this event with the idea of providing a setting for sharing proven and innovative solutions for the region’s mobility challenges. With this Conference, our goal is to help policy-makers, planners and infrastructure opera-tors across Europe and neighboring countries translate these challenges into concrete policy and planning decisions.

More than a thousand-year old historyof Dubrovnik made it a cultural centre of Europe. Initially a small communi-ty, the city flourished in no time and became the seat of the independent Dubrovnik Republic.
History is present in the entire city, which is both a museum and a pictur-esque stage where cultural heritage and contemporary life meet. All houses and monuments have a unique value.
The Old City is encompassed by medie-val walls, which have been preserved in their original form and opened for visi-tors as Dubrovnik’s major attraction.
In 1979 the City was included in UNESCO World Heritage Site list.

PLS1: Opening plenary - Government of the Republic of Croatia – portfolio achievements and plans
South East Europe is at an important crossroads in the develop-ment of its road connectivity programs, securing a critical role as a gateway for international trade routes. Due to its privileged geographical position, Croatia has been at the forefront of this process, through regional highway cooperation initiatives.At a time of growing motorization, the region’s network of roads and highways is currently its largest public asset. However, significant challenges remain to enhance the safety, efficiency, environmental sustainability and resilience of the road network, underscoring the value of enhanced regional cooperation.
PLS2 : Driving Innovations for Greener, Smarter and More Resilient Road
This cross-sectoral panel will look at how innovation is being lev-eraged within the industry to achieve sustainable, energy-efficient and more resilient road infrastructure. Can the use of advanced technologies deliver significant efficiency gains? What lessons can be drawn from other industries? How can public policies support and accompany this process?
RE1 : On the Road to Climate Resilience & Energy Efficiency
A new generation of resilient and sustainable roads are being introduced to minimize disruptions resulting from harsh climatic events whilst meeting safety and environmental sustainability targets. These sometimes conflicting goals require rethinking key engineering considerations in the design, delivery and manage-ment of road networks.
SR1: Road Safety Diagnosis
In 2015, 82.5% of countries worldwide reported implementing risk diagnosis procedures to their road networks, yet over 70% of roads surveyed by the International Road Assessment Program are rated under 2 Stars in a 5 Star Rating System across at least one user category. These figures suggest a startling disconnect between the theoretical merits of road infrastructure safety man-agement and the actual results experienced by countless road users every day.
TM1: Regional Cooperation - Challenges & Achievements
Major projects and associated business opportunities in the host country and neighboring region will be presented by government officials and investment promotion agencies.
MC1: PPPs in the Road Sector
The principal objective of this Master Class is to provide road stakeholders with a detailed understanding of those electronic tolling solutions that are available at the current time, and those that have potential for the near future. Those solutions are placed in the context of their real-world deployment across different types of schemes, as well as the applicable charging and en-forcement solutions available to network managers.
RE2: Road Asset Management - From Vision to Deployment
Some countries excel at long term infrastructure asset manage-ment, while others have fallen behind. Economies in Europe and its neighboring regions have an excellent opportunity to begin planning for long term maintenance during the investment stage of their infrastructure. This session will address the region’s commonly shared challenges, and discuss opportunities to build a framework for knowledge sharing and regional collaboration, highlighting best practices for infrastructure design and asset management.
SR2: Mainstreaming Safety into Road Design & Operations
Road traffic fatalities and injuries are among the most pressing issues faced by the transport sector, and have led government agencies across the region to make road safety a key priority. Designing new roads with ambitious built-in safety features of-fers a cost-effective way of saving lives. During this panel, senior safety specialists will present best practices to ensure safety is mainstreamed into new and existing roads.
TM2: Successful Corridor Strategies
Successful corridor programs strive to meet transport demand at the least social and economic cost while maximizing the return on previous and future investments in infrastructure and servic-es. This session will explore a number of field-tested approaches that led to enabled corridor programs to reach their intended goals.
RE3: Advances in Resilient Pavement Design
Pavements are an integral part of a sustainable and efficient road network. Pavements provide a smooth and durable all-weather traveling surface that benefits a range of vehicles and users . Given their key role and widespread use, there is a unique oppor-tunity to improve the sustainability and durability of pavement structures with the potential to deliver tremendous environmen-tal, social, and economic benefits.
SR3: Safer Work Zone
Work zones are hazardous both for motorists who drive through the complex array of signs, barrels, and lane changes and for workers who build, repair, and maintain streets, bridges, and high-ways. Panelists and participants will exchange international best practices on how to design a safe work zone using a combination of good practices and new technologies.
MC2: Road Sector Reform - Croatia Case Study
The World Bank’s Modernization and Restructuring of the Roads Sector project aims to provide a comprehensive solution that will cover institutional, operational and financial concerns, by supporting governance, operational restructuring, planning and monitoring reforms that will make road sector state owned enterprises more effective and enable their efficiency. Support targets institutional investment management and company level governance and management arrangements to promote a performance-based culture and ensure that future investments are economically justified. The project also addresses operational practices, making operations more effective to maximize revenues and lower operational costs.
The IRF Fellowship Program
The IRF Fellowship Program for graduate students of engineering and transportation policy has been a cornerstone in the work of the International Road Federation for more than 65 years. Founded in 1949, the program has enhanced the professional curriculum of 1,400 students from 118 countries in fields related to the development of better and safer roads, and their ability to meaningfully improve transportation in their home countries. ITS1: Connected, Autonomous & Shared Mobility - Is our Road Network Ready?
All of the pathways to full automation identify a critical transition phase where different vehicles and mobility services co-exist on the same road network. This panel will look into what technolo-gies and engineering guidelines that are being developed to assist this transition process and ensure public benefits from connected vehicles and shared mobility are maximized.
SR4: Speed Management & Enforcement
In recent years, technological breakthroughs have combined to offer police forces more options to capture violations, and the use and impacts of these technologies need to be fully understood to ensure they achieve intended results. Similarly, the past two dec-ades have seen a wide-ranging wave of privatisations in formerly government-owned or -controlled activities, offering new pro-curement and management opportunities for Automated Speed Enforcement (ASE) through the use of Public Private Partnerships (PPPs).
TM3: Adriatic - Ionian Corridor Roundtable
The Adriatic-Ionian corridor is a key strategic highway project serving south-eastern Europe at a time of growing cross-border road transport. This panel will take stock of progress in achieving the connectivity goals for this corridor, at the same time drawing from corridors successfully undertaken elsewhere.

Designing new roads with ambitious built-in roadside safety features offers a cost-effective way of saving lives. During this session, road engineers, crash data specialists and highway agen-cies will present best practices and state of the art technologies to offer safer driving conditions and reduce the consequences of road crashes.
TM4: Advances in Road User Charging & Mobility Management
The road mobility market is characterized by a diversity of solutions and systems which are frequently based on legacy de-velopments addressing different technical and regulatory criteria. Moreover, Capital Expenditure and Operational Expenditure remain a significant hurdle for many road agencies. For decision-makers considering the deployment of these systems, the diversity of solutions and financial models means that comparing relative whole-life costs and strengths is a daunting task. Featuring regional case studies, this session will seek to guide delegates through the most cost-effective solutions.
