Program for Guaranteed Thirteen Years of Education to provide Education for All 1.0 Introduction and Background Sri Lanka has a significant progress record on achieving access and participation in primary and secondary education over the last decades. Yet, thousands of students leave the education system either at or before GCE O/L without obtaining proper knowledge, skills necessary for further education, their lives and world of work. Some of thereasons for dropping out and low performance of mandatory schooling are related to curriculum, teacher, system based issues etc. Also, assessments policy and methods do not reflect the needs of the students, world of work, and society at large. The 13 years of mandatory education policy proposal has been developed as an immediate solution for the above issues. This program will supportto develop technical, vocational and social skills of all children’s skills which need to contribute to the effective economic development of the country. 1.0 Introduction and Background

Sri Lanka has a significant progress record on achieving access and participation in primary and

secondary education over the last decades. Yet, thousands of students leave the education system either

at or before GCE O/L without obtaining proper knowledge, skills necessary for further education, their

lives and world of work. Some of thereasons for dropping out and low performance of mandatory

4.0 Implementation of the program Proposed vocational stream will implement jointly with Ministry of Education and Ministry of Skills

development and Vocational education. Vocational Stream Structure will consist of two main components

• General Component

• Applied Subjects (Vocational Skill Area)

General Component:

This will cover the following topics: First Language, Business English and Communication Skills,

Literary Appreciation though Aesthetic activities, ICT Skills, Skills related to Citizenry, Health and Life

Skills for Social Well-being and Entrepreneurship Skills. This component will be delivered within first

six months of Grade 12. There will be a two-month carrier guidance program.

development as a successful

and anti-social behaviours

among youths

5.0 Applied Subjects (Vocational Skill Area):

26 Applied Subjects will be implemented under this component. In the second term of Grade12,( See

Annex 1) a student will choose one Applied Subjects according to his/her choice from a given list and

study the introductorymodules of respective Applied Subjects and will send to the industrial training.Non

vocational subjects will implement in the schools.

6.0 Main stages of the program School have been selected after the School mapping exercise with provincial and zonal Education

officersfor identifying the student flow after the GCE/OL The main schools clustered with 3 to 5 feeder

schools.

Pilot programme stage 1:

The pilot program will commence in September 2017 in 42 schools (Stage 1) in order to obtain

experience of program fitness, acceptance, and feasibility and implementation issues (school list in annex

2)

Vocational Education Program will be conducted in 42 Schools, allocating at least one per district, and a

few for several districts based on ethnic composition and student numbers available for the Program.

These schools are selected on the basis of School Mapping, proximity to Technical, Vocational Education

Centres (TVEC), and access to Computer Resource Centres (CRC). It has been planned to enroll 4440

students to these 42 schools.

Pilot programme Stage 11

Commence the Pilot Programme (stage 2) of reform in 137 schools in all education zones by February

2018. Develop the comprehensive plan with innovative methods and getting stakeholder involvement

with public private partnership continues.(school list in annex 3) It is anticipated to extend this subject

stream further to 1400 selected schools from the year 2019 onwards and it has been scheduled to provide

the opportunity to all the students without excluding the school system by the year 2020.

7.0 Provision of the Practical Training and Coordination

This Programme cannot be implemented only by the Ministry of Education and the assistance of the

Government Institutions as well as private institutions, which provide professional training currently

should also be sought in this regard. Accordingly, it has been scheduled to provide training opportunities

through the coordination of the Ministry of Skills Development and Vocational Training, the other

Government Institutions and the Chamber of Commerce of Sri Lanka for the implementation of this

Programme.

8.0 Direction and Coordination

The Ministry of Education will implement this Programme with the coordination of the Provincial

Department of Education while the required regulatory activities of the Programme will be done by a

National Operating Committee.

9.0 Financial Allocations

5 billion has allocated from 2017 budget to implement the above program. A Plan formulated to provide

essential facilities such as classroom spaces, furniture and equipment,
