Executive Development
Program in the 90s
Orientation Course offered to newly-minted (first time) Local Chief Executives
(LCEs) in the early 2000’s which then became known as Jumpstarting Local
Governance
First offered in 2007, the NEO (Newly Elected Officials) Program
became term based
NEO Program History
2016 2019
Through the DILG MC 2016-21, Transition Teams were organized
in 560 LGUs with NEOs
10 NEO Online Modules developed, with 57 Graduates of the NEO Online
Course
15 Online Executive Coaching Sessions conducted with 300
participants
300 participants underwent competency-based capacity
development trainings accessed through Component 4: Sharpening
the Saw
44 Provincial Alliance Building
Workshops conducted
560 NEO participants to the NEO Basic Orientation who formulated their First 100 Days Agenda and
Social Contracts
ACCOMPLISHMENT TIMELINE
Individuals and communities will be more
resilient.
There will be greater trust in government and in
society.
The unemployment rate will decline from 5.5% to 3-5% in
2022.
Growth will be more inclusive as manifested by a lower poverty
incidence in rural areas – from 30% in 2015 to 20% in 2022.
The Philippines will be an upper middle-income
country by 2022.

01 Alignment of local & national agenda
LGUs must continue to fulfill their functions as self-reliant
communities even in the context of a push to federalism.02
There are continuing challenges related to hazards caused by
climate change and disaster.03
Despite having been provided avenues through the LGC, local
governments have struggled with having meaningful community
participation in local development.04
There is a growing threat to peace and order and public safety. The
CTGs, whose presence is reported in 63 provinces and 2700
threatened barangays.05
